Aida Balayeva: 2025 is a special year in ideological terms 14.02.2025
Today, an expanded board meeting of the Ministry of Culture and Information of the Republic of Kazakhstan was held. At the meeting, Minister of Culture and Information Aida Balayeva focused on the direction and goals of the work for 2025."2025 is a special year in ideological terms," the minister said. This year, a number of significant anniversaries and cultural events will be held. Among them are the 30th anniversary of the Assembly of the People of Kazakhstan, the 80th anniversary of the Great Victory, the 30th anniversary of the Constitution, and the Congress of Leaders of World and Traditional Religions. In addition, the 180th anniversary of Abai Kunanbayuly, the 190th anniversary of Shokan Ualikhanov, the 100th anniversary of Nurgisa Tlendiev and other anniversaries of prominent figures will be celebrated. In addition to the above-mentioned anniversary and important events, there is a task to hold the anniversaries of famous personalities at a high level.“A comprehensive plan has been approved for these events. However, the work to be carried out should not be formal. The essence and content of each event should be deep, the lessons learned,” said Aida Balayeva.Large-scale events are planned within the framework of the 80th anniversary of the Great Victory. Also, the online platform “Tribute to the Heroes” will be launched. The portal contains information on the names of about 1 million Kazakhstani soldiers, as well as personal documents and photographs.Aida Balayeva also noted the need to pay close attention to the issue of digitization of the industry. Digitization is a platform for new opportunities in the field of culture and information. The ministry considers digitization as one of the main tasks for preserving and making cultural heritage accessible. The “E-museum” web portal will be launched, creating a virtual network of museums in Kazakhstan. This project will provide online access to historical and cultural heritage using 3D modeling technology.Current issues related to the film industry are also constantly in the spotlight. One of them is the development of “Kazakhfilm”. According to the law signed by the President, now at least 30% of state funding will be directed to “Kazakhfilm”.“What I would like to emphasize here is that every penny allocated from the state is accounted for and requested. Therefore, these funds will be allocated only to worthy works that have passed the examination,” said Aida Balayeva. In 2024, for the first time, priority topics that correspond to our national interests and ideology were approved, and a new format of competition was held. Last year, 16 national films were released, and in 2025, 14 new films will be released. In addition, special attention is being paid to the animation industry. In 2025, 10 animation projects will be created, and the production of Kazakh cartoons for children will increase. The quality of TV series is also improving. In 2024, 41 series were produced and broadcast under state orders. The ministry also pays attention to the issue of exporting national films and series abroad and plans to launch a national streaming platform. In addition, work is underway to strengthen the legislation on issuing distribution certificates depending on the content of domestic and foreign films released for cinema distribution.Work will continue to gradually improve the film industry.Today, more than 58 thousand people work in about 8 thousand cultural organizations in the general field of culture. Last year, about 3 million spectators attended about 16 thousand events held in theaters, and more than 2 million people participated in events organized in museums. At the same time, the minister said that attention should also be paid to the content of commercial events held in cultural organizations.“Because the sacred stage is a place of taste and learning. That is why we must all treat it responsibly, without diminishing the dignity of noble art. Cultural centers should be free from political slogans and slogans and create conditions for true art to spread its wings,” said Aida Balayeva. In addition, the minister noted that responsibility should be strengthened to prevent facts of causing discord within the country and inciting religious and interethnic hatred. Currently, there are about 4 thousand registered religious associations representing 18 confessions in the country. Therefore, it is appropriate to work together in this area to solve the spiritual problems of society. Also, grant support for ethno-cultural associations contributes to the development of interethnic harmony and unity. Aida Balayeva said that it is necessary to work out the legal framework for this issue.A new law "On Mass Media" was adopted to combat false information and increase the security of the information space. Last year, more than 67 thousand facts of violation of the law were identified on online platforms, and more than 18 thousand materials were deleted. The Ministry has taken up the organization of training courses for journalists on improving their skills, increasing media literacy, and fact-checking.In 2025, the Central Asian Media Forum will be held, where topical issues of the media industry will be discussed.Another important direction is the development of creative industries. The Head of State recently signed a law on the support and development of creative industries. Now the Creative Industries Development Fund will begin its work. Creative hubs are opening in each region. Today, 12 creative centers operate across the republic, and 8 more are planned to be opened in 2025.The ministry continues to modernize the infrastructure in the field of culture. In 2024, 255 repairs and 45 construction works related to cultural facilities were completed in the regions of the country.Repairs are underway at the National Museum, the Mukhtar Auezov Drama Theater, the Natalia Sats Theater and other cultural facilities. In conclusion, the minister called on all industry specialists, public councils and journalists to actively participate in the implementation of large-scale plans for 2025.“Strengthening the unity of the people and the sustainable development of our country are a common interest for all of us. So, let's continue to work together towards a common goal,” said Aida Balayeva. The introduction of biometric identification and QR signatures has simplified the process of receiving electronic services - in a year, the people of Kazakhstan signed more than 23 million documents using QR codes. The goal of digital transformation in Kazakhstan is to make public services more convenient, accessible, and efficient. Here are just a few examples of digital solutions that have already brought tangible benefits to residents:- The digital military ID has completely replaced paper documents.- The voucher financing system has made the process of enrolling in kindergarten online transparent.- The introduction of the “Europrotocol” made it possible to register road accidents without the involvement of the police, reducing the time for receiving insurance payments from 40 to 5 days.- Automation of enforcement proceedings eliminated the participation of private bailiffs, reducing the financial burden on citizens.- Digitalization has simplified admission to kindergartens, schools, universities and dormitories, and also optimized processes in healthcare, social protection and registration services.By the year 2025, there are intentions to shorten the duration of 44 public services, shift 20 public services to a more proactive approach, and revamp 35 public services entirely. Millions of people in Kazakhstan are already experiencing the concrete benefits of digital transformation. Every initiative focuses on enhancing the ease of use, clarity, and availability of government services. Seasonal hydro stations will be installed in 51 settlements of the region at risk of flooding. 09.02.2025
A meeting of the akimat on flood prevention in the region was held under the chairmanship of the head of the region, Serik Shapkenov, the press service of the regional akim reports. The director of the Atyrau branch of the Kazhydromet RSE Salauat Tolenov made a report on the hydrometeorological situation in the region. According to him, there is a possibility of a large amount of water from the Russian Federation. - There are 12 hydro stations of Kazhydromet in the region. Here, water level, temperature, and ice condition are measured twice a day, water flow is checked three times a month, and standard monitoring is carried out. Currently, the hydrological situation is stable in all water bodies of the region, and the freezing period is underway. Rivers have levels typical of the winter period. From December 28 to today, the discharge of the Irekty reservoir has amounted to 60 cubic meters per second. Last February, the water discharge was 25 cubic meters per second. Yesterday, the working volume of the Irekty reservoir was 2,624 million, the water inflow was 19.1 cubic meters/sec, - said Salauat Tolenov. Serik Shapkenov said that it is necessary to take into account not only the threshold levels, but also the volume of incoming water. In this case, it is important to rely on the long-term average, last year's data and planned volumes. As the experience of last year has shown, water not only does not reach the set level, but also spreads throughout the canal, posing an additional threat. In this regard, it is necessary to open stations to monitor the volume of water inflow near the border of Aktobe and the West Kazakhstan region, as well as install seasonal hydro stations in 51 settlements with a high risk of flooding. In addition, Kazhydromet was instructed to switch to a system of rapid information exchange on the hydrological situation in border regions. History shows that floods can recur every two years, so preparation and timely information should be the main focus. According to Nurlan Zhanabayev, head of the Emergency Situations Department of Atyrau region, work is underway to clean water pipes, strengthen dams and protective structures in the region. Last year, 590 km of dams and 20 km of canals were dug along the Ural River, 8 water culverts were installed on roads of republican and regional significance. 7 km of embankments were strengthened in river sections, 121 km of the bottom was deepened, and 90 km of the embankment was secured and cleaned. - Anti-flood measures are still being carried out, and full completion is planned for March. A stock of fuel, inert materials and bags has been created in the emergency reserve. 1,510 people and 244 pieces of equipment, including swimming equipment and helicopters, are ready to combat the consequences of the flood. In addition, if necessary, it was considered to mobilize forces and equipment from other regions, - said N. Zhanabayev. In addition, Serik Shapkenov listened to the preparedness measures of the cities and districts. The akims reported on the dangers in their regions and the work being done. The head of the region instructed to inspect the constructed dams and, if necessary, strengthen them, as well as monitor the hydrological situation in areas where snow water flows. - Last year was a big test for us. We noticed our vulnerable spots, and now all the equipment must be ready in every settlement. In addition, special attention must be paid to the issue of effective organization of evacuation. It is necessary to warn farms in areas with a high risk of flooding in advance and prepare places for temporary placement of livestock. All water supply facilities and constructed dams must be comprehensively inspected and accurate information must be provided to the operational headquarters. Last year, we allocated significant funds and upgraded our material and technical base. "We must be prepared for the worst, we cannot relax," said S. Shapkenov.
