Support for the construction industry, IT industry, medicine and science: Olzhas Bektenov reported to the President on the effectiveness of work on the development of sectors 01.02.2025
Prime Minister Olzhas Bektenov reported to the Head of State at an expanded meeting of the Government on the results of measures to support domestic producers, the IT sector, the social sphere and science.Last year, the Government mainly prioritized issues of supporting domestic producers. The list of commodity items purchased exclusively from Kazakhstani producers within the framework of state procurement was increased to 4.5 thousand items - that is, three times. Within the framework of regulated procurement, long-term and offtake contracts were concluded with domestic enterprises for a total amount of more than 1 trillion tenge. This figure increased by 2.5 times. In turn, Kazakhstani producers are taking on obligations to technologically modernize enterprises, increase product quality and local production volumes, and improve working conditions. For example, obligations have been set for automobile manufacturers to increase localization to 30% this year and to 50% by 2027. This year, it is planned to launch two large automobile plants, namely KIA and multi-brand plants in Kostanay region and Almaty city, with a total production capacity of 160 thousand cars per year.As a result of the decision taken last year to abandon subsidies for imported tractors and combines, foreign agricultural machinery manufacturers that previously opened their factories in Kazakhstan have found themselves in a more advantageous position. In particular, the volume of orders placed at the plant of the German concern Claas in Petropavlovsk has increased by 2 times. Other agricultural machinery manufacturers have begun to localize their production in Kazakhstan.Alstom and Wabtec plants have achieved significant technological achievements in the production of electric locomotives and trains. Last year, a plant worth $350 million and with an annual capacity of 6 thousand cars was launched in Atyrau region. This year, the Stadler plant in Astana will begin producing the first 50 passenger cars.At the same time, support for domestic manufacturers also applies to new promising areas, such as carbon credit trading. The first such project is being implemented in the Almaty region, where 200,000 out of 3 million seedlings have been planted. More than 1 million carbon credits will be obtained within the framework of the project. This experience will be distributed throughout the country. At the same time, other similar projects are considered a component of the large-scale educational and ideological platform "Clean Kazakhstan". Olzhas Bektenov noted that domestic business should consider caring for the environment as part of its social responsibility. This will also be provided for in the obligations of businesses that have received state support measures. In general, today, large industrial enterprises are becoming industrial platforms that attract small and medium-sized businesses, and their support remains a priority for the Government. Within the framework of the Year of Working Professions declared by the President, work is underway to improve the quality of vocational and technical education and the prestige of technical specialties. Preferential mortgage and rental housing programs have been launched for in-demand technical specialists.A significant direction is the large-scale introduction of digital technologies and artificial intelligence. The government has begun using artificial intelligence in decision-making based on big data in the fields of social protection, ecology, emergencies, and industry. This year, it is planned to fully launch a virtual assistant in the provision of public services. The first “KazLLM” language model of artificial intelligence has been created. This year, the Alem.AI international artificial intelligence center will be opened. This year, 100 thousand students will be trained in applied skills for introducing AI into various sectors of the economy within the framework of the “AI-Sana” program. Training of specialists in artificial intelligence has begun at 20 universities, and a separate quota has been introduced under the “Bolashak” program.Astana Hub has become an effective platform for developing successful startup projects. Today, about 1.6 thousand IT companies are registered there, exporting their products to different countries of the world. One of the successful examples is the Alaqan system, which allows users to identify themselves by palm. The project has been implemented in 300 schools and was recently installed in the Government building. In the first half of the year, it is planned to export it to Saudi Arabia, Singapore, Kuwait and 6 other countries.Another artificial intelligence startup - Higgsfield AI - creates and processes video from text. The project is estimated at $100 million. The Codiplay project for teaching children programming is already used in schools in 13 countries around the world, including South Korea, Turkey, the UK, Qatar and others. Also successful Kazakhstani projects are Grand Mobile, CITIX, CEREBRA, OGames, Parqour, ApartX.A network of advanced schools, consisting of 217 comfortable and 200 supporting schools, is being created in Kazakhstan. The main task is to gradually equalize the quality of education in all general education schools of the country by disseminating best practices. This year, 10 leading technological colleges will be established, which will become supporting resource centers for other vocational education organizations.23 branches of foreign universities are operating in our country, 5 of which were opened last year. This year, 11 more branches are planned to be opened. Attention is being paid to the development of university science and its commercialization. At Satpayev University, a new method for obtaining pure selenium, which is widely used in medicine, electronics and other high-tech industries, has been developed by order of the Kazakhmys corporation. The production of exoskeletons for the rehabilitation of people with musculoskeletal system injuries is actively developing on the basis of Nazarbayev University. After receiving the necessary certificates, the manufacturer will be provided with orders from the Ministry of Health.Work continues to improve the quality and coverage of medical services. Child mortality decreased by 6.7%, maternal mortality by 11.4%. Screening coverage for early diagnosis of the disease was expanded by 38% in one year. As a result, it was achieved to reduce the mortality rate from cancer by 3.5%. In addition, a group of Kazakhstani scientists developed a drug for the treatment of oncological diseases. Currently, the second phase of clinical trials is underway. Its completion and registration of the drug are planned for the end of this year. The Government proposed a set of measures to improve the tax and budget system 01.02.2025
At an expanded meeting of the Government chaired by Head of State Kassym-Jomart Tokayev, Prime Minister Olzhas Bektenov made a number of proposals aimed at improving the tax and budget system and promoting economic growth. The Prime Minister noted that despite some positive results, the current pace of economic growth is slow. In order to fully realize the country's industrial potential and increase the number of promising projects, it is necessary to generate significant investment capital. However, this is hindered by the insufficient volume of the "development budget": in developed countries it reaches 25% of all state expenditures, in Kazakhstan - 8%. Today, only 2 trillion tenge of the republican budget of about 26 trillion tenge is spent on development. The rest is the current budget, a significant part of which is social spending. As a result, insufficient funds are allocated to the sectors of electric and thermal power, water management, gas transportation systems, roads, engineering networks and infrastructure, which are the basis of economic development. Development institutions are also not fully funded. In such a situation, it is very difficult to ensure a stable high rate of GDP growth. In this regard, it is necessary to implement comprehensive measures to improve the tax and budget system. The current tax system cannot provide the state with the necessary amount of investment, and it is also becoming an unfair tax system for entrepreneurs. The main tax burden falls on the payroll fund, that is, on the cost of goods. The entrepreneur is forced to pay a significant part of the tax before the goods hit the shelves. To change the current situation, the Government supports the redistribution of taxes from wages to sales. To do this, it is necessary to increase the VAT rate while simultaneously reducing social tax and mandatory pension payments of the employer. This will increase the competitiveness of domestic enterprises and pave the way for the formation of the necessary financial resources for them. Reducing the burden on the payroll fund will allow businesses to increase the salaries of employees. Additional tax revenues will be directed to stimulate economic growth, advance infrastructure development, and support promising business projects in priority sectors. National Fund funds will be requested only for the construction of large infrastructure projects. At the same time, the efficiency of state spending will be increased and budget discipline will be strengthened.Subsidy costs are growing steadily in all sectors. Moreover, their real impact is not taken into account and control by state bodies is weak. Receiving subsidies has become part of the business model of some companies. Over the past 3 years, the estimated cost of 770 projects has increased by a total of 2.2 trillion tenge. Of course, along with its objective aspects, there are also dubious aspects.More than half of the republican and local budget expenditures - more than 18 trillion tenge - are directed to the social sphere. And there are big questions about the effectiveness of these expenditures. 9 central and all local executive bodies are administrators of social expenditures. This leads to fragmentation of these expenditures and loosening of control over them. With the use of digital tools, control over budget funds spent on social purposes has been strengthened. In the pilot mode, an open digital mechanism for financing kindergartens has been introduced in the cities of Taraz, Shymkent, Turkestan and Uralsk. This will allow saving more than 20 billion tenge in 4 cities alone by eliminating false information. This practice is currently being introduced in the capital, and will be extended to the entire country by the end of this year. The “Social Wallet” is also becoming a tool for strengthening targeted state support. It has begun to pay for children's meals and medicines for those in need. In order to strengthen control, the labeling of free medicines has been completed. In the pilot mode, a “digital tenge” with the “money coloring” functionality has been introduced. It allows you to control the entire chain of expenses up to the final recipient. Current state expenditures have been reduced by a total of 410 billion tenge."We will intensify efforts to increase the efficiency of state spending based on the principle of "budgetary expenditures - primarily for economic development, social support - only for those in need." Economic growth should be accompanied by intensive investment in infrastructure. However, excessive state regulation of prices in large sectors of the economy complicates this task and reduces investment potential. The government has begun a phased liberalization of prices for fuels and lubricants and gas, as well as tariffs in the housing and communal services and rail transport sectors. A gradual transition to a market pricing policy will allow us to attract the necessary investments in these sectors and prevent fuel shortages. We will not allow a sharp increase in prices.I would like to emphasize this. The adoption of the above measures will ensure the necessary growth rate and allow for structural changes in the economy," Olzhas Bektenov concluded.Source: Official information resource of the Prime Minister of the Republic of KazakhstanThe government has proposed a set of measures to improve the tax and budget system - Official information resource of the Prime Minister of the Republic of KazakhstanSource : https://www.gov.kz/memleket/entities/zhetysu-oblysy/press/news/details/925971
Speech of the Head of State Kassym-Jomart Tokayev at the expanded meeting of the Government 01.02.2025
Dear participants of the meeting! Today, at the expanded meeting of the Government, we will address very relevant issues. The reason is well known to all of us. The world is currently undergoing fundamental changes. It is clear that global processes, first of all, will affect the economic situation in our country. The era of mass digitalization, that is, a new technological era, has begun. The whole world lives in completely different conditions. We must be ready for it. We must keep up with the new technological situation. This is a very important factor that will increase the competitiveness of our country and pave the way for its sustainable development. We will first assess the effectiveness of the work of the government and akims based on economic development indicators and the quality of life of citizens. What was the result of this work last year? Have the main tasks been accomplished? Today we will focus on these questions and discuss urgent issues that need to be resolved in the near future. Dear civil servants! Although the situation abroad is difficult, there are good results in our country. The country's economy is growing. But there are still many unresolved issues. The main problem today is as follows.Tariff disputes and sanctions confrontations in the world economy have become the norm. The consequences of this process can be devastating.Climate-related positions are also undergoing major changes. In such a situation, it will be necessary to reconsider the methods of developing "green energy". On the one hand, the demand for traditional energy sources will remain. On the other hand, this will lead to instability in the prices of oil, gas and coal.Cryptocurrencies and other digital assets have become widely used in the financial sector. The development of artificial intelligence has come to the fore, and competition between technologically advanced countries will intensify. There are many challenges of the new era. To overcome them, we need an appropriate strategy.I have already spoken about the specific direction of reforms and ways to implement them. The government must make difficult decisions to save the country's economy from stagnation and ensure sustainable development, and most importantly, implement them. This is a job that can only be done by highly qualified and responsible civil servants. If we look at world experience, the effectiveness of the state apparatus is clearly visible in such difficult times. The government, no matter how difficult it is, must move to mass savings and spend budget funds only on solving the most pressing issues. It is time to get to the bottom of it. We need to stop unnecessary spending and pull ourselves together. Now let me dwell on the main tasks of the Government and other competent authorities in the near future. FIRST. Diversification of the economy. Last year, 180 investment projects were implemented in the processing industry. The total cost of the projects is 1.3 trillion tenge. As a result, growth in this sector reached almost 6 percent. This is the highest figure in the last ten years. This good trend should be permanently established and maintained.Another very important issue is attracting investment to the economy. According to UN data, Kazakhstan has achieved significant success in this indicator. However, there is no reason to be complacent. The Investment Headquarters was created to urgently resolve the problems of investors. Thanks to this, bureaucratic obstacles and legal contradictions were eliminated, paving the way for the faster implementation of some projects. However, the main goal is not to solve only "individual" problems, but to improve the overall investment climate in the country.Interdepartmental coordination in the development of investment projects still takes a lot of time. The government should get rid of unnecessary bureaucracy and work more quickly. The reluctance of civil servants and their reluctance to take responsibility are the reasons for the excessively long approval procedures and decision-making. It is worth saying this openly. The government should step up its work in the investment sector. There is no other way out. Otherwise, in a period of intense competition in the investment market, we will lag behind the times. It is clear that we need quality investment. Projects based on advanced technology and intended for the external market are usually offered by foreign investors. In the first 9 months of last year, $12.7 billion in foreign direct investment was attracted to our country. Although the indicator is encouraging, this is 36 percent less than in the reporting period of 2023.The pace of attracting foreign direct investment has decreased in Aktobe, Almaty, Atyrau, East Kazakhstan, Zhambyl, Pavlodar, North Kazakhstan regions and Almaty city. And the decrease in private investment is being compensated for at the expense of the budget. But only today it was announced that the development budget is limited. It is only 8 percent of the gross domestic product. Reimbursing investment projects at the expense of the budget can only give short-term results. We must understand this. You know that there is a budget deficit now. Therefore, it is worth considering the issue of providing additional benefits to responsible investors who bring high-quality investment.Source : https://www.gov.kz/memleket/entities/zhetysu-oblysy/press/news/details/926245

The amount of the shortfall is 366.7 billion tenge.Compared to the corresponding period of the previous year, the Republic of Kazakhstan's taxes decreased by 604.6 billion tenge, or 4.7% (data for 2023 - 12.9 trillion tenge). The main factors that influenced the non-implementation of the plan:- a decrease in the volume of imports from 3 countries (by 4.4% for 2024 compared to 2023);- the continuation of the downward trend in prices for basic export metals (in the 1st quarter of 2024, zinc prices decreased by 21.7%, aluminum by 8.3%, copper by 5.4%, and lead by 3%; in the 1st half of 2024, zinc prices decreased by 6.8%, lead by 1.4%, and lead by 3% compared to 2024);- Compared to the previous period, VAT was refunded from the budget 3 times more (282.6%) (from 430 billion tenge in 2023 to 1,216 billion tenge in 2024), including loans in the amount of 594 billion tenge until 2023 that were fully repaid. This provided businesses with working capital and was a significant support for them;- a decrease in the income of a number of large enterprises due to a reduction in production, output, supply volumes and increased logistics costs due to the geopolitical situation (tax revenues from 188 large enterprises to the Republic of Kazakhstan decreased by 1.4 trillion tenge, or from 4.6 trillion tenge in 2023 to 3.2 trillion tenge in 2024);- a decrease in the volume of taxable oil exports by 1.7 million tons, or 4% (in 2023 - 42.9 million tons, in 2024 - 41.2 million).Due to the tax and customs administration and the digitalization of this area, additional revenues of 1,112.8 billion tenge were received in 2024, including:- tax administration - 952.6 billion tenge (subsoil user administration - 296 billion, administration of large taxpayers - 157.1 billion, cameral control - 207.6 billion, tax audit - 126.8 billion, etc.);- customs administration - 160.2 billion tenge.Reference: (2019 - 916 billion tenge, 2020 - 710 billion tenge, 2021 - 681 billion tenge, 2022 - 726 billion tenge, 2023 - 931 billion tenge). The plan for non-tax revenues to the Republic of Belarus was fulfilled by 83.2%, or the amount not fulfilled according to the plan was 242 billion tenge (1,443.4 billion tenge according to the plan, 1,201.4 billion tenge in fact). This was due to the non-receipt of planned payments under additional measures (253 billion tenge of unfulfilled dividends on state-owned shares) (ERG and others).Regarding local budget revenues (excluding transfers). The structure of local budget revenues consists of 92.2% tax revenues. Accordingly, the plan was implemented by 110.5%, and instead of the planned 6.7 trillion tenge, the budget received 7.4 trillion tenge, or the over-fulfillment of the budget plan on taxes reached 701.1 billion tenge. At the same time, compared to the same period last year, tax revenues increased by 1.4 trillion tenge, or the growth rate increased by 123.2% (data for 2023 - 6 trillion tenge). The over-fulfillment of the plan was mainly influenced by an increase in the state tax by 249.3 billion tenge or 11.3% (2.2 trillion tenge was planned, 2.5 trillion tenge was actually received), as well as an increase in the tax on small and medium-sized businesses (hereinafter - the SME tax) - by 245 billion tenge or 18.6% (1.3 trillion tenge was planned, 1.6 trillion tenge was actually received) and the social tax by 127.5 billion tenge or The increase by 8.8% (1.5 trillion tenge was planned, 1.6 trillion tenge was actually received) also contributed.Source : https://www.gov.kz/memleket/entities/minfin/press/news/details/925649

The President: There should be fair competition in the field of preschool and secondary education 01.02.2025
"There should be fair competition in the field of preschool and secondary education. It is important to save budget funds and ensure transparent spending. We must continue to work on introducing methods that pave the way for this.In this regard, it is worth noting the pilot project of financing preschool institutions using a voucher method. The state order was no longer tied to a specific educational institution. As a result, parents were able to choose their own kindergarten. Now this experience can be introduced into the field of secondary education. The state's task is to create favorable conditions for the education of every child, regardless of their place of residence. This year, the national project "Comfortable School" will be completed. A network of modern support schools is being created in all regions. On my instructions, another 1,300 schools will be modernized within three years. In addition, the Government must create favorable conditions for the construction of modern schools and attract private investment in the field of secondary education" Akorda.kzSource : https://www.gov.kz/memleket/entities/edu/press/news/details/925905

Kassym-Jomart Tokayev:"This year is the Year of Working Professions. In this regard, important events and projects will be implemented. Concrete work will be carried out to increase the dignity of the working person. It is necessary to begin a radical modernization of the technical and vocational education system. All responsible institutions and, most importantly, the private sector should actively participate in this matter. In order for business to enter this area more often, the volume of state orders for technical and vocational education organizations will increase. Its size will also be uniform. An additional 22 billion tenge will be allocated from the budget this year. In this regard, akims will be given great responsibility. Together with entrepreneurs, they must determine the list of specialties needed in the region. They must also provide guidance to colleges to train in-demand personnel. It is important to maintain the pace and quality of reforms in the field of science and higher education. The distribution of educational orders based on the rating of educational institutions should be under the control of the Government. In recent years, the state has significantly increased the amount of funds allocated to science. It will continue to increase. But this money must be spent for a specific purpose. Only universities, institutes and scientists conducting high-quality and in-demand research should receive budget funds.
