"BATYR TEAM" sports club: a symbol of the strength and patriotism of Kazakhstan 06.01.2025
At the initiative of the Minister of Emergency Situations of the Republic of Kazakhstan, Major General Chingiz Arinov, the sports club "BATYR TEAM" was established. This was an important step towards strengthening the image of the Ministry of Emergency Situations, promoting employees in professional and sports activities, as well as developing sports in civil defense agencies.

Today, there are 8 adult and 2 children's clubs "BATYR TEAM" in the cities of Astana, Almaty, Atyrau, Shymkent, Kokshetau, Kostanay, Ust-Kamenogorsk and the West Kazakhstan region, the main head office is located in Astana. These clubs have become important centers of physical education and health, where everyone can develop their sports skills and participate in training, as well as educate young people in the spirit of patriotism and courage. In the future, the Ministry of Emergency Situations plans to expand the network of sports clubs and create such centers in each region of the republic. The initiative will not only improve the physical fitness of employees, but also allow young people to engage in sports.
There are 246 sportsmen-employees, 3 of whom are "masters of sports of international level", 47 are "masters of sports", 168 are "candidates for masters of sports" and 28 have sports ranks. These indicators indicate the high level of training and professionalism of civil protection employees, who regularly participate in competitions, win prizes and contribute to improving the image of the Ministry of Emergency Situations in the national and international arena.

Material and technical equipment and modernization of rescue units of the Ministry of Emergency Situations 06.01.2025
On the instructions of the Head of State, a large-scale modernization of the technical base of the Ministry of Emergency Situations is being carried out. Particular attention is paid to equipping rescue units with modern equipment, helicopters and airplanes, and providing them with uniforms to increase their efficiency.
The leadership of the Ministry of Emergency Situations adheres to the direction of sustainable development of material and technical support to increase the efficiency of the work of territorial units. The fleet of the Ministry of Emergency Situations is being actively replenished with special equipment to save lives, respond to emergency situations and eliminate them.
The Ministry of Emergency Situations is working on the purchase of modern models of world brands of rescue equipment for the needs of territorial units. The development of the material and technical base demonstrates the priority of state policy in the field of ensuring public safety and minimizing the consequences of emergency situations.
This year, more than 700 fire and rescue equipment, 4 aircraft, and about 19,000 pieces of equipment (at the expense of the republican and local budgets) were purchased for the departments of the ministry.
A pilot project to improve the uniforms of rescuers was launched in Kostanay region, which has shown exceptional results in everyday and service use.
Based on the completed construction of a new unique fire station of the Ministry of Emergency Situations, a unified style for the design of fire stations was developed in Astana. In order to ensure the safe operation of fire department buildings, as well as to improve the working conditions of personnel, major and current repairs are being carried out in fire stations and dormitories in all regions of the country. In addition, in accordance with the draft projects, the appearance of fire departments is brought to a single color scheme.
Territorial bodies will be gradually equipped with unmanned aircraft, which will allow them to determine the extent of the disaster during large fires, as well as provide significant assistance in search and rescue operations on the ground.
In order to ensure readiness for firefighting, fire departments will be equipped with modern equipment and equipment, including innovative solutions. In general, the ministry pursues a policy of equipping fire departments only with high-quality equipment, tools and equipment of the latest generation, including multifunctional and unified types. Fire departments will be greatly assisted by tank trucks, which will allow them to solve the tasks of extinguishing fires in multi-storey buildings.
For example, the fleet of the territorial departments of the Ministry of Emergency Situations was replenished this year with such types of fire equipment as the AT-5-40 fire tanker based on the KAMAZ, the AT-3-40 fire tanker based on the KAMAZ, the AL-32 fire truck based on the KAMAZ, the 55-meter fire truck with an attachment "MAGIRUS", an emergency rescue vehicle on the "Toyota Hilux" chassis, emergency cars on the "Skoda Kodiaq" chassis, and a tanker based on the "Hyundai Pavise".
In addition, emergency and rescue equipment such as the six-wheeled Trackol-39294 ground vehicle, the four-wheeled Baikal ground vehicle, the modern Marlin 830 boat, emergency and rescue and canine vehicles based on the Toyota Hilux, the Frontier 1000 snowmobiles, and the DJI matrix 350 unmanned aerial vehicles were purchased for the emergency services.

The fleet of military units of the Ministry of Emergency Situations has been updated with the modern "Alan-2" complex, a vehicle for radiological-chemical-biological reconnaissance. The complex is designed for effective reconnaissance and control of radiological, chemical and biological threats. "Alan-2" significantly expands the capabilities of the units in the field of identifying and eliminating potential dangerous factors, increasing the safety and speed of operations of the Ministry of Emergency Situations forces and means. Today, "Alan-2" is a technique that meets modern world requirements and has no analogues in the CIS countries.
Updating the fleet and equipping it with modern equipment will improve the work of rescue services, ensuring a more rapid response to natural disasters, man-made incidents and other emergencies.

The departments were centralized and the number of management personnel was significantly reduced. These measures allowed to strengthen the main services, as well as regional departments, the number of which was reduced from 87 to 28. A new position of Vice Minister of Emergency Situations was introduced, which will deal with digitalization and innovations in the field of emergency situations. This will focus on the introduction of modern technologies to increase the efficiency and effectiveness of the work of civil protection bodies. These changes were agreed with the Head of State and are aimed at increasing the efficiency and effectiveness of the work of the Ministry of Emergency Situations. In 2024, the system of prevention and elimination of emergencies was significantly modernized. An Emergency Prevention Committee was created, which will monitor the preparedness of state bodies and akimats for possible emergencies. This committee regularly checks the readiness of all relevant structures. The modernization also affected the operational headquarters of the command center. The center is now fully integrated with state information systems that allow real-time monitoring of natural and man-made emergencies. The introduction of high-tech equipment allows for effective forecasting of situations and prompt response to emerging threats. Given that 90% of all emergencies in Kazakhstan are fires, significant work was carried out in 2024 to minimize their consequences. Changes were made to the system for early detection of fire outbreaks in the forest areas of Karaganda, Akmola, Kostanay, Pavlodar and Abay regions, which allowed for a significant reduction in the area of forest fires. In particular, the number of forest-steppe fires decreased by 2.6 times compared to last year. Special attention is paid to prevention among the population. The use of paper propaganda materials has been switched to digital information carriers, such as QR codes and LED screens. The first facility was implemented in Astana, where a fire station with a service dormitory was built in just 3.5 months. In addition, this year, 10 modern fire departments were opened in such large cities of the country as Astana, Almaty, Aktobe, Shymkent, as well as in the villages of Narynkol, Korday, Miyaly and Orangai. This allowed to increase the speed and quality of emergency response in cities and villages. Also, a new fast-moving water rescue station was opened on the banks of the Ural River in Atyrau, on the territory of which a dormitory for rescuers was built. One of such projects is the deployment of a geo-information system for emergencies using interactive maps, the ability to predict the development of emergencies and select evacuation points. A republican operational digital radio communication system has also been introduced, which combines departmental networks of the Ministry of Emergency Situations and the Ministry of Internal Affairs, ensuring priority coverage and reducing costs. A system for determining swimming boundaries and early detection of drowning people has been introduced to monitor the situation in water bodies such as Astana, Almaty and Pavlodar. This year, loudspeakers and unmanned aerial vehicles with night vision capabilities were used to increase safety. Special attention was paid to seismic safety issues. A large-scale information campaign was conducted in Almaty to prepare the population and services for an earthquake, and action plans and algorithms were revised. A comprehensive plan for the development of the seismological sector for 2024-2028 was approved, which includes 52 measures aimed at improving seismic safety. In 2024, the ministry's southern operational base "Alatau" was created, on the basis of which a tent camp for victims will be located in the event of a devastating earthquake. The only higher education institution in the country that trains future rescuers is the Malik Gabdullin Academy of Civil Protection. 100 cadets, 5 cadets from Kyrgyzstan and 28 master's students were admitted to distance learning, and 9 master's students were admitted to full-time study. During a working visit to Almaty, the Minister of Emergency Situations of the Republic of Kazakhstan, Major General Chingiz Arinov, visited the Almaty branch of the state institution "Kazseldenkorgau", got acquainted with the activities of the branch, and inspected a number of facilities, including the central dispatch center and the condition of automobiles and special equipment.

Chingiz Arinov was introduced to and tested the "DaisyBell" mobile avalanche prevention system. This device is a metal cone attached to a helicopter by a cable. The principle of operation of the device is to remotely initiate the breakdown of the nitrogen-hydrogen mixture in the cone, which contributes to the effective descent of the avalanche and allows preventing extremely serious consequences. The DaisyBell avalanche protection system has been successfully used in European countries, including Russia, and is undergoing testing in Kazakhstan to assess its performance in local climatic conditions.
As part of aerial reconnaissance by the Kazaviakutkaru JSC helicopter, the system was tested with preventive avalanches in avalanche-prone areas of the Bolshoi and Malye Almaty river basins. The Minister noted the need to use new technologies in preventive work during the avalanche danger period and gave relevant instructions.
Avalanches are one of the most dangerous natural phenomena in Kazakhstan that pose a threat to human life. The avalanche danger period lasts from November to May, and in high-mountainous regions, avalanches can occur year-round. There are 619 avalanche-prone areas in the country, 165 of which are located in Almaty. In recent years, with the increasing popularity of winter recreation, the risk to human life has increased significantly.
To prevent avalanches, Kazseldenkorgau annually conducts up to 150 preventive unloadings, the volume of snow can reach 250 thousand cubic meters. In the winter season of 2024-2025, 15 preventive unloadings were carried out with a total volume of about 6665 m3 of snow.

The ceremony of awarding the best athletes of the Olympic sports "Best of the Year - 2024" was held in the Abay region. The purpose of the event is to appreciate the work of our athletes who have shown high results in republican and international competitions and made a significant contribution to the development of sports.

Pension assets of our compatriots exceeded 4.25 trillion tenge in 11 months 06.01.2025
As of December 1, 2024, pension assets in pension accounts of citizens in the Pension Fund reached 22.13 trillion tenge (an increase of 4.25 trillion tenge or 23.8% in 11 months). Over the year, pension savings increased by 4.75 trillion tenge (or 27.4%).
96.07% of the savings of Kazakhstanis were formed at the expense of the Pension Fund, the volume of which as of 01.12.2024 was approximately 21.24 trillion tenge (an increase of 26.4% in one year, and 22.8% since the beginning of the year). Pension savings at the expense of mandatory occupational pension contributions (MCPC) reached 642.76 billion tenge, < In 11 months of 2024, pension savings from the Pension Fund exceeded 218.79 billion tenge.
Income flows
The volume of pension savings will increase due to income flows in the form of pension contributions and investment income. In 11 months of 2024, pension contributions received by depositors into personal and conditional accounts exceeded 2.49 trillion tenge (an increase of 29.4% or 567.35 billion tenge compared to the previous year).
All types of contributions showed a positive character: from the beginning of the year to 01.12.2024, 2.18 trillion tenge (which is 18.7% more than the same period last year) was received into individual pension accounts (IPAs) with MZP, more than 104.3 billion tenge (an increase of 20.6%) was collected into individual pension accounts with MZP, and 2.8 billion tenge (an increase of 35.3%) was collected into the IPA. The volume of IPAs is 204.12 billion tenge.
The net investment income credited to individual and conditional pension accounts of UAPF contributors since the beginning of the year to 01.12.2024 amounted to 2.78 trillion tenge. Its volume increased by 1.53 trillion tenge (or 123%) compared to the previous year.
Payments and transfers
In 11 months of 2024, outflows from the UAF in the form of payments made on all types of contributions and transfers to insurance organizations amounted to 1.13 trillion tenge. This is 2 times more than the amount of payments in the corresponding period last year.

Payments in connection with reaching retirement age amounted to approximately 185.42 billion tenge, which is 32.8% higher than last year.

The average monthly payment from the UAPF upon reaching retirement age was 33,826 tenge, and the maximum monthly payment was 945,752 tenge.
Number of pension accounts
As of December 1, 2024, the total number of pension accounts in the UAPF was 17.07 million units (year-to-date growth of 4.74 million units or 38.5%, annual growth of 38.7%). At the same time, the number of PPAs of contributors (beneficiaries) in the UAPF as of December 1, 2024 exceeded 12.48 million units.
