In 2024, pensions in the amount of 3 trillion 752.1 billion tenge were paid from the republican budget, of which 1 trillion 182.3 billion tenge were spent on the payment of basic pensions, and 2 trillion 569.8 billion tenge on the payment of solidarity pensions. As of January 1, 2025, the number of pensioners was 2 million 451 thousand people. The average amount of the total pension in December 2024 was 131,356 tenge, of which the solidarity pension was 88,819 tenge, and the basic pension was 42,537 tenge. As previously reported, on January 1, 2025, the amount of the basic pension payment was increased by 6.5%, and the solidarity pension by 8.5%, i.e., exceeding the inflation rate by 2%.In addition, by order of the Head of State Starting from 2023, over a period of five years, the minimum basic pension will be gradually increased annually to 70% of the minimum subsistence level, and the maximum - to 120%. For example, from January 1, 2025, the minimum amount of the basic pension was increased from 65% to 70% of the minimum subsistence level, which is 32,360 tenge, and its maximum amount was increased from 105 to 110% of the minimum subsistence level, amounting to 50,851 tenge. We remind you that from July 1, 2018, the state basic pension payment will be assigned individually to each recipient, taking into account the length of service in the pension system. At the same time, as of January 1, 1998, the period of work in the solidarity system, as well as the periods of payment of mandatory pension contributions (hereinafter referred to as the MPP), will be included in the length of service in the pension system. is added. If a citizen has 10 years or less of service in the pension system, or none at all, the basic pension is equal to 70% of the subsistence minimum, and then its amount increases by 2% for each year exceeding 10 years. And if your service is 20 years, the basic pension is 90% of the subsistence minimum. If the length of service is 30 years or more, the maximum subsistence level is set at 110%.If mandatory pension contributions are transferred to the Unified Accumulative Pension Fund several times during one month, the period of participation in the accumulation system is one month. Thus, the more regularly and fully mandatory pension contributions are transferred, the higher the amount of basic pension payments upon reaching retirement age.In turn, the amount of pension payments depending on the age of a citizen depends on the length of service as of January 1, 1998 (at least 6 months are required) and the average monthly income in the period before retirement.Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/920523

This year, 1.5 billion tenge has been allocated from local budgets for housing assistance to 41.9 thousand recipients,” said Olzhas Anafin. To pay for additional utilities and purchase solid fuel from local budgets, one-time and monthly social payments are provided to certain categories of citizens. The list of categories of recipients, the maximum amount of social assistance and the deadlines for applying for it are established by local executive bodies and approved by decisions of local representative bodies. “These payments are not provided in all regions and will depend on the capabilities of local budgets. In 2024, 5.3 billion tenge was allocated for these purposes for 181.2 thousand recipients. According to local executive bodies, 2.6 billion tenge is allocated for social assistance to certain categories of citizens in 2025 for 193.7 thousand recipients. It is important to note that, in accordance with the established criteria, a citizen can simultaneously receive housing assistance and social payments,” said Olzhas Anafin.Targeted social assistance (hereinafter referred to as TSA) is provided to low-income families with an average per capita income below the poverty line (35% of the regional median income, but not less than 70% of the regional minimum subsistence level).“When tariffs increase, the increase in prices affects the non-food part of the minimum subsistence level (55% food, 45% non-food part). Thus, the increase in the cost of utilities will lead to an increase in the standard of living and, accordingly, to a change in the poverty line, which will affect the amount of TSA.The Ministry of Labor and Social Protection of the Population is ready for these changes. Targeted social assistance will be provided to all Kazakhstanis with incomes below the poverty line. "In 2024, 39.5 billion tenge was spent on paying the social security fund for 413.7 thousand members of 78.1 thousand families, while this year 132.9 billion tenge was allocated for these purposes for 1 million people," Olzhas Anafin noted. As previously reported, the main goal of the social security fund is to provide support in the form of cash payments and to help families get out of difficult life situations by involving able-bodied family members in active measures to promote employment. The social security fund provides for the following:- quarterly social assistance to citizens whose income does not exceed the poverty line;- monthly additional payment in the amount of 1.5 MCI for each child of low-income families with children from one to six years old;- providing grants to families intending to find a job, start their own business, send them to advanced training courses (if necessary), etc. through employment assistance.Currently, Kazakhstanis can apply for the appointment of a CEC to the Career Center, the akim of the rural district at the place of residence, or through the electronic government portal (egov.kz).Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/923943
