The Ministry of emergency situations warns of the danger of landslides 06.01.2025
Since the beginning of the winter period in 2024-2025, snow cover has not fallen evenly. Currently, in most mountainous areas of the south and south-east of the Republic, the snow height is about average perennial values and slightly higher, the avalanche situation is stable, under the control of Kazsel protection specialists. A difficult avalanche situation is developing in the East Kazakhstan region. Today, the height of the snow is 25% more than the norm. In some places, the maximum height of the snow cover is 120 cm. The largest daily snowfall in the last few days is 20 cm. At the same time, the situation with avalanches is affected by an increase in air temperature and a snowstorm. The decision to carry out preventive descents is made taking into account the state of the snow cover (its height, significant increase as a result of snowfall, loose snow shift, unstable state, etc.). From the beginning of the winter period 2024-2025, 15 preventive avalanches with a total area of about 6665 M3 were filmed. "The branch of "" Department of Zhambyl territorial use "" of the state institution "" kazseldenskau ""together with the Department of emergency situations held a regional command and staff exercise ""Avalanche ""in the ""Koksay "" gorge of Zhualy District of Zhambyl region." As part of the exercise, joint actions of emergency rescue services and district civil protection services were demonstrated when rescuing people and carrying out emergency rescue operations in avalanche conditions. In addition, based on the seasonal forecast of RSE" Kazhydromet", it is expected that in January and February the air temperature and the amount of precipitation in most of the mountainous area will exceed the norm. Snow and thaws cause an unstable state of snow cover in the mountains and lead to an aggravation of avalanches. In the near future, the state institution "Kazselden protection" of the Ministry of emergency situations of the Republic of Kazakhstan plans to prevent avalanches. It is especially dangerous for skiers, tourists, climbers. Therefore, in order to avoid human losses, not to get caught in avalanches, everyone who goes to the mountains is obliged to learn the Basic Rules of behavior in the mountains and during avalanches. If an avalanche warning is announced, it is better to refrain from visiting the mountains. If there is no warning, then before setting off, it is necessary to know meteorological forecasts, draw up traffic routes, avoid walking and sliding on unprepared sections, walk along marked trails, as well as learn as much as possible about areas at risk of avalanches, avoid dangerous slopes as much as possible. If heavy snow falls before climbing the mountain, it is better to postpone the hike for two or three days, and in the absence of an avalanche, wait for it to settle. It is also important that the mountain is not visited alone or by two people: it is advisable to go in groups. This provides insurance in the event of avalanches, for example if team members are tied to the Avalanche line, which makes it possible to detect a snow-covered satellite. Before climbing the mountain, it is advisable to take an avalanche receiver with you, which will allow you to find a person trapped in an avalanche. It is very important not to forget to take your mobile phone with you (it saved several lives). It is also better to get a special avalanche backpack with a system of inflatable pillows that will allow a person who has encountered an avalanche to "float". In the mountains, you need to walk only along Valley paths, paved trails and mountain ranges, while it is important to remember that you cannot climb steep snowy slopes , cross them or zigzag. If the Avalanche rises high and there is time to do something, it is very important to remember one of the Basic Rules of behavior when the Avalanche goes against you: you need to leave the Avalanche stream to a safe place and move not down, but horizontally. You can also hide behind a ridge, in a cave, climb high, on a sturdy rock or a sturdy tree. If this cannot leave the avalanche, one of the rules of behavior says that it is necessary to immediately get rid of everything that is drawn into the Avalanche stream and restricts movement: a backpack, skis, sticks, an ice pack. You should immediately start walking quickly to the edge of the Avalanche stream and do everything you can to stay on top, and if there is an opportunity, it is worth finding a way to get stuck in a tree, stone, Bush. The Ministry of emergency situations recommends not to go to the snowy slopes of the mountains and to the mountains, so as not to cause avalanches due to the instability of the snow on the mountain slopes. Preservation of the Aral and Balkhash Seas, raising salaries for water specialists, and construction of 42 new reservoirs: Vice Ministers of Water Resources and Irrigation summed up 2024 06.01.2025
Vice Ministers of Water Resources and Irrigation Bolat Bekniyaz and Yerbolat Ibraikhanov spoke about the work done throughout the year to improve the regulatory and legal framework of the water sector, build new reservoirs, attract investment, improve the skills of industry specialists, and preserve the Aral and Balkhash Seas, and summed up the results for 2024. The main document of 2024 - a draft of the new Water Code - has been developed. This document, in accordance with best international practices, includes legal mechanisms that pave the way for sustainable economic development through ecosystem protection, climate change adaptation, and rational management of water resources. For example, the new Water Code introduced the concept of "water security" for the first time. It includes protecting the population and economy from the risks of water shortages and pollution of water bodies. Each article of the Code is aimed at saving water resources. "Our ministry has completely restored the country's water policy in one year. Three main resources are needed to implement the new water policy. First of all, the administrative resource is our newly established ministry. The second is the law. It is the draft of the new Water Code developed by our ministry. The third resource is funds. In this area, the ministry has also reached important agreements this year on attracting investment in the country's water sector," said First Vice Minister of Water Resources and Irrigation Bolat Bekniyaz. On the instructions of the President, the ministry has developed a Comprehensive Plan for the Construction and Rehabilitation of Water Facilities until 2028. The plan provides for the construction of 42 new reservoirs, the reconstruction of 37 reservoirs and more than 14 thousand kilometers of irrigation canals. "The newly constructed reservoirs will perform several functions. First of all, they will collect water for use in agriculture. Second, they will protect against floods. Third, they will allow the development of tourism, fisheries and other small and medium-sized businesses," said Vice Minister of Water Resources and Irrigation Yerbolat Ibraikhanov. For example, it is planned to build 3 new reservoirs in Zhambyl region. This will allow reducing dependence on water resources of neighboring countries by 25 percent during the irrigation period. Today, the ministry is actively negotiating with the Islamic Development Bank and Chinese investors on the construction of water management facilities.  This year, Kazakhstan and France signed an agreement on cooperation in the conservation of Lake Balkhash within the framework of the One Water Summit. The tripartite agreement is aimed at sustainable water management and research in the Lake Balkhash basin. The document provides for measuring and analyzing the state of water, modeling climate and anthropogenic impacts, as well as forecasting the water balance until 2040. It should be noted that since the beginning of the year, 15.4 billion cubic meters of water have been sent to Lake Balkhash and 17 billion cubic meters to the Caspian Sea. Meanwhile, 2.5 billion cubic meters of water have been sent to the Aral Sea this year. In addition to the North Aral Sea, water has also been sent to small lakes near the sea. Next year, the Ministry will begin the reconstruction of the Kanysh Satpayev Canal, which has no equal in the world. Today, a Roadmap for the modernization of the complex has been developed. In the next 4 years, the canal's pumping units and electrical equipment will be updated. In addition, the department is also working to return abandoned reservoirs to the state, conduct a multi-factor inspection of privately owned reservoirs, and increase the responsibility of their owners. This year, the average salary of water industry specialists increased by 25 percent. The ministry intends to continue working in this direction next year.  Next year, water industry specialists will study in the USA and Australia under the "Bolashak" program. The effectiveness of the work of the Kazakh Red Cross in 2024 06.01.2025
Due to global climate change, high temperatures and heavy precipitation in all high-altitude zones of the mountainous regions of Kazakhstan have led to mudslides, landslides and avalanches. During the avalanche danger period, on the recommendation of Kazselezashchita specialists, 207 avalanches were registered in closed or remote areas, the total mass of snow was 1.1 million m3, which is 17 cases more than in 2023. 127 preventive measures were carried out, as a result of which more than 225 thousand m3 of snow mass were independently dumped. Frequent rains and high temperatures in the summer months led to an intense flow of water from glaciers in mountainous areas, excessive inflow of water into glacial lakes, as well as high water losses in mountain riverbeds. Many glaciers in the central and peripheral regions of the Trans–Ili Alatau were in a very weakened state - deep explosions formed in the lower parts of the glaciers, especially along the water surface of lakes, caves and depressions. The fall of ice masses in the last parts of the glaciers into the basins of the lake caused small waves in the glacial lakes. That is, active thermokarst and thermoerosion processes were observed in mountainous areas. Observers of the hydraulic posts and specialists constantly monitored the situation on glacial-glacial complexes and riverbeds. Aerial and ground surveys, reconnaissance work using quadrocopters were carried out, and orthophotographs were taken. In order to reduce the level of 15 dangerous glacial lakes in Almaty, Almaty and Zhetysu regions to safe levels, preventive work has been carried out.The work carried out on glacial lakes has significantly reduced the risk of mudflows and prevented the formation of mudflows.
