On November 20, 2024 within the framework of the Prime Minister's order "On certain issues of holding meetings of heads of central executive bodies with the population" Vice-Minister of National Economy Bauyrzhan Omarbekov made a business trip to the city of Shymkent, where he held a meeting with the population of Kursai microdistrict.During the visit, the Vice-Minister familiarized with the activities of the Communal State Institution "Turan", as well as with the progress of construction of engineering infrastructure systems of the Kursai microdistrict, which is implemented within the framework of the outskirts of large cities infrastructure development program.At the meeting with the population they discussed topical issues on providing residents with necessary infrastructure and raised concerns regarding social issues.In addition, during the business trip a meeting on the development of local self-government was held with the participation of local representative and executive bodies of Shymkent. The meeting was held as part of the implementation of measures provided by the Concept of Local Self-Government Development in the Republic of Kazakhstan until 2025.The participants proposed approaches to decentralize public administration in large cities of Kazakhstan based on international experience. Сенаторы одобрили законопроект о гарантированном трансферте из Нацфонда на 2025-2027 годы 22.11.2024
Премьер-министр Олжас Бектенов и члены Правительства приняли участие в пленарном заседании Сената Парламента РК.Законопроекты о республиканском бюджете и о гарантированном трансферте из Национального фонда на 2025-2027 годы депутатам представили заместитель Премьер-министра – министр национальной экономики Нурлан Байбазаров и министр финансов Мади Такиев. В ходе заседания сенаторами был рассмотрен и одобрен Закон «О гарантированном трансферте из Национального фонда Республики Казахстан на 2025 – 2027 годы». В соответствии с нормами документа размер гарантированного трансферта из Национального фонда в республиканский бюджет для обеспечения расходов по выполнению государственных обязательств составляет по 2 трлн тенге на 2025, 2026 и 2027 годы. Принятие закона позволит обеспечить сбалансированность бюджета и реализовать стабилизационную функцию Национального фонда.Депутатами также рассмотрен Закон «О республиканском бюджете на 2025 – 2027 годы». Приоритетной задачей бюджета остается исполнение социальных обязательств государства и реализация поручений Президента страны. Так, параметры республиканского бюджета на предстоящие три года определены с учетом соблюдения бюджетных правил и концентрации бюджетных расходов на приоритетных направлениях социально-экономического развития. Первоочередными направлениями бюджетных расходов остаются выполнение в полном объеме государственных социальных обязательств, развитие человеческого капитала через усиление поддержки науки, образования, медицины. В частности, общий объем расходов республиканского бюджета планируется в сумме: 25 750 млрд тенге в 2025 году, 23 168 млрд тенге в 2026 году и 24 566 млрд тенге в 2027 году. Средства направляются на улучшение благосостояния граждан через выстраивание экономической модели с адаптацией к текущим реалиям, а также создание условий для обеспечения стабильности государственных финансов и повышения доходов населения.Концептуально сенаторы республиканский бюджет поддержали, но в ходе его рассмотрения инициировали внесение ряда изменений. В частности, депутаты предложили на следующий год дополнительно выделить 60 млрд тенге, в том числе на региональное развитие, решение проблем водоснабжения и водоотведения, реализацию программы «Ауыл – ел бесігі» и другие направления. Заместитель Премьер-Министра – министр национальной экономики Нурлан Байбазаров в кулуарах Сената Парламента ответил на вопросы журналистов касательно объема государственного долга.Вице-премьер рассказал, что Международныйвалютный фонд, Всемирный банк, международные рейтинговые агентства ежегодно оценивают уровень развития экономики, уровень финансовой устойчивости Казахстана и отмечают стабильно низкий размер государственного долга:«Последние изменения, которые произошли в международных кредитных рейтингах,свидетельствуют о фискальной, финансовой устойчивости нашей страны. У нас имеются значительные валютные резервы в виде Национального фонда, золотовалютных резервов, размер которых превысил уже больше 100 млрд долларов и это та финансовая подушка безопасности, которая позволяет нам активно привлекать инвестиции.Мы приняли Концепцию управления государственными финансами. В ней прописаны ограничения - госдолг, в целом, не должен превышать 32% от ВВП страны. Сейчас данный показатель составляет порядка 23%, то есть мы находимся на достаточно безопасном и комфортном уровне по объему государственного долга».Также Нуралан Байбазаров отметил, что этот долг нужно рассматривать как инвестиции, благодаря привлечению которых создаются активы, позволяющие развивать казахстанскую экономику:«Мы строим дороги, инвестируем в инфраструктуру, запускаем новые производства. Batteries will be recycled in Pavlodar with the support of JSC "Zhasyl Damu" 22.11.2024
The investment project of TANDEM recycling LLP for the recycling of used batteries is being prepared for launch in Pavlodar. According to forecasts, it is planned to recycle 12 thousand batteries per year at this enterprise, which will produce from 750 to 1 thousand tons of lead and 105-140 tons of polypropylene per month. This was announced by Serikbol Kaliakparov, Head of the Investment Projects Service of Zhasyl Damu JSC.According to him, the investment headquarters of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan discussed projects aimed at modernizing and improving the waste recycling and disposal system in the regions. In the same place, the members of the headquarters approved an investment project for the collection, storage, transportation and recycling of used batteries in Pavlodar, using a system of accounting and supervision of all batteries accepted before recycling. The applicant, TANDEM recycling LLP, has already passed the first stage of document formation at the Industrial Development Fund JSC and is now awaiting indicative conditions. It should be noted that 161 workplaces will be created at the new enterprise.In addition, the aim of the project is to modernize and strengthen the existing production for the processing of spent batteries, as well as expand the network of collection points for used batteries from legal entities and individuals in Kazakhstan, develop a system for accounting and tracking each received battery from the moment of acceptance to processing. But most importantly, the disposal of waste batteries will prevent further lead pollution of the environment.It should be noted that the following products are formed during the processing of batteries: battery sludge, lead scrap, coarse lead, lead of various brands, as well as industrial waste.The project is scheduled to be launched in the second quarter of 2025.The total cost of the project: KZT 6,446 million. On November 19, at the site of the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change, COP29, representatives of the public of Kazakhstan took part in the Caspian House dialogue platform.The Ecoforum of Kazakhstan signed a Memorandum with representatives of public organizations of three countries (Azerbaijan, Russia and Turkmenistan) on the creation of the Caspian House platform.The platform will serve to unite the efforts of the public of Azerbaijan, Kazakhstan, Russia and Turkmenistan in raising people's awareness about the ecological state of the Caspian Sea. The platform's efforts will also be aimed at attracting wider attention to the environmental problems of the Caspian Sea basin.Within the framework of this cooperation, a virtual space will be created on the basis of a portal reflecting the environmental priorities of the Caspian countries. The average monthly salary in Almaty increased by 15.5% 22.11.2024
The city's economic department told about the measures taken to ensure the growth of the well-being of Almaty residents."Annual inflation slowed from 8.6% in August to 8.3% in September. This is due to a slowdown in the growth of prices for foodstuffs to 7.7% and non-food products to 5.6%. By the end of 2024, annual inflation is expected to slow further to 7.5-8%, in 2025 - to 6.5-7.5%," the Almaty Department of Economics reported.In the first half of 2024, nominal cash incomes increased by an average of 22% to 292 thousand tenge (Kazakhstan – by 9.2% to 201.1 thousand tenge). In real terms, the growth amounted to 11.6% (Kazakhstan – by 0.3%).The average monthly salary was 468 thousand tenge (in the republic – 392.6 thousand tenge). In nominal terms, wages increased by 15.5%, in real terms – by 5.7%.In 9 months of 2024, 50.5 thousand jobs were created, of which 77.9% are permanent.There is also a high level of investment activity in Almaty. According to the results of 9 months of this year, over 1.1 trillion tenge of investments in fixed assets were attracted with an increase of 8.1%. The growth of private investment amounted to 8% and increased to almost 1 trillion tenge. 15 ноября 2024 года на площадке АО «Институт экономических исследований», состоялось заседание Рабочей группы по обеспечению соблюдения прав человека в предпринимательской деятельности с учетом Руководящих принципов ООН под председательством директора Департамента политики развития предпринимательства Министерства национальной экономики РК Эрика Джамбулова, с участием представителейгосударственных органов, бизнеса и профсоюзов.В ходе заседания представитель Программыразвития ООН в Казахстане Дина Масановапредставила Руководящие принципы ООН, где основное внимание акцентируется на роли государства в защите прав человека, и предложила рекомендации по улучшению существующихмеханизмов защиты, основанные на проведенной Национальной базовой оценке.В повестке мероприятия также рассмотренкомплекс мер по предотвращению нарушений прав человека на рабочих местах, включая текущие законодательные инициативы и практические шаги по их внедрению. Были определены существующие барьеры и предложены направления для их устранения, предусматривающие более тесное сотрудничество с профсоюзами.Членами Рабочей группы выработаны ряд предложений по совершенствованию законодательства и улучшению практических мер, направленных на защиту прав человека в предпринимательской деятельности. Были предложены дополнительные инициативы для предотвращения нарушений, а также механизмы контроля и мониторинга, которые помогут оценить эффективность реализуемых мер.В дальнейшем, Рабочая группа продолжит работу по разработке и внедрению рекомендаций, направленных на создание безопасной и справедливой бизнес-среды, основанной на принципах уважения прав человека.Source : https://www.gov.kz/memleket/entities/economy/press/news/details/886380
