On November 30, 2024, Nurken Sharbiyev, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan, met with representatives of the population and non-profit organizations of the Kyzylorda region. The main topics of the meeting were the current environmental situation in the region and the measures taken by the Ministry to improve the state of the environment.The environmental situation in the Kyzylorda region is assessed as relatively safe.In 9 months of 2024, 227 thousand tons of industrial waste were generated in the region, of which 30% (68.4 thousand tons) were recycled and disposed of. Out of 145 solid household waste (MSW) disposal facilities, only 7 comply with environmental standards (4.8%). 120 unauthorized landfills have also been eliminated, information about which has been entered into the Geoportal system.Projects aimed at improving the environmental situation are being implemented in the region. Among them is the modernization of the biological wastewater treatment plant in the city of Kyzylorda, which receives 35-38 thousand m3 of wastewater per day. However, biological treatment is not functioning due to equipment wear and tear. Within the framework of the project, the cost of which is 2.7 billion tenge, construction works are being carried out, funded from the republican and regional budgets.The reclamation of the ash dumps of the former CHP-6 is carried out on an area of 42 hectares, where more than 1 million tons of coal ash have been accumulated. Thanks to cooperation with Gezhuba Shieli Cement LLP, waste is used in cement production, and 23,845 tons of ash have already been processed.As part of the landscaping, more than 145 thousand tree seedlings were planted, 47.5 thousand hectares of territory were cleared. In order to restore the Aral region in 2024, forest reclamation works were carried out on an area of 275 thousand hectares. There were also 6 cases of illegal logging, the materials on which were transferred to law enforcement agencies.Within the framework of the republican environmental campaign "Taza Kazakhstan" in the Kyzylorda region, more than 630 thousand people took part in cleanups. During the events, over 24 thousand tons of garbage were removed, which significantly improved the sanitary condition of the region.The Ministry continues to implement the roadmap for the comprehensive solution of environmental problems in the region, which includes 52 measures, of which 17 have already been completed. More than 86 thousand applications for disability were considered in correspondence format 02.12.2024
Since the beginning of 2024, more than 86 thousand applications from all regions of Kazakhstan have been considered as part of the pilot project on the correspondence format of medical and social expertise to establish a disability group. To date, the examination in correspondence format is carried out in 30 nosological forms.In 2023, over 76.4 thousand applications were considered in correspondence format, which is 30.4% of the total number of persons with disabilities who passed the examination.As previously reported, at the VI meeting of the National Council of Public Trust, the Head of State instructed to create the most favorable conditions for people with special needs, eliminate their going to authorities and paperwork, as well as contact between service providers and service recipients.In order to fulfill this order, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, together with the Ministries of Health and Digital Development, Innovation and Aerospace Industry, is piloting a project on the correspondence format of medical and social expertise (hereinafter - ITU) in all 20 regions of Kazakhstan.To receive a disability group identification service, the applicant only needs to contact the polyclinic at the place of residence and undergo the necessary examination, the rest of the processes take place without his participation due to the integration of information systems.Transition to a correspondence examination:- eliminates administrative and bureaucratic barriers;- ensures transparency of ITU expert decisions;- provides an opportunity to receive services for the identification of disability and the definition of social protection measures for persons with disabilities without leaving home;- eliminates direct contact of the service recipient with the service provider, thereby minimizing corruption risks.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/893793

It is planned to complete the work next year. The Minister instructed to fully prepare the facility on time for use during the next irrigation period.Next, the Minister got acquainted with plans to strengthen 1.8 km of the shoreline of the Shu River to prevent flooding of the bridge on the Kokkainar-Aksu highway. Nurzhan Nurzhigitov also discussed measures to protect settlements from floods with local executive bodies.At the Tasotkel reservoir, the minister got acquainted with the results of the reconstruction of the facility. As of today, excavation and concrete work, well cleaning, canal repair, installation of warning and video surveillance systems, and repair of the access road have been fully completed. The exchange of the IDB with the PRC has been transferred to an electronic format. This was reported by the Committee of Motor Transport and Transport Control of the Ministry of Transport of the Republic of Kazakhstan.A foreign permit form (IDB) is a document that allows carriers to travel abroad with cargo.So, on the night of November 26-27 of this year, the passage of the first cargo vehicles was tested in a test mode. After successful testing, the electronic system has been officially implemented.Since the beginning of this year, the Chinese side has exchanged permit forms for the transportation of goods in the amount of 190,000 units. This is a record figure. The relevant departments of the two countries held negotiations on an additional exchange of IDB in the amount of 40 thousand units. Thus, 30 thousand units of the IDB were exchanged under the new system in electronic format, the exchange of additional 10 thousand paper units. The IDB was launched on November 29.Over the past two years, the exchange of permits with China has increased from 50,000 to 230,000.In general, the participation rate of Kazakhstani carriers in international road transport increased from 31% (2021) to 52% (2023). To date, Kazakhstan is exchanging foreign permits with 42 countries around the world. This year, a record exchange was made — 364,705 IDB.Recall that the transition to the electronic format of the IDB exchange became possible thanks to a document signed in May 2023 during the state visit of the Head of State to Xi'an. On Saturday, November 30, Astana hosted the second meeting of the Working Group on the development of a set of measures to protect the historical and cultural heritage of Kazakhstan, which is under the protection of UNESCO, chaired by the Minister of Culture and Information Aida Balayeva.Comprehensive measures are designed to coordinate and unite the efforts of central and local executive authorities, members of the National Commission for UNESCO and ISESCO (Organization of the Islamic World of Education, Science and Culture), as well as historians, archaeologists, ethnographers and representatives of public associations for the protection and preservation of the cultural heritage of Kazakhstan.This strategic initiative is aimed at preserving already included and potential sites (significant historical and architectural monuments) Kazakhstan is included in the UNESCO World Heritage List, as well as for the protection of elements of the intangible cultural heritage (bearers of traditions, rituals, language, music and crafts, etc.).In this regard, Minister Aida Balayeva emphasized the need for systematic and coordinated work of all stakeholders for the successful implementation of the tasks set and the implementation of the provisions of the Conventions on the Protection of the World Cultural and Natural Heritage.During the meeting of the Working Group, plans of three working subgroups were presented, each of which focuses on specific aspects of the protection and popularization of the cultural heritage of Kazakhstan.The first subgroup is on intangible cultural heritage (hereinafter referred to as ICH), the primary task of which is to improve the skills of employees of museums, reserves, libraries, etc., as well as the introduction of interdisciplinary educational programs in universities. This will allow Kazakhstan to train certified experts in the field of traditional crafts, numismatics and bonistics, traditional games, restorers of decorative and applied products, etc.In addition, the issue of supplementing the general education program "Physical culture" with classes on Kazakh traditional games is being worked out.In terms of the working subgroup on ICH, it is also the organization and conduct of extensive research work (inventory of ICH, documentation of manufacturing technology and decoration of the Kazakh yurt, Kazakh carpet weaving, which is endangered).The second subgroup works directly with the sites of Kazakhstan that are under the protection of UNESCO (within the framework of the Convention on the Protection of the World Cultural and Natural Heritage). The main tasks are solving management, security and infrastructure issues.In addition, the experts' attention is focused on serial transnational nominations "Silk Road. The Fergana-Syrdarya Corridor", "Silk Road: the Caspian-Volga Corridor". Chengdu, December 1, 2024 – As part of the participation in the fifth meeting of Foreign Ministers of the Central Asia–China format, Deputy Prime Minister - Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu held a meeting with a member of the Politburo of the CPC Central Committee, Minister of Foreign Affairs of the People's Republic of China Wang Yi.During the talks, the parties discussed the current state and prospects for further development of bilateral cooperation, reviewed the implementation of agreements reached at the highest and highest levels, and exchanged views on topical issues of the regional and international agenda.The importance of joint efforts to enhance trade, economic, transit and transport cooperation and ensure energy security, as well as increase Kazakhstan's non-primary exports to China, was stressed. It was noted that the bilateral trade turnover in 10 months of this year reached a record figure of 36.5 billion US dollars, which is 11% higher than in the same period last year.Special attention was also paid to issues of energy security, promotion of the green economy and further cooperation in the field of industrial cooperation. Priority directions for the protection and promotion of the cultural heritage of Kazakhstan have been developed 01.12.2024
In Kazakhstan, the protection of cultural heritage is one of the priorities, especially given its unique and cultural wealth.Thanks to participation in UNESCO Conventions, our country manages to include its cultural sites in the UNESCO lists, thereby declaring its heritage to the world community. But this circumstance requires us to fulfill certain obligations to protect and preserve this heritage.To this end, in August of this year, a working group was established under the chairmanship of Minister of Culture and Information Aida Balayeva, designed to coordinate the efforts of central and local executive authorities, members of the National Commission of the Republic of Kazakhstan for UNESCO and ISESCO, as well as scientists, archaeologists, ethnographers and representatives of public associations.This strategic initiative is aimed not only at preserving the world heritage, which includes significant historical and architectural monuments, but also at protecting elements of the intangible cultural heritage, bearers of tradition, rituals, language, music and crafts, as well as documentary heritage. All this plays a fundamental role in shaping cultural identity, strengthening national identity and passing on our values to the next generations.Aida Balayeva emphasized the need for systematic and coordinated work of all interested structures, emphasizing the importance of coordinating efforts for the successful implementation of the tasks set and the implementation of the provisions of the Conventions that effectively preserve the national cultural heritage.To date, two meetings of the working group have already been held, during which the participants have developed and proposed key areas of work necessary for the effective implementation of the protection of cultural heritage.During the meeting held on November 30 in Almaty, the participants presented the work plans of three subgroups, each of which focuses on specific aspects of the protection and popularization of cultural heritage.Thus, among the presented work plans, three key areas are highlighted: the protection and popularization of tangible and intangible cultural heritage, as well as documentary heritage within the framework of the UNESCO Memory of the World program.The plans provide for measures to improve the skills of specialists, develop and implement training modules on methods for identifying and developing intangible cultural heritage. The Minister emphasized that the training should be meaningful and useful, with a focus on practical skills.Among other important areas of work, the members of the working group noted inventory and comprehensive research work. The need to carry out an inventory of tangible and intangible heritage sites, the need to digitize existing data, develop a strategy for popularizing cultural heritage at the international and local levels, nominate new objects and elements to UNESCO Lists.A special aspect is the development of methods for the effective management and protection of UNESCO-protected sites through the active involvement of local authorities and public associations to participate in the protection and promotion of heritage sites, as well as the organization of regular events and awareness-raising campaigns among the local population on the importance of cultural heritage.In general, the work plans presented by the heads of the working groups include a wide range of measures aimed at preserving and popularizing the intangible, tangible and written heritage of our country. These initiatives will be taken into account by the Ministry of Culture and Information for further implementation, which will significantly strengthen the protection and development of Kazakhstan's cultural heritage.
