The Ministry of Tourism and Sports has developed a draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on physical culture and sports, as well as the prevention of excessive legislative regulation." The document provides for the introduction of a new system of selection of sports disciplines in the country. The Ministry of Tourism and Sports has developed a draft law on the development of sports 16.11.2024
The Ministry of Tourism and Sports has developed a draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on physical culture and sports, as well as the prevention of excessive legislative regulation." Several key issues and specific statistical data were taken into account when drafting the bill. More than 180 sports are currently being developed in Kazakhstan. However, medals are won each year in only 13 summer and 5 winter Olympic sports. If in 2018 Kazakhstani athletes won 370 medals, then in 2020 this figure decreased to 105 medals. This situation is explained by shortcomings in the system of training athletes at all stages, starting with initial training and ending with high-performance sports. In addition, the cost of maintaining children's and youth sports schools and sports boarding schools is growing every year, a significant part of which is spent on training in Olympic non-Olympic sports. In the period from 2018 to 2020, 646 billion tenge was allocated for the development of all sports, of which almost 72% was spent on sports that are not a priority for the country. To improve the situation, the Ministry of Tourism and Sports conducted a study of international experience. Based on the experience of Uzbekistan, Belarus, Great Britain, Germany and Norway, a draft law has been developed that involves the introduction of restrictions on sports related to high-performance sports. According to the new system, the list of top-level sports will include only those sports that are included in the program of the Olympic, Paralympic, Deaflympic, Asian and Para Asian Games, as well as national sports. In turn, the sports that have shown medal results will be prioritized and will be funded primarily at the national and local levels. These measures will make it possible to effectively manage the sports industry and make rational use of limited resources. "The implementation of these changes is aimed at creating new incentives for the development of sports in our country. The concentration of funding on certain and effective sports will ensure Kazakhstan's high achievements on the world sports arena," said Minister of Tourism and Sports Yerbol Myrzabosynov. The adoption of the bill will help optimize the country's sports system and form the right financial strategy to achieve high results in sports.Source : https://www.gov.kz/memleket/entities/tsm/press/news/details/882234
The Ministry of Tourism and Sports has developed a draft law on the development of sports 16.11.2024
The Ministry of Tourism and Sports has developed a draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on physical culture and sports, as well as the prevention of excessive legislative regulation of norms."Currently, local, regional and republican sports federations in our country act as independent entities and do not obey each other. This situation leads to an independent policy in the development of sports, a conflict of interests and a blurring of responsibility, which ultimately slows down the development of sports. The proposed new model provides for subordination of local federations to accredited republican (or regional) sports federations. This change is aimed at centralizing management in the field of sports development, increasing efficiency and clearly defining responsibility."We hope that this bill will lead to the streamlining of the sports management system and give a new impetus to the development of sports in our country. We strive to create conditions for the coordinated work of federations of different levels," said Minister of Tourism and Sports Yerbol Myrzabosynov. If the document is adopted, a system will be created to regulate the relationship between sports federations, which will make it possible to form an effective policy aimed at the development of sports.Source : https://www.gov.kz/memleket/entities/tsm/press/news/details/882236

According to the bill, the sports reserve will be prepared exclusively for sports related to the sport of higher achievements. The training of athletes will be conducted strictly in accordance with the national standards of sports training established by the authorized body. This measure is aimed at increasing the potential of the national teams of Kazakhstan and creating the foundations for the systematic development of the sports industry. In addition, new rules are proposed regarding the state financing of professional sports. According to the bill, a limit will be set on state funding of professional clubs. This measure will improve the efficiency of budget expenditures and ensure the rational use of funds allocated for the development of sports.Another important change is the proposal to ban the financing of athletes who are not citizens of the Republic of Kazakhstan from the state budget and funds of quasi-public sector entities. This measure is aimed at ensuring the priority of the citizens of Kazakhstan both in the sports field and in financial support."These changes will optimize the management of the sports industry and effectively use financial resources. We pay special attention to top—level sports and strive to create a stable and fair system of financing professional sports," said Minister of Tourism and Sports Yerbol Myrzabosynov. The adoption of the bill will help improve the country's sports system, ensure the effective use of public funds and give impetus to the further development of professional sports in Kazakhstan.Source : https://www.gov.kz/memleket/entities/tsm/press/news/details/882249
