Askhat Shakharov: Projects aimed at Aktobe's development must be implemented without delay 09.02.2025
The issue of Aktobe's development was considered at a meeting chaired by the regional akim. The agenda discussed the city's current problems, as well as ways to solve them. The largest of them are: the project "Fattening complex for 5,000 heads of livestock" by "Ernur-Corporation" LLP in Baidibek district (2 billion tenge), the project "Fattening station for 25 thousand heads of livestock per year" by "Karkyn - 2030" LLP in Kazygurt district with a cost of 1.1 billion tenge, and the project "Compound feed plant with a capacity of 46 thousand tons per year" by "Nurym Group" LLP in Sairam district with a cost of 2.3 billion tenge. At the same time, the project "Fattening complex for 5,000 heads of livestock" of the agricultural cooperative "Zhasyl Aimak" in the Sauran district worth 3.5 billion tenge and the project of "VITA" LLP in the Shardara district worth 1.5 billion tenge. The project "Production of composite fish products with a capacity of 136 tons per year" was implemented.

To prevent flooding, unplanned works were carried out to correct the channel of 2.5 kilometers of the Bogen River and 3 kilometers of the Boraldai River, and 600 meters of embankments were dug in the Akbastau settlement. As a result, the threat of flooding was eliminated in 4 settlements. 89 percent of road and railway crossings (5,476 in total) were cleared. In January, the snow level in the Turkestan region was 40 centimeters. The water volume in the rivers is below average. The total filling level of 42 reservoirs is on average 35 percent. As for the 5 largest reservoirs, the Shardara reservoir is 85 percent full, the Koksaray water regulator is 23 percent, and the Bogen reservoir is 74 percent full. The filling level of the Koskorgan reservoir is currently 4 percent. These water facilities are under constant control. The situation is stable. Design and estimate documentation has been developed for the purpose of major repairs to the reservoir, and a positive conclusion from the state expert examination has been received.
The main purpose of the "Koskorgan" reservoir is to prevent the risk of flooding in 5 rural districts of the Sauran district (Orangai, Yassi, Karashik, Karnak, Zhuynek). At the same time, the reservoir provides 7,420 hectares of land with running water and supplies running water to the "Kensai-Koskorgan - 2" reservoir. It is filled due to flood waters in March - April, and is then released to agricultural producers. The main water sources of the reservoir are the Bayyldyr River coming from the foothills of the Karatau and the water of the Kentau mine.

Work continues on the return of unused agricultural lands to state ownership in Abay region. This year, it is planned to return 170 thousand hectares of land.Today, the interdepartmental subgroup of the regional akimat has returned 4959.2 hectares (21 land plots). Of these, 4694.8 hectares belong to pastures, and 264.4 hectares to other unused lands. The main volume of returned lands is in Aksuat district (13 plots - 3915 hectares), Beskaragai district (3 plots - 304.2 hectares) and Zharma district (5 plots - 740 hectares).Instead of the planned 110 thousand hectares last year, 121.1 thousand hectares (256 plots) have been returned to state ownership, which is 110% of the plan. At the same time, 27.5 thousand people have used the opportunity to receive benefits or payments without applying.
The Digital Family Card is formed on the basis of data from all existing information systems of state bodies. Today, it contains information on 20 million citizens of Kazakhstan or more than 6.2 million families.
The main goal of the introduction of the FDC is to ensure equal access to the state support system for Kazakhstanis. In this regard, the Social Code of the Republic of Kazakhstan establishes the Digital Family Card as a tool for determining medium- and long-term objectives and directions of social policy. The OCC is also a daily "electronic notification" of citizens' entitlement to certain types of guaranteed state support depending on their social status.
Currently, the OCC allows Kazakhstanis who are entitled to state support measures to register 10 types of benefits and social payments without any applications. They include social payments in case of loss of working capacity; social payment in case of loss of work, social payment or allowance for loss of breadwinner, allowance for parents (guardians) raising a child with disabilities, disability allowance, allowance for large families, allowance for mothers of many children awarded the "Altyn Alka" and "Kumis Alka" necklaces, targeted social assistance, as well as a lump sum payment for funerals.
Also, automatic notifications have been implemented about the possibility of receiving pension payments through the OCC, the expiration date of the status when granting or extending the "kin" status, and employment measures for unemployed people.

Since the beginning of 2024, more than 8.5 thousand applications from all regions of Kazakhstan have been considered as part of the implementation of a pilot project on the in-person format of conducting a medical and social examination to determine the disability group.
