Askhat Shakharov: Projects aimed at Aktobe's development must be implemented without delay 09.02.2025
The issue of Aktobe's development was considered at a meeting chaired by the regional akim. The agenda discussed the city's current problems, as well as ways to solve them. The main attention was paid to the socio-economic development of the regional center, infrastructure projects and improvement of territories. Also, issues of housing construction and ecology were raised. The city akim Azamat Beket announced that the budget of the regional center for 2025 was approved in the amount of 144 billion tenge. These funds will be directed to the development of the city, modernization of infrastructure and improving the quality of life of the population. In particular, it is planned to build roads in the "Altyn Orda" microdistrict, in the "Bauyrlastar-1, 4", "Yasny-2", "Akzhar-2" residential areas, in the lower Kurayli and a number of other residential areas. Also, the bridge across the Elek River in the Kirpishty microdistrict will be renovated. A gas pipeline will be built in the residential areas of "Akzhar Plus", "Sazda-3", "Rauan-2", and water supply networks will be built in the Shilisay-1, -2, Parasat, Duman and other areas. This year, the construction of power supply networks is planned in the residential areas of "Rauan-2", "Sazda-3", "Sarbaz-2", "Eset Batyr", "Ontustik-Batys-2", "Zhanakonys-4". Funds have been allocated for the improvement of the courtyards of 50 multi-storey residential buildings."Important investment projects are being implemented in the regional center. This year, the construction of a rail welding plant worth 21.4 billion tenge will begin. A land plot of 3.5 hectares has been allocated for the plant of "PZTM LTD" LLP. Another strategically important project is the creation of the "Aktobe" special economic zone in the area of the Aliya Moldagulova International Airport. We plan to locate modern industrial enterprises on an area of 858 hectares. The completion of construction is scheduled for 2026. The implementation of this project will significantly increase the investment attractiveness of our city and create new jobs,” said Azamat Beket. The city akim also said that it is planned to reconstruct the A. Pushkin park in the regional center at the expense of sponsorship funds and build the “Altyn Besik” glamping in the Kirpishti microdistrict. A draft project for the improvement of the area near the bus station is being developed. This year, it is planned to complete the construction of the alley along Tauyelsizdik Avenue and the “Konys” park.Listening to the report of the city akim, the head of the region Askhat Shakharov instructed to ensure timely and effective use of budget funds, minimizing the risks of underspending, without delaying the implementation of projects.“In the future, it is important for our city to implement all planned projects as efficiently and on time as possible. Only in this way can we create favorable conditions for our residents and contribute to the development of the regional center,” - noted Askhat Shakharov. The regional akim also undertook to resolve the issue of problematic facilities. Today, there are 20 unfinished projects in the field of road construction in Aktobe. Of these, court proceedings are underway on 13 projects, and amendments are being made to the design and estimate documentation for 7 projects.“I have repeatedly emphasized the need to take strict measures against unscrupulous contracting organizations, up to and including termination of contracts. In the future, organizations should not be allowed to adjust their cost estimates. We are obliged to require contractors to carefully and accurately calculate all costs during the planning stage in order to avoid violations and shortcomings in the process of project implementation,” the head of the region instructed to strengthen control over the fulfillment of contractual obligations and increase the responsibility of contractors. The regional akim also drew attention to the problem of large-scale garbage disposal in the city and the appearance of spontaneous garbage dumps around settlements.“We have resolved the issue of garbage disposal. Companies are restoring work and purchasing new equipment. The problem is related to the accumulation of large amounts of garbage that residents themselves must remove, which cannot be dumped around landfills or residential areas. Millions of tenge are spent annually from the city budget on the elimination of spontaneous garbage. If residents continue to create landfills, we will be forced to raise tariffs. Improving the city is an important task. The “Clean Kazakhstan” campaign should not be a one-time event, but a permanent one. Order in the city must be maintained constantly. This is a national task, and each of us must take care of our common home. Cleanliness is important not only for guests and investors, but also for residents in general. A clean and beautiful city should become a way of life,” the akim said.Askhat Shakharov also touched upon the issue of flooding of city streets. To address these important issues, he instructed the city akim to accelerate construction and installation work on sewer projects by September of this year. He also noted the need to conduct regular monitoring of unauthorized landfills and take urgent measures to eliminate them, together with the Department of Ecology. "The work must be specific, coordinated, and systematic. The city must develop, and its results must be seen and felt by residents!", the akim concluded the meeting.Source : https://www.gov.kz/memleket/entities/aktobe/press/news/details/931290

Made in the East Kazakhstan Region: "UKa Trubtech" began to develop a new direction 09.02.2025
The scope of the enterprise, which began operating last fall, is expanding. Today, another workshop was launched at the production site specializing in the production of polyethylene pipes.Let us recall that initially it was planned to produce only water and heating pipes from this enterprise. However, over time, the management of the enterprise, convinced that it would be possible to produce products for other purposes, took a new direction.According to the management of the enterprise, the additional workshop will produce three-layer pipes aimed at protecting cable systems in the energy sector.- We produce pipes with a diameter of up to 400 millimeters. For example, when it comes to water pipes, we are able to produce about 3,500 meters of pipes per day. Today we are starting work in another direction. The main advantage of our pipes for the energy sector is that they are made of fire-resistant materials. That is, such pipes do not burn. In addition, the outer layer of the pipe is designed to withstand various physical influences and high pressure. In general, we can produce 1,100 meters of such pipes per day, - says Tursynbek Musakhanov, Deputy General Director of UKa Trubtech LLP.According to the management of the enterprise, the plant is able to satisfy the demand not only of East Kazakhstan, but also of neighboring regions. The products are of high quality, and only modern technologies are used in production. It is worth noting that there are practically no other enterprises in our region working in this direction. In fact, there are only a handful of factories producing polyethylene pipes in our republic. The new enterprise will produce about 3,600 tons of products per year. In the future, it is planned to increase this figure to five thousand.- We have the capacity to fully cover our region with the necessary products. And in the future, we also intend to enter the markets of other regions of our republic. For this, it will be necessary to increase the volume of production. We are ready for such a step. In general, we plan to open additional workshops in the future and increase the number of our employees, - he says.At the same time, it should be noted that currently 25 people are employed at the production site.Source : https://www.gov.kz/memleket/entities/akimvko/press/news/details/930904

The implementation of the Head of State's task to increase the share of processed products in the agro-industrial complex to 70% continues in the Akmola region. To achieve this goal, the agricultural processing industry is developing rapidly in the region. Currently, 67 enterprises that process meat, milk, oilseeds, and also grind flour operate in the region. In addition, one of the main competitive advantages of the region is its proximity to the capital. Every day, about 80 tons of meat and meat products, 320 tons of dairy products, 700 thousand eggs, and 25 tons of flour are delivered to the capital's market.Akim of the Akmola region Marat Akhmetzhanov got acquainted with the production of the "Moya Ferma" LLP dairy plant during a working trip to the Tselinograd district near the capital. The enterprise produces more than 15 dairy products, which are sold in large retail outlets in the capital."We process three tons of milk per day. This year we decided to expand our family business, we plan to process 30 tons of milk per day,” said the director of the enterprise Kuanysh Naimanov.Currently, the enterprise employs 25 people on a permanent basis. As a result of expanding the business and modernizing production, it is planned to create more than 60 new jobs. The head of the region noted the importance of developing processing enterprises in the region and the support provided by the state.“Creating a food belt around the capital is one of the strategic development priorities of the region. "Our goal is to create a just society!": Akmola community activists discussed job prospects 09.02.2025
Representatives of public organizations met with representatives of state bodies and discussed the prospects for joint work. The dialogue platform "Law and Order" raised issues such as creating a barrier-free environment, resocialization of convicts, assistance to deviant youth, and other issues. The main demand of public activists is to be a bridge between the people and local authorities and to have their voices heard and receive state support."Our main goal is to create a just society and become the best state that will allow our country to develop," the words that formed the basis for the meeting.Representatives of non-governmental organizations spoke about the work being carried out in the field of human rights protection. Asem Asainova, the Commissioner for Children's Rights in the Akmola region, shared the results of her activities. Call centers that provide free psychological and legal assistance operate on the basis of the "Chance" crisis center. Women are also provided with assistance in finding a job. According to the head of the center, state support in this matter is very important. It should be noted that last year, 870 applications were received regarding the legal protection of children.“The thematic range of applications is very wide. The most common problems are related to bullying in schools - children are pressured by their peers, sometimes even by teachers. Many are afraid to speak out about this, but we are creating an environment where every child can ask for help,” said Asem Anuarbekovna. The issues of resocialization of convicts and their detention in correctional institutions are also relevant. Public activists believe that correctional institutions built decades ago do not meet modern standards. In addition, it is important to support citizens released from prison, help them find employment, and create conditions for their return to normal life.“This platform was created to give us the opportunity to exchange views and help each other. "By closely interacting with government agencies, we can improve the mechanisms of law enforcement and increase the legal literacy of citizens," noted Vladislav Shul, a representative of the Justice and Prosperity Public Foundation.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/931118
The regional akimat reviewed the results of socio-economic development 09.02.2025
The results of socio-economic development in 2024, budget execution and preparations for this year's floods were considered at a meeting of the akim of the Akmola region chaired by Marat Akhmetzhanov, akim of the Akmola region.
The head of the regional economy and budget planning department, Almagul Shugyrmakova, made a report on the results of socio-economic development in 2024.
According to the results of the 12 months of last year, the five main socio-economic indicators maintained positive dynamics. The volume of industrial output in the region amounted to about 2 trillion tenge. The majority of it is provided by the processing industry, while more than half of the production is accounted for by the production of precious metals.
According to the report of the head of the department, the volume of gross regional product (GRP) of the Akmola region reached 1,604.3 billion tenge, which is 101.4% compared to the previous year. The growth of the regional economy was especially contributed by mining, mechanical engineering, uranium production, chemical industry, construction industry and food industry.
Compared to 2023, the volume of agricultural production increased by 45%, which is mainly due to the increase in productivity in crop production. A slight increase is also observed in livestock farming, which was determined by the number of livestock on organized farms and private subsidiary farms.
Last year, more than 660 thousand square meters of housing were put into operation in the region, and more than 6 thousand families of Akmola improved their housing conditions. The main share in housing construction belongs to private developers (80%). The mechanism for purchasing ready-made apartments has allowed to significantly increase the number of residents provided with housing compared to the last three years.
Listening to the report of the Department of Economy and Budget Planning, the head of the region noted that the reported data do not fully reflect the real situation.
“As the Head of State noted at the enlarged Government meeting, the effectiveness of our work is assessed, first of all, by the development of the economy and improving the quality of life of the population. Limiting ourselves only to reported indicators will not ensure economic growth. Statistical figures are necessary, but they should not be the main criterion for the work of state bodies. We want to see in the reports an accurate picture of the real situation, an increase in the well-being of the population. Therefore, other assessment criteria are needed that would stimulate real growth in the economy and production efficiency,” the regional akim said.
The head of the Akmola regional finance department, Talgat Boltenov, made a report on the implementation of the revenue and expenditure parts of the past year.
Another important issue discussed at the meeting was preparation for spring floods.
The acting head of the Akmola regional emergency department, Colonel B. Alashov, made a report on measures to reduce and prevent the risk of floods in the region.
To date, the following work has been carried out in 179 settlements:
* 64.5 km of drainage canals have been dug,
* 38 km of river channels have been cleaned,
* 35 km of drainage canals have been expanded and deepened.
The head of the regional department of nature management and natural resources, Janet Mikishev, also made a report provided information on the ongoing work on the inspection and modernization of hydraulic structures.
Currently, 6 projects are being implemented, including the construction, modernization and restoration of hydraulic structures, cleaning and deepening of river channels.
The regional akim listened to the report of the district akims and instructed to strictly monitor the implementation of measures to combat spring floods.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/931142
Seasonal hydro stations will be installed in 51 settlements of the region at risk of flooding. 09.02.2025
A meeting of the akimat on flood prevention in the region was held under the chairmanship of the head of the region, Serik Shapkenov, the press service of the regional akim reports.
The director of the Atyrau branch of the Kazhydromet RSE Salauat Tolenov made a report on the hydrometeorological situation in the region. According to him, there is a possibility of a large amount of water from the Russian Federation.
- There are 12 hydro stations of Kazhydromet in the region. Here, water level, temperature, and ice condition are measured twice a day, water flow is checked three times a month, and standard monitoring is carried out. Currently, the hydrological situation is stable in all water bodies of the region, and the freezing period is underway. Rivers have levels typical of the winter period. From December 28 to today, the discharge of the Irekty reservoir has amounted to 60 cubic meters per second. Last February, the water discharge was 25 cubic meters per second. Yesterday, the working volume of the Irekty reservoir was 2,624 million, the water inflow was 19.1 cubic meters/sec, - said Salauat Tolenov.
Serik Shapkenov said that it is necessary to take into account not only the threshold levels, but also the volume of incoming water. In this case, it is important to rely on the long-term average, last year's data and planned volumes. As the experience of last year has shown, water not only does not reach the set level, but also spreads throughout the canal, posing an additional threat. In this regard, it is necessary to open stations to monitor the volume of water inflow near the border of Aktobe and the West Kazakhstan region, as well as install seasonal hydro stations in 51 settlements with a high risk of flooding. In addition, Kazhydromet was instructed to switch to a system of rapid information exchange on the hydrological situation in border regions. History shows that floods can recur every two years, so preparation and timely information should be the main focus.
According to Nurlan Zhanabayev, head of the Emergency Situations Department of Atyrau region, work is underway to clean water pipes, strengthen dams and protective structures in the region. Last year, 590 km of dams and 20 km of canals were dug along the Ural River, 8 water culverts were installed on roads of republican and regional significance. 7 km of embankments were strengthened in river sections, 121 km of the bottom was deepened, and 90 km of the embankment was secured and cleaned.
- Anti-flood measures are still being carried out, and full completion is planned for March. A stock of fuel, inert materials and bags has been created in the emergency reserve. 1,510 people and 244 pieces of equipment, including swimming equipment and helicopters, are ready to combat the consequences of the flood. In addition, if necessary, it was considered to mobilize forces and equipment from other regions, - said N. Zhanabayev.
In addition, Serik Shapkenov listened to the preparedness measures of the cities and districts. The akims reported on the dangers in their regions and the work being done.
The head of the region instructed to inspect the constructed dams and, if necessary, strengthen them, as well as monitor the hydrological situation in areas where snow water flows.
- Last year was a big test for us. We noticed our vulnerable spots, and now all the equipment must be ready in every settlement. In addition, special attention must be paid to the issue of effective organization of evacuation. It is necessary to warn farms in areas with a high risk of flooding in advance and prepare places for temporary placement of livestock. All water supply facilities and constructed dams must be comprehensively inspected and accurate information must be provided to the operational headquarters. Last year, we allocated significant funds and upgraded our material and technical base. "We must be prepared for the worst, we cannot relax," said S. Shapkenov.

Teaching safety basics from an early age: Emergency Situations Ministry rescuers conduct classes for children 09.02.2025
Employees of the Ministry of Emergency Situations continue to actively work on teaching children the basics of safety in emergency situations.
The goal of this work is not only to teach children to behave correctly in emergency situations, but also to instill a safety culture in children from an early age in order to prevent possible tragic situations in the future.
In a kindergarten in Shymkent, young pupils met with real rescuers. This educational event allowed children to learn how to behave in emergency situations and avoid dangers in everyday life. Rescuers told children about the rules of conduct in emergency situations and explained how important it is not to panic, but to immediately call 101 or 112 and quickly leave a dangerous place.
The practical part of the meeting included a “practice evacuation” of children from a building, during which the children were able to work out the algorithm of actions in case of a fire. The opportunity to try on the rescuers' uniforms and get acquainted with their equipment was a special joy.
At the Pavlodar comprehensive school, the Emergency Situations Department employees conducted a training course on the basics of fire safety for students in grades 4-6. The children learned how to prevent fires and properly use primary fire extinguishing equipment, including a fire extinguisher. The rescuers showed special equipment and told about its use, which aroused the children's interest.
Special attention was paid to the rules of conduct near water bodies and ice in winter. Experts explained the precautions that must be observed to avoid dangerous situations and explained in detail how to act in the event of an incident.
Another fire safety corner was organized at the Karaganda comprehensive school and the Karaganda Higher Polytechnic College. Students were able to clearly see the consequences of the fire: burnt household appliances, damaged gas cylinders and burnt elements of electrical equipment taken from the places of real incidents.
In addition, the EMERCOM employees demonstrated different types of fire extinguishers, explained their working principle and gave instructions on their proper use. An important part of the event was teaching the rules of first aid, which is especially relevant in emergency situations.
Such meetings are very important, because at an early age children master the necessary knowledge and skills. Regular classes with EMERCOM employees help to form a conscious attitude of the younger generation to issues of personal and public safety.
