Digital transformation of East Kazakhstan region: smart cities, innovations and creative economy 14.02.2025
East Kazakhstan region is confidently moving towards digitalization, introducing modern technologies into various spheres of life. Large-scale projects are being implemented in the region to develop smart cities, automate government processes, support IT startups, and provide access to broadband Internet. The development of digital solutions in city management is one of the main priorities. The Smart Cities project has already implemented 26 initiatives, three of which use artificial intelligence technologies. Thus, an intelligent PACS system is operating in the healthcare sector, which allows for early detection of oncological diseases. It is connected to 20 medical institutions and has already processed more than 13 thousand images using artificial intelligence. In addition, business processes of state bodies have been automated: digital data registers have been created, reporting has been systematized, and key documents have been digitized. In 2025, similar work will be carried out in six departments, including the education, culture and energy sectors.- Another step towards regional security is the O.P.E.R intelligent video surveillance system. More than 5 thousand cameras have been installed in the region, 300 of which use video analysis. This allows for a prompt response to incidents and increases the level of public safety. Thanks to these and other projects, the East Kazakhstan region has scored 77 points in the relevant rating and entered the top three among the "smart" regions of Kazakhstan, - noted the head of the Department for the Development of Digitalization and Informatization Arnur Turarov. The IT sector is actively developing in the region, creating conditions for the growth of talented developers. In 2024, 96 events for startups were held in the region: hackathons, master classes, business meetings and trainings, which were attended by 3,107 IT specialists. The best 95 projects received support. At the beginning of 2025, the DOGS team from the East Kazakhstan region won the “Best AI Startup Idea” nomination at the Digital Almaty 2025 international forum. Its LIFT project is an educational platform for the rapid introduction of technologies, including blockchain. The success of East Kazakhstan youth confirms the high level of regional IT initiatives. For effective management of regional initiatives, the Bitrix24 system has been introduced in the region. It allows you to monitor the progress of digital projects, automate task management, and coordinate the work of responsible departments. In the first stage, the main facilities were added to the system: the Hematology Center in Ust-Kamenogorsk and a 600-seat school in Ridder. The hematology center, which has been under construction since 2020, is 80 percent complete and will be completed by the end of 2025. All necessary agreements have been signed in Ridder, and the construction of a new educational institution has begun.Another priority is Internet access. Today, 219 settlements in the region (96.7 percent of the population) are connected to the network. The remaining 138 settlements will have access to the Internet by the end of 2027, but local authorities intend to accelerate this process and complete it by 2026.In addition, to improve Internet coverage:•160 schools are provided with Starlink satellite Internet;•25 antenna mast structures are being dismantled in Ulistan; Menogorsk through fiber-optic communication networks.East Kazakhstan region is showing excellent results in digitalization, relying on advanced technologies, safety and comfort of citizens. The introduction of artificial intelligence, automation of public services, support for IT startups and the development of high-speed Internet are steps that make the region not only modern, but also technologically advanced. East Kazakhstan is confidently moving towards a future where digital technologies will improve the quality of life of every resident.Source : https://www.gov.kz/memleket/entities/akimvko/press/news/details/934257

"It is necessary to act according to a comprehensive plan": Flood prevention preparations have begun in Akmola region 14.02.2025
This year, the regional authorities decided to start preparing for floods early. Although the winter season has not yet ended, work is being carried out intensively around the clock to protect vulnerable areas. In particular, special attention is being paid to expanding the channel of the Zhabai River, which flows through three districts. The akim of the Akmola region noted that comprehensive work is needed in all regions.Currently, work is underway to expand the channel of the Zhabai River in the village of Balkashino. These measures will help reduce the risk of flooding in Atbasar during spring floods. The river bank is being cleared of reeds and woody vegetation, the channel is being widened to 35 meters, and the depth is being increased to 3 meters.“We will accelerate the flow of water and prevent it from overflowing the river channel. Two protective dams will be built in the most vulnerable areas. A reservoir with a depth of about five meters will be created in Balkashino. Excess water will be sent to this reservoir and then used for the needs of the villagers. Similar work will be carried out in the Atbasar district,” said Bakhyt Beszhigitova, head of the project company, director of Bakhyt-Hydro LLP.The large-scale project is planned to be completed by the end of May next year. Today, about half of the work has been completed. The project was made possible by financing from the Demeu Kazakhstan fund.In addition, this spring, the construction of three water culverts along the Atbasar soil dam will be completed. The head of the region saw the ongoing work with his own eyes during a working trip to the Sandyktau and Atbasar districts.“Currently, 38.2 cubic meters of reinforced concrete pipes, metal structures and sluices have been dismantled and replaced. In addition, 45 cubic meters of soil have been excavated and moved 10 meters. Pipes with a diameter of 10 meters have been laid, and the casing of water intake fittings has been made. All work is being carried out according to the approved schedule,” said Kenesh Alimzhanov, the governor of Atbasar district. It should be noted that similar work is being carried out in six large water bodies in the region. This will ensure the safety of dozens of settlements. “In the summer, we carried out evacuation work for residents in dangerous areas. More than 400 families were resettled in Atbasar and provided with new homes. Thus, areas with a constant risk of flooding are now empty. The spring situation will depend on air temperature, precipitation, and soil freezing level. We are closely monitoring these issues. An operational headquarters has been established. Today, we held the first interregional meeting with contractors and other interested parties. There are always risks, but we must be ready for them,” said Marat Akhmetzhanov, the governor of Akmola region. The head of the region held an expanded meeting with representatives of the local authorities of Atbasar district, the emergency department, the prosecutor's office, entrepreneurs and other interested parties.“Flooding is expected in the third decade. Last year, more than a thousand houses were damaged in the Atbasar district. The threat of flooding in 20 settlements has not yet been eliminated. Countermeasures have not been fully implemented in all villages. For example, no engineering work has been carried out in the village of Sochinsk for the past three years. The water level in the reservoir has risen, threatening more than 20 houses. Every year, protective measures are taken on our own, but they do not give the expected results. The earthen dam in Atbasar also raises concerns. Therefore, long-term decisions need to be made,” the head of the region said.Marat Akhmetzhanov warned the meeting participants not to repeat last year’s mistakes and stressed the need to carry out all work in a comprehensive manner according to the plan.“All possible risks must be taken into account, including the risk of snowmelt and lake overflow. Preparations must be carried out in a timely manner, and the measures taken must be effective,” the regional akim said.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/931928

Preparations for the sowing campaign have begun in the Akmola region 14.02.2025
Akmola region is one of the leading regions in the agricultural sector of our country. However, the region is located in a high-risk agricultural zone. In this regard, preparations for this year's sowing campaign began earlier than usual. This will reduce the adverse effects of weather and allow for stable yields.Regional Governor Marat Akhmetzhanov held a regional meeting with agricultural producers and leaders of the most productive districts. He also visited large enterprises in the region and got acquainted with the process of preparing agricultural machinery, harvesting and processing products.“Spring sowing is a very responsible period. At a recent expanded meeting of the Government, the Head of State set specific tasks for further increasing the potential of the agro-industrial complex. The President noted that although the agricultural sector achieved good results last year, it is necessary to increase the volume of soft loans for spring sowing and harvesting. We must use every day as effectively as possible. This is the main condition for reducing risks and ensuring the food security of the region,” Marat Akhmetzhanov noted.Regional Governor called on farmers to intensify work to fully provide them with the necessary machinery, fuel, fertilizers and credit instruments.“This year, for the first time, we are providing soft loans before the start of spring sowing. That is, farmers must be fully prepared before the campaign. The state provides all support from its side: soft loans, subsidies, cheap fuel. And akims must personally visit and control farms that receive state support. The main goal is to obtain high-quality products, store them and process them. You should also be interested in these processes. Productivity and income are part of your managerial achievements,” the head of the region said.Provision of soft loans began in December last year through the “Ken Dala” and “Ken Dala 2” programs. Today, 329 applications for 52.3 billion tenge have been received, 217 of which have been approved. This year, 5.4 million hectares of land will be sown in the Akmola region, of which 4.7 million hectares are for grain and leguminous crops. 36.5 thousand units of agricultural machinery are being prepared for sowing, 75% of which are already fully ready. In addition, 7% of new equipment will be purchased to update the equipment park. Marat Akhmetzhanov noted the need to actively introduce precision farming technologies, digitalization, moisture conservation methods, and complex plant protection measures. “You can’t leave everything to the weather. Only strict adherence to agrotechnology will allow for stable yields and increase the profitability of the industry,” the head of the region emphasized. This year, the Agronomic Council was established for the first time in the region. Its main task is to control the quality of seeds and ensure the observance of agrotechnology. Deputy Akim of the region Murat Balpan noted during the meeting that the amount of taxes paid by agricultural enterprises to the budget is one and a half times less than the subsidies received. This is evidence that the state has introduced a special tax regime, taking into account the specifics of the agricultural sector. Such a discount does not exist in other economic sectors. Agricultural producers are tasked with fully defining the structure of arable land by March 1 and increasing the share of oilseed and fodder crops. And by April 1, it is necessary to fully analyze the quality of seeds in laboratory conditions and complete the preparation of agricultural machinery. The regional akim instructed the district akims to establish close contact with farmers, provide concrete assistance, and accelerate the development of allocated loans.“Every day of spring is a year's supply of food. We cannot afford mistakes. Therefore, each responsible person must be as diligent and prompt as possible and fully fulfill the assigned tasks,” concluded Marat Akhmetzhanov.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/933257

The Academy cadets discussed the existing system of combating corruption, what negative consequences corruption has, and what contribution each of us can make to the formation of an honest society,” Sagynysh Ayaganova noted.According to the lecturer, in order to implement the principle of “Law and Order”, the Department of the Anti-Corruption Agency regularly holds events covering various categories of the population, including individual events for schoolchildren, students, civil servants, and civil society.Deputy Head of the Internal Policy Department Daniyarbek Nurseitov noted the importance of demonstrating an active civic position supporting the ideology of zero tolerance for corruption, as well as strengthening the principles of honesty and integrity among the younger generation.“Today's lecture allowed me to better understand the mechanisms of combating corruption as an important tool in the fight against corruption. The development of the general education system based on the principle of "law and order" is the basis for the formation of an anti-corruption culture of cadets, by instilling in them anti-corruption values, the ability to make decisions and act independently of the emotional state. Holding events in this format plays an important role in the formation of anti-corruption consciousness and culture of cadets at the stage of formation of individuals as civil protection officers," noted the Academy cadet Murat Zhanbayev. It should be noted that representatives of the Anti-Corruption Service held a training seminar and showed thematic videos. But this is not a gift from the state, every spent money will be under strict control. About 450 million tenge is allocated for the development of the meat cluster in the Zerendy district, and these funds should serve the interests of all residents. With proper nutrition, a healthy cow herd can gain not only 600-800 grams, but more than a kilogram of mass per day.
