Implementation of a set of flood prevention measures 15.01.2025
The Ministry of Emergency Situations continues to actively prepare for the 2025 flood season. Local executive bodies are being coordinated to implement anti-flood measures.
Today, the reduction of flood risk in the regions in 2025 is being implemented by republican and regional program documents (comprehensive plans for socio-economic development and regional development plans, regional plans for engineering work to prepare for the flood season).
In addition, after the end of the 2024 flood season, local executive bodies, together with the territorial divisions of the Ministry of Emergency Situations, made adjustments and clarifications to the list of settlements and areas at risk of flooding, as of the results of 2024, their number was 1,223.
In order to prevent floods in East Kazakhstan, 33 events were fully implemented in the summer-autumn period under the flood prevention work plans of cities and districts, 55 events under the engineering work plan, as well as preventive measures were taken on the roads of the region, the affected areas were restored during the measures, and water pipes (structures) were replaced. Particular attention was paid to raising the embankments and embankments that strengthen the coast above critical levels, which will allow minimizing the risk of flooding of settlements and increasing the volume of water intake compared to previous years. The volume of work carried out to strengthen the coast amounted to 64 km, repair (construction) of dams, embankments, shafts - 36 km, 19 km of river channels were cleaned. In addition, work was carried out on the construction of 58 km of ditches and canals, the repair of 3 bridges, the replacement of 45 culverts (structures), and the cleaning of 283 km of ditches and canals.
Implementation of flood control measures according to the roadmap, engineering works, and flood control plans allows us to significantly reduce the harmful effects of flood waters: it protects settlements from flooding, reduces material damage, and prevents victims among the population. In addition, two aerial reconnaissance flights were conducted during the ice-freezing period of mountain rivers. Work is underway to develop a digital map of the region, displaying primary data on hydroposts with forecasting elements in the region, as well as information on flood control works.
Akimats are creating reserves of sandbags, inert and fuel and lubricants. Currently, local executive bodies have removed more than 83 thousand cubic meters of snow.
Anti-flood measures continue in the West. Dangerous areas in the territory of the city of Uralsk are under control. Deputy Akim of the region Bakytzhan Narymbetov, city Akim Murat Baimenov and acting head of the city's emergency management Olzhas Abdrakhman visited dangerous areas, namely the "Venera", "Rechnik", "Yagodka" gardening partnerships, the villages of Derkul, Komintern.
Today, work is underway to protect the territory of a number of settlements at risk of flooding by reinforcing the soil, digging canals, installing water supply structures, constructing drainage ditches, and cleaning channels for collecting melted snow. In Pavlodar region, a complex of measures aimed at eliminating the possible consequences of spring floods is being actively carried out. As part of the implementation of the approved engineering work plan, 47 measures have been prepared, 21 of which have been implemented and completed. The main focus of current work is the strengthening of embankments and the creation of a system of diversion channels, which will significantly increase the resistance of territories to flood hazards. This work is being carried out thanks to the interaction of various state structures.
For example, in the city of Aksu, the construction of an embankment protecting small areas from the southeast has been completed. An important facility is an artificial embankment on the "Atameken-Aksu-Koktobe-Ulken Akzhar-Kurchatov" highway, which will provide reliable protection for transport routes. Additional work, including deepening the roadsides and installing water pipes, is being carried out in the Koktobe-Kentubek district and other districts.

As part of the "Year of Advanced Training of Medical Workers" initiative, the Ministry of Health has developed a comprehensive plan "Human Resources Support: Balance and Accessibility" to improve the knowledge and professional skills of primary care professionals - doctors, paramedics, nurses, teaching staff of medical universities and colleges.As part of the Year of Working Professions, announced by the Head of State in 2025, special attention will be paid in the field of healthcare to the level of educational programs at medical colleges and the professional competencies of nursing staff, with a focus on practice.Together with educational and scientific organizations, an action plan has been developed to improve the skills of PHC specialists, which consists of 5 main areas:- formation of a regulatory legal framework for advanced training of PHC specialists;- professional development of PHC specialists (general practitioners and nurses);- professional development of the teaching staff of medical universities and medical colleges- improvement of the professional development system;- creation of adaptation and mentoring centers for young professionals.The training programs have been developed taking into account the latest medical achievements and technologies, as well as changes in laws and regulations. Each course includes theoretical and mostly practical classes, as well as self-study.The new training program is planned to cover over 2.5 thousand general practitioners with less than 3 years of work experience. The topics of the training modules will be developed on the basis of medical universities, based on the analysis of testing of this category of students.Over 3,500 nurses will improve their skills under this plan. The training modules for secondary medical staff have been developed in such main areas as prevention and dispensary supervision, patronage and care for young children, assistance in critical conditions, the work of a nurse in the implementation of a medical condition, immunoprophylaxis and digital technologies.Over 1,600 teachers of medical colleges will also take advanced training courses. Their training will take place based on the results of the independent examination. Teachers of medical universities are expected to be trained depending on their teaching experience, pedagogical competencies and the results of an independent assessment of knowledge."Professional training of medical workers is the foundation of the quality of medical care in the country. A new avalanche protection system has been tested in avalanche-prone areas of the East Kazakhstan region 15.01.2025
In the East Kazakhstan region, in five avalanche-prone areas along the highway "G. Oskemen – S. Samar" (95-102 km), the new anti-avalanche system "Daisybell" was successfully tested. The event was organized using a helicopter of Kazaviaspas JSC of the Ministry of Emergency Situations. The Daisybell avalanche protection system is a metal cone that is attached to a helicopter by a cable and is used for controlled descent of snow masses in order to prevent spontaneous avalanches. The system was manufactured in France and is designed to operate in hard-to-reach mountainous areas where other methods of lowering snow masses may be difficult or impossible. The principle of operation of the system is the remote initiation of detonation by an oxygen-hydrogen mixture over an avalanche collector, which provokes the descent of an avalanche, minimizing the risk of serious consequences from avalanche situations. This installation has proven itself in Europe and Russia, where it has already been successfully used to prevent avalanche disasters. "There are 619 avalanche-prone areas in the mountainous regions of the Republic of Kazakhstan. Every year, specialists carry out up to 150 preventive descents of snow masses to prevent spontaneous avalanches. 26 preventive descents have already been carried out in dangerous areas of Almaty, Almaty and East Kazakhstan regions, with a total volume of more than 14 thousand m3 of snow," said Yerbolat Sadyrbayev, head of Kazselezashchita, Ministry of Emergency Situations of the Republic of Kazakhstan. Snow-retaining shields have been installed to ensure the safety of the mountainous regions of the East Kazakhstan region, as well as a network of snow-avalanche routes. Warning boards are placed in dangerous areas, regular inspections and preventive maintenance are carried out. Recommendations have been issued to local authorities and private owners living in avalanche-prone areas to reduce the risks associated with avalanches. Currently, to effectively control the avalanche-prone situation, 20 snow-and avalanche routes are operating in the East Kazakhstan region, on which 160 snow-measuring rails are installed. Specialists carry out regular preventive measures and monitoring of the snow avalanche situation. "New technologies and avalanche prevention systems, such as Daisybell, will be used in preventive maintenance on an ongoing basis, which will significantly improve safety in mountainous areas and prevent the threat of avalanche disasters," Yerbolat Sadyrbayev added.
