Over 100 Villages will Gain Internet Access via FWA Technology 17.01.2025
As part of a pilot project utilizing Fixed Wireless Access (FWA) technology, more than 100 villages across the country will gain access to the Internet. One of the first to benefit from the service is the village of Sarybay Bi in the Almaty region.Today, the Minister of Digital Development, Innovations, and Aerospace Industry, Zhaslan Madiyev, personally evaluated the advantages of this new approach to internet access for rural settlements and spoke with the residents of Sarybay Bi.Previously, the residents of Sarybay Bi relied on outdated ADSL technology, which is limited in speed and connection quality. The new approach to building network infrastructure allows for data transmission at speeds of 200-300 Mbps, coverage of large areas, and stable connectivity even with an increasing number of users.A total of 105 homes in the village have already been connected to the new technology and have appreciated its benefits and capabilities. Currently, residents are actively submitting applications for connection.“In my opinion, the main advantage of this technology is stable, high-speed internet without the need for the costly installation of fiber optic networks. This new approach to the digitalization of Kazakhstan’s rural areas has demonstrated its viability and potential on the example of Sarybay Bi. Now, the residents of this village and, I hope, other similar settlements will have the opportunity to use all modern services and online platforms,” said Zhaslan Madiyev, Minister of Digital Development, Innovations, and Aerospace Industry of Kazakhstan.Kazakhtelecom, through its newly established subsidiary "Auyltelecom," plans to implement this solution in other villages across the country based on the results of successful trials. The new technology has already been deployed in 7 villages, covering over 200 households. By 2025, the plan is to connect more than 100 villages, providing modern internet access to over 10,000 rural residents.“We have directed one of our subsidiary organizations to focus on providing high-speed internet in rural areas. Auyltelecom is now working to identify the most optimal technologies and offer village residents access to high-quality internet. Testing in Sarybay Bi has shown that modern wireless technologies, such as FWA, can effectively solve the challenges of high-speed internet access in rural areas,” noted Bagdat Mussin, Chairman of the Board of Kazakhtelecom JSC.Several residents shared their opinions about the new communication technology with the Minister of Digital Development during his working visit to Sarybay Bi. In situations where traditional fiber optic networks are difficult and costly to implement in remote regions, FWA technology provides internet access with minimal infrastructure costs. Strategic session on the development of the new Law of the Republic of Kazakhstan on Telecommunications: Kazakhstan creates the basis for the technological future 17.01.2025
On January 17, the Astana Hub hosted a strategic session dedicated to the development of the new Law of the Republic of Kazakhstan "On Telecommunications". This Law will be an important step in adapting the legal framework to the realities of the digital world and creating an ecosystem that meets the challenges of the time. The session was organized by the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan (ICRIAP) and the QazTech Association. The leading experts of the telecommunications industry, representatives of government agencies, businesses and public organizations gathered at one site. The main objective of the meeting was to identify ways to develop the telecommunications sector in the coming decades. As noted by Askhat Orazbek, Vice Minister of Digital Development, Innovation and Aerospace Industry, the current law has reliably supported the industry for 20 years, but the time has come to update it. It is necessary to determine what technologies and regulatory measures Kazakhstan will need for the next 20-30 years in order to create convenient business conditions and ensure high-quality services for the population.Legislative changes are aimed at developing the communications infrastructure, increasing its accessibility and quality. Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan Ekaterina Smyshlyaeva emphasized:"As a legislator, I participate and support this process. The changes should be aimed at developing the industry, creating comfortable conditions for consumers and optimal conditions for operators. It is also important to ensure the effectiveness of the regulator. This is important work, and I am sure that our joint efforts will lead to positive results."The law, which once regulated only telephony and postal services, now needs to be revised to take into account new technologies such as the Internet, Wi-Fi, radio frequencies and 5G.Damir Seisembekov, Chairman of the Telecommunications Committee of the ICRIAP RK, added that the working group was actively working on proposals received from market participants. Draft laws are currently being developed to improve regulation in the industry. Much attention is paid to radio frequencies and technologies such as 5G and Wi-Fi.The draft Law plans to update the conceptual framework, provide for amendments to update criteria for data centers, introduce private Internet traffic exchange points, update conditions for the use of non-geostationary orbits, norms related to the construction of telecommunications infrastructure, etc."We see that the communications infrastructure is being transformed. Previously, the classical infrastructure based on copper lines and telephone connections prevailed. Today, the infrastructure has become converged: it is based on fiber and wireless technologies and provides telephone, Internet, video surveillance, Internet of Things, etc.Responsible telecom operators build expensive and redundant infrastructure that requires significant capital investment and payback. Both large and small companies operate within this paradigm. However, there are pseudo-operators who create artificial competition without investing anything in infrastructure, and thus harm the market. In this regard, I proposed to return licensing for the provision of Internet services," says Nurlan Meirmanov, Chief Strategy and External Asset Management Officer at Kazakhtelecom JSC.Special attention was paid to local telecom operators who need support for further development."The most important issue is the support of local telecom operators. In highly competitive conditions, it is important to create conditions so that operators not only survive, but also develop. If we leave only a few major players on the market, this will lead to a decrease in the quality of services and a limited choice for consumers. Therefore, it is necessary to support small and medium-sized operators that can effectively operate in local markets. All changes in legislation and regulation should be aimed at developing the market, improving the quality of services for consumers and creating conditions for sustainable growth of the industry. We must actively work with investors, experts and operators to develop solutions that will ensure development at both the technological and legislative levels," Kuanyshbek Yessekeyev, Adviser to the President of the Republic of Kazakhstan, said in his speech. The updated law will become the basis for the effective development of the telecommunications industry, create favorable business conditions and improve the quality of services for the citizens of Kazakhstan. Thanks to the joint efforts of experts, operators and government agencies, Kazakhstan will continue to strengthen its position as a technological leader in the region.Source : https://www.gov.kz/memleket/entities/mdai/press/news/details/920256

Plastic waste inventory in Kazakhstan: results, challenges and recommendations 17.01.2025
Plastic waste is one of the most acute environmental problems of our time, affecting both local ecosystems and global efforts for sustainable development. Kazakhstan, like many countries, is facing a growing volume of plastic waste, which poses significant challenges to environmental safety.Within the framework of the regional project "Plastic waste in remote and mountainous regions of Kazakhstan and Uzbekistan", implemented by the Center for Assistance to Sustainable Development (https://csd-center.org /) with the support of the secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS), a large-scale inventory of plastic waste was carried out from 2013 to 2022. This project, which also covers Uzbekistan, is being implemented with the active participation of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan and is aimed at developing sustainable solutions in the field of waste management. The inventory provided a detailed analysis of the volume of plastic use, its distribution by sector, and the dynamics of waste generation. In the period from 2013 to 2022, the volume of plastic products entering the market of Kazakhstan increased from 387 thousand tons to 855 thousand tons, which represents an increase of 121.6%. The main consumers of plastic are the packaging, construction and transport sectors. Packaging occupies a leading position, accounting for more than 23% of total plastic consumption, due to the short service life of packaging materials. In 2022, the volume of plastic used for packaging amounted to about 196,000 tons. The construction sector ranks second with a share of 19% (167,000 tons), where plastic is used to produce durable materials such as pipes and insulation. The transport sector consumes about 17% of plastic, which is due to the growth in car production and the use of plastic components to reduce the weight of vehicles. At the same time as the volume of plastic consumption increases, the volume of plastic waste generation is also growing. In 2022, it reached 296 thousand tons, which is more than twice as much as in 2013. The main source of waste is packaging, which accounts for 66% of the total volume. This is due to the massive use of single-use packaging and the lack of efficient recycling systems. Other sectors, such as construction and transportation, generate less waste due to the longer service life of plastic products. Polyethylene (38%), polypropylene (23%) and polyethylene terephthalate (14%) are the leaders among the most widely used polymers in Kazakhstan, which also make up the bulk of waste. The inventory revealed a number of issues that make it difficult to effectively manage plastic waste. The main challenge lies in the insufficient infrastructure, which cannot cope with the growing volumes of waste. The lack of a separate waste collection system increases the load on sorting facilities and reduces the quality of processed raw materials. The low level of ecological culture among the population increases the problem, as many citizens are not sufficiently informed about the need for waste sorting and recycling. In addition, regional imbalances in processing capacities limit the possibilities of effective waste management, especially in remote and mountainous areas.Based on the inventory results, recommendations were developed to solve the identified problems. Regular inventory management will help to maintain up-to-date data on volumes and types of plastic waste and develop effective management strategies. Infrastructure development, including the creation of new enterprises and the modernization of existing facilities, will be an important step to reduce waste. The introduction of a separate waste collection system will improve the quality of recycling and reduce sorting costs. Large-scale educational campaigns will help raise the level of environmental culture of the population and encourage citizen participation in recycling initiatives. Improving legislation, including limiting the use of single-use plastics and encouraging the use of recycled materials, will create conditions for the transition to a circular economy. The inventory of plastic waste in Kazakhstan has become an important stage for the formation of a sustainable waste management system. The study provided relevant data that will help develop and implement effective measures to reduce the volume of plastic waste, increase recycling and minimize their negative impact on the environment. Together with the results of a similar study in Uzbekistan, the project highlights the importance of regional cooperation and an integrated approach to addressing plastic pollution. The implementation of the proposed measures will allow Kazakhstan to strengthen its position in Central Asia as a leader in the field of environmentally sustainable waste management and support the transition to a circular economy. In 2025, the results of the plastic waste inventory will be uploaded to the official website of the secretariat of the Basel, Rotterdam and Stockholm Conventions: https://www.brsmeas.org/Source : https://www.gov.kz/memleket/entities/ecogeo/press/news/details/919742

A complete analysis of all regulatory documents in the field of inclusive and special education has been carried out, as a result of which 15 regulatory legal acts have been adopted. These changes made it possible for the first time to introduce a three-level model of psychological and pedagogical support — from birth to profession, to approve new requirements for support rooms, to develop individual programs for working with children with special educational needs, as well as to introduce new positions such as teaching assistant, special teacher and personal assistant," he wrote in his message. the former minister. The Ministry also decided to establish a National Center for Continuing Inclusive Education. Its tasks include methodological support, research, diagnosis and prevention of learning difficulties, as well as coordination of psychological and pedagogical support services."Special attention is paid to the social adaptation of children. In this regard, the transformation of the Center for the Development of Special and Inclusive Education in Almaty will be carried out. It is important to note that last year the quota of admission to technical and vocational education institutions for people with disabilities of groups I and II, people with disabilities from childhood and children with disabilities has already been increased. A new Law of the Republic of Kazakhstan "On comprehensive support for children with special educational needs" is also being developed. Creating an enabling environment remains a key factor ensuring equal opportunities for all students," concluded Gani Beisembayev. There are about 500 special education organizations operating in the country. By the end of 2024, 90% of the country's schools have created conditions for inclusive education, and the coverage of children with special psychological and pedagogical support is up to 80%.Source : https://www.gov.kz/memleket/entities/edu/press/news/details/919723
