Digital Experts discuss benefits and risks of artificial intelligence at Almaty-2025 forum 01.02.2025
"AI and humans: threat or benefit?" - this question was asked by leading experts in the field of artificial intelligence at a panel session held at the Digital Almaty-2025 forum, where they discussed the main issues of ethics, security, and regulation of AI.Experts considered important aspects of the transparency and security of the use of AI in Kazakhstan, control over its use, and international practices aimed at maintaining ethical standards. During the discussion, both the advantages and potential risks of artificial intelligence were discussed.According to the speakers, along with the spread of artificial intelligence in Kazakhstan, the risk of violating the confidentiality of personal data is also increasing. This causes significant harm to both individual users and the state as a whole. According to the Ministry of Internal Affairs of the Republic of Kazakhstan, in 2024, Kazakhstanis lost 45 billion tenge due to online fraud, and in 98% of cases they voluntarily gave their personal data to fraudsters."Cybercrime is growing rapidly not only in Kazakhstan, but also around the world. If we are not prepared for new threats, artificial intelligence will also provide criminals with significant opportunities. Fraudsters are already using deepfake technologies to fake video and audio recordings, which poses a significant threat to information security. It is important to think about deanonymization on the Internet, because everyone must be responsible for the data they distribute," said Saken Sarsenov, Vice Minister of Internal Affairs of the Republic of Kazakhstan. The session participants included experts from various countries, including Toju Duke (Great Britain), founder and CEO of Bedrock AI and Diverse AI. He not only manages successful AI companies, but also actively promotes ethical standards in the development of artificial intelligence. In his book "Building Responsible AI Algorithms", he proposed a framework for transparency, fairness, confidentiality and trust in AI algorithms."Artificial intelligence is developing rapidly and offers many advantages, but only until it is equally accessible to society. The main areas of its application include combating hunger and improving healthcare, responding to crisis situations, increasing security, and supporting people with disabilities. However, it also poses significant risks, such as social inequality, privacy violations, algorithmic bias, and even threats to national security. Therefore, in order for the technology to benefit society as a whole, it is important to develop a responsible approach to the use of artificial intelligence, develop mechanisms for transparency, accountability and compliance with ethical standards," Toju Duke noted. The discussion was also attended by Dauren Makenov, Head of Flowsell.me, Alexander Krainov, Head of Yandex Machine Intelligence Lab, Ivan Kononov, Technical Director of Kscooters, and Damir Zharimbetov, Director of TargetAI Limited. The session was moderated by Igor Rogov, Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan. The speakers emphasized the need to introduce clear principles of regulation for the safe and effective development of AI, including data processing control, protection from manipulation, and reduction of negative impact on energy resources. It is also important to ensure the fairness of algorithms, eliminate discriminatory mechanisms, and develop reliable systems for testing AI before mass introduction. The speakers raised such important topics as training specialists to work with AI and the impact of technology on culture, media, and communications. In addition, the speakers discussed the changing labor market: will AI threaten traditional employment or become a tool that complements human efforts? The importance of maintaining a balance between automation and the human component was noted.Recall that from January 31 to February 1, the Digital Almaty-2025 International Forum will be held in Almaty at the Atakent exhibition complex. Akim of the Turkestan region Nuralkhan Kusherov supervised the construction of facilities during his business trip to the city of Arys. The regional head, who severely criticized the construction of a social facility, made demands on those responsible. He said that companies responsible for poor-quality and prolonged construction will face significant fines and a blacklist. The akim warned against showing negligence in construction and looking for excuses for breakage. He gave time to urgently correct the shortcomings.Having become acquainted with the condition of the 600-seat school being built within the framework of the “Cozy School” project, the akim of the region instructed to complete the construction of schools being carried out by the President’s instructions by the summer. He ordered to consider disciplinary responsibility for those who showed irresponsibility. The single operator of the national project is the “Samruk-Kazyna Construction” company. 29 new schools will be opened in the region within the framework of this project.- Your negligence should not harm the people. There is no such thing as a vacation in construction. Work should be “boiling”! Those responsible should demand work at the very beginning of construction. Otherwise, things will not work out. Why haven't the doors and windows that are supposed to be there according to the documents been allocated and installed? Why hasn't the heating been turned on? You only come here when I come, and you don't show any shade the rest of the time. Who are you fooling? Stop talking nonsense and finish school by the summer, - said Nuralkhan Kusherov. The regional head was also not satisfied with the interior decoration of the recently completed medical clinic. The medical facility that has been built in the Kozhatogay rural district was built within the framework of the national pilot project "Modernization of Healthcare in the Village". The akim gave 1 month to fix the shortcomings.- Would you put such poor doors in your houses? No! After investing a lot of money, you need to be responsible. This is a shame for your life. You are investing in people's money, there should be compassion! You are a citizen of this village, so your responsibility increases manifold. This is a place where your villagers come. Why not do it right away and do it properly? - said the akim. The heads of the responsible departments and the city akim have been given appropriate instructions on these issues. THE MINISTER OF WATER RESOURCES AND IRRIGATION OF THE REPUBLIC OF KAZAKHSTAN VISITED SOME REGIONS IN TURKESTAN REGION AND MEETED WITH RESIDENTS. 01.02.2025
He got acquainted with the work of a number of facilities and met with local residents. The deputy governor of the region Nurbol Turashbekov and the director of the Turkestan branch of RGP "Kazsushar" Kazibek Bedebaev reported on the work done and plans in the field of water resources.✔️ First of all, the minister familiarized himself with the condition of the central collector and drainage canal "Myrzashol" in the Maktaaral district. This facility, located on the border of Kazakhstan and Uzbekistan, was put into operation in 1930 and is intended for the removal of drainage water from agricultural lands. The total length of the canal is 84.7 km, of which 56.15 km pass through the territory of Kazakhstan (26.85 km in Maktaaral District, 29.30 km in Zhetysai District). Flow capacity - 120 m³/sec. Every year, about 122 million m³ of drainage water is discharged from Kazakhstan into the "Myrzashol" canal. The minister answered the questions of the citizens. The capacity of the reservoir is 2,927 m³/s, the total volume is 5.2 billion m³, the length of the dam is 5 km. The total project volume of water is 3 billion m³. However, due to the weakening of the structures of the Koksarai complex, it is currently impossible to accumulate more than 1.5 billion m³ of water due to the high level of groundwater. In order to solve the problem, a design and estimate document was developed on behalf of the Committee of Water Resources of the Republic of Kazakhstan. The implementation of the project is planned in three stages.📌 On the same day, the minister visited the Otrar district, where he got acquainted with the work of the cotton processing plant "Altyn Dala Makta". He also met with foreign investor Xu Jie and discussed further plans for the development of the cotton industry in the region.
