The Ministry of Transport has developed a new, improved mechanism for issuing foreign permit forms. The new mechanism eliminates the human factor and corruption risks. A foreign permit form (IDB) is a document that allows carriers to travel abroad with cargo. 1. The entire process of reviewing an application for an IDB is fully automated, and the time frame for consideration and issuance has been significantly reduced. So, the carrier needs to fill out a request to receive an IBR through the E-license platform. The review period has been reduced from 2 working days to 40 minutes, and the issuance from 8 days to 1 day;2. Previously, the system for issuing forms worked according to historical data — for example, taking into account the work of carriers last year or taking into account experience in international transportation. The new rules do not limit the history of transportation and how actively the car was used last year. That is, everyone who has the desire and the appropriate admission will be able to receive the form. This will create a more competitive environment among Kazakhstani carriers. 3. Now the name of the company and the license plate number of the car are indicated on the scarce forms. 4. Within the framework of the new mechanism, the recording of the facts of entry and exit of cars is carried out through the Berkut information system. First of all, this eliminates the prerequisites for the resale of the IDB in the shadow market.5. Supporting local producers and providing the population with high–quality domestic products is one of the priorities in the Karaganda region. At an online meeting, Akim of the region Ermaganbet Bulekpayev expressed concern about the insufficient presence of some Kazakhstani goods on store shelves. He noted that it is necessary to make domestic products more accessible and visible to consumers.There are 150 processing enterprises operating in the Karaganda region. They process milk, meat, grain, etc.– The region is 100% provided with products of its own production in five names: wheat flour of the first grade, pasta, potatoes, chicken egg, beef. Also, 90.7% of the region is provided with products of its own production in 8 names. These are first–class bread, poultry meat, fermented dairy products, cottage cheese, butter, carrots, cabbage, onions," said Irina Lyubarskaya, head of the entrepreneurship department.An analysis of the supermarket shelf space showed that 100% of bakery and meat products from local producers are represented on the shelves of Karaganda and nearby regions. Social shelves have also been created for the sale of domestic goods, and products have special logos.But at the same time, there are a number of problems. Among them are insufficient modernization of production, lack of highly qualified specialists and problems with logistics and transportation.Special attention should be paid to the marketing problems of local producers – for example, in the sausage segment.
