The Law on Bankruptcy of Individuals 24.12.2024
The law is aimed at resolving the debt burden of citizens. The Law provides for out-of-court bankruptcy procedures (applied by the State revenue authority), judicial bankruptcy and solvency restoration procedures (applied by the court). Within the framework of the Law, about 16 thousand citizens have already been declared bankrupt, with debt cancellation in the amount of 50 billion tenge. These are mainly debts to financial institutions.We have carried out work to expand the circle of persons who have the right to apply bankruptcy procedures and restore solvency.The Law has been amended in terms of simplifying the filing of an application for the application of an out-of-court bankruptcy procedure (the debtor is relieved of the obligation to attach any documents to the application and indicate in the application the name of creditors and the amount of debt), as well as expanding the list of creditors in respect of whom this procedure can be applied; reviewing the grounds for applying the procedure for restoring solvency (the procedure for it is possible to apply even in the absence of overdue obligations and lack of property, but with a stable income).These innovations in the Law will allow more citizens with financial difficulties to solve their problems. A working meeting between Vice Minister of Emergency Situations Batyrbek Abdyshev and Head of the European Union Delegation to the Republic of Kazakhstan Alyosha Simkich took place at the Command Center for Strategic Planning and Operational Management of the Ministry of Emergency Situations of the Republic of Kazakhstan. The meeting was organized as part of a courtesy visit related to the recent start of the diplomatic mission of Mrs. Alyosha Simkich in the Republic of Kazakhstan. During the meeting, the parties discussed key aspects of cooperation in the field of emergency prevention and response. Improvement of the Law "On Civil Protection" 24.12.2024
In order to implement the Concept of the Legal Policy of the Republic of Kazakhstan, a number of amendments and additions were made to the Law "On Civil Protection" dated April 11, 2014, in 2024. The Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on business conduct" defines the procedure for the application of rapid response measures (supervision) in the field of fire and industrial safety (Articles 38.39 and new Article 38-1 of the Law of the Republic of Kazakhstan "On Civil Protection"). In particular, if violations of fire and industrial safety requirements are identified that pose a real threat to human life and health, the activities of subjects or a particular type of activity will be suspended or prohibited. It should be noted that the changes will not affect the activities of bona fide business entities. The adoption of amendments on rapid response measures will ensure the safety of citizens and business entities, including those of strategic importance to the country's economy. Along with this, in order to reduce the risk of corruption, competence is provided for the use of video recorders. A new article 37-1 of the Law on the procedure for conducting inspections in the field of civil defense has also been introduced. For the first time in ten years of operation of the Law, the Ministry of Emergency Situations initiated legislative amendments to improve standards in the field of civil protection by developing a draft law "On Amendments and additions to certain legislative acts of the Republic of Kazakhstan on civil protection issues." The draft Law is under consideration in the Majilis of the Parliament of the Republic of Kazakhstan, 17 meetings of working groups have been held. The draft Law brings previously existing norms into line with modern challenges and threats in the field of emergency situations, and also provides for a number of new approaches to ensuring the safety of citizens and territories. The draft Law proposes to implement proposals aimed at improving legislation in the field of civil protection on the social status of employees of civil protection agencies, in the field of fire and industrial safety, the state material reserve, emergency prevention and response, and other issues. During the implementation of the Law, the subordinate regulatory framework in the field of civil protection will be revised, a civil protection system will be built, which will have a positive effect in improving the quality and level of legal regulation in the field of civil protection. Students of ASTANA POLYTECHNIC Higher College have developed a gift production line on New Year's Eve, the official website of Astana Akimat reports.College students study areas such as mechatronics and mobile robotics. For educational purposes, students are constantly engaged in the development of production lines."On the basis of the college, we train specialists who can work in any production – from a bottle of milk to an entire car. The guys are getting ready to work at the factory. However, since we are an educational institution, we cannot install a factory, as its size can be 10 times the size of our college. Therefore, we use exact replicas of production lines on a reduced scale. This is a real production facility that is used for educational purposes," said Samir Kerimov, Deputy Director of the ASTANA POLYTECHNIC Higher College for Information Technology.On the eve of the New Year, a group of four students was tasked with creating a production line with a festive theme – the production of New Year's gifts. College students assembled a miniature automated line and shot a creative video with New Year's characters.It took a week to create a mini-factory.
