Large-scale reforms and initiatives aimed at protecting children's rights are being implemented in the Abai region. President Kassym-Jomart Tokayev emphasizes the importance of creating conditions for a happy and safe childhood for every child. An important initiative of the adopted three laws was the creation of an institute of mentors for the adaptation of children left without parental care in society.So, in February 2024, amendments were made to the Law "On the Rights of the Child", providing for the introduction of a mentoring institute for orphans and children left without parental care. In the field of Abai, such children are assisted by 5 individual and 7 corporate mentors who assist in professional orientation, socialization and leisure activities. In December, a law was passed introducing the institution of a "professionally hosted family." This initiative allows children who find themselves in a difficult life situation to be raised at home, and professional parents receive an allowance of 10 MCI per child and up to 70 MCI.Responsibility for violence against children has been tightened, and the work of the 111 contact center, which provides emergency assistance, has been fixed at the legislative level. Administrative responsibility for bullying has been introduced, and the disembarkation of children from public transport is prohibited.Starting from the 2026-2027 academic year, children from socially vulnerable segments of the population studying in private schools will be provided with free meals and textbooks. There are 22 guardianship and trusteeship specialists in the Abai region, however, an additional 15 specialists are required to ensure a regulatory load distribution."Since February 2024, the Meirim campaign has been held in the region, aimed at supporting orphaned children and children left without parental care. They are based on the study of DNA sequences, which allows predicting the breeding value of animals at an early age, while traditional methods can take several years.The center conducts 400 thousand DNA studies per year and is among the top 10 genetic veterinary laboratories in the world in terms of productivity.Work is underway to create a domestic genomic index of breeding value for the Aberdeen-Angus breed and popular dairy breeds of cattle, reduce production costs while improving the quality of meat and milk. The project will allow to increase the efficiency of breeding work in a short time, to provide livestock breeders with high-quality genetic material.Representatives of the Ministry of Agriculture of the Republic of Kazakhstan also visited the full-cycle breeding center "Smena".Here, the selection of domestic crosses of chickens for meat is established, the most modern equipment and advanced technologies for working with poultry are used. Independence LLP in Zhetysu region has purchased two new robots.In the framework of the program for replicating the experience of the North Kazakhstan region, the STF continues to expand and modernize. In 2024, 240 Danish Red cows and two modern DeLaval robots were purchased from Denmark.One of the main advantages of the milking robot is its ability to accurately measure important parameters such as milking speed, monitoring the movement of cows, milking intervals and incomplete milking. It also analyzes a combination of various parameters that helps to identify mastitis cases and determine the time of insemination.There is also a feed pusher robot on the farm, which ensures constant availability of feed for animals. The pusher works according to a programmed route and is charged from a special device.In total, there are 1,100 cows on the farm, of which 600 are dairy cows. The amount of milk per day from one cow is on average 37 liters. During his working visit to Georgia, Kazakhstan's Vice Minister of Agriculture Amangali Berdalin held a meeting with Georgia's Vice Minister of Environmental Protection and Agriculture Apollon Kakabadze. The meeting focused on issues of bilateral cooperation in the agricultural sector.Amangali Berdalin noted that interaction between Kazakhstan and Georgia in the agricultural sector occupies a leading place in the relations of the two countries. The dynamics of trade in agricultural products is showing positive growth: in 11 months of 2024, Kazakhstan's trade turnover with Georgia amounted to $65.4 million, which is 11.1% more than in the same period in 2023. At the same time, exports from Kazakhstan increased by 28.2%.The Vice Minister noted the interest of Kazakhstani business in establishing exports of various goods to Georgia, including grain, flour, vegetable oils, meat and dairy products, honey and confectionery.During the meeting, forms of veterinary certificates for breeding, working and slaughter cattle were signed, which creates favorable conditions for expanding trade cooperation. At the end of 2024, 430.0 thousand tons of beef meat in slaughter weight were produced, which is 7.5% more than in 2023. During this period, processed products amounted to 270 thousand tons of meat.The volume of beef produced in the country fully satisfies the needs of the population.Along with the growth in beef production, the total number of beef cattle is also growing. For example, at the end of 2024, the number of beef cattle amounted to 7.8 million heads, which is 18.5% more than in 2023. It should be noted that 55% of livestock belongs to agricultural structures, while 5 years ago this figure was only 45%.The necessary conditions are being created for the development of the industry.For the further development of beef cattle breeding, significant state support is provided in the form of subsidies, the annual volume of which is approximately 40.0 billion tenge. It is planned to provide soft loans at an annual interest rate of 2.5% for projects in the field of meat production.In general, the ongoing work is aimed at reducing the cost of meat production, which will be achieved by introducing technologies while minimizing capital costs.In this regard, starting from 2024, projects are being implemented to introduce Australian experience in meat production, which involves the rational and rotational use of pasture lands, ensuring the proximity of feed to animal housing, opening compound feed enterprises, using special compound feed during fattening, as well as the modernization and creation of new processing enterprises.Thus, meat clusters with a full cycle of product production, from feed preparation to sale of finished products, are being created. The Ministry of Agriculture provides full support for each project.In particular, in the next 2 years, according to Australian experience, it is planned to build 6 feedlots for 98 thousand cattle, a large feedlot for 50 thousand cattle, and the first specialized cattle exchange.As for the increase in prices, they depend on many factors. Among them is the increasing demand for meat from Kazakhstani producers in neighboring countries.For example, according to the results of 2024, beef exports increased by 8.0 thousand tons and reached 20.0 thousand tons. The presence of stable markets for the sale of manufactured products and favorable price conditions is a key factor in the further development of the industry.The use of quota mechanisms also has a regulatory effect on the domestic market.Let us recall that from October 26, 2024, quantitative restrictions in the form of quotas will be applied to the export of live cattle (bulls). The quantitative limit for the export of bulls is 85,000 heads. To date, 70,379 quotas or 82.7% (more than 10 thousand tons in meat terms) have been used.
