REGARDING POTATO PRICES IN THE REGION 25.01.2025
Dear fellow citizens, as a result of monitoring and explanatory work carried out by the regional akimat, the Department of Trade and Consumer Rights Protection and the "Ulytau" SEC, the price of potatoes, a vegetable that is widely consumed by the population, has stabilized.   Currently, this type of vegetable is sold at the "Zhanuya" hypermarket in the Kengir settlement for 220 tenge, at the "Organic" JV in the city of Zhezkazgan for 217 tenge, at the "Samaz" supermarket for 220 tenge, and at the "Zhanai" and "Nurtai" supermarkets in the city of Satpayev for 218 tenge.   In addition, the "Ulytau" SEC is considering the supply of 38 tons of potatoes under a contract with "Aktogai Agro" LLP in Pavlodar. Currently, potatoes are being loaded onto trucks and transported to the regional center, Zhezkazgan. The potatoes delivered to the city will be sold to large retail outlets at 198 tenge, and will be sold to consumers on store shelves at 218 tenge.   Therefore, we ask the residents of the region to be understanding of the temporary increase in the cost of potatoes. TURKESTAN: 2 LARGE COTTON PROCESSING PLANTS BUILDING IN OTYRAR DISTRICT 25.01.2025
A capsule of 2 cotton processing plants was built in the Otrar district of the Turkestan region. The regional governor, Nuralkhan Kusherov, attended the ceremony and wished success to the initiative. He met with investors and got acquainted with the cotton and textile cluster development project. The head of the region assured that comprehensive support will be provided for the infrastructure work and reminded to promptly report any problems that may arise. This project, which was launched in the Otyrar district, is being implemented jointly by Turkestan Cotton Agro-Industrial Complex LLP and Turkestan SEC JSC. The unique project involves the creation of a high-standard raw material base using modern water-saving technologies, state-of-the-art cotton processing plants, a production facility for the production of drip irrigation tapes, and other infrastructure facilities. An administrative building, a farm base, and pumping stations are being built here. Total investment cost – 80 billion tenge. The project will increase the capacity per year It is planned to launch 4 modern cotton processing plants with a capacity of 160 thousand tons, and create a production line for the production of 6 thousand tons of cotton seeds. Of these, 2 plants will be launched this year, and 2 more are planned to be launched in 2026. When the project is fully implemented, about 1,500 residents of the surrounding area and cities will be employed. The raw materials produced in the Otyrar district are delivered to spinning, weaving, fabric processing, dyeing and finished product factories that are being built in the "Turan" special economic zone in Turkestan. The first large-scale project in the country using water-saving technologies covers all stages of the production process. Year of Working Professions: The launch of a new housing program "Nauryz Working" for technical specialists has been announced 25.01.2025
The government is taking measures to support technical specialists within the framework of the Year of Working Professions, initiated by the Head of State.  On the instructions of Prime Minister Olzhas Bektenov, the Family Bank announced the launch of a new program "Nauryz Worker" , and the issue of providing housing for working specialists has been resolved.  The program covers employees in the industry, energy, transport, agriculture and water resources sectors.  This year, it is planned to provide 2,440 loans worth 72 billion tenge to representatives of working professions within the framework of the "Nauryz Worker" program.  The start of accepting applications is scheduled for March 17, 2025. "Nauryz Worker" will be part of the already well-known "Nauryz" housing program. According to the terms of the program, a loan will be provided at a rate of 7% for socially vulnerable categories of citizens (from 7.1% to 9.6% of the GST) and 9% for all other categories (from 9.4% to 13%). The initial payment starts from 10% for the purchase of primary housing with clean finishing, and from 20% for the purchase of primary housing without finishing and housing on the secondary market. The maximum loan amount is 30 million tenge for regions, 36 million tenge for Astana and Almaty. In addition to the “Nauryz Worker” program, Otbasy Bank will also work with domestic enterprises within the framework of a “corporate” product, which means that enterprises will allocate funds for lending to their employees.  “Our President declared 2025 the Year of Working Professions.  Miners, metallurgists, masons, electricians, foundries perform heavy work. Owners of these and many other professions provide us with our basic needs. Care for such specialists is equal to care for the good of the entire society. Many of them work in difficult conditions. UN HRC commends human rights situation in Kazakhstan 25.01.2025
Geneva, January 23, 2025 - The Fourth Report of Kazakhstan on the fulfilment of human rights obligations and recommendations of the previous review was considered during the 48th session of the Working Group of the United Nations Human Rights Council’s Universal Periodic Review.The delegation of the Republic of Kazakhstan consisted of senior officials of nine main state bodies that directly implement state policy and monitor the fulfillment of state’s human rights obligations, as well as members of the Majilis of the Parliament of the Republic of Kazakhstan.More than 100 UN Member States delegations participated in the review. It demonstrated a genuine interest to an open and constructive dialogue with our country. The event was held in the format of an interactive discussion, during which UN Member States raised questions, made comments and recommendations for further improvement of our country's human rights system.The Kazakhstan’s official delegation, led by Minister of Justice Yerlan Sarsembayev, addressed the UN Human Rights Council on a wide range of issues, focusing on the comprehensive reforms undertaken by President of the Republic of Kazakhstan Kassym-Jomart Tokayev, in the field of human rights and the rule of law, key legal initiatives on the elimination of torture and ill-treatment, peaceful assembly and freedom of association, ensuring the work of mass media and expanding the rights of journalists, combating human trafficking and domestic violence. In addition, the members of the delegation provided comprehensive information to questions raised by UN Member States, enriching the dialogue and sharing the good practices on human rights issues.In his address to the Council, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko shared the country's experience in cooperating with the Office of the UN High Commissioner for Human Rights, Special Procedures of the Human Rights Council and UN treaty bodies. In particular, attention was drawn to the inter-agency mechanism established by the Decree of the President of the Republic of Kazakhstan to consider inquiries from UN special rapporteurs and treaty bodies on individual communications. The Kazakh diplomat also briefed on ongoing technical cooperation with the Office of the UN High Commissioner for Human Rights. According to human rights experts, this level of interaction underlines Kazakhstan's priorities in advancing the country’s human rights protection system and democratic processes.Responding to the question on strengthening the dialogue between the Government and civil society, Mr. Vassilenko referred to the role of the consultative and advisory body "Human Dimension Dialogue Platform", which takes place regularly at the Ministry of Foreign Affairs of the Republic of Kazakhstan. He underlined the constructive nature of this platform, which contributed to the adoption of three human rights action plans and several legal acts related to wide range of political and social issues of the country.During the dialogue with the Kazakhstan’s delegation, UN Member States expressed their support to the ambitious reforms and welcomed the concrete actions to strengthen fundamental human rights and freedoms. In particular, the international community commended the laws adopted in the areas of combating domestic violence, ensuring the safety of children, strengthening the mandate of the Commissioner for Human Rights and the National Preventive Mechanism, and social protection of the population, particularly, in the most vulnerable situations.The UN Member States acknowledged the abolition of the death penalty, adoption of the Action Plan on Human Rights and the Rule of Law on December 8, 2023, and Kazakhstan's contribution to the work of the UN Human Rights Council during its 2022-2024 membership.The Universal Periodic Review, as a unique mechanism of the UN Human Rights Council, provides an opportunity for all Member States to have their human rights situation regularly reviewed.The report of the UPR Working Group on Kazakhstan along with the UN Member States recommendations will be adopted by the UN HRC during its 59th session in June 2025.Source : https://www.gov.kz/memleket/entities/mfa/press/news/details/924252

Как отметил на встрече заместитель Премьер-министра – министр национальной экономики Серик Жумангарин, на сегодня рекомендации ОЭСР, данные в рамках Первого обзора, реализованы на 80%.«Глава государства поставил перед нами цель привести экономическую политику Казахстана в соответствие с высокими стандартами ОЭСР, большую часть рекомендаций мы воплотили в действие. Сегодня мы готовы обсудить интересующие вас вопросы в рамках Второго обзора», — обратился вице-премьер к участникам встречи. Петропавловск состоялся круглый стол на тему «Развитие трудовых ресурсов в регионах Казахстана: современное состояние и перспективы», организованный Сенатом Парламента Республики Казахстан.В ходе круглого стола с докладом выступил вице-министр национальной экономики Бауыржан Омарбеков, который представил актуальный анализ социально-экономического развития регионов за последние десять лет, таких как укрепление обрабатывающей промышленности на севере, рост сервисного сектора на юге и изменение вклада западных регионов. Также он озвучил новые подходы развития регионов, такие как стимулирование малого и среднего бизнеса, развитие сельхоз машиностроения и автомобилестроения, внедрение инноваций и переподготовка кадров.По словам Б.Омарбекова, за последние годы наблюдается значительное изменение экономической структуры регионов. В частности, северные области укрепили свои позиции благодаря развитию обрабатывающей промышленности и сельского хозяйства. Тем не менее, остаются вызовы, такие как демографический спад, диверсификация экономикии износ инфраструктуры. В связи с чем ключевые направления региональной политики, направленные на обеспечение баланса между экономическим и социальным развитием регионов, будут расширены и усилены.Кроме того, в настоящее время МНЭ разрабатывает Концепцию региональной политики до 2030 года, цель которой равномерное развитие инфраструктуры, улучшение качества жизни и создание новых возможностей для трудовых ресурсов.«Реализация региональной политики – это залог устойчивого развития всей страны. Kazakhstan has completed trips as part of the selection of technologies for the construction of nuclear power plants 24.01.2025
On January 21, 2025, a Kazakh delegation led by the Minister of Energy of the Republic of Kazakhstan Almasadam Satkaliyev paid a working visit to the Russian Federation.The main purpose of the visit was to get acquainted with the experience of operating nuclear power plants and to study the technologies of generation 3+ power units with VVER-1200 reactors. The delegation visited the Leningrad NPP, where the key technical aspects of the plant's operation were presented, including the installation of a block control room, a turbine compartment, a laboratory complex and a cooling system for power units. The VVER-1200 reactor is the flagship project of the Rosatom State Corporation.The visit to the Russian Federation was the final stage of a competitive dialogue with potential suppliers of technologies for the construction of nuclear power plants in Kazakhstan.Earlier, in the period from October to December 2024, similar working visits were held to the Republic of Korea, the French Republic and the People's Republic of China. Rosatom State Corporation is on the "shortlist" along with the Korean company KHNP, the Chinese CNNC and the French EDF.During the visit, the delegation held consultations with the management of the Leningrad NPP and got acquainted with the plant's infrastructure. Sosnovy Bor, the satellite city of the NPP, which is a modern science city and a center of scientific and engineering competencies, was also visited.For reference: The Leningrad NPP is the largest in Russia in terms of installed capacity and the only NPP operating two different types of power units – channel uranium-graphite (RBMK) and water-water (VVER). The main feature of the VVER-1200 project is the unique combination of active and passive safety systems that make the station as resistant to external and internal influences as possible."Today we have completed a series of working visits aimed at studying the world's best practices in the field of nuclear energy. The visit to the Leningrad NPP made it possible to get acquainted in detail with the technologies and safety measures that ensure the protection of the environment and the well–being of local residents," said Almasadam Satkaliyev, Minister of Energy of the Republic of Kazakhstan.The final decision on the choice of a supplier or consortium for the NPP construction project will be made this year. In 2025, 12 million 400 thousand people will be provided with gas 24.01.2025
On behalf of the Head of State, at the meeting of the National Kurultai "Adal Adam – Adal enbek – Adal Tabys" in 2024, more than 1,700 kilometers of networks were built, providing access to blue fuel for more than 300 thousand citizens.Gasification of settlements will improve the quality of life of the population, reduce environmental pollution, save money on the purchase of alternative fuels, and increase the investment attractiveness of the regions.In 2025, the state allocated 65.9 billion tenge for the implementation of 45 gasification projects in 7 settlements. The implementation of these projects will increase the country's gasification rate to 62%, or more than 12.4 million people will have access to gas.One of the major projects is the construction of an automated Finskaya-120 gas control station and a branch line from the main gas pipeline in Atyrau region. The implementation of this project will increase the capacity of the gas pipeline to provide the necessary volume of gas for the European part of Atyrau, which will give a great impetus to the development of the region's industry.Natural gas improves the environmental situationThe use of natural fuels contributes to the improvement of the environmental situation due to its low level of carbon dioxide emissions, absence of harmful impurities and high energy efficiency compared to coal and fuel oil.Social responsibility in providing natural gas to the population As part of the instruction of the Head of State to introduce the "Social Wallet" mechanism, in December 2024, the Government launched a pilot project to provide targeted social and housing assistance to socially vulnerable segments of the population in the form of discounts on commercial gas (up to 24%) in the West Kazakhstan region and Shymkent, thereby reaching more than 6,000 people.. Following the results of the pilot project, this mechanism will be implemented throughout the country.Construction of the Taldykorgan-Usharal main gas pipeline will be completed in 2025On behalf of the Head of State, the construction of the Taldykorgan-Usharal gas pipeline with a length of 302 km is continuing ahead of schedule, which will provide natural gas to 66 settlements of the Zhetysu region with a population of 124 thousand people.This gas pipeline is of strategic importance for the development of the region's industrial infrastructure, including capacity expansion and cost optimization for agricultural production.The construction of a gas processing plant with a capacity of 1 billion m3/year at the Kashagan field continues.The project is being implemented as part of the National Crude Gas Processing Program, which will increase oil production by 25,000 barrels per day from the Kashagan field and increase the volume of commercial gas by 700 million m3 per year for domestic consumption.Construction of a technological complex for the production of liquefied petroleum gas based on the raw materials of the Kashagan field in the amount of up to 700 thousand tons per year has begun.On behalf of the Head of State, in order to ensure the country's energy security, a strategic agreement was reached between the Government of the Republic of Kazakhstan and the Shareholders of the Kashagan field on the construction of a complex for the production of liquefied petroleum gas in the amount of up to 700 thousand tons per year.Starting in 2026, additional volumes of liquefied petroleum gas will provide the population with autogas and allow the development of the petrochemical industry in the region.Source : https://www.gov.kz/memleket/entities/energo/press/news/details/920497
