На заседании Правительства рассмотрены итоги социально-экономического развития Казахстана за январь-ноябрь текущего года.Заместитель Премьер-Министра – министр национальной экономики Нурлан Байбазаров доложил, что за отчетный период рост экономики составил 4,4%. Положительная динамика в реальном секторе составила 5%, в сфере услуг – 4,5%.Среди отраслей наибольший рост демонстрируют сельское хозяйство и строительство. Торговля выросла на 8,2%, услуги транспорта – на 8,1%, обрабатывающая промышленность – на 5,3%.Инвестиции в основной капитал выросли на 3,1%. Объем инвестиций вырос в образовании в 2,2 раза, научной и технической деятельности – на 42,1%, транспорте – на 27,2%, обрабатывающей промышленности – на 18%.В январе-октябре внешнеторговый товарооборот республики составил $116,9 млрд. Экспорт достиг $68,5 млрд, в том числе обработанных товаров – $23,3 млрд, импорт – $48,4 млрд. В целом положительный торговый баланс РК равен $20,1 млрд.Обрабатывающая промышленность сохраняет положительные темпы роста. Объем производства ускорился до 5,3%.За январь-ноябрь текущего года введено 16,3 млн кв. метров жилья, что на 8,3% больше показателя соответствующего периода прошлого года.Валовый выпуск продукции сельского хозяйства увеличился на 13,4%. Благодаря завершению основного сбора урожая рост в растениеводстве составил 19,9%.По словам Н.Байбазарова, для обеспечения экономического роста центральным и местным исполнительным органам необходимо сделать акцент на следующих мерах:1. Усилить контроль за освоением бюджетных средств в строительстве, завершить строительство арендного жилья и дорог;2. Обеспечить завершение и ввод до конца этого года запланированных инвестиционных проектов в обрабатывающей промышленности;3. Усилить контроль и освоение средств, выделенных на строительство жилья и поддержку машиностроения;4. Администраторам бюджетных программ обеспечить полное освоение средств;5. Today, Astana hosted the GCIP Kazakhstan 2024 National Forum, the final of the prestigious Global Cleantech Innovation Program (GCIP) acceleration program, organized with the support of UNIDO. The Forum became an important event for startups in the field of sustainable technologies, where unique environmental projects aimed at solving urgent environmental problems were presented.The forum began with a welcoming speech by the Minister of Ecology and Natural Resources of the Republic of Kazakhstan, E.Nysanbayev, who stressed the importance of introducing green technologies for the sustainable development of the country. The Ministry of Ecology and Natural Resources of the Republic of Kazakhstan, together with the International Finance Corporation (IFC), organized a seminar on the development of electric mobility and charging infrastructure.The seminar was opened by the Vice-Minister of Ecology and Natural Resources of the Republic of Kazakhstan Zh.Aliev.This workshop is organized within the framework of IFC initiatives to support the development of a long-term strategy for the development of electric mobility for the period 2025-2035. Today, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan M. Oshurbayev met with representatives of the Organization for Economic Cooperation and Development (hereinafter – the OECD) Pelin Atamer and Matthew Griffiths. The meeting was attended by representatives of the Federal Ministry of Environment, Nature Protection, Nuclear Safety and Consumer Protection of the Federal Republic of Germany for Central Asia, Jurgen Kainhorst and Yvonne Lindenlaub, and Deputy Ambassador Extraordinary Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan.During the meeting, issues of Kazakhstan's commitment to the implementation of updated Nationally Determined contributions (hereinafter referred to as ONUV) were discussed in accordance with the draft Roadmap of the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan until 2060, the participation of the Ministry of Economic Development of the Republic of Kazakhstan in the annual regional events of the Sustainable Infrastructure Program in Central Asia (hereinafter – SIPA) and measures to create an effective mechanism for assessing environmental risks.As the Vice Minister noted, a Roadmap to the Strategy is currently being developed, within the framework of which SIPA proposals allow integrating quantitative and qualitative indicators that will ensure the fulfillment of commitments at the national, regional and sectoral levels.At the same time, the Vice Minister expressed interest in the issue of compensation schemes and carbon emission reductions for international aviation.In this regard, the Vice Minister asked the OECD to provide support in conducting an analysis to assess the potential risks and benefits associated with this scheme and the application of CORSIA certificates.M. On December 12, 2024, the fourth meeting of the Kazakh-Russian Commission for the Conservation of the Ecosystem of the Transboundary Zhaiyk River Basin (Ural) (hereinafter referred to as the Commission), established in accordance with the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Conservation of the Ecosystem of the Transboundary Zhaiyk River Basin (Ural) dated October 4, 2016, took place in a videoconference format.The Kazakh side was headed by J.S. Aliyev, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan.The Russian side was headed by S.M. Anoprienko, Deputy Minister of Natural Resources and Ecology of the Russian Federation.The meeting was also attended by representatives of the central state, local executive and representative bodies of the two sides and the public.The parties heard and accepted information on the implementation of the Kazakh-Russian Cooperation Program for the conservation and Restoration of the ecosystem of the transboundary Zhaiyk River basin (Ural) for 2021-2024.The Kazakh side informed the Russian side about the ongoing research work, which is scheduled to be completed in 2025, reconstruction of canals and irrigation systems, shore protection, dredging, cleaning, stocking of the river basin with young sturgeon and cyprinid fish species, reforestation, elimination of unauthorized landfills and other measures.The Russian side, in turn, informed about the completion of research work in 2023, the construction and reconstruction of sewage treatment plants, the clearing of riverbeds, ponds and reservoirs, the elimination of unauthorized landfills, the stocking of water bodies, and environmental actions involving volunteers.In addition, the issue of the results of monitoring the water quality of the Zhaiyk River basin (Ural) in the transboundary areas of the territories of Kazakhstan and Russia was considered. The parties stressed that water quality monitoring activities are carried out by each party in accordance with the Program for Monitoring Transboundary Water Bodies of the Zhaiyk River Basin (Ural) for 2021-2025 in full.The parties informed each other about the work done on the conservation and restoration of floodplain forests in the basin of the Zhaiyk River (Ural) and the conservation and reproduction of sturgeon in the Zhaiyk River (Ural).The parties highly appreciated the work done on the formation of social and environmental awareness and a culture of respect for the basin of the transboundary Zhaiyk River (Ural) and agreed to continue cooperation with the involvement of young specialists and students to increase attention to the problem of preserving the ecosystem of the basin of the transboundary Zhaiyk River (Ural).The Russian side proposed to hold a joint environmental event in 2025 within the framework of the Kazakh-Russian campaign "To the basin of the Zhaiyk (Urals) – clean shores and good neighborliness".
