The survey includes commercially available eggs, and the cost is tracked throughout the year.To prevent an unjustified increase in egg prices in 2024, a Memorandum was signed with the Association of Egg Producers and the Union of Poultry Farmers, which sets the maximum selling price of eggs from producers at 51.5 tenge per piece from the factory warehouse. This is the maximum price for eggs of the first category, both in trays and in loose form. It is important to note that C1 eggs packed in a box are sold more expensive due to the cost of packaging and other costs of poultry farms. The terms of the Memorandum do not apply to eggs packed in a box.According to operational monitoring data, eggs in the markets and shops of the country are sold at a price from 435 tenge per dozen (in Ulytau region, tray 30 pcs.) to 540-600 tenge (East Kazakhstan region, 2225 tenge per tray 30 pcs.), taking into account the trade margin. (at 530 tenge per dozen), and eggs under the brand "Meadow Field" – at a price of 1,619 tenge for a tray of 30 pcs. (540 tenge per dozen). In the Small network, eggs are sold at a price of 510 tenge per dozen. The price of products depends on many factors, such as deliveries from small wholesalers to convenience stores and large wholesale deliveries from poultry farms to markets. Large retail chains sign long-term contracts with manufacturers. The Trade Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan monitors compliance with trade legislation. Since the beginning of 2024, 4,398 violations have been identified, including 197 cases of unjustified price increases for eggs. In response, 3,636 traders were issued warnings, and 762 were fined.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/891347

THE DEPUTIES OF THE MAZHILIS UNANIMOUSLY APPROVED THE DRAFT OF THE NEW WATER CODE AT THE FIRST READING 27.11.2024
Minister of Water Resources and Irrigation Nurzhan Nurzhigitov presented at a meeting of the Mazhilis of the Parliament an updated draft of the new Water Code, developed jointly with deputies of the lower house of Parliament and experts. The document consists of the 121st article, 14 chapters and 6 sections. The development of the Water Code was carried out according to five basic principles. This is the recognition of water as an integral part of the environment, the basis of human life and economic development, the recognition by the state of the economic value of water resources in their use, the integrated use of surface and groundwater, water conservation based on the effective and rational use of water resources, public involvement in solving problems of protection and use of water resources. The new Code introduces the concept of "water safety" for the first time. It covers the protection of the population and the economy from water scarcity and pollution of water bodies. To prevent the depletion of water bodies, the concept of "ecological runoff" is introduced – the minimum allowable water level for maintaining ecosystems of rivers, lakes and seas. The requirements for the protection of water bodies have been expanded. First of all, small rivers and lakes. In particular, the construction of blind dams on small rivers is prohibited. For the integrated use of surface and groundwater, as well as the reconstruction of the National Hydrogeological Service, it is planned to transfer the function of groundwater management from other authorized and local executive bodies to the Ministry of Water Resources and Irrigation. The new Code also provides for the development of a Master Plan for Integrated Water Resources Management and basin plans. These documents will define goals, objectives, approaches and main activities based on forecasts of the availability of water resources. The conclusions and recommendations of these plans will have to be taken into account in government planning.Mechanisms for stimulating water conservation are included, which are not available in the current version. For example, a permit for the use of water will be issued only if there is a plan for a phased transition to recycled or re-supplied water supply. The transition is given five years. The development of plans takes two years from the date of the introduction of the new Water Code into force.Another feature of the new document was the introduction of a separate chapter on the safety of hydraulic structures. It systematizes the issues of forming and maintaining a register of hydraulic structures, their operation, as well as conducting multifactorial surveys and developing safety declarations. It also provides for the development of safety regulations for hydraulic structures. On behalf of the Head of State, a set of amendments to combat floods and drought has been developed, as well as the responsibilities and powers of state bodies at all levels have been defined. For example, regulations are being introduced to prevent harmful effects of water, including cleaning and deepening of surface water bodies and the creation of engineering flood protection systems. To ensure citizens' access to information on water resources, a National Information Report will be published annually. It will contain information about the state, protection and use of water in the country. To digitalize the water industry, it is planned to create a National Information System, the work of which will be provided by the Water Resources Information and Analytical Center established this year.Much attention in the new Water Code is paid to public control in the field of protection and use of water resources. Thus, basin inspections are endowed with investigative functions, which will make it possible to tighten the requirements for the protection of water resources, more effectively combat their illegal use and the "black market" of water. The document also provides for amendments and additions to the Environmental, Business, Civil, Land Codes and 9 laws."We express our gratitude to all the deputies who actively and constructively worked on the Water Code. The events of recent years, including the large-scale floods of this year, have once again highlighted the importance of reforming the water management system. The new Water Code takes into account international experience and is aimed at protecting ecosystems, adapting to climate change and sustainable economic development through rational water management. The main focus of the document is on protecting water resources from depletion and pollution and only then on economic needs. This is one of the fundamental differences between the new Water Code and the current one," said Nurzhan Nurzhigitov, Minister of Water Resources and Irrigation.Source : https://www.gov.kz/memleket/entities/water/press/news/details/891267
Kazakhstan on the way to the development of franchising: new rules of the game 27.11.2024
The Ministry of Trade and Integration of the Republic of Kazakhstan held a workshop on the development of franchising in the country. The meeting brought together representatives of government agencies, entrepreneurs and experts to discuss current amendments to the legislation on franchising initiated by the Central Asian Franchise Association (CAAF), as well as to develop support measures for this important industry.First Vice Minister of Trade and Integration of the Republic of Kazakhstan, Aizhan Bizhanova, opening the meeting, stressed the importance of franchising for the economy of Kazakhstan."The field of franchising in Kazakhstan is very large and important from the point of view of trade turnover. We need to resolve the current issues of regulation of this sphere in order to ensure its stable development. This area is one of the key areas for the development of small and medium-sized businesses. We must create conditions that will allow entrepreneurs to effectively develop their franchises and attract investments," she said.During the discussion, the meeting participants focused on the need to modernize existing legislation, which, as noted, is of a framework nature and does not reflect modern realities. Gulbanu Maigarina, Chairman of the Central Asian Franchise Association, added:"Today we are facing serious problems in the field of protecting the rights of franchisors and franchisees. It is necessary to create clear rules of the game that will ensure the protection of the interests of all market participants." Discussing the existing problems faced by franchisors and franchisees in Kazakhstan, the participants also noted the need to introduce self-regulation mechanisms in the field of franchising."Business is a dynamically developing sphere, and the state may not always be competent enough in this matter. We must create conditions for self—regulation so that the market can develop according to its own rules," said Beksultan Mukatov, Deputy Director of the Department of Economic Integration of the National Chamber of Entrepreneurs "Atameken".The meeting participants also discussed the importance of creating a licensing system for franchise packers."There are many packers on the market today, but not all of them act in good faith. We must establish requirements for their competence and responsibility," Mukatov stressed. He also suggested considering the introduction of the institution of licensed brokers for franchise registration and the development of mandatory regulations that disclose the financial model of the franchise."We are witnessing how franchising is becoming the engine of the economy in the world. In the USA, for example, it occupies 3% of GDP. We need to create conditions for franchising to become as important for Kazakhstan," Mukatov added. An important aspect of the discussion was the involvement of international experience in the development of franchising in Kazakhstan. The meeting participants noted that successful practices applied in countries such as the USA and European countries can become the basis for the formation of an effective franchise system in Kazakhstan.Following the meeting, it was decided to create a working group with the participation of representatives of government agencies, business and public organizations. This will make it possible to comprehensively work out and discuss detailed amendments to legislation, as well as the preparation of measures to support successful franchises, including the export of their models abroad. "Franchising should become one of the drivers of the Kazakh economy. We see its potential not only as a tool for SMEs, but also as a platform for bringing ready-made projects to foreign markets. It is important to create conditions under which every business can grow sustainably and safely," the First Vice Minister of Trade summed up.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/891275

Production of autoclave aerated concrete block and its impact on the country's economy 27.11.2024
Due to the increasing demand and volume of construction in the country, in particular in the Mangystau region, as well as taking into account the difficulties and costs of transporting aerated concrete blocks from neighboring countries and cities, a plant for the production of autoclaved aerated concrete block was commissioned to simplify the construction process for local construction companies and private consumers. This material is made from environmentally friendly raw materials: quartz sand, lime, cement, water and aluminum paste. The chemical reaction between these components leads to the release of hydrogen, which forms spherical air pores. Ready-made autoclave aerated concrete blocks are obtained as a result of heat treatment in specially equipped furnaces, called autoclave furnaces. Pressure up to 12 atmospheres and a temperature of about 190 ° C are exposed inside the material. Thanks to this treatment, the gas block hardens faster and becomes more durable than a non-autoclave one.ARTEX Machinery company was founded in 2020. The production workshop covers an area of more than 7,500 m2, and the warehouse is 2,500 m2, which allows you to store goods with a volume of up to 5,000 m3.The daily capacity of the plant is 200-350 m3. 120 units of labor are involved in the production process, including representatives of vulnerable segments of the population. This means that as productivity increases, we are ready to create additional jobs. The company pays great attention to the quality of its products, which is confirmed by certificates of conformity and tests. There is also a certificate of origin of the product in the form "CT-KZ", certifying that the country of origin of the product is the Republic of Kazakhstan, and production is based on Turkish technology. At the moment, large developers working in the Mangystau region are purchasing imported aerated concrete blocks from Iran, which reduces the share of domestic value in the procurement of building materials. Meanwhile, an automated technological line for the production of aerated concrete blocks of autoclave hardening has been put into operation in Aktau since 2024. The manufactured products are of high quality, which allows us to meet all the needs of the region. If necessary, the ARTEX Machinery LLP plant is ready to increase production capacity. It is worth noting that the growth of construction contributes to the development of the market. The increase in the volume of construction of residential, commercial and industrial facilities requires an increase in the production of domestic building materials.Among the advantages of local aerated concrete blocks compared to those imported from Iran are the creation of additional jobs, the use of Kazakhstani raw materials, tax deductions, reduced logistics costs, a high level of service and technical support, high quality, confirmed by certificates and test protocols. The funds received are invested in the development and expansion of industrial production, while remaining within the country. Recycling of fuel production waste into the waste space 27.11.2024
Currently, Kazzinc LLP is completing the construction of the Ridder boiler house with a capacity of 210 MW, which will burn about 140 thousand tons of coal annually. Due to the fact that the Environmental Code of the Republic of Kazakhstan prohibits the placement of landfills of ash and slag waste within settlements, the issue of their disposal in the amount of up to 80 thousand tons has become acute. The scientific staff of the laboratory of geotechnological processes of the branch of the RSE "NC KPMS RK" "Vniitsvetmet" has developed an environmentally safe technology for the disposal of ash and slag waste from the Ridder boiler house in the volume of 80 thousand tons per year in the laying of the developed spaces at the Ridder-Sokolny mine of the East Kazakhstan GOK. Regulations have been developed for the reconstruction project of the concrete-laying complex. The developed technology for recycling boiler room waste into the worked-out space of the mine will not only ensure their environmentally safe disposal, but also make up for the shortage of inert aggregate during the production of laying works at the Ridder-Sokolny mine, reduce cement consumption.Source : https://www.gov.kz/memleket/entities/mps/press/news/details/891167
99.7% of Astana residents were vaccinated against influenza 27.11.2024
Over the past week, more than 7 thousand cases of SARS have been detected in Astana. This figure is slightly higher than in the same period last year. The state sanitary doctor of Astana Aigul Shagaltayeva told about the epidemiological situation in the capital for acute respiratory viral infections and influenza at a briefing in the Communications Service, the official website of the Mayor's Office of Astana reports.According to the results of laboratory studies in the current epidemic season, at week 46, influenza virus type A(H1N1) pdm09 was detected in one patient among patients with SARS and influenza, currently the circulation of non-influenza viruses such as parainfluenza, rhinovirus, adenovirus, bokavirus, coronavirus, MS virus, mixvirus-9 and others has been detected."99.7% of the population in Astana is vaccinated, that is, out of 160,000 people, 159,539 people have been vaccinated," the speaker said. She reminded the townspeople that timely vaccination is the best way to prevent or minimize severe flu complications. The immunity acquired as a result of vaccination reliably protects against the disease. Annual vaccinations against seasonal influenza significantly reduce morbidity and mortality in all age groups. The influenza virus mutates annually, therefore, the flu vaccine must be received annually in the pre-epidemic season (October-November) only with the vaccine of the current year of production."After vaccination, immunity is formed after 14 days and persists throughout the season - up to 1 year. In addition to vaccination, personal protective measures should always be applied," Aigul Shagaltayeva added. These measures include:- regular hand washing;- compliance with the rules of respiratory hygiene (cover your mouth and nose when coughing or sneezing);- if symptoms similar to ARVI appear (fever, malaise, fever, etc.), the patient should immediately limit the number of contacts with other people in order to prevent further spread of the virus;- avoid close contact with people with signs of SARS and flu; Also, non-specific preventive measures include wearing masks in public places (in polyclinics, hospitals, etc.).Source : https://www.gov.kz/memleket/entities/astana/press/news/details/891128
