YEAR OF WORKING PROFESSIONS: SENATORS HELD A ROUNDTABLE ON LABOR RESOURCES 25.01.2025
Speaker of the Senate Maulen Ashimbayev met with labor collectives of the North Kazakhstan region, deputies of the maslikhat, members of the Assembly of the People of Kazakhstan, representatives of public and religious associations. During the visit to the region, issues related to the implementation of the instructions of the Head of State within the framework of the Year of Working Professions and the development of new production facilities that pave the way for the growth and prosperity of the regions were also discussed. It was noted that the joint work of the Senate and maslikhats in important areas is of particular importance. The Speaker of the Chamber participated in a round table on the topic "Development of labor resources in the regions of Kazakhstan: current state and prospects". In his speech, he drew attention to the importance of developing new production facilities that pave the way for the growth and prosperity of the regions, one of the priorities set by the Head of State in his Address. As Maulen Ashimbayev noted, to achieve this goal, it is necessary to conduct comprehensive work at all levels with qualified, professional specialists.“Our President Kassym-Jomart Kemelovich Tokayev, in an interview with the “Ana tili” newspaper, noted that ensuring economic growth is the main task facing us. Currently, industry specialists in our country are in demand - engineers, power engineers, water management specialists, agronomists, veterinarians and representatives of other important specialties. Therefore, the Head of State declared 2025 the Year of Working Professions. In this regard, it is important not only to train these specialists, but also to form a unique labor culture in our country, educate respect for working people, and promote the values of hard work and professionalism. Working people are the basis of the country's development. Therefore, the prestige of working professions must be at a high level,” said the Speaker of the Senate. In this regard, emphasis was placed on specific measures aimed at ensuring the qualitative economic development of the regions, taking into account their specifics and current problems. According to Maulen Ashimbayev, the shortage of labor resources, the labor disparity between different regions, urban and rural areas and specialties, unbalanced urbanization, and the demographic crisis are the most pressing issues of our time. To solve them, it is necessary to mobilize the efforts of all stakeholders towards a common goal.“Ensuring the balance of labor resources between regions is an important task. There are regions with an excess of labor resources, such as Turkestan and Zhambyl regions, and regions with a shortage of labor. For example, the North Kazakhstan region. The process of natural population decline in this region also has its consequences. Today, the birth rate in the North Kazakhstan region is low, and the mortality rate is high. This creates problems that lead to a slowdown in economic growth and a decrease in production potential. Taking into account demographic trends and the needs of our economy, we understand the great importance of systematizing internal migration of labor resources, personnel rotation, and revitalizing youth training and employment programs. It is necessary to analyze past experience, study why those programs were ineffective, and work out the necessary steps and mechanisms to increase the scale of labor migration in our country,” the Chairman of the Chamber noted, noting that labor migration programs should be further developed.During the meeting with the deputies of the Maslikhat and the public of the region, Maulen Ashimbayev touched upon the agro-industrial potential of the North Kazakhstan region, and expressed the readiness of the Senate deputies to provide legislative support for its implementation. In this regard, industrial and infrastructure projects, as well as other key areas of joint work, were discussed. The meeting also noted that the issue of infrastructure modernization, including the modernization of electricity networks in villages, is of great importance.“The region also pays great attention to infrastructure modernization. In particular, last year, the construction of a new chimney at the 2nd CHP was completed. Work is underway to upgrade electricity networks in rural areas. Senators took into account the proposals of the North Kazakhstan region when considering the republican budget for 2025. As a result, additional funds were allocated for the implementation of important infrastructure projects. Specifically, these are projects related to water supply and heating of villages and regional development. In the future, the Chamber, together with the senators elected from this region, will continue to provide the necessary assistance and support for the comprehensive development of the North Kazakhstan region,” said Maulen Ashimbayev, calling on the deputies of the Maslikhat to actively participate in the legislative work of the Parliament and develop conceptual proposals to solve urgent problems in the regions.Members of the Assembly of the People of Kazakhstan and religious representatives of the region also attended the meeting. The deputies of the parliament discussed important issues related to the development of spiritual diplomacy with them and exchanged views on the implementation of the goals and objectives within the framework of the VIII Congress of Leaders of World and Traditional Religions.“We will continue our joint work to ensure the spiritual, cultural, and humanitarian interests of all ethnic groups in our country. One of the most important tasks in this matter is obviously the promotion and support of the state language. The Kazakh language is one of the main mechanisms that unite all ethnic groups in Kazakhstan in a common goal. There is no doubt about it. In general, today we all need to unite around common values, such as statehood, independence, and the policy of our President aimed at strengthening unity and harmony in the country. "I believe that the North Kazakhstan region will set an example for other regions," said the Chairman of the Senate. Also, as part of the visit, the senators visited the North Kazakhstan University named after Manash Kozybayev, which has more than 6 thousand students, and got acquainted with the educational work, research activities and further development strategy of the educational institution. The deputies were also introduced to the activities of the educational and laboratory building with laboratories for livestock and crop farming. Experiments and scientific research are conducted there. The Chairman of the Senate also got acquainted with the activities of the Citizen Reception Center. In addition, he met with the labor collectives of the greenhouse complex of Zeleny Sever LLP and the deep wood processing plant of Nord Panels LLP.Maulen Ashimbayev also met with the collective of the inclusive dance group Sensitive and para-athletes of the regional Boccia branch at the creative industry center Qyzyljar Creative Center. This project, implemented in order to fulfill the instructions of the Head of State, contributes to the training of specialists necessary for the creative economy, improving the abilities of young talents, and providing support to them, while creating appropriate conditions to reduce the outflow of young people from the region.Source : https://www.gov.kz/memleket/entities/sko/press/news/details/924171
Big changes in Altynsarin district: how new projects are changing the lives of villagers 25.01.2025
On January 24, 2025, the akim of Kostanay region Kumar Aksakalov paid a working visit to Altynsarin district. The purpose of the visit was to assess the implementation of projects that contribute to the socio-economic development of rural areas. During the visit, the akim got acquainted with a number of facilities: a dairy farm under construction, a new House of Culture, and new residential buildings. These projects are aimed at directly fulfilling the instructions of the Head of State and are bringing great benefits to the residents of the region.
Farm in Basbek village: a confident step towards food security
The construction of a dairy farm for 660 heads of cattle has begun in Basbek village, Altynsarin district, Kostanay region. The cost of the project is 3.5 billion tenge, of which 500 million tenge were the enterprise's own funds, and 3 billion tenge were allocated as a loan at a rate of 2.5% within the framework of state support measures.
Akim of Kostanay region Kumar Aksakalov noted that this project is aimed at fulfilling the task of the Head of State to increase the share of processed products in the agro-industrial complex to 70% by 2026. The farm will produce 4.5 thousand tons of milk per year.
“This project is aimed at ensuring food security, reducing dependence on imports, and creating new opportunities for the development of the agricultural economy. "We are implementing the strategy of the Head of State aimed at the sustainable growth of the agro-industrial complex and improving the quality of life in rural areas," the head of the region said.
It should be noted that this is not the only project aimed at implementing the instructions of the Head of State in the region. In the Kostanay region, 6 more modern industrial dairy farms are being built in the Fedorov, Karabalyk, Mendikara and Altynsarin districts for high-quality milk production. The launch of these farms will increase milk production by 43 thousand tons, and the load on milk processing enterprises in the region will increase from 80% to 95%.
The farm director Talgat Tapaev also noted the importance of the project for the region:
"Prioritizing only crop production is a path that leads to risks and potential bankruptcy. Market fluctuations and climate change make such a farm unstable. Diversification is not just a choice, it is a necessity for survival and growth. Developing dairy farming is a real way to strengthen your own economy, reduce dependence on one direction, and ensure long-term sustainability.Understanding this, of course, thanks to state support, we have undertaken the construction of a dairy farm for 600 cows. It produces 4.5 thousand tons of milk per year and employs more than 30 local residents. Those who are not ready for change will be left behind. Our example shows that changes are possible and that they bring profit not only to the farm, but also to the entire region. Our task is to complete the project on time and put the farm into operation at full capacity," he said.
The implementation of such projects contributes not only to the economic development of the region, but also to the improvement of social infrastructure, creating conditions for raising the standard of living of rural residents.
House of Culture: a center of creativity and unity
The next object of the working trip of the regional akim Kumar Aksakalov was the grand opening of the new House of Culture in the village of Bolshaya Churakovka. This project, implemented within the framework of the “Village – Cradle of the Nation” program, has become an important event for the villagers. 404 million tenge was allocated for the construction of the facility. The House of Culture can accommodate up to 100 people daily, which will allow for creative development, effective leisure activities and preservation of traditions.
At the grand opening ceremony, Kumar Aksakalov noted the importance of such projects:
“The new House of Culture is not just a building. It is a center of life, creativity and inspiration. We are improving the cultural infrastructure in rural areas, creating conditions for residents to develop themselves and preserve their traditions. After all, the development of culture is closely related to the development of the economy. A culturally and intellectually developed person is the main driving force of the country's economic development."
Maslikhat deputy Botakoz Bidauletova also noted the special place that this facility occupies in the cultural life of the district:
"Today's event is a vivid example of how the instructions of the Head of State on the development of culture are being implemented in local areas. The House of Culture unites the villagers and becomes a center of creativity and inspiration for representatives of all generations."
In addition, a village resident, youth representative Talgat Kapiyatov shared his impressions:
"The opening of the House of Culture is a very important event for young people. Here, all conditions have been created for creativity, sports and communication. We have the opportunity to participate in choreography, wrestling circles, play table tennis, and even train in the gym. This place unites us and gives us new opportunities for development. We are grateful for such a gift and are confident that the House of Culture will become a center of inspiration and activity for every resident."
The opening of the House of Culture in the village of Bolshaya Churakovka is a contribution to the development of the social infrastructure of the village. The facility will become an important part of the daily life of residents, allowing them to preserve traditions, reveal creative potential and strengthen the unity of rural society.
Last year, funding for the cultural sector in Kostanay region increased by 24.3% and amounted to 16.9 billion tenge. Particular attention is paid to improving the infrastructure of cultural facilities, which will allow us to implement projects such as the construction of a new House of Culture.Such large-scale projects demonstrate that state support is a real step towards the development of rural areas. These are not just words, but real actions to create favorable conditions for living, working and being creative.
Housing for large families: new houses in the village of Ubagan
The last destination of the regional akim's working trip was the village of Ubagan, Altynsarin district. Here, the keys to eight new two-apartment houses were ceremonially handed over. This project was implemented within the framework of the state program to provide affordable housing, which is being implemented in order to fulfill the instructions of the Head of State.
A total of 298.2 million tenge was spent on the construction. The average area of each apartment is 85 square meters. The houses are built with neat finishing, equipped with all necessary communications and are fully ready for occupancy. Among the owners of the new houses are large families, orphans and representatives of socially vulnerable groups.
At the solemn ceremony, the akim of Kostanay region Kumar Aksakalov noted:
«We are increasing housing construction every year. According to the results of 2024, about 500 thousand square meters of housing were put into operation, and more than 5 thousand families were provided with apartments. Last year, funds were allocated for the purchase of rental housing on the instructions of the Head of State. 940 apartments were purchased in the region for more than 18 billion tenge, which is 5.7 times more than in 2023. This year, it is planned to purchase 1,000 apartments for citizens on the waiting list."
According to the akim, providing citizens with affordable housing is one of the important directions for implementing the tasks of the country's leadership. New houses are not just shelter, but a symbol of confidence in the future and an improvement in the quality of life. We will continue to work to solve housing problems, create conditions for every family to have a comfortable home and build a stable future.
Gulshat Suyesenova, a mother of many children, who received the keys to the new house, shared her joy:
«This is a great happiness for our family. Now we have our own comfortable home, where our children grow up in good conditions. We are very grateful to the state and the country's leadership for supporting large families. This is a new stage in our lives, we will always remember this moment."
The construction of eight houses is just the beginning. This year, the district authorities plan to build another 7 two-apartment houses, which will allow providing even more families with housing.
These projects are a clear example of the successful implementation of the state program aimed at supporting rural areas. Each new house is a guarantee of the stability and confidence of rural residents in the future.
Results of the visit
The akim's working trip showed how state support can change the lives of rural residents. These projects are aimed at creating conditions for a comfortable life, strengthening the economy, and creating conditions for the development of rural youth. Thanks to such initiatives, villages are becoming places where you want to live, work, and build your future.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/924480

The Year of Working Professions: How does the development of industry in Sarani affect the training of personnel 24.01.2025
The city of Saran has risen to a new level thanks to the development of the industrial zone. Industries that had never existed before appeared here. For example, they should start producing refrigerators soon. It is planned to open a hot-dip galvanizing plant. Accordingly, the need for personnel has increased.Which specialists need to be trained, and how to strengthen cooperation between education and business – these issues were discussed at the meeting in Sarani. The Saransk Technical College became the organizer of the round table. Representatives of existing enterprises and those who are preparing for the opening participated. The Career Center and the Chamber of Entrepreneurs of the Karaganda region also responded to the invitation.– First of all, I want the locals to feel all the advantages of the industrial zone. In this regard, we are also not standing still. We want to develop with you. We will adapt to you, discover new specialties to meet your needs. I think local residents should be a priority: so that school graduates do not go to study in other cities, but can get a profession and get a job here in Saran," says Alina Yessimkhanova, director of the Saran Technical College. She spoke about the plans to open the Polymer Manufacturing Competence Center. This is relevant because several enterprises in the city are working in this area.New specialties will be opened at the college: "technology of polymer production", "installation and operation of refrigerating compressor machines and installations", "pipe production".The college's social partners include companies operating in the industrial zone. The hot-dip galvanizing plant has not yet opened, but cooperation with it has already begun: a roadmap has been signed. There is an agreement on joint training of welding specialists. There are currently 395 students enrolled at the college. 41% are covered by dual education. The goal is to move further in this direction so that students can gain practical skills in real–world conditions at enterprises.A joint project is also being discussed with the Kazakhstan Khalqyna Foundation. The college wants to equip a modern workshop or laboratory for students studying in the specialty "underground electrician".QazTehna company will open a personal office in the college, renovate the premises at its own expense.– We have been working with Saransk Technical College since the very beginning of the launch of the enterprise. Every year we hire more students to practice and participate in dual education. In general, they faced difficulties in training personnel at the formative stage. For example, there is a single qualification directory of professions, and even there our main specialties were not there. I had to work a lot in this direction. We currently have a strategic partnership with four colleges in the Karaganda region. We are opening a specialty "painter of motor vehicles" with the Transport and Technological College. This year, Kazakhstan was the first to open the Bachelor's degree program in automotive Engineering with Karaganda Industrial University," said Aidos Aitbayev, Head of the QazTehna Corporate University.New memorandums of partnership between the college and enterprises were also signed at the meeting.
