MINISTER SAYASAT NURBEK MET WITH ASTANA RESIDENTSOn December 21, Minister of Science and Higher Education of the Republic of Kazakhstan Sayasat Nurbek met with residents of Astana and discussed initiatives aimed at the development of science and higher education. The next hero of our "Faces of Science" column is Amangeldy Nurzada.Amangeldy Nurzada is a researcher at the Department of Artificial Intelligence Technology at ENU.In 2002, after graduating from the Maikaragai Secondary School in Pavlodar region, Amangeldy Nurzada entered the L.N. Gumilyov Eurasian National University, where she received a degree in Computer Science. After graduating from university, she decided to pursue science and enrolled in a master's degree. Since then, Nurzada has been actively working in the field of science. Having successfully completed all levels of education at the university, she received a bachelor's degree in 2007 and a master's degree in Computer Science in 2009. From 2018 to 2021, she completed her doctoral studies in Computer Science, and received her PhD in 2024.His career began with teaching at the Department of Space Engineering and Technology. Currently, Nurzada works as a researcher at the Department of Artificial Intelligence Technology and is engaged in research work as a postdoctoral fellow at the L.N.Gumilyov Eurasian National University. She has participated in many successful research projects and has won a number of grant programs. These measures emphasized the importance of compliance with environmental regulations and increased the responsibility of road users.Digital environmental supportA special achievement of the project was the creation of the @TazaQazBot digital platform, which provides citizens with the opportunity to report on environmental issues and participate in their solution. Thus, 7,929 applications were submitted via the chatbot during the year. Of these, 7,061 applications were completed, 168 applications were executed, 23 applications were processed, and 674 applications were canceled.Among them, the most frequent requests are: cleaning of territories – 2,142 applications, household garbage removal – 668 applications, street improvement – 648 applications, road repair – 595 applications. Almaty is the leader among the regions with 2,014 applications. This is followed by Astana with 1,587 applications. The Karaganda region is in third place with 757 applications. The chatbot has become an effective tool for dialogue between citizens and the state, contributing to the prompt resolution of environmental problems.The concept of development of ecological culture of the populationIn order to consolidate the achieved results and form an ecological consciousness for the long term, the "Concept for the development of the ecological culture of the population for 2024-2029" was approved. This document defines the key directions of environmental policy.One of the priorities of the Concept was the involvement of young people in environmental projects. Lectures, eco-hours and excursions to environmental laboratories were held throughout the year. Thus, this year more than 90,000 volunteers took part in landscaping and landscaping campaigns.To raise environmental awareness of the population, work is underway to highlight waste recycling, pollution monitoring, and contests for landscaping and the development of eco-volunteerism.A key focus of the Concept is also the creation of conditions for active citizen participation. Thus, as of December 1, 2024, 101.1 thousand people received social benefits for disability, and about 67.2 thousand families received social benefits for loss of breadwinner. The amount of payments is individual and depends on: the average monthly income from which social contributions were made to the State Social Insurance Fund over the past 2 years, disability coefficients, the number of dependents, length of service in the compulsory social insurance system and income replacement. These payments are made in addition to similar benefits paid from the national budget.Starting from January 1, 2024, the amount of state social benefits for disability and loss of breadwinner has been increased by 7% due to an increase in the subsistence level. The Ministry of Industry and Construction of the Republic of Kazakhstan has developed a draft joint order to launch a pilot project for the provision of certain government services in the field of export control through the National Industrial Information System (hereinafter referred to as the NIS).As of today, the Joint Order has been sent for approval to the Ministry of Digital Development, Innovation and Aerospace Industry and other interested government agencies.The pilot project is planned to be launched at the beginning of the 2nd quarter of 2025 on the infrastructure of the e-government operator.An important aspect in the creation of NIS is the focus on reducing administrative barriers and corruption risks. The NISP is designed to reduce bureaucratic procedures by facilitating interaction with government agencies.As part of the pilot project, functionality will be tested to simplify filling out applications for government services in the field of export control through integration with government information systems.This will reduce time and costs for users, as well as increase transparency.It is also expected to reduce the number of refusals due to the use of format-logic controls in applications.In addition, the NIP functionality provides for holding hearings based on the results of a preliminary refusal.Thus, the implementation of the pilot project will contribute to improving the quality of public services for service recipients.Source : https://www.gov.kz/memleket/entities/mps/press/news/details/907084

On December 20, the grand finale of the jubilee events dedicated to the 80th anniversary of the Kurmangazy Kazakh National Conservatory took place at the Yerkegali Rakhmadiev Grand Concert Hall.This evening brought together the best creative teams of the conservatory on stage, demonstrating a rich musical palette and the highest level of performing skills. The symphony orchestra, ethno-folklore and chamber ensembles, choir and outstanding soloists of the Conservatory performed works by Kazakhstani composers, masterpieces of world classics and unique national compositions. The anniversary marathon, which took place from November 23 to December 3, presented the public with more than 35 events: concerts, master classes, creative meetings, an international conference and exhibitions. It was attended by leading musicians from Kazakhstan and abroad, including People's Artist of Kazakhstan Aimanmusakhodzhayeva, Russian violinist Nazar Kozhukhar, conductors Alan Buribayev and Abzal Mukhitdinov, Honored Worker of the Republic of Kazakhstan Nurlan Izmailov and many others. The gala concert, held on December 3 at the Palace of the Republic, brought together students and graduates of the Conservatory, and also presented premieres of modern Kazakhstani composers and rare classical works. Akim of the region Askhat Shakharov, as part of a trip to the Martuk district, got acquainted with the work of a new medical center opened in the village of Baytorysai.The building for the medical facility was built this year. Nurseyit Kishkentayev, the chief physician of the Martuk district hospital, said that a paramedic and a nurse are working in the new medical facility. There is an admission department, a treatment room, a filter and a physiotherapy room. The medical center is designed for 20 visits per day.This year, a new medical center was also opened in the village of Akkayin, and in the future, the same medical facility is planned to open in Saryzhar."The opening of a new medical center in Baytorysai, where 413 people live, was an important event for residents, as the previously existing medical facility did not meet modern standards. Now, villagers, including schoolchildren, pensioners, pregnant women and young children, will be able to receive high-quality medical care near their homes. 7-8 children are born in the village every year, and the new medical center will provide timely medical support to each family," said Nurseyit Kishkentayev.Dastan Alzhan works as a paramedic at the medical center. After graduating from medical college in 2005, the young specialist came to the Martuk district. For about ten years he worked in the Martuk regional hospital, then in other villages. Now he is the head of the medical center in Baytorysai."Today, fluorography and various types of screening are carried out in villages. The range of medical examination of the population has been expanded. All necessary assistance is provided on site to pregnant women and small children. Modern equipment is being purchased for medical institutions. All this significantly facilitates the access of villagers to medical care and strengthens the health of the population," says Dastan Alzhan.Akim of the region appreciated the quality of the constructed facility, noting that the opening of such medical centers plays an important role in improving the medical infrastructure in rural areas."The construction of a medical center in Baytorysai was carried out within the framework of the national project "Modernization of rural healthcare" initiated by the President of Kazakhstan. This program is aimed at improving the quality of life of rural residents. Within its framework, 11 medical centers were opened in the region. Over the next three years, we plan to build 21 more medical centers in the villages. Today, medical institutions in the district are equipped with modern equipment: incubators for newborns, cardiotocographs, laparoscopic devices, colposcopes and much more have been purchased for them. This year, two medical vehicles were purchased to provide on-site services. The development of healthcare goes hand in hand with the improvement of rural infrastructure: issues with roads and gas supply are being resolved, conditions are being created that make life in rural areas comfortable," the head of the region emphasized.The mayor also noted that the issue of shortage of medical personnel in rural areas is being resolved. During a working trip to the Martuk district, akim of the region Askhat Shakharov and head of the Police Department Abai Zhusupov inspected a new police station in the village of Saryzhar.The new police station in Saryzhar is a modern building with uncomfortable conditions for citizens. The total area of the building is 140 square meters. It has two classrooms for receiving visitors, a kitchen, a recreation room and a playroom for children. At the moment, two district police inspectors are working in the village of Saryzhar with a population of more than six thousand people.During the inspection of the facility, Askhat Shakharov stressed the importance of creating such service facilities for rapid response to violations and appeals from citizens. He expressed confidence that the new police station would have a positive impact on improving the work of the police."Head of State Kassym-Jomart Tokayev noted that the law enforcement system is the solid foundation of our state and the main guarantee of stability in the country. The welfare and stability of the country are the main values of our state.
