Almaty attracted almost 10 billion tenge of investments in the development of the IT ecosystem 06.01.2025
Over the past two years, 19.2 million US dollars (9.9 billion tenge) of investments in the development of the IT ecosystem have been attracted in Almaty. This document, in accordance with best international practices, includes legal mechanisms that pave the way for sustainable economic development through ecosystem protection, climate change adaptation, and rational management of water resources. For example, the new Water Code introduced the concept of "water security" for the first time. It includes protecting the population and economy from the risks of water shortages and pollution of water bodies. Each article of the Code is aimed at saving water resources. "Our ministry has completely restored the country's water policy in one year. Three main resources are needed to implement the new water policy. First of all, the administrative resource is our newly established ministry. The second is the law. It is the draft of the new Water Code developed by our ministry. The third resource is funds. In this area, the ministry has also reached important agreements this year on attracting investment in the country's water sector," said First Vice Minister of Water Resources and Irrigation Bolat Bekniyaz. Today, the ministry is actively negotiating with the Islamic Development Bank and Chinese investors on the construction of water management facilities.  This year, Kazakhstan and France signed an agreement on cooperation in the conservation of Lake Balkhash within the framework of the One Water Summit. The tripartite agreement is aimed at sustainable water management and research in the Lake Balkhash basin. The document provides for measuring and analyzing the state of water, modeling climate and anthropogenic impacts, as well as forecasting the water balance until 2040. It should be noted that since the beginning of the year, 15.4 billion cubic meters of water have been sent to Lake Balkhash and 17 billion cubic meters to the Caspian Sea. Many glaciers in the central and peripheral regions of the Trans–Ili Alatau were in a very weakened state - deep explosions formed in the lower parts of the glaciers, especially along the water surface of lakes, caves and depressions. The fall of ice masses in the last parts of the glaciers into the basins of the lake caused small waves in the glacial lakes. That is, active thermokarst and thermoerosion processes were observed in mountainous areas. Observers of the hydraulic posts and specialists constantly monitored the situation on glacial-glacial complexes and riverbeds. Aerial and ground surveys, reconnaissance work using quadrocopters were carried out, and orthophotographs were taken. The fleet of the Ministry of Emergency Situations is being actively replenished with special equipment to save lives, respond to emergency situations and eliminate them.   The Ministry of Emergency Situations is working on the purchase of modern models of world brands of rescue equipment for the needs of territorial units. The development of the material and technical base demonstrates the priority of state policy in the field of ensuring public safety and minimizing the consequences of emergency situations.   This year, more than 700 fire and rescue equipment, 4 aircraft, and about 19,000 pieces of equipment (at the expense of the republican and local budgets) were purchased for the departments of the ministry.   A pilot project to improve the uniforms of rescuers was launched in Kostanay region, which has shown exceptional results in everyday and service use.   Based on the completed construction of a new unique fire station of the Ministry of Emergency Situations, a unified style for the design of fire stations was developed in Astana. In order to ensure the safe operation of fire department buildings, as well as to improve the working conditions of personnel, major and current repairs are being carried out in fire stations and dormitories in all regions of the country. In general, the ministry pursues a policy of equipping fire departments only with high-quality equipment, tools and equipment of the latest generation, including multifunctional and unified types. The center is now fully integrated with state information systems that allow real-time monitoring of natural and man-made emergencies. The introduction of high-tech equipment allows for effective forecasting of situations and prompt response to emerging threats. Given that 90% of all emergencies in Kazakhstan are fires, significant work was carried out in 2024 to minimize their consequences. Changes were made to the system for early detection of fire outbreaks in the forest areas of Karaganda, Akmola, Kostanay, Pavlodar and Abay regions, which allowed for a significant reduction in the area of ​​forest fires. A system for determining swimming boundaries and early detection of drowning people has been introduced to monitor the situation in water bodies such as Astana, Almaty and Pavlodar. This year, loudspeakers and unmanned aerial vehicles with night vision capabilities were used to increase safety. Special attention was paid to seismic safety issues. A large-scale information campaign was conducted in Almaty to prepare the population and services for an earthquake, and action plans and algorithms were revised.    During a working visit to Almaty, the Minister of Emergency Situations of the Republic of Kazakhstan, Major General Chingiz Arinov, visited the Almaty branch of the state institution "Kazseldenkorgau", got acquainted with the activities of the branch, and inspected a number of facilities, including the central dispatch center and the condition of automobiles and special equipment.   During the visit, the head of the department, together with employees of Kazseldenkorgau, conducted an aerial reconnaissance to monitor and assess the avalanche situation. Special attention was paid to the new equipment installed to prevent avalanches.   Chingiz Arinov was introduced to and tested the "DaisyBell" mobile avalanche prevention system. This device is a metal cone attached to a helicopter by a cable. The principle of operation of the device is to remotely initiate the breakdown of the nitrogen-hydrogen mixture in the cone, which contributes to the effective descent of the avalanche and allows preventing extremely serious consequences. The DaisyBell avalanche protection system has been successfully used in European countries, including Russia, and is undergoing testing in Kazakhstan to assess its performance in local climatic conditions.   As part of aerial reconnaissance by the Kazaviakutkaru JSC helicopter, the system was tested with preventive avalanches in avalanche-prone areas of the Bolshoi and Malye Almaty river basins.  The Minister noted the need to use new technologies in preventive work during the avalanche danger period and gave relevant instructions.   Avalanches are one of the most dangerous natural phenomena in Kazakhstan that pose a threat to human life. The avalanche danger period lasts from November to May, and in high-mountainous regions, avalanches can occur year-round. There are 619 avalanche-prone areas in the country, 165 of which are located in Almaty. In recent years, with the increasing popularity of winter recreation, the risk to human life has increased significantly.   To prevent avalanches, Kazseldenkorgau annually conducts up to 150 preventive unloadings, the volume of snow can reach 250 thousand cubic meters.
