More than 800 facilities have been adapted for people with disabilities in the Pavlodar region 06.12.2024
In order to ensure the legal rights of persons with disabilities and create an accessible environment for them, 813 social infrastructure facilities have been fully adapted in the Pavlodar region.Currently, the National Plan to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan until 2025, the Roadmap of the Amanat Party for 2023-2027 and the Halykpen Birge project, developed on behalf of the Head of State, are being implemented.The Roadmap of the Amanat party in the period from 2023 to 2027 provides for the adaptation of more than 40 thousand objects included in the Interactive Accessibility Map (hereinafter referred to as the Map). 20% of the facilities are subject to adaptation annually.Thus, in 2023 – 20% of the objects on the Map, in 2024 – 40%, in 2025 – 60%, in 2026 – 80%, in 2027 – 100%. Currently, 22,166 facilities have been fully adapted across the country.By the end of this year, adaptation of 690 facilities is planned in the Pavlodar region, the plan has been exceeded by the region, adaptation has been carried out at 813 facilities.Thus, out of 813 facilities in the region, all categories of people with disabilities are accessible:- health facilities – 96;- educational facilities – 323;- cultural objects – 151;- objects of trade and services – 55;- state and quasi–state organizations - 140;- sports facilities – 21;- transport infrastructure facilities – 3;- catering organizations – 3;- social protection facilities – 6;- other – 15. In addition, this year, within the framework of state control, the Department of the Committee for Regulation and Control in the Field of Social Protection of the Population in the Pavlodar region conducted 46 inspections of social infrastructure facilities in the fields of public administration, health, social protection, culture, private entrepreneurship, trade, etc. Of these: 33 – as part of preventive control, 13 – unscheduled inspections.As a result of the inspections, 44 orders were issued to eliminate the identified violations, 10 administrative fines were imposed in excess of2.3 million tenge.It should be emphasized that during preventive control, the owners of facilities are given only instructions on their elimination without bringing them to administrative responsibility upon initial detection of violations. More than 179 thousand the first time people with disabilities used invataxi services through aggregators in 2024 06.12.2024
As part of the pilot project on the use of taxi aggregators in the provision of invataxi services for people with special needs, initiated by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – MTSZN) last year, as of December 1, 2024, 179.6 thousand people received this service in Astana and Almaty.Recall that by the end of 2023, people with disabilities used invataxi services 53.9 thousand times.As previously reported, the Ministry of Health, together with the akimats, decided to change the mechanism for providing invataxi services in order to improve its quality and speed of delivery, since there are a number of conditions according to current standards. For example, citizens need to make an appointment by phone the day before receiving the service, which forces them to plan their trips in advance, wait for the delivery of invataxi, there is a shortage of vehicles to provide invataxi services, etc.To simplify the conditions, a pilot project was initiated to involve taxi aggregators in the provision of this service, who received a corresponding request for participation.An important condition was the absence of interest on the payment of trips, which are usually deducted in favor of aggregator platforms. Yandex has expressed a desire to participate in the pilot project free of charge.As part of the pilot, citizens can book trips in passenger cars as part of invataxi through the Yandex Go mobile application. This allows you to quickly select a car for the recipient of the service, track the status of the order online and monitor the trips made. The accessibility screen has been launched in this application so that people with disabilities can warn the driver about special wishes on the trip. Since the beginning of 2024, 103.1 thousand citizens, of whom about 50.1 thousand are unemployed, have received certificates of completion of online courses on the Skills Enbek professional training platform (hereinafter referred to as the Platform). In total, 491.8 thousand Kazakhstanis have registered on the Platform, of which 130.4 thousand in 2024.Of the 50.1 thousand unemployed citizens who have completed training, about 15.3 thousand people are youth representatives, mainly from Aktobe, Turkestan, Karaganda, Kyzylorda regions and the city of Shymkent.Since the launch, the authors have published 631 courses in various fields on the Platform, 292 of them are free. Kostanay residents continue to support the Taza Kazakhstan program, initiated in early April 2024 by the country's President K.J. Tokayev. Kazakhstan Strengthens the International Security Architecture: UN General Assembly Approves Three Resolutions Proposed by Kazakhstan 04.12.2024
New York, December 2, 2024 – The United Nations General Assembly approved three resolutions initiated by Kazakhstan, aimed at strengthening global security, disarmament, and the non-proliferation of weapons of mass destruction.Kazakhstan, recognizing the UN as an irreplaceable and universal international organization, and adhering to a principled position on the issue of banning all types of weapons of mass destruction, reaffirmed its commitment to multilateralism and close cooperation with UN institutions. For the first time, three resolutions submitted by Kazakhstan to the UN First Committee were simultaneously brought to the General Assembly for consideration and were supported by the UN member states.The UN General Assembly unanimously adopted the resolution on “Strengthening and Institutionalizing the Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction”. The resolution calls for a substantive consideration of the possibility of establishing the International Agency for Biological Security, in continuation of the initiative proposed by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev during the 75th session of the UN General Assembly. Fifteen countries, including all Central Asian states, supported the document as co-sponsors.The resolution, “Addressing the Legacy of Nuclear Weapons: Providing Victim Assistance and Environmental Remediation to Member States Affected by the Use or Testing of Nuclear Weapons”, initiated by Kazakhstan and Kiribati, has sent an important signal to the global community about the need to consolidate efforts in providing humanitarian assistance to those affected by the use or testing of nuclear weapons. Kazakhstan, which suffered from the consequences of nuclear tests, consistently makes efforts to eradicate the nuclear threat and restore ecosystems in affected regions.In addition, the resolution on “Universal Declaration on the Achievement of a Nuclear-Weapon-Free World” was adopted once again. Since the beginning of 2024, through the Social Services Portal (hereinafter referred to as the Portal), persons with disabilities have received about 808.7 thousand technical means of rehabilitation (hereinafter referred to as TSR), 8.7 thousand – sign language services, 26.8 thousand – an individual assistant, 90.9 thousand – sanatorium treatment.The portal allows people with disabilities to independently choose the manufacturer and supplier of technical means and rehabilitation services. The order of the type of assistance is carried out by confirming the electronic digital signature of the service recipient. Mashhad, December 3, 2024 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu participated to the 28th meeting of the Council of Foreign Ministers of the Member States of the Economic Cooperation Organization (ECO).During the meeting, the heads of delegations discussed key areas of interaction within the ECO framework and considered proposals for strengthening regional economic cooperation.In his speech, Minister Nurtleu noted that the Republic of Kazakhstan will assume the chairmanship of the Organization in 2025, which will be held under the motto “Promoting Regional Transport Connectivity and Sustainable Development.”The Kazakh side emphasized the need to strengthen trade and economic ties between the ECO member countries. In this regard, special attention was paid to the development of transit transport routes, the launch of high-speed freight trains, the creation of a digital transit system, and the increase of the volume of intra-regional trade.It was also proposed to establish ECO cooperation with the Islamic Organization for Food Security to address common challenges in the field of food security.The importance of combating climate change and the development of a “green” economy was also emphasized by Kazakhstan. The Ministry of Health will improve the Rules for conducting medical and social expertise 03.12.2024
In order to protect the interests and rights of persons with disabilities, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed a draft order of the head of the department on amendments to the Rules for conducting medical and social expertise. The document is posted on the Open NPAs portal for public discussion until December 18, 2024.The draft order provides for an expansion of the List of nosological forms in which a proactive correspondence examination is carried out. It will include diseases such as severe hypotension and muscle weakness, persistent generalized hyperkenesis, severe coordination disorders and others.At the same time, the document provides for the introduction of diseases and conditions in which disability for persons over the age of eighteen is established indefinitely, or for 5 years. For example, with a decrease in visual acuity from 0.04 to 0.08 with correction in the better-seeing eye, narrowing of the field of vision in the better-seeing eye to 20 degrees from the point of fixation in all directions, disability will be established for a period of 5 years, and with irreversible fecal, urinary fistulas, stomas with malignant neoplasms – indefinitely.The draft order also introduced the provisions of the International Classification of Functioning for a more detailed assessment of human health disorders and functions leading to disability.The above changes contribute to simplifying the procedure for establishing disability, as well as improving the quality of this service.The adoption of the draft order will not entail negative socio-economic and/or legal consequences.The document can be found on the Open NPAs portal: https://legalacts.egov.kz/npa/view?id=15324605 .We remind you that the International Day of the Disabled is celebrated on December 3. The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – the Ministry of Health and Social Protection), chaired by First Vice Minister Akmadi Sarbasov, held a trilateral round table on occupational safety and health. The draft of the International Labour Organization (hereinafter – the ILO) on occupational safety and health and the draft ILO comments on amendments to the Labor Code concerning occupational safety and labor inspection were considered on the agenda.The round table was attended by representatives of the ILO, the Ministry of Labor Protection, subordinate organizations and social partners: the Republican Research Institute of Labor Protection, the State Labor Inspection Committee, the Federation of Trade Unions of the Republic of Kazakhstan, the NGO "KAZUGLEPROF Industrial Professional Union of Coal Miners", the National Confederation of Employers "PARYZ", the National Association of Mining and Metallurgical Enterprises enterprises" and other organizations.Opening the meeting, Akmadi Sarbasov stressed that the creation of safe working conditions and the protection of workers' labor rights are among the key activities of the Ministry of Health.In his speech, he noted that the Ministry of Labor is systematically improving the norms of labor legislation, including the implementation of the Concept of Safe Work for 2024-2030."Another important achievement was the return of the labor inspectorate to the vertical of the ministry, which made it possible to strengthen work on the observance of workers' rights.
