The issues of preparation for spring field work were considered at a government meeting chaired by Prime Minister Olzhas Bektenov. The current situation was reported by the Minister of Agriculture Aidarbek Saparov, the Minister of Energy of the Republic of Kazakhstan Almasadam Satkaliyev, as well as akims of a number of regions.In 2025, it is planned to sow agricultural crops on 23.8 million hectares, which is 518 thousand hectares more than in 2024. The area of grain and leguminous crops will be about 16.6 million hectares (in 2024 - 16.7 million hectares). The area of oil crops will increase by 365 thousand hectares, reaching 3.3 million hectares, including sunflower crops, which will increase by 50.6 thousand hectares, reaching 1.3 million hectares. It is also planned to increase the potato area by 14.9 thousand hectares, bringing the area to 136.8 thousand hectares, and buckwheat crops will increase by 41.5 thousand hectares, amounting to 147 thousand hectares. In 2025, the area of sugar beet will be 18.4 thousand hectares. The area of fodder crops will increase by 184 thousand hectares, reaching 3.4 million hectares. Cotton crops will cover 135.2 thousand hectares, and rice - 90.2 thousand hectares.This year, 401 thousand tons of diesel fuel were allocated to provide fuel for spring field work (taking into account the volume of production at the refinery). A schedule for the delivery of diesel fuel to refineries by regions has been approved, and a price of 232 tenge per liter to the destination station has been set.Taking into account the costs of operators, the final cost of diesel fuel for agricultural producers is 254 tenge per liter, which is 13-15% lower than the market price at gas stations of 295-300 tenge per liter.In addition, the governor of the Turkestan region, Nuralkhan Kusherov, announced that field work has begun in their region. Also in the Akmola region, according to the regional governor Marat Akhmetzhanov, this year it is planned to increase the potato area by 352 hectares, and the total potato planting will be 8.9 thousand hectares, which is 1.1 thousand hectares more than in 2024.Prime Minister Olzhas Bektenov reminded that the Head of State pays special attention to the development of the agricultural sector as one of the flagships of economic growth. In his report, the Prime Minister emphasized the need to prioritize the expansion of crop areas that are exported and in high demand in the market, bringing more income. This year, the volume of financing for the agricultural sector has been increased to 700 billion tenge. The amount spent on leasing has been increased to 200 billion tenge. More than 400 thousand tons of diesel fuel were also allocated at a discount.Olzhas Bektenov emphasized that all these measures are aimed at the successful conduct of the sowing campaign.“The state has taken all the necessary measures to ensure the successful conduct of the sowing campaign. We need to carry out the work effectively and in an organized manner. The Ministry of Agriculture should direct the concessional loans to support highly efficient and responsible farmers,” the Prime Minister emphasized. At the same time, he noted that the proper use of the allocated funds should be under constant control of the akimats. In addition, according to him, it is important to provide farmers with high-quality and tested seed stocks. For this, first of all, it is necessary to encourage domestic producers. It is also necessary to strictly observe agrotechnology in spring field work and use fertilizers and plant protection products in a timely manner. In Kazakhstan, the fertilizer application plan is only 59% of the scientifically based norm, and the technical readiness of agricultural machinery is 75%. Olzhas Bektenov noted that it is necessary to bring this indicator to 100% before the start of mass sowing.During the meeting, the Prime Minister gave a number of instructions to the ministries and akimats:The Ministry of Agriculture, together with the Baiterek holding, should take measures to optimize and simplify the procedures for granting loans and subsidies in order to provide effective state support to farmers.The Ministries of Energy, Agriculture and regional akimats should monitor the supply of the appropriate volume of discounted fuel. Akimats should provide complete data on regional operators within a week. I instruct to take strict measures against companies and individuals who allow the sale of fuel belonging to farmers.The Ministry of Water Resources, together with the Ministry of Agriculture and akimats, should take measures to ensure the uninterrupted supply of farmers with irrigation water. The issue of digitizing the agro-industrial complex was considered at a government meeting chaired by Prime Minister Olzhas Bektenov. Minister of Agriculture Aidarbek Saparov and Vice Minister of Digital Development, Innovations and Aerospace Industry Dmitry Mun reported on the ongoing work.Currently, the Ministry of Agriculture has 4 information systems on its balance sheet. These are the Identification of Agricultural Animals (IAA); Unified Automated System for Management of AIC Industries "E-Agriculture" (UAIS); Unified State Information System for Subsidies (USIS); Information system for lending to the population "Aul Amanaty". An information system for monitoring crop production is being developed. 93 types of state services are provided in the agro-industrial complex, 98% of which are in electronic mode. In 2024, more than 2.6 million electronic services were used. 11 groups of business processes were reengineered, 7 of which were for land resources, the rest for crop production.As a result, the number of documents required for reporting was reduced by 83%. The number of steps for farmers was reduced by 85%, and the service time was reduced by 97%.Prime Minister Olzhas Bektenov noted that the Head of State set the task of digitizing the agricultural sector at the first forum of agricultural workers. In this regard, the Government gives special priority to introducing elements of "smart" technology into all branches of agriculture. Specific goals and objectives and main directions have been identified.It is necessary to ensure the accuracy of data on the amount of funds required, reporting, acreage, and livestock through the use of digital tools. The Prime Minister emphasized that digitization should contribute to increasing the transparency and effectiveness of state support measures.“It is important to introduce IT tools in accounting for agricultural land. Digitization should contribute to the rational use of fields and pastures, effective planning of sowing operations. In this regard, it is necessary to widely use space monitoring of all agricultural fields and use drones,” Olzhas Bektenov noted.Another important issue is the identification system for livestock and crop products. It is necessary to create an open supply chain from the place of origin to the final consumer. This system should be aimed at accounting for the produced product, guaranteeing its quality, and monitoring biological and veterinary safety.The Prime Minister emphasized the need for widespread use of digital solutions and artificial intelligence to predict climate risks, productivity, and market prices for food. In addition, it is planned to optimize the processes of irrigation of crops, the use of plant protection products and fertilizers, feed consumption, as well as the management of the agricultural machinery fleet using artificial intelligence.“Today, the accuracy of statistical data on animal husbandry, crop farming, accounting for grain and product stocks in stabilization stocks and warehouses, determining soil moisture, and ensuring veterinary safety remains an urgent problem. All these issues must be resolved through the full digitalization of the accounting system,” Olzhas Bektenov noted.In this regard, the Prime Minister gave a number of instructions to the Ministries of Agriculture and Digital Development.To jointly develop a digital map of agricultural lands by the end of 2025 in cooperation with regional akimats;To complete the development of a surveillance system in crop production by September 1, 2025 with akimats;On the instructions of the Head of State, it is planned to conduct a National Agricultural Census in 2025. Emergency Chairman of the Committee on Emergency Situations got acquainted with the flood-prone areas of Kostanay region 15.02.2025
The Chairman of the Emergency Situations Committee of the Ministry of Emergency Situations Serik Zhunisbekov visited Amangeldy, Zhangeldy and Naurzym districts as part of his working trip to inspect flood preparedness and flood prevention measures. 12 settlements in Amangeldy district are at risk of flooding. Here, a bridge over the Qiba River has been repaired, the Bizhan dam has been restored, hydraulic engineering structures have been built in Amantogai village, dams have been strengthened, and embankment reinforcement work has been carried out. A 2,360 m long dam embankment has been built in Amangeldy village. In Zhangeldy district, restoration work continues on dams destroyed by floods, including embankment reinforcement work in the Kostakta section (1.5 km), Tenteksai (1000 m) and Kolkamys (2700 m) villages. Repair work is underway on the Albarboget dam. Since the beginning of the year, 400 cubic meters of snow have been removed from the region. 15 houses are at risk of flooding in the Naurzym district. Serik Zhunisbekov got acquainted with the repair work on the bridge across the Damidinka River in the village of Damdy. Blasting work is planned to prevent ice jams and meltwater from flowing out. The chairman of the committee also visited the fire stations in the villages of Torgai and Amangeldy and checked the readiness of the personnel.
