Olzhas Bektenov on the execution of the President's instructions at the agroforum: It is necessary to build work on making the agricultural sector a leader in economic growth 19.11.2024
At a Government meeting chaired by Prime Minister Olzhas Bektenov, measures were considered to implement the President's instructions announced during the first Forum of Agricultural Workers, which was held in Astana on November 15 this year. Vice Minister of Agriculture Azat Sultanov reported on the development of the agro-industrial complex. At the Forum of Agricultural Workers, Head of State Kassym-Jomart Tokayev set tasks for the modernization and strengthening of the agro-industrial complex. Among the key priorities are ensuring the availability of financing, the development of agricultural science, increasing the production of domestic seeds and fertilizers, and deepening the digitalization of the industry. Special attention is paid to the issues of preferential financing of farmers and profitable sales of products. The Ministry of Agriculture and the Baiterek Holding have been instructed to form a pool of applications and, from December 1 this year, begin issuing loans for high-quality spring field and harvesting operations in 2025. Food corporations – to ensure the direct purchase of grain from farmers at reasonable prices. An increase in the volume of concessional financing for the purchase of agricultural machinery was noted this year. Due to the lending mechanism, more than 2 thousand agricultural producers have updated their equipment fleet. The Head of Government drew attention to the fact that in order to achieve an annual figure of 8-10%, it is necessary not only to increase preferential leasing financing, but also to increase the level of localization of production at assembly plants. The corresponding task has been assigned to the Ministries of Industry and Construction, Agriculture and the Baiterek Holding. By 2027, over 700 projects worth about 2.3 trillion tenge are planned to be implemented in the agricultural sector. The Prime Minister noted that this would make it possible to fulfill the President's instructions to bring the share of processing to 70%. The need for strict monitoring of the progress of these projects and their support until they reach full production capacity by the Ministry of Agriculture and the akims of the regions was noted.Olzhas Bektenov stressed the importance of the development of agricultural science to increase competitiveness."The Head of State instructed to increase the volume of the domestic seed fund to 80% in 2028, including elite seeds – at least 15%. We have the necessary potential. Scientific institutes are already breeding seed varieties that significantly increase yields. We will continue to develop agricultural science with the introduction of the best world practices," the head of Government noted and instructed the Ministries of Agriculture, science and higher education to prepare system solutions.Olzhas Bektenov also set the task of promptly completing the necessary procedures for the full functioning of the Institute of Horse Breeding, which is being created on the basis of the Aktobe branch of the National Agrarian Scientific and Educational Center, next year. To increase yields, high-quality and affordable fertilizers are needed. The mechanism of advance subsidies for their purchase introduced this year allowed farmers to double the share of contributions to the fields. Olzhas Bektenov instructed the Ministries of Industry and Construction, agriculture to continue working to reduce the level of import dependence. In addition, it is important to expand the range of products, especially for the production of organic fertilizers. The issues of digitalization and automation of processes in the agro-industrial complex, the development of infrastructure for storing agricultural products were also considered. To ensure transparency of accounting and control in agriculture, reliable forecasting of financial flows, the Ministries of Agriculture, Digital Development, Innovation and aerospace industry have been instructed to accelerate the implementation of the necessary electronic platforms. At the same time, in order to promote the products of domestic farmers to foreign markets, the Ministries of Agriculture, Transport, trade and integration need to develop a set of measures to strengthen the export potential of agriculture, including working out new transport and logistics directions. The Prime Minister stressed that the upcoming Year of Working Professions can become a powerful incentive for the development of the agricultural sector and attracting the necessary specialists to the village."The Head of State notes the importance of popularizing the values of hard work and professionalism in society, the need to avoid dependent attitudes. We must support real heroes of labor, ordinary workers, representatives of labor dynasties, experienced workers in enterprises, in business and in the public sector. Large-scale work to support them should also be carried out in the information field, affecting all mass media and social networks. This is a task for the Ministry of Culture and Information, all government agencies and akimats," Olzhas Bektenov said.Source : https://www.gov.kz/memleket/entities/moa/press/news/details/885907

MIT reported on the advantages of a single time zone. The government supports UTC+5 19.11.2024
The fifth time zone geographically covers most of the country's territory. Olzhas Bektenov instructed MIT and MKI to conduct a more understandable information and explanatory campaignAt a Government meeting, Minister of Trade and Integration Arman Shakkaliyev reported on the advantages of Kazakhstan's transition to the 5th time zone. The Minister noted that when making the decision, scientifically based arguments were used, reflected in the report of a specially created Interdepartmental Working Group on the procedure for calculating time, which included members of Parliament, representatives of state and local authorities, scientists, experts, institutes and public associations. The International Alliance of Supporters of Natural Time (IANT) gave a positive opinion on the Government's decision to establish the UTC+5 time zone for the central and eastern regions of Kazakhstan, which corresponds to geographical longitude and is the optimal solution for the population. "The history of the formation of the time calculation system in Kazakhstan shows that the previous UTC+6 time zone was first introduced in 1930-1931 by using decree, that is, "ordered" time ("time zone plus one hour"). Despite the fact that most of the territory is located in the 5th time zone. In general, during the Soviet period in Kazakhstan, the natural time zone was changed 8 times by order in the interests of a command-planned economy. As a result, Kazakhstan lived in time zones that did not correspond to the natural cycle. Thus, UTC+5 is not a new time zone or an experiment for our country, it is actually a return to historically justified time," Arman Shakkaliev noted. The time zone covers the longitude from 67.5 to 82.5 degrees, including the cities of Astana, Almaty, Petropavlovsk, Ust-Kamenogorsk, Shymkent, Semey and Pavlodar, where more than 76% of the country's population (15 million 240 thousand people) falls. Today, 117 countries out of 195 have opted for a geographical time as close as possible to the standard time zone, since human circadian rhythms are synchronized with the natural cycle of daylight. Thus, the decision to change the time zone is scientifically sound and economically feasible, the minister stressed. The Prime Minister noted that the Minister of Trade and Integration had given all the exhaustive arguments in favor of the current time zone. "The government supports this decision. Most of the country's territory is located in the 5th time zone, so from a scientific point of view this is the right decision. I instruct the Ministries of Trade and Information to conduct a more understandable information and explanatory campaign," Olzhas Bektenov stressed.
