Kazakh delegation took part in the 63rd session of the UN Commission on the status of women 11.04.2025
In the period from 11 to 22 March this year, the 63rd session of the UN Commission on the status of women is held in New York, where the Kazakh delegation headed by the Executive secretary of the Ministry of labor and social protection of population the RK Kurmangalieva A.D. took part. The 63rd session with the participation of the UN Secretary-General, heads of state, governments of UN member states, representatives of international and non-governmental organizations is devoted to the theme "Social protection systems, access to state services and sustainable infrastructure for gender equality and the empowerment of women and girls". Speakers and participants have the opportunity to speak, hold discussions and interactive dialogues on actual issues of gender equality and the empowerment of women and girls. On March 15 this year in the framework of the 63rd session of the first governments of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in collaboration with the regional office structure of "UN women" for the countries of Europe and Central Asia organized a side event on the theme "No one should be forgotten: social protection in the countries of Central Asia". This event is relevant and important in the development of gender equality and the empowerment of women in the countries of the Central Asian region. The moderator of the side event was the representative of Kazakhstan Executive secretary of the Ministry of labor Kurmangalieva A.D.In her speech, Kurmangalieva A.D. briefed the participants and guests on the progress made by Kazakhstan in the field of social protection, access to state services in order to achieve gender equality and the empowerment of women. It was also noted that RK has ratified the fundamental international documents: the UN Convention on the elimination of all forms of discrimination against women, the Beijing Declaration and platform for action and the Sustainable development goals, the country has created a strong institutional framework and expanded the political, economic rights and opportunities of Kazakh women. RK in the ranking of gender equality of the World economic forum in 2017 took 52nd place among 144 countries of the world, in the Global Competitiveness Index in terms of "Women's participation in the labor force" is in the top 30.In turn, Deputy Prime Minister of Kyrgyzstan Omurbekova A.S., Deputy Prime Minister of Uzbekistan Narbayeva T.K., representatives of the Permanent missions of Tajikistan, Turkmenistan under the UN and others shared the experience of their countries.During the side event, participants constructively engaged in a dialogue on the role and importance of women in the modern world, as well as proposed conceptual visions and recommendations to enhance interaction on priority issues to ensure the social protection of women and girls in the region. People with special needs are taught professions of the future 11.04.2025
19-year-old Amir Suleimenov is the founder of the International school of information technology, ISIT. The author of the project had an accident and after that decided to open his own business and help people in a difficult life situation. He chose the profession of a programmer, as it allows to work remotely from anywhere in the world. "I met with the fact that people with disabilities were depressed because they had higher education, work experience, but due to the life situation could not work. Rehabilitation, treatment and surgery take a lot of time", - he said on January, 26 during a meeting with the Minister of labor and social protection of the population of Republic of Kazakhstan Madina Abylkasymova.In 2018, a pilot project on training in digital skills of the XXI century was launched, which showed its effectiveness. The target audience was people with disabilities, mothers of large families, unemployed, mothers of children with disabilities. The training was conducted by SMM and consisted of 15 lessons. School graduates thanks to the acquired knowledge already provided themselves with income."The main task for the current year is the employment of people with special needs. It is necessary to describe the support measures in the target categories, depending on the disease, the level of education. Someone can work in intellectual professions, someone can create handmade products," the Minister noted.The school of information technology provides training in such specialties as SMM managers, SEO specialists, contextual advertising, JAVA-developers, programming and mobile applications development. This can be trained remotely and subsequently work anywhere in the world.According to statistics, the SMM-marketing profession exists in America for 10 years, in Europe for 7 years. On average, in the USA such a specialist receives about 3 thousand dollars, in Europe 1500 euros, in Russia 150 thousand rubles per month."We can create online stores, teach how to find customers in social networks, how to appear on the first pages of google. We can help small and medium businesses, as well as self-employed find their customers, digitalize. We have a program "Bastau", how to open a business, but the disabled do not want a business, they want to help someone, they are not confident in themselves",- said Amir Suleimenov. On December 28, 2018, with the support of the Ministry of labor and social protection of the population of Republic of Kazakhstan, an agreement was signed between UNDP and the ISIT School Amir Suleimenov to provide grants for training of people with disabilities. The agreement prescribes further steps for the implementation of the pilot project at the regional level. 25 people have received grants for training, this year it is planned to train 1000 people. According to statistics, 8 out of 10 trained people begin to earn or find a job.For training and further employment of the project participants need only have a smartphone."We have trained a woman from the village of Zhambyl region, where there are only 3 houses. She learned how to target advertising and now she is so happy, flooded all Facebook, Instagram, began to look for with whom she studied in Moscow. One pensioner, fond of knitting, learned how to analyze competitors, how to choose the right keywords in her advertising, in her posts on Instagram or Facebook, how to compose content and process the customer base and learned to sell their products. Now she's hired an assistant. Another pensioner makes bouquets of sweets" says Amir Suleimenov.At the end of the meeting, the Minister thanked the founder of the school of Internet Technologies ISIT Amir Suleimenov for the work carried out and stressed the importance of scaling such projects in the regions of the country.Innovative school of Internet Technologies ISIT is the first social school in the CIS, which teaches vulnerable social groups of the population. More than 365 billion tenge is provided to support families with children in 2019 11.04.2025
For today, a comprehensive model of support for families with children has been built in Kazakhstan, which includes a system of state benefits, social benefits, measures to promote employment and tax benefits.For today, social support is provided to 5 categories of families:1. mothers and families with children up to 1 year;2. large families;3. families with children with disabilities;4. needy families;5. families who have lost their breadwinner and taken children under guardianship or trusteeship.Kazakhstan's system provides support at all stages of a citizen's life. The system of social support for families provides for different life situations.All social benefits are indexed annually to inflation.At the birth of a child, a one-time benefit is provided, the amount of which depends on the order of birth of the child. In 2019, the size of the benefit for the birth of the first, second, third child is 95 950 KZT, for the fourth and more children – 159 075 KZT.Over the past 3 years, this benefit has increased by 38%. To support families in this category, at the end of 2018, benefits in the amount of 40.7 billion KZT were allocated. In total, 395 thousand people received benefits.In addition, our country provides social support for the care of a child up to 1 year, which is provided to both working and non-working mothers.If the mother of the child does not work, after the birth of the child she is assigned a child care benefit of up to 1 year, which is paid every month. The amount of the benefit is from 14 544 KZT to 22 473 KZT.At the end of 2018, more than 125 thousand people received such benefits in the amount of 30 billion KZT. Over the past 3 years, the amount of this benefit has increased by 19%.If the child's mother worked and social contributions were paid for her, she receives social benefits from the State social insurance fund.Firstly, maternity benefits, the amount of which depends on the average monthly income of a woman over the past 12 months. At the end of last year, the average amount of such payment amounted to 391 170 KZT;Secondly, the payment for child care up to 1 year in the amount of 40% of the average monthly income for the last 2 years. The average amount of this payment in 2018 amounted to 32 361 KZT.In total for 2018 about 400 thousand parents received payments from the SSIF in case of motherhood and childhood for a total amount of 165 billion KZT.In addition, the state subsidizes compulsory pension contributions to women in the amount of 10% of the average monthly income taken into account in the calculation of social benefits. This is done in order to have women not been interrupted pension savings in the period of the leave to care for a child.The rights and guarantees of working women are protected by labour legislation. For example, it is not allowed to terminate the employment contract on the grounds of staff reduction, reduction of the volume of work for economic reasons:- with pregnant women who have provided the employer with a certificate of pregnancy;- women with children up to 3 years;- single mothers raising a child up to 14 years (disabled child up to 18 years).Various programs to support women's entrepreneurship are implemented for women who want to start their own business in our country. In 2018, 3 033 women received microcredits and 1 243 women received grants for the development of new business ideas in the amount of 100 MCI under the program of productive employment and development of mass entrepreneurship.The state pays special attention to mothers with many children, for whom a number of benefits are provided.Each mother with many children, awarded with pendants "Altyn alka" and "Kumis alka" or previously awarded the title of "Mother heroine", awarded the orders of "Maternal glory" I and II degree is paid a monthly state benefit. This benefit is for life, that is, it does not stop after retirement, and is granted regardless of her income. The amount of the benefit is currently 16 160 KZT (6.4 MCI) and is indexed annually to inflation. This benefit is awarded to the mother in connection with the honorary titles and is therefore not tied to the subsistence minimum level. Today, 237 thousand mothers have such an honorary title.Annually, about 45 billion KZT is allocated for the payment of this benefit.Mothers with many children, awarded with pendants "Altyn alka" and "Kumis alka", are also exempt from payment:- vehicle tax and land tax;- state fees for notarial and legally significant actions in the registration of residence, issuance of passports and identity cards, etc.Large families with 4 or more minor children are paid a special state benefit. Last year, 271 thousand families received such benefits in the amount of 32.8 billion KZT.With regard to pensions, mothers who have given birth to 5 or more children and raised them before the age of 8 have the right to retire at the age of 53. Separate measures of state support are provided for low-income families. Since January 1, 2018, a new procedure for providing address social assistance to low-income families has been introduced.The criterion of its provision (poverty line) increased from 40% to 50% of the subsistence minimum, which allowed to increase the average size of the ASA almost 2 times compared to 2017.The ASA is provided in a new format and includes not only monetary payment, but also the provision of social services, as well as active measures to promote employment, such as employment, training, micro-credit, etc.In addition, our country provides separate social support measures for families with children with disabilities, for families who have lost their breadwinner and others.Thus, social measures to support children with disabilities include a child benefit up to 16 years in the amount of 41 578 KZT per month. From 16 to 18 years, depending on the group of disability: for the first group – 57 021 KZT, the second group – 47 220 KZT, the third group – 35 638 KZT.In addition to these payments, benefits are granted to a person raising a disabled child upon reaching him the age of majority. At the end of 2018, an average of 80,6 thousand people received such a benefit. The amount of benefits in 2019 is 31 183 KZT. Since July 1, 2018, on behalf of the Head of State, a care allowance of a first group disabled person from childhood over 18 years old was introduced. Last year it was received by 11,5 thousand people. In 2019, the amount of the benefit is 31 183 KZT (1,05 minimum subsistence level). In addition, children, taking into account individual requirements are provided with technical supporting (compensatory) aids (prosthetic and orthopedic assistance, surdo-,tiflo-means), special means of transportation (wheelchairs), health resort treatment and mandatory health aids. Families who have lost the breadwinner are provided with state benefits from the budget in the amount of 25,541 KZT for one dependent up to 62,663 KZT for six or more children. If the breadwinner worked, then additional payments are provided from the State Social Insurance Fund.In order to ensure the convenience and accessibility of public services for the population, since last year 4 types of services have been launched in a proactive mode. Registration of the birth record, enqueuing in pre-school institutions, the appointment of benefits for the birth of a child and payments for child care up to 1 year are combined into one proactive service and are provided without personal treatment of women. ***In general, the measures taken within the framework of social protection of motherhood and childhood had a positive impact on the demographic growth of the country's population. Procedure for the issuance of certificates to recipients of ASA through the portal of "Electronic Government" was simplified 11.04.2025
In order to simplify the process and reduce the terms of providing state address assistance to citizens, the Ministry of labor and social protection of the population, together with the Ministry of education and science and the Ministry of information and communications, implemented an optimized process of state services to obtain a certificate confirming the applicant's (family) affiliation to the recipients of the ASA, through one-time passwords and through the service of obtaining certificates by third parties on the web portal of "electronic government".Previously, citizens had to provide certificate confirming the status of the right to receive state address social assistance to CPS, local executive bodies or educational institutions in order to receive address assistance. Уровень пенсионного обеспечения женщин намного ниже, чем у мужчин, учитывая особенности их трудовой деятельности. Это и относительно непродолжительные периоды работы, и невысокие размеры заработной платы.Унификация пенсионного возраста – эта одна из мер, направленных на повышение уровня пенсионного обеспечения женщин. После изменений в пенсионное законодательство, внесенным в 2015 году, в Республике Казахстан, начиная с 2018 года, поэтапно каждые 6 месяцев повышается пенсионный возраст женщин. К 2027 году их возраст выхода на пенсию сравняется с пенсионным возрастом для мужчин и составит 63 года.На первом этапе в 2018 году возраст выхода на пенсию для женщин увеличился на 6 месяцев по сравнению с 2017 годом и составил 58,5 лет. Для мужчин возраст выхода на пенсию, как и прежде, составляет 63 года. Соответственно, женщины, родившиеся в первой половине 1960 года, вышли на пенсию во второй половине 2018 года.С 1 января 2019 года возраст выхода на пенсию для женщин увеличился еще на 6 месяцев и составил 59 лет. В текущем году на пенсию выйдут женщины, родившиеся во второй половине 1960 года.Одновременно с этим с 1 июля 2018 года вводится новая методика назначения базовой пенсии. Она предусматривает дифференцированный подход к установлению размера базовой пенсии в зависимости от стажа участия в пенсионной системе. При этом учитывается трудовой стаж как до 1 января 1998 года, так и после этой даты на основе периодов уплаты обязательных пенсионных взносов.Также в стаж участия в пенсионной системе, учитываемого для назначения базовой пенсии, включаются периоды: нахождения матерей по уходу за ребенком до 3 лет (в общей сложности не более 12 лет), ухода за ребенком-инвалидом, проживания супругов военнослужащих (кроме военнослужащих срочной службы), сотрудников специальных государственных органов в местностях, где отсутствовала возможность их трудоустройства (не более 10 лет в общей сложности) и т.д.Кроме того, с 2014 года из республиканского бюджета введено субсидирование 10% обязательных пенсионных взносов работающим женщинам, находящимся в отпусках по уходу за ребенком до 1 года.С 2020 года вводится условно-накопительная компонента, направленная на увеличение объемов пенсионных накоплений за счет уплаты 5% обязательных пенсионных взносов, уплачиваемых работодателем в пользу своих работников за счет собственных средств.Все это позволяет женщинам увеличить как объем пенсионных накоплений, так и трудовой стаж, учитываемый при назначении базовой пенсии. MLSPP RK optimizes the process of providing state services 11.04.2025
In order to optimize the process of providing state services, the Ministry of labor and social protection of population of RK (hereinafter – the Ministry) implements a Road map for the proactive provision of state services related to the establishment of disability in 2018. Road map provides for the provision of 8 state services in a proactive format:Appointment of the state social disability benefit;Appointment of social benefit in case of disability;Assignment of benefit to mother or father, adoptive parent (adopter), guardian (trustee), raising a disabled child; Registration of documents for the disabled to provide them with prosthetic and orthopedic care;Providing people with disabilities with surdo- tiflo-technical means and obligatory hygienic means;Registration of documents for the disabled to provide them with the services of an individual assistant for the disabled of the first group who have difficulty in moving and a sign language specialist for the hearing impaired;Provide disabled with wheelchair;Providing disabled with health resort treatment. According to the results of the medical and social examination, the service recipient proactively, that is, without an application, will be issued documents for the appointment of state disability benefits, social benefits for disability, benefits for raising a disabled child, as well as the provision of funds and rehabilitation services in accordance with the individual rehabilitation program, which will significantly reduce the route of a disabled person, eliminate the need to visit service providers to obtain appropriate services, reduce the paperwork.Within the framework of the implementation of the Road map, employees of the territorial departments of the Labor, social protection and migration committee of the Ministry, Departments of employment coordination and social programs of the regions, city/district departments of employment and social programs were trained to work in information systems with the functionality of the process of providing proactive state services related to the establishment of disability.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/19125?lang=kk

According to the Statistics Committee of the Ministry of National Economy of Kazakhstan, in the third quarter of 2018, the nominal wage index compared to the corresponding quarter of last year was 109.3%, real - 103.1%.The real wage index is determined by dividing the nominal wage index by the consumer price index for goods and services. Both indices refer to the same time period.The list number of employees at enterprises and organizations (excluding small enterprises engaged in entrepreneurial activities) for the 3rd quarter of 2018 amounted to 3,755.5 thousand people, the actual number is 3,543 thousand people.The list number of employees - the number of persons accepted under an employment contract, regardless of the term of its conclusion, as well as people employed on a voluntary basis.The actual number of employees (accepted for calculating the average wage) is the number of employees on the payroll minus certain categories of workers who have a formal attachment to work (persons on maternity leave, child care, and others).The average monthly nominal wage per employee in Q3 2018 was 161,783 tenge (99.4% as a percentage of the previous quarter, 109.3% as compared to the corresponding quarter of the previous year).By region, the highest wages are paid in Atyrau region - 310,568 tenge, 273,160 tenge - in Mangystau, 240,683 tenge - in Astana.In Almaty, the average wage was 197,736 tenge, 155,796 - in WKR, 146,324 in Karaganda, 139,015 in Pavlodar, 137,526 in Aktobe, 135,841 in East Kazakhstan, 132,829 in Kyzylorda, 125,522 in Kostanay, 121,358 in Akmola , 113 716 in Shymkent, 113 660 in Almaty, 110 988 in Zhambyl, 110 853 in North Kazakhstan, 98 834 in Turkestan region.The average monthly nominal wage per employee is determined by dividing the amount of the accrued wage fund by the actual number of employees and the number of months in the reporting period.The top 10 spheres of activity in which they receive the maximum wage include: sea and coastal freight transport 683,234 tenge (100.8% from the previous quarter, 99% to the corresponding quarter of last year), employment 563,449 (109.4% -113.1%), water transport 560,818 (101.4% - 97.2%), activities of parent companies; Dormont wants to marry his ward off to Blansac (Yevgeniy Chainikov). Giulia’s cousin Lucilla (Saltanat Muratbekova, Malika Minisini), in turn, is in love with Blansac. Upon hearing that Giulia was expecting her husband at night, the guileless servant Germano (Sundet Baigozhin), believing that it was Blansac, hurries to inform him that the silken ladder will be lowered down for him...Time and again, the heroes found themselves in comedic situations, to which the audience reacted very vividly, responding with laughter and rounds of applause. Talented young vocalists and the sought-after masters of the opera art not only conveyed the subtle vocal nuances of their parts, but, since this is a farce, simultaneously expressed various emotions using facial expressions, expressive gestures, and playful looks. The listeners were very excited, as the artists were in constant movement, running, hiding and appearing at the most unexpected moments. Italian Stage Director Ala Simonishvili’s flawless work was rather noteworthy: she has built the geography of the performance in such a way that every corner of the stage was filled with life, as if the action took place on a Venetian square.Zhannat Baktay and Saltanat Akhmetova interpreted the main character each in her own way, through the prism of their own personalities and life experience. Zhan Tapin and Damir Saduakhassov successfully portrayed Giulia’s love interest in this production. The artists looked extraordinary in these costumes. Such incredible exoticism with a bright palette of colours was perceived by the audience in the still rather cold capital with wonder and delight. The sets, costumes and video projections created the atmosphere of warm Italy in the mid-18th century.The music in this opera was strictly dependent on the text.
