Депутаты Мажилиса Парламента РК, рассмотрев на заседании палаты во втором чтении, приняли проект Бюджетного кодекса.Новый экономический курс, обозначенный в Послании Главой государства, мировые политические вызовы и неопределенность геополитической конъюнктуры требовали изменений в бюджетной политике страны, позволяющих обеспечить финансовую устойчивость нашего государства, его стабильность и достижение долгосрочных целей развития.В новом Бюджетном кодексе нашли отражение подходы, призванные установить основные инструменты управления государственными финансами, повысить их результативность для обеспечения социально-экономического развития страны.В проекте Бюджетного кодекса предусмотрены:консолидированый учет государственных финансов. Предмет регулирования Бюджетного кодекса расширяется и будет охватывать помимо собственно бюджета все виды внебюджетных активов и обязательств государcтва;оптимизация бюджетного процесса за счет исключения излишних этапов и забюрократизированных процедур с сокращением их сроков вдвое;смещение фокуса госорганов, с учетом оптимизированного бюджетного процесса, к более глубокая аналитическая работа при планировании бюджета;обеспечение сбалансированности и упорядоченности доходов и расходов между уровнями бюджетов, повышение качества планирования трансфертов общего характера, выделяемых из республиканского бюджета в регионы через систему региональных стандартов;расширение подотчетности, ответственности участников бюджетного процесса и прозрачности самого бюджетного процесса.Бюджетный кодекс в новой редакции позволит создать условия, направленные на обеспечение устойчивого развития страны, и положительно скажется на реализации государственной экономической политики и задач социально-экономического развития.Принятый Мажилисом проект Бюджетного кодекса направлен в Сенат для рассмотрения и согласования.Source : https://www.gov.kz/memleket/entities/economy/press/news/details/895954

Minister of Ecology and Natural Resources of the Republic of Kazakhstan E. Nysanbayev held a meeting with Saudi Minister of State for Foreign Affairs, member of the Council of Ministers and Climate Envoy Adel bin Ahmed Al-Jubeir on the sidelines of the Sixteenth session of the United Nations Conference of the Parties to Combat Desertification (COP16).During the meeting, E.Nysanbayev noted that land degradation and drought pose a threat to social stability, food security and economic well-being of both Kazakhstan and the entire Central Asian region.About 60% of the Central Asian population is directly dependent on agriculture as the main source of income, so droughts pose a serious threat. The consequences of such phenomena include the loss of agricultural production, the threat to security and a decrease in the quality of life, and the growth of economic and social tensions.The Minister of Ecology of Kazakhstan also dwelled in more detail on large-scale events held by Kazakhstan, such as planting trees on the drained bottom of the Aral Sea, adopting a Concept for the transition to a green economy and approving a Strategy to achieve carbon neutrality until 2060, implementing norms on adaptation to climate change in the regions of the country within the framework of the Environmental Code, etc. In the implementation of the commitments of the Paris Agreement, 2 billion trees will be planted in the country by 2027, of which 839 thousand seedlings have been planted. As part of the development of the cotton cluster in the Maktaaral district of Turkestan region, 8 large projects worth 70 billion tenge will be implemented in the period from 2024 to 2030.The ZHANASSYL LLP plant with a capacity of 80 thousand tons of cotton fiber per year was commissioned on December 3.The company has 13 cotton receiving points in Maktaaralsky and Zhetysaysky districts. Since the beginning of the harvesting campaign, more than 41 thousand tons of cotton have been accepted.The plant processes 600 tons of raw cotton per day and produces 180 tons of high-quality cotton fiber, cotton lint and other products.The products will be exported to China, Turkey, Europe, Tajikistan, Iran and Kyrgyzstan.In addition, as part of the project, the company is building production facilities for drip irrigation tape and cotton seed processing. In case of commissioning of the facility, the national grain operator is ready to supply agricultural products of domestic farmers on a permanent basis to load production. Since the beginning of 2024, through the Social Services Portal (hereinafter referred to as the Portal), persons with disabilities have received about 808.7 thousand technical means of rehabilitation (hereinafter referred to as TSR), 8.7 thousand – sign language services, 26.8 thousand – an individual assistant, 90.9 thousand – sanatorium treatment.The portal allows people with disabilities to independently choose the manufacturer and supplier of technical means and rehabilitation services. The order of the type of assistance is carried out by confirming the electronic digital signature of the service recipient. The mountainous regions of our republic pose an avalanche threat to varying degrees. Snow avalanches are most often observed on the slopes of the mountains of the Ile Alatau ridge (Almaty city) and in the Altai Mountains (East Kazakhstan region). The most dangerous periods when avalanche activity occurs are considered to be the beginning of winter and the beginning of spring. This year, 213 spontaneous avalanches were recorded, with a total volume of about 1.2 million m3. In general, the snow height is currently within the normal range or exceeds the norm."Since the beginning of the year, in order to ensure the safety of the population, roads, and ski resorts, 112 preventive avalanche descents have been carried out, the total volume of dumped snow amounted to 219 thousand m3. During dangerous periods, checkpoints were set up to restrict access of the population and vehicles to the avalanche risk zone. Prior to the start of the dangerous period, appropriate recommendations were issued to local executive bodies, owners of residential buildings and heads of organizations whose facilities are located in avalanche risk zones," said Yerbolat Sadyrbayev, head of Kazselezashchita State Institution. Skiers, tourists, and climbers are most at risk. Therefore, in order to avoid death and not be caught in an avalanche, every person going to the mountains is obliged to learn the basic rules of behavior in the mountains and during avalanches. If an avalanche warning has been announced, it is advisable to refrain from hiking in the mountains. If there was no warning, then before setting off, it is necessary to know meteorological forecasts, make travel routes, refrain from hiking and skiing in unprepared areas, move along marked trails, as well as find out as much as possible about the terrain in which there is a risk of avalanches, avoid dangerous slopes as much as possible (this is a simple rule of behavior it is quite capable of saving a life). If heavy snowfalls were recorded before going to the mountains, it is better to postpone the hike for two or three days, and in the absence of avalanches, wait until it settles. Also, it is very important not to go to the mountains alone or together: it is advisable to stay in a group. This will always provide insurance in case of avalanches, for example, if the group members are tied with avalanche tape, this will make it possible to detect a satellite covered with snow. Before going out into the mountains, it is advisable to bring an avalanche transceiver with you, which will make it possible to find a person trapped in an avalanche. It is very important not to forget to bring your mobile phone with you (it has already saved the life of more than one person). It is also a good idea to take special avalanche backpacks, which provide a system of inflatable pillows that make it possible for a person caught in an avalanche to "float up". In the mountains, you need to move only along roads and paved trails of valleys and along mountain crests, while it is very important to remember that you can not go out on steep snow-covered slopes, cross them across or move in a zigzag. If an avalanche has fallen high and there is time to do something, it is very important to remember one of the basic rules of behavior when an avalanche is rushing at you: to get out of the way of a rushing stream to a safe place, you need to move horizontally, not downwards. You can also hide behind a ledge, preferably in a cave, climb an elevation, a stable stone or a strong tree. If it so happened that it did not work out to get away from the avalanche, one of the rules of conduct says that you need to immediately get rid of all the things that will drag into the rushing stream and restrict movement: from a backpack, skis, poles, an ice axe. It is necessary to immediately start making your way abruptly to the edge of the stream, doing everything possible to stay at the top, and if possible, catch on a tree, stone, bush. The national team of Kazakhstan went to the XXI International Junior Science Olympiad (IJSO), which will be held from December 2 to 12 in Bucharest (Romania).
