E-commerce is one of the drivers of economic growth. Karaganda region ranks third in the country in terms of online sales. In 2023, the volume of electronic trade exceeded 30 billion tenge. As part of the instructions of the Head of State, the Ministry of Health of the Republic of Kazakhstan is implementing a wide range of measures to improve the quality and accessibility of medical care in rural areas.Transport medicine is a dynamically developing area of increasing the availability of medical care to residents.Mobile medical complexes (MCS) are also actively operating in order to increase the availability of medical services for residents of remote areas of the country.In 2024, 1.2 million residents of 3,072 settlements received access to medical consultations and diagnostic procedures through “polyclinics on wheels.”With the help of mobile complexes, 1.2 million consultations were conducted by specialized specialists, 656 thousand diagnostic, 333 thousand laboratory tests.As a result of the examinations, 95 thousand patients with various diseases were identified, 78.3% of them are adults, 21.7% are children. According to the results of professional examinations, 33.7 thousand rural residents were taken for medical supervision.In 2024, 104,000 residents of 128 stations, including 21,000 children, were provided with the services of the Salamatty Kazakhstan Medical Train, which is 20% more than in the previous year.The specialists of the medical train provided 240,000 medical services, including 12,500 dental procedures, 25,000 laboratory tests, 8,000 minor surgical operations, and 24,000 instrumental and diagnostic examinations.During the examinations, 5,500 patients with various diseases were identified and provided with the necessary care.The systematic updating of medical infrastructure in rural areas continues within the framework of the National Project “Modernization of Rural Healthcare”.In 2024, the construction of 460 facilities was completed, and another 195 PHC facilities will be commissioned in 2025.For the first time, day hospitals, physiotherapy rooms for outpatient rehabilitation, and laboratory rooms with the opportunity to undergo examinations without leaving the district have appeared in new rural outpatient clinics and medical and obstetric centers.Rural patients can receive remote consultations from leading doctors from regional and republican clinics in equipped telemedicine rooms. Telemedicine services have been increased by 2 times in a year.In order to make high-tech medical care available to rural residents, 32 district hospitals will continue to be modernized in 2025, on the basis of which cardiology centers, departments of traumatology, intensive care, surgery equipped with angiographs, CT, and MRI will be opened.These measures will ensure timely provision of emergency medical care to the rural population for heart attacks, strokes, injuries and other conditions in compliance with the "golden hour" principle, which will reduce mortality from these diseases by 20%.Innovations in attracting medical personnel to rural areas: young doctors with acute shortage profiles who choose employment in rural areas receive additional financial incentives, preferential housing loans and opportunities for professional growth.To date, 4,148 medical graduates have been sent to the regions, of which 1,233 doctors have been assigned to rural settlements.A total of 544 graduates received social support. For the first time in the country's regions, 89 rural doctors, including obstetricians and gynecologists, anesthesiologists, resuscitators, surgeons, are provided with lump-sum payments in the amount of 100 minimum wages or 8.5 million tenge.As a result of an integrated approach to improving rural healthcare in Kazakhstan, the incidence rate has decreased by 12.9% over the past 5 years, including the urban population by 15.1% and the rural population by 9.3%.A number of high-tech medical projects in the field of maternal and child health are being scaled throughout the country.The One-Day Clinics project ensures the availability of innovative methods of prenatal diagnosis of pregnant women and timely identification of the risk of having a child with congenital malformations and chromosomal pathology, high-quality services based on the "one-stop shop" principle, obtaining fast and accurate research results within 1 day.For the first time in Kazakhstan, the Fetal Medicine project was launched, 20 intrauterine operations were successfully performed.These technologies are designed to correct and treat the early pathological conditions of the fetus using minimally invasive procedures. The main goal of the Employment Assistance Program is to lift low—income families out of poverty by encouraging work and providing employment to able-bodied citizens. "This year, out of 12.9 thousand able—bodied recipients of social assistance, 7.7 thousand people are working; 5.1 thousand people are caring for those in need; 56 people are registered as unemployed." These families receive monthly social assistance from the State. However, this year the number of citizens from socially vulnerable segments of the population has decreased. This was announced by the head of the Shymkent city Department of Employment and Social Protection of the population, Zhanat Utebayeva. - As of January 1, 2025, 45.9 thousand people from 8.8 thousand families in the amount of 5.4 billion tenge were appointed AEC. Additional payments were assigned to 16.3 thousand preschool-age children from among the recipients of Social Insurance Fund benefits in the amount of 625.3 million tenge. In terms of districts, the largest number of recipients of agricultural land is observed in Abai district – 31%, Al-Farabi district – 20%, Karatau district – 18.5%, Turan district – 17% and Enbekshi district – 13%. Amendments on exchange trading and entrepreneurship have been signed 13.01.2025
The Head of State signed the Law of the Republic of Kazakhstan "On Amendments and additions to certain Legislative Acts of the Republic of Kazakhstan on exchange trading and entrepreneurship".As part of the development of the exchange trading sector, amendments are being made to:- forming a List of socially significant exchange-traded goods;- expansion of state control over commodity exchanges;- exclusion of commodity exchanges from the category of small and microbusiness entities;- exceptions to the standard auction and non-standardized goods;- establishment of uniform maximum contribution amounts for entering the commodity exchange;- updating the financial stability of commodity exchanges;- prohibition on the use of bot technology;- formation of a register of unscrupulous participants in exchange trading;- licensing brokers and clearing centers, as well as their inclusion in the category of financial monitoring entities.By law:- the conceptual definitions of "guarantee" have been replaced by "reserve" (formed by the exchange), "insurance" by "guarantee" (formed by the clearing center);- the form of entrepreneurship of a broker (formerly an individual entrepreneur) and a clearing center (formerly an individual entrepreneur or LLP) is defined only as a legal entity;- MIT's competence to analyze and monitor the activities of commodity exchanges has been expanded;- there is a judicial procedure for revoking the license of the gas station;- the exact size of the commodity exchange's Management Code has been established – at least two billion tenge. At the same time, at least 1 billion tenge is deposited in cash.;- the reserve fund of the commodity exchange, which organizes trades in socially significant exchange-traded goods, is determined to be at least 100 thousand MCI. For other commodity exchanges - 20 thousand MCI.;- a ban has been imposed on membership in the exchange of persons who directly or indirectly own more than 10% of the voting shares of such a commodity exchange.;- a ban on the organization of commodity trading has been introduced,not included in the lists of exchange-traded goods and socially significant exchange-traded goods;- the retention period for information on transactions concluded on the commodity exchange, as well as the results of exchange trading on its own Internet resource (for the entire period of the license) has been established. Information about transactions concluded on the commodity exchange is publicly available.;- the procedure for the activities of clearing centers is regulated (clearing centers have the right to provide clearing services to one or more commodity exchanges, the clearing center must have automated access control for participants in exchange trading). The money of the participants of the exchange trades is subject to storage in a separate bank account of the clearing center of the commodity exchange. A ban has been imposed on the clearing services of the commodity exchange by several clearing centers.;- a ban on the trading of liquefied petroleum gas through commodity exchanges has been introduced until 2030.Also, one of the innovations of the Law is the monitoring of trading in exchange-traded goods that are subject to mandatory sale through commodity exchanges by government agencies responsible for the relevant branches (spheres) of public administration.Bodies such as the Ministry of Agriculture, the Ministry of Agriculture, the Ministry of Energy and other departments, depending on the field, take on the task of tracking exactly how and to what extent exchange-traded goods are sold through commodity exchanges, which should ensure greater transparency and control.Currently, the relevant by-laws are being developed to implement the Law.It should also be noted that market participants occupying a dominant or monopolistic position in the relevant commodity market are allowed to participate in exchange trading only as dealers.In order to comply with the legislation of the Republic of Kazakhstan, we ask major participants in the wholesale commodity exchange market of the Republic of Kazakhstan to take these legislative amendments into account when forming corporate business plans for 2025.The Law comes into force sixty days after the date of its official publication.Recall that in the Address of the Head of State to the People of Kazakhstan dated September 1, 2023, "The Economic Course of Fair Kazakhstan", the Head of State instructed to tighten regulatory requirements for commodity exchanges and completely eliminate these shortcomings.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/915777

One of the significant events in the life of the district was the opening of a 300-seat school in Zhanaryk village. During the trip, Nurlybek Nalibayev got acquainted with the construction of a road bridge over the railway track.The total length of the bridge is 940 meters, the width is 12 meters. The project cost is 3.14 million tenge. The general contractor, RITM LLP, started construction last year.The head of the region stressed that it is necessary to pay special attention to the quality of the bridge being built, and its long-term operation depends on this.– Today, there is only one railway crossing here. When it is closed, traffic jams form for 2-2.5 kilometers. This, in turn, hinders the work of emergency services, fire fighting, law enforcement agencies, as well as the public. If the bridge is built, all these issues will be resolved," the governor of the region said.It is worth noting that last year over 44.7 billion tenge was allocated for the development of road construction in the region, more than 300 kilometers of roads were repaired. It was attended by the Minister of Water Resources and Irrigation of the Republic of Kazakhstan Nurzhan Nurzhigitov, deputy of the Mazhilis of Parliament Markhabat Zhaimbetov, deputy akim of the region Bakhyt Zhakhanov, representatives of the said ministry, heads of local executive bodies and water management sectors, and veterans.Bakhtyt Zhakhanov touched upon the work carried out in the region in accordance with the instructions of the regional head and future plans.The project "Regional Development and Restoration of the Northern Aral Sea" has 3 main components. 2 of them are designed to support sustainable economic, social and environmental activities in the Kyzylorda region.The second component has five areas - fisheries, tourism, creation of a green belt, agriculture and livestock. It includes 39 projects, 13 of which were submitted by the Executive Directorate of the International Fund for Saving the Aral Sea, 13 by local akimats, 4 by the Aral Branch of the Scientific Research Center for Fisheries, 3 by the Kazakh Rice Research Institute named after Y. Zhakhaev, and 6 by various organizations and individuals.If the projects are implemented, it is planned to provide 1,927 people with permanent employment. The project "Drilling 11 wells in irrigated fields in the village of Suttikuduk, Zhanakorgan district" was implemented in 2022 with funds allocated from the Government reserve. 3 more projects have been launched.The minister's working trip will continue in the Aral district.
