By agreement of the Agency of the Republic of Kazakhstan for Civil Service Affairs and the Ministry of Education of the Republic of Kazakhstan, Kuzembayeva Bulbul Bisembaevna was appointed head of the Department of Education of the Aktobe region. She was born in 1978 in Aktobe region, has a higher education: in 2000 she graduated from West Kazakhstan State University with a degree in pedagogy, in 2016 - Aktobe State University named after K. Zhubanov with a degree in Law.She started her career in 2000 as a teacher at secondary school No. 2 in Martuk district. From 2003 to 2007, she continued to work at this school as the deputy director for educational work. In 2007-2010, she held the position of Head of the Department of Culture and Language Development of the Martuk district. In 2010-2011, she was the head of the Monitoring and Information and Analytical Work Department of the Department for the Protection of Children's Rights in Aktobe region. In 2011-2018, she served as deputy akim of the Martuk district and akim of the Wilsky district. From 2018 to 2022, she headed the Department for Quality Assurance in the field of Education of the Aktobe region in the Committee for Quality Assurance in the Field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan. During the working meeting, the head of the region, Askhat Shakharov, instructed to put the emergency services of the region on high alert.The meeting was attended by mayors of cities and districts, representatives of the emergency service, utilities and life support organizations.The participants discussed the readiness of all services for the upcoming snowstorms and floods, measures to coordinate actions in case of emergencies, as well as plans to ensure the uninterrupted operation of public utilities and transport infrastructure.Special attention was paid to the issues of timely informing the population about possible risks and prompt response to changes in weather conditions.Due to the worsening weather in the coming days, the governor of the region pointed out the need to prepare snow removal equipment in advance and immediately take to the roads in case of an emergency.Aibol Danagul, Director of the Aktobe regional branch of JSC NC KazAvtoZhol, informed the meeting participants about the availability of 104 units of special equipment, in addition, 11 additional vehicles were rented to clean roads from snow and ice. Kazhservice LLP maintains 1,752 km of highways of national and international importance. The number of employees is 326 people.In addition, reinforced concrete fences or temporary snow-retaining shields have been installed in 101 settlements on 246 km of snow-covered areas. Bypass roads with a length of 34 km have been built in Khromtau and Karabutak districts to avoid traffic congestion.According to Deputy Head of the Emergency Department Aybat Zhanabergenov, civil defense forces and equipment consisting of 1,567 people and 452 pieces of equipment have been prepared to respond to emergencies in winter. 161 heating points with a capacity of 11,000 people have been prepared to provide assistance to citizens trapped in the snow. Of these, 46 points are located along the Samara-Shymkent highway in Kobda, Khromtau, Aitekebi and Irgiz districts. More than seven thousand parking spaces have also been prepared.During the meeting, the head of the region stressed the need for strict control over the condition of hydraulic structures and the road network, and instructed the mayors of cities and districts to personally monitor the implementation of all planned measures."I instruct the akims of the districts to keep the situation under constant control. Roads should be regularly cleared of snow, including those leading to social facilities and places of residence. We need to be prepared to evacuate drivers and passengers of vehicles on the roads and ensure the smooth operation of life support facilities. In particular, the flood situation should be monitored. According to forecasters, warm weather is expected in the region, and therefore early flooding is possible. It is important to strengthen monitoring of the condition of rivers, reservoirs and hydraulic structures, as well as take preventive measures to prevent flooding.
