Karaganda is preparing in advance for the spring flood 28.11.2024
During the summer months, 17 km of the storm system was cleared in Karaganda. A total of 30 km have recently been cleared of debris. By the end of December, it is planned to equip 529 meters of storm sewers. Mayor of the city Meiram Kozhukhov wrote about the preparations for the spring flood on his Instagram page."In another problematic area along Shakhterov Avenue – from the observation chamber in the area of house No. 36/2 – we are equipping an additional pipe to divert part of the volume of incoming meltwater. If currently meltwater entered this inspection chamber through two pipes with a diameter of 1200 kb, then there was one pipe for diversion, now we eliminate this defect – we stack the pipe from the camera, then we will make a cut–in to the Zhartas canal on Saryarka Street (the canal passes under the road, with a sufficiently large pipe diameter),"- the mayor of the city wrote in his blog.He also spoke about the construction of a bypass ditch in the steppe behind Tattimbeta Street. In the spring, a lot of water comes from there. In order for it not to flood nearby buildings, city services equip an irrigation ditch there, which passes behind the Taugul microdistrict, it is also taken to the Zhartassky canal. In the South-East of the city, 263 meters of a storm system are additionally being equipped on Universitetskaya Street, near houses 78/15, 78/11, 78/19. From family brawls to night crime: security measures are being strengthened in Karaganda 28.11.2024
For the second year, a Single family assistance center has been operating in Karaganda, created by the police department with the support of the akimat of the region. Its specificity is an integrated approach: legal, social and psychological assistance for victims of domestic brawlers was combined in one place. The head of the region, Ermaganbet Bulekpayev, instructed to scale this experience to other cities. The members of the interdepartmental commission for the prevention of offenses under the Akimat of the region shared their vision of combating domestic violence.Recall that in Kazakhstan, the law has strengthened responsibility for domestic violence. The head of the department of the local police service, Kairbek Shakenov, said that family brawlers were more often subjected to administrative arrest. He stressed that every second domestic violence is committed while drunk. Alcohol is often abused by both spouses.– Victims of domestic violence receive assistance. An administrative or criminal penalty is applied against the aggressor. But specialists in the field of psychocorrection of behavior should also work with rowdies, since scandals and violence come from them," said Kairbek Shakenov. There is a problem with the timely exchange of information between state and authorized bodies. The governor of the region instructed to resolve this issue.– Last year, a Single family Assistance Center was opened. This has produced positive results. It is necessary to create the same centers in Temirtau, Balkhash and other cities. The costs are small, but there are benefits," said Ermaganbet Bulekpayev. At the meeting of the commission, the problem of the work of some entertainment establishments was also raised, in whose territory the criminal situation remains unstable. It is noted that the same cafes and bars that work until 4-5 o'clock in the morning fall into the criminal chronicle. This year, police departments received 2.5 thousand reports on various offenses on their territory. Criminal cases have been initiated in some cases and administrative measures have been taken. One of the reasons for the violation of law and order was also called the weak approach of entrepreneurs to the work of security guards of institutions. It was noted that where there is specialized security, there are fewer crimes. But more often, those who do not have the skills and experience in conflict resolution work. Moreover, guards often become involved in controversial situations themselves. At the meeting, it was proposed to publish an open access rating of the safety of entertainment establishments. The Ministry of Internal Affairs has developed amendments to the legislation to limit the work of entertainment establishments until two o'clock in the morning, and the sale of alcoholic beverages in them until 23:00. This draft is under consideration by the deputies of the Mazhilis. Another issue that was discussed at the meeting of the Ministry of Internal Affairs was countering the shadow economy in the sale of municipal coal. The situation was reported by the investigator of the Department of Economic Investigations Konysbek Akhmetov.– Thanks to the established cooperation with local executive bodies and large coal operators, we entered the current heating season without failures and excessive excitement. At our insistence, a number of practical decisions have been made, including increased capacity of railway wagons, introduced round-the-clock operation of dead ends, and additional weighing rooms have been opened. A roadmap of relevant measures has been developed and approved, and a permanent interdepartmental working group has been established," he noted. The governor of the region instructed to monitor coal prices in order to prevent speculation. In addition, he demanded to monitor the quality of fuel, as consumers complain of underheating. Source : https://www.gov.kz/memleket/entities/karaganda/press/news/details/892043

The products of farmers of the Karaganda region enter the markets of Central Asia and China 28.11.2024
In early October, JSC NC Food Corporation launched a program to consolidate grain export shipments for small farms and traders. The project is being implemented in accordance with the instruction of the Head of State to increase exports of goods from the agro-industrial sector. BidayShah company, which specializes in the supply of Kazakh agricultural products abroad, became one of the first participants of the program.According to the director of BidayShah LLP, Dauren Omerkulov, with the support of the grain operator, his company has already concluded four export contracts with buyers from Kyrgyzstan, Uzbekistan and China. The products of agricultural producers of the Karaganda region will be sent to the markets of these countries: Agrosynthesis LLP, 4 Luck LLP, Nurasyl Farm, Karagaily farm."Our cooperation with the farms of the Osakarovsky district began in 2022. We usually try to buy grain from farmers at a price above the market so that farmers can receive their revenue and maintain the profitability of the business. The sale of goods on foreign markets allows you to make payments in foreign currency, and thanks to the real buyer, the money is returned within three to four weeks, depending on the contract," explained Dauren Omerkulov.According to him, agricultural enterprises have already completed the loading of wheat and flax seeds. In the coming days, 19 wagons with agricultural products will arrive in Kyrgyzstan, the remaining 16 will be delivered to the customer from Uzbekistan. The efficiency of the transaction was positively influenced by the assistance of the state grain operator."The food Corporation helped not only with the search for buyers, but also with the approval of additional transportation plans by rail, and also provided us with reliable freight forwarders. On our own, it would be more difficult for us to find importers in a short time, conclude contracts and ensure delivery," the trader noted.According to Dauren Omerkulov, Kazakhstani producers and exporters of agricultural products are interested in new markets, but logistics issues are becoming the main deterrent for them."The agro-industrial sector is in a state of compressed spring today, it needs a little help in logistics, and this industry will shoot. Due to the geographical distance from capacious solvent markets, our manufacturers and traders have to spend significant money on the delivery of goods, which automatically makes it uncompetitive in price. Therefore, subsidizing transportation costs will be a significant contribution of the state to the development of exports. Then small and medium—sized traders and small agricultural companies will have more opportunities to enter world markets," the expert believes. The Government is currently developing a mechanism to reimburse exporters for the transportation of grain to priority markets, including Azerbaijan, the European Union, North Africa, Iran, Afghanistan and Southeast Asia. Dauren Omerkulov is convinced that the result of this work will not take long to wait. The high purchasing potential of new markets will encourage manufacturers of Kazakh products to explore foreign destinations. And one more important point: when a farmer understands which types of products are in demand from buyers in different countries, he will move faster to diversify production."Who is interested in growing something new if they don't know who will buy it? The issue rests on the sales market. A wide range of crops can be produced in our country, but they remain unclaimed on the local market. Kazakhstanis, for example, prefer products made from soft wheat rather than buckwheat flour — this is simply not part of our habits. Yes, the share of such products is gradually growing, but let's look objectively: in 10 years their consumption will not increase tenfold. At the same time, there is a demand for such crops in foreign markets, especially in Europe or Asia. Now Southeast Asia is actively discovering new types of products. Europe is interested in organic products, while inner China, where 80% of the solvent population lives, is also focused on niche crops. All this creates additional opportunities for Kazakhstani producers and traders," the expert emphasizes.By the end of the marketing year, BidayShah plans to export about 10 thousand tons of grain. The company mainly focuses on the supply of flax and leguminous crops to foreign markets. In the future, it plans to expand the names of exports, there is a desire to sell buckwheat and chickpeas to foreign consumers.Dauren Omerkulov expects to further promote grain export shipments through the Food Corporation. At the same time, he emphasizes the need to consolidate the efforts of the state and business. In particular, KazakhExport, KazTrade and Food Corporations propose to create a dialogue platform for traders on the basis of national export promotion companies."One in the field is not a warrior. It is difficult for a small trader with small volumes to compete in the market. Due to the lack of consistency, we are losing opportunities. To enter large markets, you need to unite, negotiate and overcome barriers together. This will increase profitability and help open new horizons for Kazakh agricultural products," summed up Dauren Omerkulov, Director of BidayShah LLP.Source : https://www.gov.kz/memleket/entities/moa/press/news/details/892568

The Ministry of Emergency Situations has conducted 40 inspections of gas supply facilities since the beginning of the year 28.11.2024
On November 28, 2024, the Central Communications Service under the President of the Republic of Kazakhstan held a press conference on the topic "On ensuring safety in the operation of gas supply systems", at which the speaker was Dubaev Rashid Kulteavich, Acting Chairman of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan. As Rashid Kultaevich noted, ensuring safety during the operation of gas supply systems is one of the most important priorities of the state policy in the field of industrial safety. The priority task is to ensure uninterrupted and safe gas supply, minimize leaks, accidents and life-threatening situations. This requires a comprehensive approach, such as updating infrastructure, conducting regular inspections, complying with strict standards, as well as training and informing specialists and citizens. To date, the country's gasification level is 59%, that is, 11.6 million people are provided with gas. Gasification is particularly well developed in the western and southern regions, but the level of gasification remains low in the North Kazakhstan, Pavlodar and Abai regions."The latest statistics related to accidents in the field of gas supply cannot but cause concern. The main share of accidents occurs during the heating period: 70% of cases are problems with gas cylinders, 25% are carbon monoxide poisoning, and 5% are other incidents. During the heating period, many residents store household cylinders on the street, and then bring them into their homes without waiting for the complete evaporation of liquefied petroleum gas, after which they connect them to gas equipment, which significantly increases the risks of accidents," said Rashid Dubayev, Acting Chairman of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan. In 2024, inspectors of the Industrial Safety Committee of the Ministry of Emergency Situations conducted 40 inspections of gas supply facilities, 479 violations were detected, 12 cases of administrative offenses were initiated, and 12 facilities were suspended. In 2022-2023, more than 190 inspections were carried out, more than 1,000 violations were detected and 31 cases were initiated. For the efficient and safe operation of gas systems, it is important not only to be monitored by the state, but also to carry out preventive measures and regular inspections. This year, more than 500 rounds have been organized in residential areas, social infrastructure and private homes have been checked, especially in those that require special attention. More than 80 meetings were also held with the participation of gas supply organizations and more than 800 materials were published on social networks. At the end of his speech, Acting Chairman of the Industrial Safety Committee of the Ministry of Emergency Situations of the Republic of Kazakhstan Rashid Dubayev stressed the key safety measures in the operation of gas equipment and household gas cylinders. This is not the first event in such a direction. The meeting was attended by more than 300 students. Its goal is to explain to young people that it is necessary to avoid mistakes," said Gulzhan Ust - Kamenogorsk, deputy director for educational work of M. Makatayev school-gymnasium No. 74.The event was led by a leading specialist of the NGO" Union of Youth and children's organizations", psychologist Assel Pirimbek, senior prosecutor of the prosecutor's Office of Astana Azamat Toktarbay. The main purpose of the meeting is to explain the harm of narcotic drugs to future life, to avoid negative habits, to educate in a healthy lifestyle."Teenagers are often involved in the distribution of drugs. Because it is easier for them to exert their influence than for others. School-age children are deceived by such promises as "I will give you a fabulous life", "your financial situation will improve." In fact, this is a fake. Today's meeting is held in order to prevent such a situation. Armed with information, a person knows how to take precautions," Assel Pirimbek said.According to the specialist, one of the main causes of drug addiction among adolescents is the feeling that no one needs it."In fact, this is normal. This is what happens in adolescence. To think that" no one understands me " is a mistake. For example, I am now asking you personally, "do you feel lonely? if I ask "yes", the answer will be "yes". And many run away from this feeling of" being alone". In this regard, I want to say that it is not a shame to ask for help from others. "Mom, Dad, I'm bad. It's not a shame to say" please talk to me." If your relationship with your parents is not close enough to tell your secret inside you, then you can turn to a school psychologist for help at any time. When he says" go to a psychologist, " he is shocked. It is thought that only a person who is not sane will go. This is an erroneous opinion. It is not a shame to listen to the mind of a specialist. The psychologist and coach are also visited by people who have achieved success in life," the specialist said.According to experts, a person caught in a drug trap cannot easily get rid of it. A person with this disease falls into such a state that he cannot live without it. As a result, he destroys his health and life. Even the lives of loved ones can be threatened."How do teenagers say no to drugs? It is necessary that he has the qualities of confidence. It is necessary to seek support from parents, teachers, peers. It is also worth doing sports and creativity in your free time," he said.Teenagers want imitators. Therefore, experts say that once he used drugs, nothing could happen, and as a result, he did not know that he was a drug addict. At the end of the speech, the psychologist told the students that "it is important not to forget that drugs do not solve human problems.""Criminal liability for a number of crimes begins at the age of 14. For the distribution of drugs and their storage, he faces up to 20 years in prison. This means that about half of a person's life is spent behind bars. It is true that after leaving it, the person will not have fun. And the attitude of society to such a person will also be different. For example, this year more than 150 people have been brought to justice in Astana for illegal trafficking of narcotic drugs and Psychotropic Substances. These are people aged 16 to 45 years, " said Azamat Toktarbay, senior prosecutor of the prosecutor's Office of Astana. In addition, during the meeting, students were shown videos of anti-drug orientation, the harmfulness of drugs and Psychotropic Substances, students were explained the values of legal culture, the principles of the rule of law.Source : https://www.gov.kz/memleket/entities/astana/press/news/details/892252

Drinking water appeared for the first time in the Kolsai neighborhood of Almaty 28.11.2024
In the mkr. New water infrastructure facilities have been launched in Kolsai Medeu district of Almaty, which provided access to the central water supply system. As part of a working detour of the Medeu district, Akim of Almaty Yerbolat Dosayev got acquainted with the results of construction work. There were no utility networks in the residential area, which was annexed to the city in 2014. They were built only in 2021, but the water supply became possible thanks to the implementation of the large-scale Balkhash project, carried out on behalf of the Mayor of Almaty this year. 5 reservoirs with a capacity of 6.9 thousand cubic meters and 3 wells with a capacity of 7.3 thousand cubic meters per day were built along the emergency line.Within the framework of this project in the MD. Kolsai this year, a main water supply network was built connecting the microdistrict with a water source - the Balkhash water intake station, with the installation of a pumping station and a reservoir with a volume of 400 cubic meters. As a result, more than 2 thousand residents of the MKR are covered by central communications. Kolsai. In addition, this highway will provide uninterrupted water supply to the MKR. Jubilee, where about 4 thousand people live."The Head of State pays special attention to the water supply and sanitation of the city of Almaty. According to the instruction of the President, we intend to provide 100% coverage, especially in the upper part of the city, in the Medeu and Bostandyk districts, where the annexed territories are located, which have long remained out of attention. Md. Kolsai confirms this: there was nothing here, former horticultural associations, narrow corridors. We have built not only new networks, but also installed additional pumping stations and water reservoirs in order to provide these areas with stable and reliable water supply. We are not only working with networks, but also improving the road infrastructure. In accordance with the new standards for the implementation of such projects, work is underway to restore asphalt pavement to the entire width of streets to ensure the comfort of citizens," Yerbolat Dosayev said. The head of the city noted that for 2025-2026 this work in the district will be continued. In two years, it is planned to build engineering networks with a total length of 136 km, covering more than 20 thousand residents of the district."Special attention is being paid to the Medeu district, and all neighborhoods will be put in order. In particular, mkr. Kamenskoye plateau, where we will build almost 50 km of networks. We will also cover the mkr. A mining giant, which is perceived by many as a prosperous area, but in fact there are no engineering networks in its upper part, so almost 30 km of new networks will be laid there. The MKR will be covered by engineering communications. Alatau, located 25 km from the city. I think by the end of 2025, the contours of the looped systems will be outlined and maximum water supply will be provided," the Mayor of Almaty summed up.It should be noted that the water supply of the upper part of the Medeu district is located in the zone of influence of surface sources. In 2022, there was a 2.5–fold decrease in the water level in wells - from 150 to 60 m3. Then the mayor of the city decided to implement the first large-scale project to connect residents to underground water supply sources. Thanks to its launch, today more than 20 thousand residents of the Medeu district are provided with central communications. In addition, 79.3 km of trunk and distribution engineering networks have been built in the district in two years. 14 pumping stations, 7 clean water reservoirs, 3 wells, and a water tower have been installed. Today, more than 35 thousand residents of the district, including remote areas where there has never been a sewer system, are provided with central communications. In general, 219 km of new water supply and sanitation networks have been built in Almaty on behalf of Yerbolat Dosayev since the beginning of 2024, 27.3 km of existing networks have been modernized, which made it possible to reach about 60 thousand subscribers. In 2025, it is planned to build 240 km and modernize 48 km of networks. Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/892508
