REPRESENTATIVES OF THE MINISTRY OF BUSINESS AND ECONOMY MEET IN SHYMKENT 15.02.2025
A meeting of local business representatives with the Vice Minister of National Economy of the Republic of Kazakhstan Bauyrzhan Kudaibergenov was held at the Shymkent Chamber of Entrepreneurs. The main topic of the meeting was to discuss the upcoming tax reforms, including the increase in the value added tax (VAT) rate. The meeting was also attended by representatives of the akimat, the state revenue department, and maslikhat deputies.Opening the meeting, Sabira Adambekova, Director of the Chamber of Entrepreneurs, recalled that the President instructed to take into account the opinions of business when developing changes to the tax system.Bayrzhan Kudaibergenov, Vice Minister of National Economy of the Republic of Kazakhstan, reported on the government's proposals.“The VAT rate in Kazakhstan is one of the lowest in the world. Despite the fact that VAT is an important source of revenue, in 2022 it amounted to only 4 percent of gross domestic product (GDP), which is much lower than the average for countries with a relative income level of 7%. Strengthening the value-added tax will not only increase revenues, but also reduce dependence on volatile oil revenues and help finance the country's infrastructure and industrial development program," the vice minister said.State bodies are proposing to increase the general VAT rate to 16%, and for some industries to introduce a reduced rate of 10%. However, the exact list of these industries has not yet been clearly defined. In addition, it is planned to completely exempt agricultural producers from the tax. Reducing the tax burden for the healthcare sector is also being considered.During the meeting, entrepreneurs raised questions and suggestions on behalf of the business community in the region. They expressed concern about the increase in the tax burden. In particular, Diana Karamanova, a member of the Shymkent City Regional Council, head of the Keremet-Ontustik Nursery and Kindergarten LLP, proposed exempting institutions providing social services from VAT or providing tax benefits to make services more accessible. Anuarbek Maimakov, head of the "Association of Private Clinics of Shymkent City and Turkestan Region", noted that the proposal to introduce a 10% -20% VAT rate in the medical sector may complicate the availability of medical care.Daulet Kanashaev, member of the industry council under the Chamber of Entrepreneurs, noted the importance of taking into account the specifics of light industry when making changes to the Tax and Entrepreneurship Codes of the Republic of Kazakhstan. In particular, he proposed to establish the transition to the category of large enterprises only if the average annual number of employees exceeds 500 people, and to leave the average annual income indicators unchanged.During the meeting, many other entrepreneurs asked questions and made their suggestions.Bayurzhan Kudaibergenov, who answered all the questions, summed up the meeting and assured that all the suggestions would be collected, analyzed, and taken into account in the future work.Source : https://www.gov.kz/memleket/entities/shymkent/press/news/details/937741

Blocking illegal smartphones: how is IMEI verification carried out in Kazakhstan? 15.02.2025
From March 24, 2025, changes to the rules for registering subscriber mobile devices will come into force. The new rules apply only to new devices imported into the country after 03/24/2025. Phones that already exist in the territory of Kazakhstan and are included in the Identification Codes Database (ICD) will automatically be included in the "white list" and will continue to operate without any restrictions. These innovations are aimed at further improving the registration system and combating fraud, protecting consumer rights and increasing the security of using mobile devices.Today, about 3.7 million devices with duplicate IMEI codes are registered in Kazakhstan. Their illegal import poses a significant economic and social problem. Such a mobile device market makes it difficult to control the legal circulation of devices, contributes to the increase in phone theft and creates unfair competition. In order to address these issues, new rules have been introduced to ensure an open and secure mobile device market. The main innovation is the verification procedure for mobile devicesIn accordance with the new rules, a special system checks the following parameters during registration:The authenticity of the device's IMEI codeThe absence of the IMEI code in the GSMA international database of stolen, blocked or lost devicesThe device was legally imported into the territory of KazakhstanNote: The changes apply only to devices newly imported into the territory of Kazakhstan. Existing mobile phones that are already included in the ICD database will automatically be included in the “white list” and will continue to work without any restrictions. What lists will appear? As a result of verification, mobile devices are divided into three categories:White list - devices that have successfully passed verification, they will be registered without any restrictions.Gray list - temporarily allowed devices. Their owners must confirm that the device was imported legally within 30 days.Black list - illegally imported, counterfeit or stolen devices. They will be blocked. How will this affect users?Phones that are already in use in Kazakhstan will continue to work without any restrictions. No additional action is required.Buyers of new devices after March 24, 2025 can check the IMEI code on the imei.rfs.gov.kz website before purchasing the device. The website is currently being updated in accordance with the new rules.Owners of devices on the “gray list” can use the device for 30 days. During this time, operators will notify the device via SMS about the need to verify the device. The message will contain a link to a special questionnaire that must be filled out.Owners of devices imported from abroad must indicate the date of crossing the border. If the user does not pass verification within 30 days, they can complete the verification process at any time by filling out the questionnaire using the link in the message. These measures give consumers confidence that they are purchasing legal and high-quality devices. Open conditions for fair competition will be created for business, and the state will strictly control imports, reducing the number of illegal phones and reducing the level of fraud. When will they come into force? The new rules will come into force 60 days after the date of official publication - on March 24, 2025.Citizens have no reason to worry - owners of officially registered devices do not need to take any additional actions. The Ministry will continue information work on the introduction of new rules.Source: Official website of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of KazakhstanBlocking illegal smartphones: How is IMEI verification carried out in Kazakhstan?Source : https://www.gov.kz/memleket/entities/zhetysu-oblysy/press/news/details/937485

Rehabilitation of children with neurological disorders in the Karaganda region is carried out at the expense of the Social Insurance Institution of Kazakhstan 15.02.2025
In the Karaganda region, the amount of funding for the rehabilitation of children with paralysis is increasing every year. Since 2020, such assistance has been provided within the framework of compulsory social medical insurance. Thanks to this, new rehabilitation centers, departments and offices are opening in the region under medical organizations.Rehabilitation of children with cerebral palsy is one of the most popular measures in the compulsory social medical insurance package. Rehabilitation of children was carried out within the framework of free assistance even before the introduction of the medical insurance system, but due to lack of funding, it was not provided on such a large scale as it is now.A modern rehabilitation center for children under three years of age was opened in the Multidisciplinary Regional Children's Clinical Hospital in 2023. The 3rd stage of rehabilitation for children with paralysis, as well as post-stroke defects, muscular dystrophy and other lesions of the central nervous system will be carried out here.— In 2024, we opened a second rehabilitation center for children aged 3–18. Last year alone, more than 1,300 children underwent rehabilitation under the Social Insurance Institution. The center has good equipment and modern devices purchased with the support of the Kamkorlyk corporate fund. Rehabilitologists, neurologists, speech therapists, psychologists, and defectologists work there, — says the head of the rehabilitation center Nina Derkach.— My daughter's name is Maryam. She is 3 years old. We first applied to the rehabilitation center in early 2024. After the first course, the results were immediately noticeable. The second time we went 3 months later. She was diagnosed with paralysis of the legs. Now we are undergoing the third rehabilitation course. Everything is free. In addition to treating her legs, the child is engaged in speech therapy. Now my daughter stands firmly on her feet. This is a great achievement, — says the girl's mother.— Like receiving any type of planned medical care, in order to undergo rehabilitation, you need to contact the district doctor at the polyclinic at the place of registration. Then the patient is sent for a consultation to us, a rehabilitation doctor, or a multidisciplinary team of specialists. We study the applicant's condition, assess the need and effectiveness of the planned rehabilitation, and also form an initial rehabilitation diagnosis and determine a recovery plan, — noted Nina Derkach.According to the information of the Karaganda branch of the Medical Insurance FundSource : https://www.gov.kz/memleket/entities/karaganda/press/news/details/936116

From March 1, all preschool organizations in Karaganda region will switch to voucher financing 15.02.2025
In Karaganda, representatives of the Financial Center and the Indigo portal are holding meetings with kindergarten leaders, explaining the features of the new voucher financing system. It is aimed at reducing corruption risks when distributing state orders and financing preschool organizations, as well as creating conditions for competition.Eleman Ilyas, Director of the Budget Financing Department of the Financial Center JSC, explained that while there was a queue for a kindergarten seat before, now there will be a queue for a voucher. Parents choose a preschool institution, and then financing is provided. So far, directors have many questions, but program operators are confident that it will show positive results in the future. One of the advantages of the new system is that now parents can independently choose a suitable kindergarten and, if necessary, change it without waiting in line. Previously, the state order was attached to specific kindergartens, and the number of places allocated depended on the decision of the education department.– In the current system, parents did not have the opportunity to freely move from one kindergarten to another. Now this process has been simplified, because the voucher is a state order, which is attached to a specific child and is implemented until the moment of refusal or cancellation, – explained Elaman Ilyas. – Wherever the child goes, the funding is sent there. Now, any accredited kindergarten that meets the established standards can accept as many children as its capacity allows for state funding.Voucher funding is carried out when the child actually arrives at the kindergarten and is confirmed by a monthly report card, including with parents. The voucher is also saved in case the child becomes ill or the parents request a leave of absence. However, if the child does not attend kindergarten for more than 40 days a year for no good reason, funding may be reconsidered. To receive vouchers, parents apply through the information system and are divided into 21 categories, each of which has its own queue. The lists are updated once a year. If within two days of receiving the voucher, the parents confirm their intention to attend kindergarten, then within five working days it is necessary to collect all the documents and conclude an agreement with the institution. If there is no place in the kindergarten you want, you can choose a temporary option and leave your application on the waiting list. The voucher financing project is already operating in the cities of Taraz, Shymkent, Uralsk and Turkestan. Since January, it has been operating in Astana. While the mechanism is being tested, the program developers continue to improve the system, taking into account all suggestions and making it as convenient and effective as possible for both parents and preschool institutions.  Source : https://www.gov.kz/memleket/entities/karaganda/press/news/details/936974
