Expansion of industrial potential. Large-scale projects are being launched in the regions of Kazakhstan 05.04.2025
April 2, at the meeting of the headquarters for economic growth under the chairmanship of Deputy Prime Minister - Minister of National Economy Serik Zhumangarin discussed the development of Astana, Almaty, Ulytau and Karaganda region.Astana: Investing in developmentThe capital ranks first among the regions in terms of the number of investment projects and population growth rates. The share of small and medium-sized businesses (SMEs) in the city's economy is 73%, which is twice as high as the national average.To date, the Astana pool includes 130 investment projects worth 2,5 trillion tenge with the creation of 18,3 thousand jobs. In 2025, it is planned to implement at least 50 projects involving more than 300 billion tenge of investment. Along with this, a number of major projects have been launched, such as:Kazak Protein plant (170 billion tenge) – deep processing of wheat;TOKK Kazakhstan (55 billion tenge) - production of light metal packaging;LASSELSBERGER (23,6 billion tenge) - production of construction mixtures and paints;Elektrovoz Kurastyru Zauyty (15 billion tenge) – service center for electric locomotives.Mayor of Astana Zhenis Kasymbek informed at the meeting of the headquarters that for the further development of the industrial cluster near the capital, the construction of Industrial Park №2 begins, on the territory of which it is planned to implement about 50 investment projects worth more than 500 billion tenge. In addition, a number of major logistics projects are being prepared for launch in the capital, including the Wildberries logistics hub and the second stage of the transport and logistics center of Ozon. For all logistics projects, it is necessary to build an engineering infrastructure.Karaganda region: industrial agglomeration118 investment projects worth 174,6 billion tenge are being implemented in the region, creating 2,9 thousand jobs. Significant objects include:Hot-dip galvanizing plant (6,2 billion tenge, 115 jobs);«Hyperborea» wind farm (50,6 billion tenge, 20 jobs);Plant for the production of silicon alloys (62,8 billion tenge, 497 jobs);«TEMPO Kazakhstan» steel pipe production (25 billion tenge, 400 jobs);Production of aluminum radiators (18,6 billion tenge, 183 jobs).Akim of the region Yermaganbet Bulekpaev voiced the need to increase the power supply capacity of SEZ «Saryarka» and industrial zone «Saran». In 2027 on the territory of SEZ «Saryarka» it is planned to start construction of a plant for the production of special-purpose steel «Kazakhstal», for which it is necessary to expand the territory of SEZ. At the same time, as part of the creation of multimodal air hub «CargoHUB Karaganda», SEZ also needs to expand the list of priority activities. The Deputy Prime Minister supported the proposals of the Karaganda region in terms of bringing infrastructure to the SEZ and expanding the list of activities, instructed the Ministry of National Economy to work out this issue in a short time with the Ministry of Internal Affairs.Ulytau: Industrial developmentUlytau is one of the leaders in terms of gross regional product per capita (6,1 million tenge). 19 investment projects worth 933 billion tenge with the creation of 2,2 thousand jobs are planned in the region. In 2025, 17 of them will be implemented in the amount of 138 billion tenge, including:Development of the West Karazhal field;Construction of the sulfuric acid shop of the Zhezkazgan Copper Smelter;Modernization of processing plants;Construction of an oil depot and a factory for the production of respirators.An industrial zone has been created in Satpayev, within the framework of which 4 projects worth 28 billion tenge are being worked out with the creation of 150 jobs. Akim of the region Dastan Ryspekov raised the issue of the need for financing from the national budget to bring the necessary infrastructure to the SEZ.  Serik Zhumangarin also supported this proposal, instructing to include the issue of financing the necessary infrastructure in the list of priority tasks. The Deputy Prime Minister stressed that for the effective economic development of the Ulytau region, it is necessary to increase the pool of investment projects and start developing coal chemistry and agriculture. Almaty: auto industry and tourism95 private investment projects worth 1,5 trillion tenge are being implemented in Almaty, creating 21,5 thousand jobs. The forecast for GRP growth is 6,4%.A number of significant facilities are planned to be commissioned in 2025:- Multi-brand plant for production of Haval, Chery, Changan cars (182 billion tenge, 90 thousand cars per year);-Almaty Museum of Arts (44 billion tenge);- Wildberries Logistics Center (43,2 billion tenge);- Medeu Park Hotel complex (17 billion tenge).Also in Almaty, it is planned to expand the industrial zone, the second stage of development will cover 194 hectares of territory. Deputy Mayor of Almaty Alisher Abdikadyrov informed that the expansion of the industrial zone is delayed due to the long coordination of project documentation with the State Expertise. Kostanay region continues to implement one of the most significant investment projects in the history of the Kazakh industry — the construction of a KIA car manufacturing plant. Floods of 2025: all risks removed 05.04.2025
This was stated today at a meeting of the operational headquarters by Akim of Kostanay region Kumar Aksakalov.Thanks to careful preparations carried out within the framework of the instructions of the Head of State, the region managed to effectively cope with the flood situation and avoid threats to the population and infrastructure in 89 rural settlements and 3 cities.This year, more than 7.5 billion tenge was allocated for flood prevention measures, which is three times the amount of funds allocated last year. This made it possible to significantly strengthen the protective structures, as well as purchase the necessary equipment and materials. In particular, 860 million tenge was allocated for the purchase of equipment.One of the main areas of work was the installation and repair of engineering facilities. In 2025, 57 kilometers of protective shafts were built, 168 culverts were installed, and 20 kilometers of new storm sewers were laid. In addition, 27 hydraulic structures were repaired. All protective structures have fulfilled their functions in full.To successfully complete all the activities, more than 3,000 people and 800 pieces of equipment were involved in the training. In particular, large—scale snow removal was carried out - more than 1.2 million m3 of snow was removed, which effectively reduced the load on the storm and drainage systems. Pumping out more than 250,000 cubic meters of water from the most vulnerable areas played an important role.Special attention was paid to the construction of a 30-kilometer diversion canal, which was completed in October 2024 and provided protection from possible water threats in the Karasu district. The canal has played a key role in preventing lakes from pooling and excessive flooding of territories. Today, the water flow through the canal is 12.2 cubic meters per second, which makes it possible to effectively control the water level and prevent the threat of floods. The volume of water that passes through the canal is about 1.1 million cubic meters. m per day, and at the moment the volume of waste water has exceeded 700 million cubic meters.At the same time, a new 110 kW 15 km long power transmission line was laid around the Lake Alabota flood zone. Power lines have also been restored in the southern regions of the region, ensuring reliable power supply even in the most vulnerable areas. In total, 693 power transmission poles were restored in the territory of Amangeldy, Dzhangeldy districts and the city of Arkalyk.Results: success of flood prevention measuresAs a result of all the work carried out, the flood period passed without flooding, damage and consequences for the population. Protective structures, purchased equipment and well-coordinated work of all services ensured a high level of safety for residents of the region.In addition, volunteers, military personnel and local residents played an important role in the successful training. All these efforts have made it possible to minimize risks and effectively cope with the flood situation.Akim of the region Kumar Aksakalov thanked all the residents, volunteers and services who participated in the preparation and security of the region. "Your involvement and active position helped us to get through this flood period without losses and consequences. Akim of the region, Nurlybek Nalibayev, met with business representatives to discuss issues such as business protection, investor interests, and the implementation of investment projects. As N. Nalibayev noted, 21 projects worth KZT 37 billion were completed in the region last year. The Republican Council for Attracting Investments successfully resolved issues related to the sanitary protection zone of the cement plant, the value-added tax for the thermal power plant under construction, and the reduction of commercial gas costs for the glass plant. The regional delegation's working trips to Korea, Italy, Spain, and China to attract investments are beginning to show results. The Higher School of Artificial Intelligence and Informatics at the Seoul National University of Science and Technology has been established at Korkyt Ata Kyzylorda University.On March 12, a meeting with the management of the Spanish company Roca Group was held in Astana with the participation of the Prime Minister Olzhas Bektenov, where plans for joint work were discussed. Negotiations are underway with Spanish investors on the construction of a sanitary ware plant. Nine agreements worth 10.8 billion tenge have been signed with the People's Republic of China. The agreements will begin to yield their first results in the near future.During the working visit of the Head of State to Qatar, an agreement was reached to construct a 1,100 MW combined-cycle plant in Kyzylorda, valued at KZT 800 billion. A land plot of 280 hectares has been reserved for this project. A gas power plant will occupy 100 hectares of this land, while promising projects will be developed on the remaining area. The regional headquarters for discussing and implementing investment projects operates under the leadership of the regional akim. "The regional coordination council has made decisions regarding land plots and the installation of engineering infrastructure systems," said N. Nalibayev. "Together with law enforcement agencies, we will continue systematic efforts to support investment projects, address challenges, and improve conditions for small and medium-sized businesses. Over the past three years, KZT 206 billion have been attracted from various funding sources to support entrepreneurship for 16,700 projects. Of this amount, KZT 40.9 billion were allocated through state programs. This year, 4,800 entrepreneurship projects have been financed for KZT 29 billion. As a result, the share of entrepreneurship in the economy will reach 21%. Under the “Auyl Amanaty” program, 748 projects have been implemented over the past two years, creating more than a thousand new jobs. This year, 815 projects are planned under this program. At a meeting of regional activists, the head of the region, Nurlybek Nalibayev, introduced the new head of the regional department of culture, archives, and documentation, Zhanmurat Seilov. Zhanmurat Seilov was born in 1985 in the Zhambyl region. He graduated from Taraz State University, named after M.Kh. Dulati, with a degree in History, Law, and Fundamentals of Economics, and from the International Kazakh-Turkish University, named after H.A. Yassawi, with a degree in State and Local Government. He began his career as an inspector in the office of the Akim of the Kyzylorda region. Over the years, he headed the city department of entrepreneurship, industry, and tourism, as well as the offices of the city maslikhat and the Akim of Kyzylorda. He also served as deputy akim of Kyzylorda and head of the regional department of physical culture, sports, and tourism. Since September 2024, he has held the position of deputy head of the office of the Akim of the Kyzylorda region. Товарооборот между Казахстаном и Китаем по итогам прошлого года увеличился на 6,8% и досрочно достиг $43,8 млрд. Главами двух государств в прошлом году на заседании ШОС была поставлена задача довести этот уровень до $80 млрд.В 2024 году взаимный товарооборот между Казахстаном и провинцией Шэньси КНР составил $382,3 млн, что в 2,4 раза больше по сравнению с аналогичным периодом предыдущего года ($157 млн).Визит Министра торговли и интеграции РК Армана Шаккалиева в качестве главы бизнес-делегации в Сиань (КНР, провинция Шэньси) способствует дальнейшему углублению торгово-экономического и инвестиционного сотрудничества с провинцией Шэньси, которая является ключевым транспортно-логистическим узлом на экспортном маршруте в Юго-Восточную Азию.В первый день визита, 1 апреля, состоялась встреча с секретарем парткома КПК, председателем собрания народных представителей провинции Шэньси Чжао Идэ.«После проведения заседания Шанхайской организации сотрудничества мы с моим китайской коллегой обсуждали, как мы это можем сделать, и единодушно пришли к выводу, что нужно менять парадигму. Не только заниматься торговлей «купи-продай», но и инвестициями, запускать совместные производства, и соответственно у нас будут увеличиваться возможности по увеличению товарооборота. Отмена визы до 30 дней даст большой импульс развитию туризма и бизнес-сотрудничества между нашими странами», - подчеркнул Министр торговли и интеграции РК.Стороны обозначили, что между нашими странами активно развивается сотрудничество по ряду направлений, в том числе – в транспортном секторе. В прошлом году через Казахстан было отправлено около 300 поездов из Китая в Европу, за первые два месяца 2025 года оправили более 111 поездов.Укрепляется сотрудничество в сфере образования и науки, в вузах КНР учится более 400 студентов из Казахстана, филиал Северо-западного политехнического университета Китая на базе КазНУ им. Аль-Фараби уже принял 56 аспирантов.Были обсуждены приоритетные направления сотрудничества между нашими странами. В первую очередь, будет продолжено развитие железнодорожного сообщения между Китаем и Европой.«В рамках первого направления мы можем расширить товарооборот в сфере торговли: автомобилями, альтернативной энергетики и сельхозпродукции посредством железнодорожного сообщения по направлению Китай – Европа. Нам еще можно развивать сотрудничество по расширению наших складов за рубежом. Второе направление – сельское хозяйство», - предложил Чжао Идэ.Он пригласил вузы Казахстана подключаться к альянсу университетов ШОС и к альянсу профессиональных университетов «Один пояс – один путь».Кроме того, будет расширено сотрудничество в сфере гуманитарно-культурного обмена. В этом году из провинции Шаньси будет отправлен первый культурно-туристический поезд из города Сиань в Алматы и планируется проведение фестиваля искусства «Шелковый путь».Секретарь парткома отметил, что в июне 2025 года второй саммит Китая в Центральной Азии будет проводиться в Астане, в рамках которого планируется проведение собрания Делового Совета Китая.В завершение встречи Министр торговли и интеграции РК пригласил представителей бизнеса КНР посетить экспортно-импортную выставку в Астане с 11 по 13 июня, которая приурочена к проведению саммита. На сегодняшний день в ней изъявили желание участвовать порядка 200 китайских компаний.Кроме того, отдельные встречи были проведены с предпринимателями.Председатель правления Shaanxi Foreign Economic and Trade Group Мяо Цянь отметил, что по товарообороту компания занимает третье место в провинции Шэньси. Она действует во многих сферах, причем главным направлением является торговля в горнорудном секторе, включая цветные металлы, катодную медь, алюминий.«Мы хотели импортировать природный газ и сырую нефть, ежегодные потребности которой в Шэньси составляют 3,6 млн тонн. Кроме того, мы заинтересованы в реализации совместных проектов по строительству солнечных и ветровых станций на условиях EPC-контрактов, а также участвовать в реализации проекта по созданию логистической инфраструктуры для складских помещений», - уточнил Мяо Цянь.В свою очередь, генеральный директор Ningxia State farm Дуань Чжицян отметил, что его предприятие специализируется в сельском хозяйстве с активами более 400 миллиардов евро. Он выразил готовность закупать или совместно выращивать люцерну и кукурузу, так как компания содержит 250 тысяч голов скота и нуждается в кормовых культурах и в химических удобрениях.«Наша компания работает более 70 лет, внедряя передовой опыт по выращиванию молочных пород коров, имеется современное животноводство. И мы имеем большой опыт B2B по выращиванию люцерны и продовольственной кукурузы, современные технологии по распределению и «умной» системе водораспределения», - подчеркнул он.В свою очередь, Арман Шаккалиев напомнил, что Казахстан обладает более 260 млн га земель сельхозназначения, занимая третье место в мире после Австралии и Канады.«И конечно мы заинтересованы, чтобы наше сельское хозяйство развивалось по принципу оффтейк-контрактов, чтобы вы могли по своим технологиям и стандартам выращивать продукты, заниматься их переработкой и вывозить на экспорт. Учитывая вашу основную деятельность в сфере АПК, приглашаем вас в Казахстан в качестве инвестора», - резюмировал министр.На второй день визита, 2 апреля 2025 года в городе Сиань состоялась торгово-экономическая миссия (ТЭМ) Казахстана. По итогам B2B-сессий казахстанские компании заключили экспортные контракты на сумму $98 млн.Торговая миссия впервые проводится на территории загранучреждения, Генконсульства РК, где два года назад с участием Главы государства был открыт шоурум казахстанских товаров. В миссии приняли участие более 60 предпринимателей Казахстана и более 100 предпринимателей Китая.В рамках торгово-экономической миссии QazTrade организована выставка из трех экспозиций в виде казахских юрт с презентацией продукции около 50 отечественных казахстанских компаний, представленных в основном пищевой отраслью. Мука, масличные и зерновые культуры пользуются высоким спросом на китайском рынке. Данная продукция составляет основу стратегического экспорта Казахстана в Китай, открывая новые горизонты для казахстанских производителей.По итогам ТЭМ QazTrade заключены соглашения о сотрудничестве с Торгово-промышленной палатой Комитета по содействию международной торговли провинции Шэньси, AIJU Grain and Oil Industry Group. The project will create new jobs and strengthen the industrial potential of the region," Kumar Aksakalov said. Large-scale investments and job creation The total amount of investments in KamLitKZ projects exceeds 238 billion tenge:•78.2 billion tenge was invested in the iron foundry, which began operation in November 2024.•82.5 billion tenge was allocated for the construction of the main transmission plant (commissioning in 2025).•78 billion tenge will be invested in the project "Localization of the beam" (implementation in 2025). These projects create 1,150 new jobs, of which:✅ 500 – at the iron foundry;✅ 550 – at the main gear factory;✅ 100 – within the framework of the "Beam Localization" project. The average age of employees is 27 years old, mostly young professionals work here. Personnel are trained on the basis of local educational institutions, including Kostanay Highway College. Modern technologies and access to the international market The new plant will produce up to 74,000 main gears per year. The production process is based on precision stamping technology, which ensures high strength and durability of the parts. All the equipment is supplied by leading European manufacturers from Italy, Spain and Germany. KamLitKZ products are aimed at the CIS and European markets, which will expand the export potential of the region. The development of the machine–building sector is one of the priorities of Kostanay region.
