Almaty metro station temporary fences announced 01.02.2025
Work has begun on installing temporary fences to increase passenger safety at Almaty metro stations.“During the design of existing stations, the regulatory documents regulating the construction of metro facilities did not provide for the installation of automatic sliding doors on platforms. Changes to these documents were made only in 2022. We thought about how to organize this process from the point of view of ensuring passenger safety. This requires a systematic approach, therefore, the installation of platform fences is currently provided for at stations under construction and being designed,” said Almasbek Orynbekov, director of the Almaty metro. The fences are installed to limit the space between cars and are carried out at the expense of the metro’s operating costs, that is, budget funds are not involved. This is a temporary solution aimed at increasing passenger safety, which will be used until permanent platform doors (screen doors) are installed.“Currently, we continue to install temporary separation structures between cars, and are also carrying out a set of test measures. On the Internet, I saw a photo where one of the sections was displaced relative to the inter-car space when the train stopped. I would like to clarify that this episode is also part of the testing process. Such cases are carefully analyzed. The work process does not stop - engineers synchronize the installation work with multi-stage checks to ensure the system’s operation,” the director of the Metropolitan continued.According to him, first, stainless steel supports are installed, and then impact-resistant tempered glass railings are attached to them. These works are planned to be completed soon.“Installing automated platform railings takes a long time, since it requires design, feasibility study, financing, as well as public procurement procedures. In this regard, temporary metal railings are being installed for the safety of passengers,” Almasbek Orynbekov concluded.Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/927915
N. Sats Theater's opinion on the upcoming reconstruction 01.02.2025
Reconstruction work on the building of the N. Sats Russian State Academic Theater for Children and Youth will begin soon in Almaty. The reconstruction project has passed state expertise, and the city administration has announced a competition to determine the contractor organization that will carry out the construction work. The Almaty Construction Department explained what solutions are provided for in the project and why 21.7 billion tenge has been allocated for its implementation. “The building was built in the 1980s and has never undergone major repairs since then. The theater team has repeatedly drawn public attention to the poor condition of the building. After appealing to the city akim, he gave an order to reconstruct the facility of great importance for the metropolis. During the technical examination, it was revealed that the equipment, engineering networks, roof, facade panels and interior finishing works are significantly worn out. Water flowing from the roof reaches the stage and auditorium, facade panels have fallen, posing a danger to pedestrians, and old electrical wiring poses a fire hazard. Currently, the building does not meet safety requirements and has lost its aesthetic appearance,” said the head of the department Almas Shabdarbayev. The reconstruction project was widely discussed among public representatives and experts. According to the project, the supporting structures will be strengthened, the roof and facade panels will be replaced, and all engineering communications will be updated. The building will be equipped with a fully automatic fire extinguishing system. In addition, theater equipment, stage, and lighting will be completely updated, the aisles between the seats will be expanded, and comfortable conditions will be created for people with disabilities. “Since the building is a historical and cultural monument of local significance, special attention was paid to the restoration and preservation of its architectural elements. For example, according to the original project, the historical appearance of the floor covering of the hall and the mosaic in the lobby of the building will also be restored,” said the head of the department. All of these works will be carried out as part of the reconstruction of the existing building with an area of 14.6 thousand square meters. In addition, a new three-story building with an area of 10 thousand square meters will be built nearby. The new building will house a 200-seat stage, make-up rooms, rooms for workshops and shops, warehouses for storing scenery, offices for artistic directors, a training stage for a children's theater studio and classrooms. The two buildings will be connected by a gallery passage. The theater is not an office building, therefore it requires the installation of special technical systems, such as lighting equipment, sound equipment, ventilation and air conditioning systems, stages with scenery mechanisms. Installing acoustics and lighting is one of the most complex works. The theater is a place where a large load is placed on the structure and equipment, so the equipment must meet strict standards, which ensures the safety of actors, technical staff and spectators. "If we look at the structure of the allocated funds, about 6 billion tenge is needed to fully equip the two buildings with modern equipment. 6 billion tenge is allocated for the reconstruction of the existing building and about 9 billion tenge for the construction of a new building. In addition, a gallery connecting the two buildings will be built, external networks will be replaced, and landscaping and beautification of the adjacent territory will be carried out. "This is a large-scale project, and after completion, we can confidently say that the theater will become a popular place for residents in the eastern part of the city," said Almas Shabdarbayev. It should be noted that the reconstruction of the main building is planned to be completed by the end of this year, and the full completion of the project is scheduled for the first quarter of 2026. New technical regulations for consumer goods adopted 01.02.2025
In our country, state control is carried out to protect consumer rights. Today, 47 technical regulations have been adopted within the EAEU, covering more than 85% of products in circulation. Approximately 15% of products in circulation are regulated at the national level. Zhanna Esenbekova, Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Internal Affairs of the Republic of Kazakhstan, reported on innovations in the field of technical regulation at the CCS.According to her, the main tasks of technical regulation include protecting consumers from products that harm the health and life of citizens, mechanisms for increasing the competitive advantages of Kazakhstani manufacturers. The implementation of tasks to ensure the safety and improve the quality of goods in the domestic market is carried out through: establishing product safety requirements in technical regulations, requirements for product quality and test methods in standards. At the same time, testing and certification of goods is carried out in laboratories."In 2024, amendments were made to 7 technical regulations to include new types of products on the market. For example, the terms “scented toy”, “soft toy”, “rattle” have been added to the technical regulations “On the safety of toys”. In addition, the use of natural wool and natural leather in toys for children under 3 years of age is not allowed,” the speaker said. The technical regulations for perfumery and cosmetic products have established previously non-existent requirements. For example, mandatory classification has been introduced regarding the use of cosmetics for children under 14 years of age. Also, in order to preserve the consumer properties of the product, the concept of “secondary packaging” for cosmetic products has been introduced. In order to prevent injuries to children, the development of technical regulations for sports equipment has begun in conjunction with the Ministry of Tourism and Sports. The technical regulations establish requirements for goals for football, mini-football, handball, and hockey. The development of technical regulations establishing requirements for coal is also being completed. The technical regulations include standards for the qualitative characteristics and grades of coal. In addition, legal bases have been established to protect the rights of the population when purchasing low-quality fuel.Source: https://ortcom.kz/kk/novosti/1738230346 Source : https://www.gov.kz/memleket/entities/mti/press/news/details/927967
A barrier-free environment and improving the quality of life of the population: a number of standards adopted 01.02.2025
Standards play a major role in improving product quality. Currently, there are more than 75 thousand documents in the unified fund of regulatory documents. According to Zhanna Esenbekova, Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Internal Affairs of the Republic of Kazakhstan, 137 standards were approved in 2024, 34 of which were developed at the initiative of business representatives.Standards are widely used in public procurement to improve the quality of purchased goods and the transparency of procedures. In order to expand sales markets for Kazakhstani manufacturers, measures are being taken to adapt standards to the requirements of exporting countries. "For example, on February 8, 2025, the developed Chinese standard for the production of dried mare's milk will come into force. As you know, products imported to the PRC market must comply with local standards, but to date there has been no such standard. A number of standards have been adopted aimed at improving the quality of life of the population and creating a barrier-free environment. For example, the national standard "Tourist services for people with special needs and groups of people with disabilities. General requirements" has been approved. The standard establishes requirements for ensuring barrier-free access to tourism infrastructure,” the speaker noted at the CCS site. Ramps, elevators and tactile devices will be installed in museums, parks, hotels, restaurants and transport hubs. Particular attention will be paid to the training of tourism workers: guides, administrators and drivers will master sign language skills, learn to provide first aid and accompany groups with reduced mobility.A standard has been adopted that regulates the use of unified graphic symbols to improve communication in crowded facilities, such as airports, transport and public spaces. The standard is aimed at creating comfortable conditions in crowded places to ensure clarity and universality of communication with visitors. All sectors of the economy are covered by standards. The National Standardization Plan approved for 2025 includes topical topics: artificial intelligence and information security, ecology, automation, non-ferrous metallurgy, inclusion, etc. p.Source: https://ortcom.kz/kk/novosti/1738233340 Source : https://www.gov.kz/memleket/entities/mti/press/news/details/927976
Subjects violating technical regulation requirements brought to administrative responsibility 01.02.2025
State control in the field of technical regulation is one of the important mechanisms for consumers. In 2024, local departments conducted more than 8 thousand control activities. Violations were detected in 6152 cases, which is 74% of the total number of inspections. This was announced by Bauyrzhan Kasymov, Deputy Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Internal Affairs of the Republic of Kazakhstan, at a press conference held at the CCS.According to him, 64% of the controls were carried out as preventive measures. At the same time, there was no need to visit the subject of control. Based on the results of the inspection, 790 cases of administrative offenses were initiated for an amount of more than 411 million tenge."In 2024, in all regions, together with the prosecutor's offices, inspection measures were carried out in relation to 2528 subjects under our jurisdiction. According to the results of the inspection, measuring instruments were compared and facts of non-compliance with inspection deadlines were identified. The total number of uninspected instruments is 13,595 units. Incorrect results of measuring important health indicators can lead to incorrect diagnoses. As a result, 68 inspection subjects were held liable. The fine amounted to 275 million tenge,” the speaker said.In 2024, a large-scale inspection was carried out on the websites of intermediaries for obtaining certificates for goods. A certificate of conformity or declaration of conformity is an official document confirming the safety of a product and its successful passage of tests. Advertising of “fast” certificates by unaccredited persons who do not have the right to assess conformity misleads consumers, violates the law, and these cases are often associated with the issuance of so-called “gray certificates”. Thus, 76 platforms were identified that promote the sale of gray certificates without accreditation. Among them, Satu.kz and OLX were warned about the need to block and remove advertisements for the sale of conformity assessment documents. In addition, the departments purchased a number of samples of products for sale for control, violations were identified in 90% of them.As a result of state control, a total of 55 emergency response measures were taken, including a ban on the sale of 48 goods and the seizure of 7 products worth more than 5 million tenge. For example, in Aktobe, a decree was issued to prohibit the purchase of 3.4 thousand meters of electrical cable products. Violators were fined.Source: https://ortcom.kz/kk/novosti/1738233865 Source : https://www.gov.kz/memleket/entities/mti/press/news/details/927984
Quality control: 1 thousand documents on conformity assessment issued in violation of the legislation were invalidated 01.02.2025
Work has begun on digitizing processes to reduce administrative barriers for entrepreneurs. This has made it possible to reduce the time for issuing documents and ensure transparency of processes. To date, more than 100 individual processes in the field of technical regulation and metrology have been digitized. This was announced by Zhanna Esenbekova, Chairwoman of the Technical Regulation and Metrology Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, at the CCS site. Also, the process of forming semi-annual lists of preventive control has been fully automated, which ensures transparency and eliminates corruption risks.Since 2024, the transition to digital copies of laboratories has begun, a full digital trace of their activities will help combat gray certification. Part of the accreditation entities has switched to a digital test protocol, and in 2025, there are plans to transfer all entities to it. “The main goals are transparency, reducing time costs for business entities, and maintaining a digital trace of accreditation entities. Today, Kazakhstan has an extensive accredited network of laboratories and certification centers. More than 1.7 thousand entities operate, including 1,054 testing laboratories and 70 certification centers for products and services. At the same time, in order to expand the access of Kazakhstani products to the markets of the Eurasian Economic Union countries, 30 testing laboratories of the Republic of Kazakhstan were included in the Unified Register in 2024,” the speaker said. To promptly resolve issues of protecting the internal market, a situational headquarters has been created and is operating, with the participation of the supervisory bodies under the Ministry of Internal Affairs and the Atameken National Enterprise. According to a joint algorithm, product samples are taken, from which various activities are carried out: border control and sampling, and control over product testing on shelves.Since November 2024, mandatory requirements have been introduced for technological passages in the cargo compartments of vehicles. Information has been provided to carriers of livestock products and is being implemented through the joint efforts of border and veterinary control bodies. “As part of this work, 546 vehicles were returned, more than 310 thousand tons of livestock products were inspected. "1,000 conformity assessment documents issued in violation of the legislation have been invalidated," the department representative concluded.Source: https://ortcom.kz/kk/novosti/1738234398 Source : https://www.gov.kz/memleket/entities/mti/press/news/details/927991
