A record number of schools have been built in Kazakhstan: how is the shortage of student places and the improvement of education infrastructure being addressed? 09.02.2025
In Kazakhstan, the problem of 32 emergency and 71 three-shift schools has been resolved in two years, and the shortage of student places in 200 schools across the country has been eliminated. This was facilitated by a record number of schools commissioned during this time - 422 schools with half a million student places were built.Currently, there are about 8,000 secondary education organizations in the country. Over the past 10 years, the number of students has increased by more than 1 million children, reaching 3.9 million. In order to solve the problem of the shortage of student places, three-shift education and emergency schools, as well as to reduce the difference in the quality of educational infrastructure between cities and villages, a number of initiatives are being actively implemented in the country to build and renovate schools.“The construction of schools is being carried out within the framework of the national project “Comfortable School”, at the expense of the republican and local budgets, through the Fund for Financial Support of Educational Infrastructure and at the expense of private investors. This year, about 200 schools with 300 thousand places will be built in the country. These measures will allow us to completely eliminate the shortage of student places by 2026,” says Roza Sembayeva, Director of the Infrastructure Development Department. In order to improve the infrastructure of secondary education institutions, 464 schools underwent major repairs in 2023-2024. In the spring of 2024, 35 facilities damaged by floods were restored. 2,039 schools were equipped with 3,130 modern subject classrooms (robotics, chemistry, biology, physics, STEM).It should be noted that the state is taking comprehensive measures to open new student places and create comfortable conditions for children. This will not only develop the educational infrastructure in all regions of the country, but also increase children's access to quality education.Source : https://www.gov.kz/memleket/entities/edu/press/news/details/929525

However, their large-scale deployment presents several challenges, including frequency regulation, orbital security, and competition with traditional geostationary (GEO) satellite systems.Speakers emphasized that NGSO systems can significantly enhance connectivity in remote regions, providing low-latency, high-speed internet, making them indispensable in sectors such as telecommunications, transportation, defense, and emergency response.“The development of low-orbit satellites is not just a technological trend but a fundamental step towards closing the digital divide. Today, we are not only discussing advancements in the telecom industry but also expanding access to education, healthcare, and business opportunities in the world’s most remote regions,” said Vasiliy Leonov, Deputy Chairman of the Board of the Republican Center of Space Communications JSC.One of the key issues discussed was the environmental sustainability of satellite systems. Currently, thousands of operational satellites are in orbit, and their numbers are expected to grow. Experts warn that without a well-thought-out disposal system and proper deorbiting strategies, the risk of space debris accumulation increases, which could jeopardize the operation of other satellites.“We are at a critical juncture: if we do not take measures to control satellite constellations, orbits could turn into chaos, where collisions become a reality,” emphasized Lokman Kuzu, Executive Vice President of Turkish Aerospace Industry. The discussion also touched upon regulatory frameworks and international cooperation. With increasing competition between key players, including SpaceX, Spacesail, Amazon Kuiper, as well as Chinese and European projects, coordinating orbital and frequency usage is becoming increasingly complex.“We must acknowledge that dozens of operators are currently active in space, and the frequency spectrum is limited. It is essential for governments and international organizations to establish unified rules that allow satellite systems to coexist without mutual interference,” stated Dmitriy Vetlugin, Director of Market Access & Sales, Central Asia at Eutelsat OneWeb.Another significant aspect of the discussion was the commercialization of satellite internet. NGSO systems are unlocking new market opportunities in developing countries and offering solutions for aviation, maritime transport, agriculture, and corporate sectors.“We are moving towards a future where satellite internet will become as accessible as mobile connectivity. The key question is not only how to make it possible but also how to ensure its commercial sustainability,” noted Jie Wan, Vice President of Marketing & Service at Spacesail.Concluding the discussion, forum participants agreed that the future lies in the integration of GEO and NGSO systems. In the coming years, we will witness the development of hybrid solutions, where geostationary satellites will provide high bandwidth capacity, while low-orbit networks will ensure low latency and real-time responsiveness.“We are not talking about replacing one technology with another—the future of satellite communications lies in their complementarity,” concluded Dauren Shaikhin, Chief Corporate Affairs Officer and Board Member of Kcell JSC.The discussion featured prominent experts, including Vasiliy Leonov, Deputy Chairman of the Board of Republican Center of Space Communications JSC (Kazakhstan), Lokman Kuzu, Executive Vice President of Turkish Aerospace Industry (Turkey), Jie Wan, Vice President of Marketing & Service at Spacesail (China), Dmitriy Vetlugin, Director of Market Access & Sales at Eutelsat OneWeb (Central Asia), and Dauren Shaikhin, Chief Corporate Affairs Officer and Board Member at Kcell JSC (Kazakhstan). As a reminder, the international forum Digital Almaty 2025 is taking place on January 31 – February 1 at the Atakent Exhibition Complex in Almaty. The Ministry of Digital Development and Communications and telecom operators discussed the possibility of using AI in the telecom sector 09.02.2025
A panel session on the topic "From Communication to Intelligence: Telecommunications as the Foundation of the AI Industry" was held at the Digital Almaty-2025 International Forum. The speakers discussed the issues of regulating the telecommunications sector, connecting to 5G, and innovative technologies. The Ministry is implementing several initiatives to improve the country's telecommunications. One of them is the national project "Affordable Internet".The national project provides for providing settlements and highways with broadband Internet and improving their quality, in particular, developing wired and wireless infrastructure, increasing transit potential, and creating a regional data hub. Up to 3,010 villages will be covered with TOBZ, the "last mile" will be built in 1,120 villages, 487 AMS will be built along highways, and public access points will be installed in 504 AEMs using satellite technologies.Artificial intelligence (AI) and modern data processing centers (DPCs) will play a key role in the strategic development of Kazakhstan's telecommunications infrastructure."The use of AI technologies is capable of automating everyday tasks, including industrial processes, risk assessment in the healthcare sector, emergency forecasting, and early detection of cyber threats. Large providers such as Kazakhtelecom JSC and Transtelecom JSC occupy a significant share of the data center market, providing reliable infrastructure for data storage and processing. The integration of AI and the development of modern DPCs will contribute to increasing the efficiency of Kazakhstan's telecommunications infrastructure, ensuring process automation, improving the quality of service provision, and strengthening the country's digital sovereignty," said the Chairman of the Telecommunications Committee of the Central Information and Communications Ministry of the Republic of Kazakhstan Damir Seysembekov noted.Kazakhtelecom JSC continues to work on connecting fixed wireless Internet in rural areas using advanced technologies."We have started deploying FWA in rural areas, first connecting villages in the Almaty region, now more than 200 homes have been connected to Internet services. FWA is 2 times cheaper than FTTH. Of course, FWA will not completely replace FTTH, but in areas with low population density this is a real working alternative. There are shortcomings from the regulator before FWA is introduced into the NFA. We raised this issue at the strategic session on the development of the new Law of the Republic of Kazakhstan on Telecommunications, but there is no solution yet. We are working in this direction, because without regulatory support it will be more difficult to scale it," said Nurlan Meirmanov, General Director for Strategy and External Asset Management of Kazakhtelecom JSC.As you know, last December, a large language model - KAZ-LLM - was launched in our country. One of the partners in the creation of the project was the digital operator Beeline Kazakhstan."Our history with AI began 5 years ago, and today it is one of the important priorities of our development. We implement it in our products to improve the client experience. We train our employees to increase their efficiency. In some cases, this figure increases to 25-30%. AI is a very important social tool. Last year, we participated in the development of a large language model in the Kazakh language, KazLLM. Most of such models are primarily designed for international languages. It is important for us that Kazakhstanis have such opportunities, interacting with artificial intelligence in their native language. Indeed, today a remote villager with access to the Internet and mastering artificial intelligence can quickly compete with an experienced expert in a big city," said Yevgeny Nastradin, CEO of KaR-Tel LLP.In turn, Mobile Telecom-Service LLP is actively implementing AI for its users today."We are already implementing AI and 5G-based technologies at Tele2/Altel. In particular, Smart Network, which optimizes network construction based on real demand; AI-personalization, which increases the value of offers for customers; B2B/B2G solutions using geoanalytics and predictive models to effectively optimize business processes, etc. "I am confident that in the near future we will experience a revolution in advanced digital transformation, which will be led by AI and 5G," said Alexander Babichev, Chairman of the Board of Mobile Telecom-Service LLP (mobile operator Tele2/Altel)."Kcell" continues to actively develop telecom infrastructure in Kazakhstan. According to Chairman of the Board Askar Zhambakin, there are 21 cities on the 5G coverage map and more than 1,500 base stations are operating. 2024 was the company's "year of active construction" and the company intends to maintain this momentum."The pace of network construction has doubled, which allowed us to accelerate the connection of not only strategically important, but also socially important objects. "Kcell" is the first and so far the only operator to provide mobile communication and Internet in the metro: nine stations are connected to the network. We were also the first operator to introduce 5G to industry. At the forum, we presented the capabilities of private 5G combined with artificial intelligence: in the ERG coal department, 5G controls unmanned equipment, and high data rates and minimal delays allow you to automate key production processes. "To scale such solutions to a wide range of equipment and facilities, a 5th generation mobile network capable of providing stable connectivity and high-speed data transmission in real time at all levels, from large industrial enterprises to urban infrastructure facilities, is needed," said Askar Zhambakin, Chairman of the Board of Kcell JSC. The panel session showed that telecommunications play a crucial role in laying the foundation for the artificial intelligence industry. For the successful implementation of AI in various industries, advanced telecommunications technologies such as 5G must be combined with the development of cloud and computing services. As the speakers noted, it is this synergistic approach that opens up a new path for digital transformation and solving global problems.
