Blocking Illegal Smartphones: How Does IMEI Verification Work in Kazakhstan? 15.02.2025
From March 24, 2025, changes to the rules for registering subscriber mobile devices will come into force. The new rules apply only to new devices imported into the country after 03/24/2025. Phones that already exist in the territory of Kazakhstan and are included in the Identification Codes Database (ICD) will automatically be included in the "white list" and will continue to operate without any restrictions. These innovations are aimed at further improving the registration system, combating fraud, protecting consumer rights, and increasing the security of using mobile devices.Today, about 3.7 million devices with duplicate IMEI codes are registered in Kazakhstan. Their illegal import poses a significant economic and social problem. Such a mobile device market makes it difficult to control the legal circulation of devices, contributes to the increase in phone theft and creates unfair competition. In order to solve these problems, new rules have been introduced to ensure an open and secure mobile device market. The main innovation is the verification procedure for mobile devicesDuring registration in accordance with the new rules, a special system checks the following parameters:The authenticity of the device's IMEI codeThe absence of the IMEI code in the GSMA international database of stolen, blocked or lost devicesThe device was legally imported into the territory of KazakhstanNote: The changes apply only to devices newly imported into the territory of Kazakhstan. Existing mobile phones that are already included in the ICD database will automatically be included in the “white list” and will continue to work without any restrictions. What lists will appear? As a result of verification, mobile devices are divided into three categories:White list - devices that have successfully passed verification, they will be registered without any restrictions.Gray list - temporarily allowed devices. Their owners must confirm that the device was imported legally within 30 days.Black list - illegally imported, counterfeit or stolen devices. They will be blocked. How will this affect users?Phones that are already in use in Kazakhstan will continue to work without any restrictions. No additional action is required.Buyers of new devices after March 24, 2025 can check the IMEI code on the imei.rfs.gov.kz website before purchasing a device. The site is currently being updated in accordance with the new rules.Owners of devices on the “gray list” can use the device for 30 days. During this time, operators will notify about the need to verify the device via SMS. The message will provide a link to a special questionnaire that must be filled out.Owners of devices imported from abroad must indicate the date of crossing the border. If the user does not pass verification within 30 days, they can complete the verification process at any time by filling out the questionnaire using the link in the message. These measures will give consumers confidence in purchasing legal and high-quality devices. Open conditions for fair competition will be created for business, and the state will strictly control imports, reduce the number of illegal phones, and reduce the level of fraud. When will they come into force? The new rules will come into force 60 days after the date of official publication - on March 24, 2025.Citizens have no reason to worry - owners of officially registered devices do not need to take any additional action. The Ministry will continue information work on the introduction of the new rules.Source : https://www.gov.kz/memleket/entities/mdai/press/news/details/936455

Architecture, urban planning and construction catalog: rules for inclusion and methods of use 15.02.2025
Today, the regulatory framework for construction quality in Kazakhstan is the Construction Norms and Rules (KNR) and GOST. Previously, prices and commercial offers for construction projects for material resources and engineering equipment were partially set, and their prices did not always correspond to the market. This has repeatedly led to an increase in the cost of construction. In order to avoid this problem, as well as to save budget funds and minimize the use of price lists financed by state investments, quasi-public sector entities and public-private partnership (concession), when making design decisions (when forming the characteristics of equipment, products and materials) for the construction of facilities envisaged, it is necessary to use the nomenclature of material resources and engineering equipment "List of building structures, products and building materials" in accordance with the Architectural, Urban Planning and Construction Catalog (AGSK-3). For example, in July 2022, the normative technical document of the Republic of Kazakhstan No. 1.02.03-2022 "Procedure for the development, coordination and approval of design and estimate documentation for construction" came into force, which provides for the inclusion of price lists in the GSC, which provides for the prevention of increasing the estimated prices of construction materials through price lists. The norm for the exclusion of use is indicated. It should be noted that AGSK-3 recommends adding a reference book, providing the necessary material resources, equipment, furniture and accessories that are not in the estimate-normative base, and relevant price and technical information (catalogs with detailed technical specifications, certificates of conformity, certificates of origin of goods (ST KZ), test reports). It is important to know that the estimated cost of resources is determined by a set of estimated prices. If the collections do not contain an estimated cost of the required item, then its cost should be determined at the lowest price, based on the estimated prices of such resources in accordance with the approved decisions of the Customer, that is, using information on the prices of resources, taking into account the technical parameters and characteristics adopted in the project. If the price of individual resources and equipment according to price lists or commercial offers is lower than in the reference, the Customer has the right to make a decision to revise the prices of materials included in the reference, recalculating the estimated cost of construction in the process of conducting a comprehensive external examination in order to effectively use financial resources. Recalculation of the estimated cost is carried out by the design organization that developed the project on the instructions of the Customer. The requirements of paragraph 5.13 of the RK Construction Code are established only for material resources and engineering equipment. Today, the use of price lists and commercial offers is applicable only to technological equipment. It is worth noting that the use of AGSK-3 when developing estimate documentation is one of the stages of introducing an automated method of checking estimate documentation. As part of the digitalization of the construction industry, work is underway to combine all local estimates into a single digital estimate with automatic verification during project appraisal. The implementation of this initiative is planned for 2025.Source : https://www.gov.kz/memleket/entities/mps/press/news/details/936150

More than 32 thousand odorous gas detectors have been installed in the country 15.02.2025
The Ministry of Emergency Situations of Kazakhstan is conducting fire prevention work on an ongoing basis. This work is carried out throughout the year, and during the heating season, the vector of this work is directed to the housing sector. More than 100 thousand houses of socially vulnerable groups of the population, which are inspected for fire safety before the start of the heating season and are re-examined during regular yard inspections, are under special control. The identified non-compliance with fire safety requirements is necessarily communicated to the population. The main violations identified during the inspection are violations of the rules for the installation and operation of furnace equipment and electrical networks and devices: cracks in furnaces and chimneys, lack of a metal layer in front of the furnace, lack of fire barriers from combustible structures, overloading of electrical networks, damage to the insulation of electrical wires, etc. Eliminating these violations often does not require large expenditures. In cooperation with local executive bodies and volunteers, more than 32 thousand odorous gas, natural gas and smoke detectors have been installed in the homes of socially vulnerable groups of the population (since June 2024). Despite the measures taken everywhere, 760 fires were registered in the country in January, 580 of which were due to violations of requirements during the installation and operation of stoves and electrical systems. The Ministry of Emergency Situations reminds that everyone can make their home safer! To do this, you need to follow simple safety rules:- use only working stoves and electrical appliances;- prevent stoves from overheating and overloading electrical networks;- clean the chimney from soot in a timely manner;- regularly check the stove and electrical appliances for malfunctions;- do not let children light the stove;- keep matches and lighters out of the reach of children. A census of wild animals was held in the Altyn-Emel National Park 15.02.2025
The annual winter census was attended by representatives of the Zhetysu Regional Forestry and Wildlife Territorial Inspectorate, the Okhotzooprom State Enterprise, the Institute of Zoology, and the Association for the Conservation of Biodiversity in Kazakhstan. The work was carried out on a clear, windless day by seven teams of twenty enumerators. As a result of two days of work, it was determined that about 5.5 thousand gazelles and about 190 argali live in the territory of the national park. And the number of kulans in Altyn-Emel amounted to 3.6 heads. It should be noted that this is the largest kulan population in Kazakhstan. The steady growth of the number of ungulates allows the animals to be reintroduced to other historical habitats. For example, last year, 87 animals were released to the "Altyn Dala", "Ile-Balkhash" reserves and the "Sozak" forest reserve.Let us recall that the main goal of the event is to inventory the population of argali, kulan and gazelle, which are included in the Red Book of our country.Source: Official website of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan A wild animal census was held in the Altyn-Emel National ParkSource : https://www.gov.kz/memleket/entities/zhetysu-oblysy/press/news/details/936184

Aktobe region plans to return 160 thousand hectares of unused land to state ownership 15.02.2025
The meeting of the regional administration chaired by the regional governor Askhat Shakharov considered the issues of rational use of irrigated lands and the return of unused agricultural lands. As Nurbol Yerzhanov, head of the Aktobe regional land relations department, said, this year it is planned to return 160 thousand hectares of unused agricultural lands to state ownership. Last year, 219,063 thousand hectares of land were returned. At the expense of this, it is planned to expand the volume of pasture lands in the region. Currently, due to the increase in livestock, the shortage of pasture lands in populated areas is 97.0 thousand hectares. In addition, work has been undertaken to return lands located within a 100-meter border strip to state ownership. Negotiations are underway with economic entities to voluntarily transfer plots in Aiteke Bi, Kobda, Khromtau and a number of other districts. It should be noted that land plots will be provided through a competition. For example, in 2024, 376 plots with a total area of 467.7 thousand hectares were allocated through public procurement, including plots for agricultural and commercial purposes. The budget received 161.1 million tenge. In addition, 3 million 903.1 hectares of land are being restored in the region within the framework of 125 restoration projects. In accordance with the Roadmap for Improving Soil Fertility, this year it is planned to conduct geobotanical studies on 7 thousand hectares in Martok and Kobda districts.Askhat Shakharov noted that akims of districts and the regional center are responsible for the rational use of irrigated lands.“The land issue is very important and responsible. Entrepreneurs and agricultural producers must clearly understand that the process of acquiring land plots is regulated by a specific procedure. We cannot give land without a specific purpose, for this there are competitions and auctions. "District akims should conduct explanatory work on this issue in local areas, that is, residents should be informed about where and what competitions are held, as well as how land plots are allocated. For us, it is important, first of all, to focus on the efficient use of land for growing vegetables, fodder and providing pasture for livestock. In addition, it is necessary to continue work on restoring the land and returning it to the state reserve. There is land, but our task is to use it for its intended purpose, observing all the established norms and procedures," the akim noted during the meeting.Source : https://www.gov.kz/memleket/entities/aktobe/press/news/details/936098
