Since the beginning of 2025, 59.6 thousand orders of people with disabilities have been fulfilled through the Social Services Portal (hereinafter referred to as the Portal), including: about 37 thousand received technical means of rehabilitation (hereinafter referred to as ERT), 4.3 thousand - sign language, 17.6 thousand - personal assistant and 0.7 thousand - sanatorium-resort treatment services.The portal allows people with disabilities to independently choose the manufacturer and supplier of technical means of rehabilitation and services. Ordering a type of assistance is carried out by confirming the service provided with an electronic digital signature of the recipient. Since the beginning of 2025, 9.3 thousand citizens, including about 7.6 thousand unemployed people, have received certificates of completion of online courses on the Skills Enbek vocational training platform (hereinafter referred to as the Platform). A total of 513.4 thousand Kazakhstanis are registered on the platform, 14.7 thousand of whom were registered in 2025. At the same time, 420.2 thousand people have completed training during the entire period of the platform's operation.Of the 7.6 thousand unemployed citizens who have completed training, about 2 thousand are mainly young people from Aktobe, West Kazakhstan, Zhambyl regions and the city of Shymkent.Since the launch of the platform, the authors have published 849 courses in various areas, 307 of which are free. The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan held a regular meeting of the Coordination Council for Social Protection of Persons with Disabilities (hereinafter referred to as the Coordination Council), during which the Concept of Inclusive Policy of the Republic of Kazakhstan until 2030 (hereinafter referred to as the Concept) was presented, as well as issues of licensing organizations providing special social services and new approaches to regulating sign language issues were considered.The meeting was attended by deputies of the Parliament of the Republic of Kazakhstan, representatives of central state and local executive bodies, as well as non-governmental organizations.During the event, Vice Minister of Labor and Social Protection of the Population Askarbek Ertayev announced that the implementation of 13 main areas within the framework of the Concept will begin this year: equality and non-discrimination; legal protection; increasing the level of social protection; inclusive labor market; health, habilitation and rehabilitation; inclusive education; involvement in public and political life; accessibility of a barrier-free environment and services; security in emergencies and climate hazards; personal and family life; cultural life, leisure and sports; educational work; monitoring and accounting.“The action plan for the implementation of the concept provides for 52 measures.
