Olzhas Bektenov checked the readiness of the North Kazakhstan region for the flood season 15.02.2025
📌 During his working trip to the North Kazakhstan region, the Prime Minister visited the Sergeev waterworks, and also inspected the reconstruction of the 1st lifting pumping station and the dam embankment in the city of Petropavlovsk. These facilities play a key role in protecting settlements from floods and providing water to the local population. The purpose of the working trip is to monitor the implementation of the instructions given by the Head of State on coordinating preparations for the flood-prone period. Attention will be paid to the condition of hydraulic facilities and the introduction of modern digital solutions. 🔷 In the city of Sergeevka, representatives of key departments and services reported on the current work on repairing the waterworks. The Sergeev waterworks is the main regulator of the flow of the Yesil River. It continues to operate in cascade with the Petropavlovsk waterworks, creating a single water management complex that provides water supply to North Kazakhstan, partly Kostanay and Akmola regions, as well as guaranteed water supply to the Tyumen region of the Russian Federation. During last year's flood, the soil on the left bank was washed away as a result of the large amount of water and ice in the lower reaches of the Sergeev reservoir. There was no damage to the Petropavlovsk reservoir. ✔️ In 2024, the Government allocated 278.5 million tenge from the republican budget for the current repair of hydraulic structures and flood control measures at the Sergeev and Petropavlovsk reservoirs. More than 1.4 thousand m3 of large boulders were brought to these facilities to strengthen the embankments, dredging was carried out in the lower reaches near the Sergeev reservoir, and 940 m3 of soil mixture was excavated. 🔘 Shugayip Ibatullin, Director of the North Kazakhstan branch of the Kazsuchar RSE, reported that both reservoirs are currently in satisfactory condition and continue to operate in normal mode. This year, 14 additional events are planned. 🔘 In turn, the head of the Kazhydromet branch, Kymbat Mergalimova, said that the amount of precipitation will be above normal, especially in the southern and eastern regions. Heavy precipitation is expected in the middle and end of February, with a decrease in temperature in the first and second decade of the month. The risk of flooding remains high for areas located below the Sergeev reservoir."The Sergeev waterworks is a strategic facility in a flood-prone area, which is also responsible for providing water to the population. If the water level exceeds 2 meters, I will instruct the center and me personally to immediately notify them," — noted Olzhas Bektenov. It was instructed to continue strengthening water management facilities in the region, as well as actively introduce digital solutions, and conduct bathymetric surveys. ➡️ The Prime Minister was informed about the strengthening of control over the movement of heavy trucks along artificial structures, including the Sergeev and Petropavlovsk waterworks. For example, weight limits for heavy loads have been established, and mobile transport inspection stations are operating. 📱 @KZgovernment 📌 In Petropavlovsk, the Prime Minister inspected the reconstruction progress and got acquainted with the new technological equipment of the 1st lifting pumping station, which was catastrophically shut down during last year's flood. The pumping station, built in the 70s, has not been repaired for 50 years. ✔️ As a result of the completed reconstruction, 2 pumps were installed that can work on dry land and under water. Also, electrical cables were laid underground to protect against external influences and mechanical damage. These measures will ensure stable electricity supply even in case of flooding. 🔘 As part of the working trip, the Prime Minister got acquainted with the preparation of anti-flood measures, the readiness of equipment and materials for protection against possible flood waters. ✔️ Currently, a feasibility study for the project on the reconstruction of the Petropavlovsk bypass with the construction of a signpost across the Ishil River has been developed. This road is part of the Central-Northern Transport Corridor, which connects Shchuchinsk, Kokshetau and Petropavlovsk with the border of the Russian Federation, including one of the two bridges across the Ishim River in the regional center. During the flood season, it serves as a protective dam, but in 2024, due to the rise in water levels, it overflowed and flooded the Podgora district. ✔️ In order to prevent such unfortunate incidents and ensure the safety of residents, it is planned to reconstruct the bypass road by building a bridge over the Ishim River. The project, worth 71 billion tenge, was financed from the republican budget in the first stage, and 18 billion tenge was allocated. ➡️ The Prime Minister was also introduced to technological capabilities with AI elements. In particular, the “Unified Drone Infrastructure” project. Today, this system is actively used to ensure public safety in Almaty. Starting this year, it is planned to launch it to monitor the flood situation in the North Kazakhstan Region, and then expand it to other flood-prone regions. Also, unmanned aerial vehicles will be used to quickly transmit information, which will allow for quick receipt of information from the spot. This will allow for a correct assessment of the situation and coordination of the actions of services. 📱 @KZgovernmentSource : https://www.gov.kz/memleket/entities/sko/press/news/details/938000

Minister of Ecology and Natural Resources Yerlan Nysanbayev, Minister of Water Resources and Irrigation Nurzhan Nurzhigitov, Minister of Emergency Situations Shyngyz Arinov, Vice Minister of Digital Development, Innovations and Aerospace Industry Malik Olzhabekov and a number of regional akims reported on the measures being taken. 🔘 According to the preliminary hydrological forecast of the Kazhydromet RSE, the weather will be warm in February, precipitation and temperature changes are expected, as a result of which freezing may occur. Warmer weather and more precipitation in March will increase the risk of flooding. According to the Ministry of Ecology and Water Resources, humidity indicators are above the norm in North Kazakhstan, Akmola, Pavlodar, Karaganda, East Kazakhstan regions, in the western parts of Ulytau, Abai, Zhetysu, Aktobe, Atyrau, Mangistau regions and in the foothills of Almaty, Turkestan, Zhambyl regions. In addition, the depth of soil freezing in a number of regions is lower than last year. ➡️ Minister of Ecology and Natural Resources Eran Nysanbayev reported that starting this year, in addition to the generalized hydrological forecast for the flood period, detailed information and advice are being provided separately for each region. They indicate the highest water level and flow, the volume of flow at hydrological stations and the estimated dates of the onset of flooding, indicating specific settlements located in dangerous zones. Also, based on data from weather stations, information is provided on the expected volume of meltwater in areas not covered by hydrological control. 🔷 Vice Minister of Digital Development, Innovations and Aerospace Industry Malik Olzhabekov reported on the introduction of digital solutions, such as the new Tasqyn flood forecasting information system. Flood modeling is carried out at 142 hydro stations on 128 sections of rivers. In addition, operational information on the amount of water released from reservoirs is automated and integrated with the GloFAS global flood warning system, which allows for early warning of threats.🔷 Minister of Water Resources and Irrigation Nurzhan Nurzhigitov reported on the readiness of hydraulic structures in the country. According to the results of the research work carried out, today 74 facilities have been restored, 46 are at the repair stage, and design and estimate documentation for 18 has been developed. More than 1 thousand kilometers of canals, more than 153 thousand kilometers of river channels, including sections of strategic importance, have been cleaned, and repair work has been carried out at 205 facilities. Last year, the reconstruction of the Aktobe reservoir with a volume of 245 million m3 was completed. The restoration of 59 protective dams with a length of 312.4 km is nearing completion. The operating mode of all reservoirs was calculated based on the amount of water released. Active interaction with neighboring countries is being carried out within the framework of cross-border cooperation to ensure stable water use and prevent emergencies during the flood period.🔷 According to the Minister of Emergency Situations Chingiz Arinov, today there are 1,223 settlements in the flood-prone zone. To protect them, 576 kilometers of earthen embankments and protective dams have been built, 822 kilometers of drainage systems, canals and ditches have been repaired and built. 960 water-passage structures have been installed and replaced on road and railway routes. Dredging, bank strengthening and channel cleaning have been carried out on an area of about 500 kilometers in dangerous sections of 74 rivers. In addition, flood prevention measures have not been fully implemented in all regions. This was revealed during a joint inspection by the Government Office and the Ministry of Emergency Situations. The monitoring is carried out by the Emergency Situations Prevention Committee, which takes appropriate measures, including the administrative responsibility of akims.📌 The Prime Minister raised the issue of the passage of the flood season in the Kyzylorda region, taking into account the increased water release from the Shardara reservoir and the threat associated with the partial freezing of the Syrdarya River. Attention was also drawn to the Atyrau and Kostanay regions, which are at risk of flooding. The regional akims were heard on these issues. In turn, Deputy Prime Minister Kanat Bozumbayev made a comment. "It is too early to say whether we are ready for the flood season. There are a number of issues for which appropriate decisions have not been made to date. This is especially true for regions with a high risk of flooding. Now, first of all, it is necessary to check the actual level of preparedness for floods in settlements. I instruct to visit each settlement, comprehensively analyze the current situation and create regional commissions that will take appropriate measures. All akims will be directly responsible. Therefore, it is necessary to intensify work and implement the established measures against floods in detail,” — noted Olzhas Bektenov. Following the results of the meeting, the Prime Minister: 🔵 Regional akimats should prepare all necessary resources for flood prevention and elimination by March 1. It is necessary to remove snow from settlements earlier. Drainage channels and ditches should be prepared, and storm sewers should be cleaned. Settlements at risk of flooding should be secured with earthen embankments and special protective dams. It was instructed to prepare stocks of food, fuel, medicines, and equipment necessary for the livelihood of citizens, and to carry out preliminary explosion works on rivers if necessary. 🔵 The Ministry of Water Resources and Irrigation should determine the volume of water accumulation in reservoirs, taking into account forecast data, and ensure constant monitoring of them. If necessary, it is necessary to take measures for the preliminary and safe release of water. In cooperation with border states, it is necessary to organize a regular exchange of information on the occurrence of threats in transboundary water bodies. 🔵 The Ministry of Digital Development, Innovations and Aerospace Industry, together with the Ministry of Emergency Situations and other state bodies, should use the potential of the Tasqyn information system to identify and predict actions to carry out anti-flood work in areas prone to flooding. 🔵 The Ministry of Emergency Situations should ensure the readiness of civil defense forces and means for rapid response. These rules provide for the installation of hydrofilters and control measures.“Last year, we launched a similar initiative, which was supported. We are presenting these rules to the maslikhat as part of the changes made to the legislation. If they are adopted, we will have the necessary tools to start real work. As I said earlier, we have no right to interfere in the activities of entrepreneurs without legal grounds. And if the rules are approved, we can work in accordance with them,” said Yerbolat Dossaev. In turn, a resident of the district suggested replacing the hydrofilters in the kebab houses with gas.“This is the second stage of the work. The main issue now is to make changes related to the regulation of the activities of kebab houses. We will discuss the issue of switching to gas later. I will involve the district akims in this issue, they will monitor the operation of the filters in these establishments,” the city akim concluded.Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/937915
The Ministry of Internal Affairs warns of potential risks when making online purchases 15.02.2025
The Ministry of Internal Affairs has issued an appeal to citizens.During mass discounts and general sales for various holidays, citizens may fall prey to scammers. For example, in February, many countries celebrate "Valentine's Day". On this occasion, people plan to make gifts for their loved ones. In order not to lose money, the Ministry of Internal Affairs recommends following simple rules:Buy goods only from verified sites or official marketplaces.Do not be tempted by too low a price. If the discount seems dubious, it may be a scam.If you come across an "interesting" offer on social networks, check the information about the store or seller. In this case, it is better to pay attention to the reviews left, the number of subscribers and the possibility of paying in installments. However, it is also worth remembering that this is not a guarantee.Make a video call to the seller to make sure that the product is available. Demand to show the address and location of the store. If these are scammers, they will refuse the demands under various pretexts and send geolocation to convince, but this is a trick of a potential scammer.Check payment methods. Do not transfer money to personal accounts.Watch personal data. Never give passwords, SMS codes and card details to strangers.- Be careful! If you have any doubts, check the information or consult with experts, - said the Ministry of Internal Affairs.Source : https://www.gov.kz/memleket/entities/qriim/press/news/details/938093
