NANOC scientists are actively continuing work on breeding naked oats 24.12.2024
The A. I. Baraev Grain Farming Center is working on the breeding of bare oats, which has already established itself as a promising grain and food crop.In Kazakhstan, from 200 to 240 thousand hectares of oats are cultivated annually, with gross harvests of 280-335 thousand tons. This number includes both filmy and newly zoned bare-grain varieties.Currently, only filmy varieties of oats are actively used in Kazakhstan. A.I. Baraev NPCKH LLP continues breeding experiments with nudibranch forms, the purpose of which is to create new highly effective hybrids. In 2023, a new naked variety of spring oats was transferred to the State Commission for Variety Testing of the Republic of Kazakhstan. This achievement was the result of careful hybridization work, during which a variety with high agronomic characteristics, including resistance to lodging and drought, was created. The growing season of the new variety is only 76-82 days, and the crude protein content ranges from 17.38%, which is higher than the established standard. It is assumed that further breeding of naked oats will not only increase the production of this crop, but also increase its attractiveness to consumers due to improved nutritional qualities.Source : https://www.gov.kz/memleket/entities/moa/press/news/details/906515

The head of the Ministry of Emergency Situations on the anti-corruption policy of the department 24.12.2024
As the Minister of Emergency Situations, for me, the fight against corruption is not just a duty, but a personal responsibility. We stand guard over the safety of our citizens, and every day we must act honestly and openly in order to earn their trust and ensure the well-being of the country. Eliminating corruption from the civil protection system is our main goal, and we are taking all necessary measures to achieve it. In 2022, at the initiative of the Head of State, the Concept of Anti-Corruption Policy for 2022-2026 was approved. Inspired by this important step, the Ministry of Emergency Situations developed and implemented an Action Plan for the implementation of anti-corruption policy, as well as a departmental Anti-Corruption program, which became the basis for changes in the work of the entire system. It is important to us that every employee knows that no attempt at corruption will remain without consequences. We have implemented an anti-corruption compliance service and developed an internal policy aimed at preventing conflicts of interest and minimizing corruption risks. Based on an in-depth analysis, we have created a register of positions where corruption is more likely, and introduced positions of compliance officers who constantly monitor compliance with anti-corruption standards and help strengthen a culture of honesty. I want to emphasize that the fight against corruption in the Ministry of Emergency Situations is not only a matter for special services, but also the personal responsibility of each head. We have implemented the principle of personal responsibility, according to which any corruption among employees can lead to the strictest measures, including dismissal. It is important that all our colleagues understand that honesty and openness are the foundation on which we build our work. In 2023, in cooperation with the Anti—Corruption Service, the agency launched the Integrity check project, a system for verifying the integrity of employees. This project has already shown excellent results, clearly proving that prevention and attention to each employee help prevent negative phenomena. In 2023 alone, 45 reports of attempted bribes were received, and all of these cases were referred to the Anti-Corruption Service for further investigation. In 2024, we continued this course. More than 1,200 events were organized, including visits to correctional facilities, where employees could see the consequences of corruption with their own eyes. We actively involve our employees in corruption trials so that they see in practice the importance of combating this evil. We pay special attention to the field of public services. All 12 public services provided by the Ministry of Emergency Situations are now available in electronic format through the E-Licensing portal. This solution avoids personal contact between employees and applicants, which in turn minimizes the risk of corruption. In addition, we continue to automate control and supervision processes. The Smart Data Ukimet platform eliminates the influence of the human factor when compiling lists of objects for preventive inspections, which makes the process more transparent and objective. To increase the transparency of work in the field of fire control, we have equipped departments with video recorders, which allows us to record any violations and actions of employees in real time. At the moment, we have already purchased 1142 video recorders, which significantly improves the monitoring of compliance with standards. The first results of our work are already yielding positive results. In the first 10 months of 2024, we have achieved a significant reduction in the number of corruption offenses — from 20 cases to 7. This result inspires us to continue in the same spirit and confirms that the chosen path is effective. I firmly believe that it is possible to eradicate corruption in the system. We will work honestly, openly and with full dedication. After all, this is the only way, thanks to strict control and common determination, we will be able to ensure the safety and trust of citizens, and our work will become an example to follow in other areas. Actual questions on UAPF 24.12.2024
Actual questions on UAPF 1) Please tell me how the minimum adequacy thresholds will change in 2025?The minimum adequacy threshold (MAT) for 2025 has not changed and remains at the level of 2023 and 2024.MAT - minimum adequacy threshold - is the minimum amount of pension savings required to provide a monthly pension not lower than the minimum pension. Therefore, when withdrawing savings from the UAPF, the amount must remain within this threshold, which differs depending on the age of the contributor.MAT is determined based on socio-economic indicators, as well as projected calculations of future pension contributions (from the minimum wage), investment returns, the minimum state basic pension payment, the minimum pension, and the subsistence minimum for calculating the amount of basic social benefits.Let us remind you that in 2021, Kazakhstanis were given the opportunity to use pension surpluses (over MAT) to improve housing conditions, receive treatment, or transfer money to trust management. Detailed information is available on the UAPF website. 2) Is there a ceiling on pension benefit payments from the pension fund??The amount of pension benefits from UAPF is not limited. It depends on the amount of pension savings and is calculated individually. The amount of savings is multiplied by 6.5% and divided by 12. This is how the monthly payment is obtained. Each year it will increase by 5%. The minimum payment from UAPF must be at least 70% of the subsistence minimum, and the maximum is not limited. It is worth noting that pension savings are paid until exhausted. 3) Is it true that UAPF manages pension savings at its own discretion? Are pension savings spent on various projects? This is not true. The objectives of UAPF are to keep records of savings, including investment income, pay pension benefits, and provide services for the formation of pension capital to contributors and beneficiaries. The Fund is not involved in investing pension savings of citizens of the Republic of Kazakhstan.Pension assets are managed by the National Bank of the Republic of Kazakhstan, as well as investment portfolio managers since 2021. All actions are carried out in accordance with the approved Investment Declaration. The list of financial instruments permitted for acquisition at the expense of pension assets for the National Bank is approved by the Resolution of the Government of the Republic of Kazakhstan, and for investment portfolio managers - by the Resolution of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market. This means that all pension assets are invested in permitted financial instruments - government securities, bonds, deposits, and so on. Trustees have their own strategies for investing pension assets and independently determine the structure of the investment portfolio within the framework of the investment declaration. The choice of specific investment instruments is based on the strategy of the trustee and his tasks to ensure the reliability and return on investments. 4) What types of retirement pensions does UAPF pay??Currently, the pension consists of three components: basic, solidarity and funded. The savings remaining in the account are inherited in the manner established by the Civil Code. This may be inheritance by will, which may indicate persons who are not family members.
