During the visit, special attention was paid to issues that directly affect the daily lives of the residents of the district. Representatives of the akimat checked the sanitary cleanliness of the streets and demanded timely and high-quality cleaning work. It was noted that garbage collection, sweeping of roadsides, and proper maintenance of sidewalks are the main guarantees of comfort and safety for residents. In addition, the state of night lighting was not left out of control. In order to ensure the safety of the city and allow residents to move freely in the evening, the quality and operation of street lights were monitored. Sufficient lighting in squares and bus stops plays an important role in preventing crime and ensuring the safety of residents. The condition of children's playgrounds was also a major focus. In particular, the suitability and safety of playground equipment, the correctness of slides and swings, painting and repair work were reviewed. The first involves large-scale sanitary work and is aimed at increasing the activity of residents, while the second is based on strengthening control by the akimat, seeing specific problems firsthand and making timely decisions. The frequent implementation of such initiatives contributes to the development of the district and an increase in the quality of life of residents. Since Enbekshy district is one of the largest and most rapidly developing areas in the city, such visits are of great importance. Maintaining sanitary cleanliness, improving lighting, creating child-friendly areas, and improving the quality of construction work are the common task of not only the akimat, but also society as a whole. The main feature of the project is that more than 100 water cannons shoot water at different heights and move synchronously to the rhythm of the music. The water dance in harmony with the music, combined with modern LED lights, creates colorful shows and gives a special impression to the audience. Such technological solutions are aimed at satisfying the cultural and aesthetic needs of the population in the third metropolis of Kazakhstan. Before the start of construction, work was carried out to clean the bottom of the lake. For this purpose, water was temporarily discharged into the Koshkar Ata River. The natural inhabitants of the lake - fish and other creatures - are kept in a special ditch with a spring source. Therefore, concerns about the fate of fish among local residents are unfounded. This indicates that environmentally sound planned measures are being implemented. According to the Shymkent city administration, there are currently 86 fountains in 65 facilities in the city. Of these, 40 fountains in 25 facilities are under the control of the Urban Environment Development Department. The remaining 46 fountains in 40 locations are under the care of other state institutions and private entrepreneurs. All fountains are operating according to the established schedule. First, it is important from an ecological point of view: due to the cleaning of the water body, the natural condition of the lake will improve. Third, it will be socially significant - a new cultural and recreational place will be created for the city's residents. When we compare such projects with events in previous years, we see that the scale and quality of current initiatives are significantly higher. While fountains in the past were mainly decorative, today's musical fountains are becoming real showplaces that use modern technology to provide residents with a cultural experience. In general, such projects in the infrastructure development of Shymkent are aimed not only at improving the aesthetic image of the city, but also at improving the quality of life of residents. The construction of the musical fountain, which began on September 3, is a continuation of these strategic goals. There is every reason to say that this initiative is another important step towards the development of Shymkent as a modern metropolis. On September 1, 2025, the Abay District Prosecutor's Office in Shymkent summarized the results of its work to ensure legality in land use. The results showed that systemic measures and new enforcement technologies significantly reduce violations and restore state control over land resources. During the reporting period, the primary focus was on the issue of illegal land seizures, misuse of land, and failure to utilize it for economic purposes. A large-scale inspection revealed 1,087 instances of illegal land seizures. As a result of the measures taken, 142 plots previously occupied by non-residential buildings were vacated. These actions not only restored legality but also prevented further infringement of the interests of the state and citizens. The prosecutor's office is pursuing not only administrative measures but also criminal prosecutions. This year, ten individuals involved in the illegal sale of land plots have been prosecuted. Seven of them have already received court sentences, and the cases of three more are under investigation. This approach demonstrates the authorities' determination to combat land fraud with harsh methods, eliminating impunity. To strengthen oversight, mobile teams have been established to conduct weekly monitoring of the territories. Their work is based on the use of modern technologies, including satellite imagery, drones, and analytical systems with elements of artificial intelligence. These tools make it possible to identify illegal construction and signs of squatting at an early stage. The results of these measures are clear: no new cases of unauthorized land seizures have been recorded in the Abay District over the past two years. This demonstrates that the monitoring is working toward prevention, educating potential violators about the inevitability of punishment. Equally important was the prevention of land misuse. Inspections revealed ten commercial properties, totaling 5.4 hectares, that were being used in violation of regulations. The market value of these plots was 141 million tenge. Following the prosecutor's office's investigation, these lands were returned to the state, and an additional 10 million tenge was recovered for six plots. In total, 91.9 hectares of land worth 4.5 billion tenge were returned to the state. This is a significant contribution to the formation of the land fund, which can subsequently be used for infrastructure development, construction of social facilities, and expansion of green spaces in the city. Now, such situations are resolved within weeks, if not days, thanks to the use of digital technologies and the coordinated work of the prosecutor's office. It's also noteworthy that the current measures are comprehensive. They involve not only identifying violations but also systematically documenting territories, creating legal conditions for the fair distribution of land, and returning illegally used land to the state. This allows not only for the elimination of specific violations but also for the development of a long-term strategy for rational land use. The return of land to the state fund is also important for the district's economy. The released plots can be used for the construction of schools, medical facilities, roads, and public amenities. Furthermore, the state gains the opportunity to attract investors to the development of industrial zones and agriculture, creating new jobs for residents. It's worth emphasizing that the work of the Abay District Prosecutor's Office is consistent with Kazakhstan's overall state policy of establishing order in land relations. National efforts are underway to combat illegal land transactions, create mechanisms for transparent land distribution, and strengthen digitalization of land control.
