5 THOUSAND CITIZENS PARTICIPATED IN THE CLEANING MEASURES IN SOZAK DISTRICT 24.02.2025
A district-wide cleaning campaign was organized in Sozak as part of the "Clean Kazakhstan" campaign. CLEANNESS IN KENTAU 20 TONS OF WASTE WAS REMOVED AT THE EVENT 24.02.2025

On the instructions of the Head of State on diversifying the economy and attracting investments to the economy, the Government, through financial development institutions, will launch a large-scale campaign to support investment projects in the processing industry and large businesses of SMEs, including light industry, chemical industry, production of food products and building materials, mechanical engineering, freight transportation, key projects, infrastructure and cluster projects that create an eco-environment for the development of SMEs.In 2025, Baiterek National Management Holding JSC will allocate 8 trillion tenge to support entrepreneurship, the development of housing construction and the implementation of key national and investment projects, with a further increase in the volume of financing to 10 trillion tenge by 2027. As part of the large-scale financing, new support mechanisms aimed at developing business and export opportunities will be launched, and financing and social initiative tools will be expanded. Among them:Two guarantee funds will be created to support SMEs and large businessesThe Damu guarantee fund will be created in 2025 to support SMEs. To this end, the functions of "Development" will be supplemented with new tasks, the product line of the guarantee instrument will be expanded, the amount of guarantees offered will be increased, and the list of economic sectors (ES) subject to guarantee will be expanded. It is planned to issue guarantees for new products on the principles of non-returnability and unconditionality. The creation of the Guarantee Fund will reduce the burden on the state budget by attracting funds from additional sources of financing, increase the coverage of business entities with support measures in the form of guarantees, and allow banks to effectively attract liquidity to economic circulation.The launch of the Guarantee Fund will allow increasing the guarantee portfolio to 1 trillion tenge by 2028 (+148% compared to 2023) and supporting more than 50 thousand projects annually (in 2023, 8,212 projects were supported through the guarantee instrument).In 2025, the Damu Fund will support at least 30 thousand SME projects worth 1.7 trillion tenge.Baiterek's Guarantee Fund for Large Businesses will solve the problem of sufficient collateral for large and strategically important projects.When financing a project, a loan from second-tier banks and/or DBK may amount to 80% of the project cost. The guarantee will be provided for an amount of up to 30% of the project cost, resolving the issues of sufficient collateral.The amount of financing for Baiterek is 7.3 trillion tenge, of which 3.7 trillion tenge is provided for 2025. The holding company's guarantee may reach 2.2 trillion tenge or 30%, of which up to 1.1 trillion tenge is provided for 2025. At the same time, 50% is the guarantee of a future business partner. Baiterek may enter the capital of the project, and then the entrepreneur's personal participation may be less than 20%. Thus, the problem of lack of collateral in large projects is being solved.Guarantees will be provided for projects worth 7 billion tenge to finance large business entities.For second-tier banks, this will allow to ensure an increase in lending volumes and a reduction in lending risks when the collateral volume is insufficient.The provision of guarantees is planned for the manufacturing industry sectors. The irrevocability of guarantees is designed to increase the interest of banks, and the payment of guarantees for business entities is designed to strengthen the responsibility of entrepreneurs.Corporate/project financing - Development Bank of Kazakhstan JSC (DBK) will be reoriented exclusively to the development of large industrial and infrastructure projects. Средства будут направлены на проведение весенне-полевых и уборочных работ, реализацию инвестиционных проектов, закуп основных и пополнение оборотных средств, лизинг сельхозтехники.При кредитовании проектов приоритет будет отдаваться следующим направлениям:Переработка сельхозпродукции и производство продуктов питания (приоритет на социально значимые продукты питания)Развитие орошения (дождевальные установки, ирригационные сооружения, капельное орошение)Промышленные теплицы (снижение сезонных колебаний цен на овощи)Развитие инфраструктуры (упаковка, хранение, транспортировка)Развитие кормопроизводства в промышленном масштабе.Кредитование инвестиционных проектов будет сфокусировано на решении задач по увеличению инвестиций в АПК, развитию внутреннего производства для уменьшения импорта продовольственной инфляции и устойчивому обеспечению внутреннего рынка отечественной продукцией, а также реализации экспортного потенциала.Для увеличения охвата проектов будут расширены лимиты кредитования проектов через АКК с 7 до 15 млрд тенге, распространено действие Гарантийного фонда Байтерека, гарантий Даму на крупные долгосрочные проекты АКК, расширен мандат Экспортно-Кредитного Агентства Казахстана на поддержку экспорта сельхозпродукции.В рамках лизинговых программ КазАгроФинанс приоритетная поддержка будет оказана отечественной сельхозтехнике, что позволит расширить мультипликативный эффект данной меры поддержки фермеров на промышленные предприятия.Кроме того, Холдинг «Байтерек» формирует пул птицефабрик, а также продолжает расширять экспортные возможности для сельхозпроизводителей. Ведутся переговоры с Малайзией по освоению новых рынков сбыта, а также созданию нового торгового фонда, который позволит увеличить объем экспорта зерна до 200 млн долларов США. ЭКА будет работать как с банками второго уровня, так и с другими финансовыми институтами внутри группы «Байтерек», при этом инструменты поддержки предоставляются в обмен на обязательства бизнеса по локализации, индустриализации и привлечению инвесторов.Развитие жилищного строительстваВажным направлением работы станет реализация проектов по обеспечению жильем в моногородах, малых и областных центрах. Это не только улучшит жилищные условия населения, но и создаст стимулы для удержания кадров на местах, особенно в рамках объявленного Года рабочих профессий. These children are genetically identical, they are very similar, but complications of such pregnancies are twice as common as in dichorionic twins.Pathologies in such pregnancies are often associated with vascular abnormalities in the development of the fetus, there are combined vessels, uneven blood supply, which significantly increases the risk of an unfavorable outcome.Due to the introduction of prenatal diagnostics in obstetric practice in Kazakhstan, today there is sufficient experience in early preclinical detection of such intrauterine pathologies.The first day of the master class on fetal medicine was attended by freelance chief specialists in prenatal ultrasound diagnostics from all regions of the country, as well as heads of regional fetal preservation centers.In total, during the year of operation of the fetal surgery program in Kazakhstan, 35 intrauterine operations were successfully performed, which allowed saving the lives of 32 future babies.In the coming years, it is planned to expand the program, including about 150 fetal operations annually in the leading medical centers of the country. Now this is done only by specialists from the Almaty Children's Cardiac Surgery Center and the capital's Mother and Child Center.In addition, "One-day clinics" have been opened in 15 perinatal centers to increase the availability of diagnostics of congenital malformations. The level of drinking water supply in Abay region will be brought to 100% 24.02.2025
A comprehensive work is underway to build and modernize water supply networks in the Abay region. According to the deputy akim of the region, Dmitry Garikov, it is planned to bring the indicator of providing the population with high-quality drinking water to 100% through the implementation of new projects."Today, one of the main tasks is to fully provide the region's residents with clean drinking water. For this purpose, 26 projects are being implemented, 15 of which are continuing from last year, and 11 are new facilities. 2.7 billion tenge has been allocated from the republican and local budgets for these works, and an additional 4.4 billion tenge is needed. As part of a working visit to Jordan, the Minister of Digital Development of the Republic of Kazakhstan, Zhaslan Madiyev, participated in the General Assembly of the Digital Cooperation Organization (DCO) - a leading international platform uniting countries in the field of digital cooperation. The concept of the development of the "Bozzhyra" visitor center was presented in Zhanaozen city 24.02.2025
On February 21, a preliminary public hearing was held in the city of Zhanaozen on the construction of tourist facilities in Bozzhyra. The event was attended by veterans, civil society representatives, members of the public council, maslikhat deputies, nature lovers and experts. At an expanded meeting of the Government, Head of State Kassym-Jomart Tokayev instructed to turn such attractions of the country as Bozzhyra into a center of tourism by attracting private investors. In this regard, domestic investors intend to build a visitor center and tourist facilities in Bozzhyra at their own expense, which will be able to receive 30-40 thousand tourists a year. The new project was developed by a domestic company with world-class experience in the construction of visitor centers in tourist areas such as Charyn, Kolsai, and Ayusai. According to the authors of the project, the center will be built taking into account all environmental requirements and the principles of sustainable tourism. The construction of the center is planned to be completed by the end of 2026. The center will be built from lightweight prefabricated structures that do not require a deep foundation. The building will be located at a height of 400 to 1000 mm, depending on the terrain of the site. The issues of water, electricity supply, and waste treatment have been resolved in a way that will cause the least harm to the environment. Bio-purification systems for wastewater treatment, separate collection of garbage, and solar power are provided. The project will include glamping sites decorated in Kazakh style in the upper part of the gorge, a museum, viewing platforms, and a teahouse. The modern visitor center will become a point of interest for tourists, contribute to the development of ecological tourism and ensure the preservation of natural heritage. According to the authors of the project, the goal of the visitor center is to lead travelers to the world of nomadic civilization, while preserving the natural landscape and cultural heritage, and to promote the history and traditions of the Kazakh people. Similar tourist facilities will also be built below Bozhyra. An ethno-village-style tourist town, eco-glamping and other tourist facilities are planned to be built here. A road will be built to the tourist facility and electricity will be installed. If this project is successfully implemented, 70 new permanent jobs will be created. An opportunity will be created for residents of nearby settlements to sell agricultural products and handicrafts. The participants who came to the public hearing expressed their support for the President's initiative to develop tourism. - I am an oilman. It is not known how long the oil future will last. Therefore, we need to develop other sectors of the economy, tourism, as much as possible. There is a great opportunity for this in Mangystau. The President also talks about it a lot. Of course, we fully support the direction of the Head of State, - said D. Izimov. And Orazgali Kaspayev, a resident of Zhanaozen, is confident that new projects will allow local residents to engage in business and earn money. - Today's Bozhyra issue has finally been resolved. But not only Bozhyra, but in my opinion, hotels should also be built in Ayrakty, Zhygylgan, Tuzbayir, and Torysh. Where are we inferior to Georgia, Turkey, and Azerbaijan? We certainly support it, - said the city resident. In accordance with the instructions of the regional akim, a working group has been created in the Turkestan region to conduct extensive explanatory work on state support programs for entrepreneurship in districts and cities.The working group is composed of employees of the Regional Department of Entrepreneurship and Industry, the Department of Agriculture, the management of the Damu Entrepreneurship Development Fund, Ontustik AIO LLP, and Yrys MFI LLP.The main goal is to conduct explanatory work on measures to support entrepreneurs in the districts.Currently, explanatory work has been carried out in Maktaaral, Zhetysai, Shardara, Keles, Saryagash, Kazygurt, Sauran, Ordabasy, Otrar districts and the cities of Turkestan, Kentau, and Arys.
