The Ministry of Defense has developed a draft order of the head of the defense department “On approval of the Instructions for the organization of the work of services in the Armed Forces of the Republic of Kazakhstan (ship service on ships and vessels of the Navy)”.
The draft regulatory legal act was developed in accordance with Subparagraph 273 of Paragraph 15 of the Regulation on the Ministry of Defense of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan No. 357 dated June 2, 2022.
The document determines the organization of ships, the combat training of ships and vessels of the Navy of the Armed Forces of the Republic of Kazakhstan, the duties of key officials of ships and ship formations, and the daily operation of ships. On January 28, 2025, in Astana, the President of the Republic of Kazakhstan signed the Law of the Republic of Kazakhstan “On Ratification of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind and Visually Impaired or Otherwise Print Disabled.”
The Marrakesh Treaty was adopted by the World Intellectual Property Organization (WIPO) in 2013. It aims to eliminate legal barriers to access to books and other printed materials for visually impaired persons. The Treaty provides for special exceptions to copyright that allow adaptations of works without the need to obtain permission from copyright holders. This will allow libraries, specialized organizations, and educational institutions to create and distribute books in accessible formats, such as Braille, audiobooks, and electronic text.
Ratification of the Treaty will be a significant step for Kazakhstan in strengthening the rights of persons with disabilities. Preparations for the upcoming flood season continue in the regions. Preventive measures are being taken in areas and settlements prone to flooding, including the construction and strengthening of protective dams and embankments, the installation of drainage channels and ditches, snow removal, the preparation of inert materials and bags, as well as the repair of water supply structures and storm sewer systems.
In the Akmola region, a visit to areas prone to spring flooding is being carried out. The villages of Mailan, Olenty, and Sileti, located in the watersheds of the Ereimentau district, were visited. A large hydraulic structure, the Sileti reservoir, is located in Sileti. Flood preparation work was carried out, the readiness of rescuers was checked, and the implementation of the action plan carried out by the local emergency management organization was checked.
Three large rivers flow through the territory of Almaty: Bolshoy, Malyi Almaty and Esentai, and their overflow can cause flooding and landslides in the city. An inspection of the condition of water bodies, rivers, and dams was carried out, as well as an assessment of the technical condition of flood protection drainage systems. In the river basin sections, dredging work was carried out on the Talinka River in the Zhambyl village of the Aktogay district at a distance of 7.8 km. This year, an earthen embankment with a length of 2 thousand meters was built in the Zhalauli village of the Aktogay district. In addition, three pits with a total capacity of 200 thousand cubic meters are equipped to collect meltwater. Special attention is also paid to the issues of hydrometeorological monitoring. Commission visits were carried out to regions prone to flooding to assess the potential risks of the flood season. In order to monitor and analyze the condition of snow measurement routes in the region and the snow reserve in mountainous areas, a visual inspection was carried out by the working group of the Turkestan region's Emergency Situations Department.

The working group visited Naurzym district and held meetings with representatives of local executive bodies. During the meeting, flood prevention measures and the results of last year's activities were discussed. "Kyzylzhar" and "Yasny" physical education and health complexes put into operation 01.02.2025

He noted that the development of sports infrastructure is one of the important tasks of educating young people to a healthy lifestyle. The area of the "Kyzylzhar" physical education and health complex is 1601.4 m². There are game rooms for volleyball, basketball, table tennis, as well as a wrestling hall and a 100-seat stand.The "Yasny" physical education and health complex covers an area of 1223 square meters and offers opportunities for practicing such sports as volleyball, basketball, and mini-football.In accordance with the presidential order to prioritize the development of mass and children's and youth sports, work is continuing on the construction of sports facilities in the region. In February, three more physical education and health complexes should be opened in the settlements of Zarechny-3, Kenes Nokin village and Akzhar. According to the Department of Construction, Urban Planning and Architecture, this year a sports complex for people with disabilities in the former "Dinamo" in the regional center, Altyn Orda microdistrict, will be commissioned. Also, a sports complex will be opened in the city of Temir, Temir district, and a swimming pool in the village of Shubarkuduk. Reconstruction of the sports complex in Kenkiyak will be completed. Athletes begin training at the Dostyk swimming pool 01.02.2025
More than 800 young athletes will be able to continue training in the pool, where all the necessary conditions have been created. The building has been operating since 2014. It has not been repaired since it was put into operation. The closure of the complex was due to water leakage from the roof, subsidence of the soil, and water accumulation in the basement. The contractor company "Altair-SK 7" LLP, within seven months, carried out internal and external repairs for 388.12 million tenge from the allocated budget, and restored the pool. Now the sports complex is ready for training and competitions. It is worth noting that during the overhaul, the athletes' training was not stopped, they trained in another building. "The overhaul lasted seven months and was completed on time. The main problem was in the roof and basement. The roof was replaced, insulation was carried out in the basement. 1,600 square meters of tiles were replaced, and the ventilation and heating systems were updated. "Parents and children are happy to see the renovated building," says the pool director, Yermek Zhetimekov. The international exercise of special forces is held near the Kars province, which is characterized by difficult terrain and a lot of snow.The "Winter" exercise is held once every two years. The events are divided into three stages: planning and preparation, joint exercises, as well as practical activities.During the exercise, issues of team planning and taking measures for survival in the winter period are being worked out at the "Aqbaba" training ground. THE MINISTRY OF HEALTH IS INITIALIZING ACCESSION TO THE ILO CONVENTION ON THE WORKING CONDITIONS OF NURSING PERSONNEL 01.02.2025
The Ministry of Health of the Republic of Kazakhstan will initiate additional measures to improve the working conditions of nurses in accordance with the international requirements of the International Labor Organization (ILO) during the Year of Working Professions.These initiatives will be considered within the framework of promoting the ratification of ILO Convention No. 149 “On Employment, Working Conditions and Life of Nursing Personnel”.During a meeting with the Advisor to the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan, Akmaral Alnazarova, the Minister of Health of the Republic of Kazakhstan, Lyazzat Aktaeva, and the Chairman of the Kazakhstan Sectoral Trade Union of Healthcare and Public Service Workers, Bakytzhan Tazhibay, discussed a number of issues related to the ratification of the document and the expected results in the form of improving the working conditions of paramedical personnel.The meeting participants urged the Head of the Ministry of Health to provide expert support to the ILO Kazakhstani side in post-stratification actions in the Republic of Kazakhstan, to develop a “Nursing staff".After ratification of ILO Convention N149, nursing personnel in educational, social protection organizations and other sectors will be given the same rights and obligations as in the health sector.Medical colleges will provide training for junior nurses, caregivers and other patient care professionals. Jobs will be created for junior nurses in medical organizations, who can be assigned to perform the daily functions of nurses to reduce the workload.
