The Ministry of Tourism and Sports has developed a draft law "On amendments and additions to some legislative acts of the Republic of Kazakhstan on physical culture and sports, as well as the prevention of excessive legislative regulation of norms."The document introduces a new concept of "accompanying an athlete with a disability". This innovation will allow athletes with disabilities of the first group to receive assistance when participating in sports events. The draft law is aimed at expanding the freedom of movement and conditions for the participation of athletes with disabilities in sports competitions.According to representatives of the Ministry of Tourism and Sports, this change contributes to increasing inclusivity in sports and creating favorable conditions for the participation of citizens with disabilities in sports events."The introduction of a special assistance system for athletes with disabilities is an important step towards maximizing the inclusiveness of sports in our country. The Mazhilis approved in the first reading the legal regulation of the Unified voluntary accumulative system "Keleshek"The Mazhilis approved in the first reading amendments to some legislative acts on the exclusion of excessive (excessive) legislative regulation of norms in the fields of information, social development, culture and archival affairs. It is provided that each parent has the right to open an account in the name of a child at any age in any bank or life insurance company. For children who turn 5 years old, the state charges a one-time starting educational capital from the budget in the amount of 60 MCI to each account, and 120 MCI for orphans.For parents, there are requirements for an annual contribution to the child's account of the minimum contribution: 12 MCI for children from the SSN and 24 MCI for the rest. A state premium of 5% for all children, 7% for children from children with disabilities, as well as the established profitability of a bank or insurance company will be accrued annually on savings.In case of violation of the requirements for the annual contribution of the minimum contribution, the initial educational capital is subject to return to the budget. The accumulated funds can be used for studying at colleges and universities in Kazakhstan or abroad. A republican training seminar for employees of family support centers and mobile groups has started in the Turkestan region. A student from the Abai region has developed a device for transmitting energy in space 16.11.2024
9th grade student Nurali Amangeldiyev from the Abai region presented a unique device for transmitting energy using laser radiation in outer space. The project aims to solve the problem of energy supply for satellites and space stations in orbit, where vacuum and the absence of atmospheric interference allow the laser to transfer energy as efficiently as possible.The device consists of two models symbolizing spaceships. One of them is equipped with a laser beam focusing system aimed at the second ship, which has a photoresistor that is sensitive exclusively to laser radiation. The laser beam hits a photoresistor, which through a converter generates electricity sufficient to power a light bulb and even charge a mobile phone. The device successfully transmitted energy over a distance of up to 10 meters and was tested in various conditions, including rain, snow and fog. The best results were recorded in a dark room and a vacuum chamber, where there was no light interference."There is a problem of lack of energy in space. I would like to help our astronauts by creating an installation capable of supporting their equipment. I spent more than two years developing it, using available materials to demonstrate the possibility of energy transfer in space. In space conditions, laser transmission will be even more effective due to the absence of radiation scattering factors," Nurali Amangeldiyev shared.In 2019, he presented his project at the competition of the Moscow Institute of Physics and Technology, where he received high praise, and then improved the device by installing a more powerful laser and updating the software.The young inventor plans to continue the development of the project and present it at the international competition in Baikonur. In the future, he intends to add solar panels to make the device autonomous and suitable not only for space, but also for domestic use — for example, to charge mobile phones via laser transmitters. Соответствующее соглашение стороны подписали на Конференции ООН по вопросам изменения климата (COP29), которая проходит в Баку. Заместитель Премьер-министра – министр национальной экономики Нурлан Байбазаров отметил, что это самый крупный проект, финансируемый Исламским банком за всю историю.Кроме того, Исламский банк развития (ИБР) выделит безвозмездный грант в размере $3,5 млн на развитие водной отрасли Казахстана.Также ИБР примет участие в реализации разработанного Министерством водных ресурсов и ирригации проекта «Развитие климатически устойчивых водных ресурсов». Ранее стороны подписали Протокол переговоров по первому этапу проекта.Первый этап финансируемого проекта предусматривает строительство 4-х новых и реконструкцию 4-х действующих водохранилищ, реконструкцию и капитальный ремонт 115-ти каналов, включая проект по подпитке Астанинского водохранилища. Строительные работы пройдут в Акмолинской, Алматинской, Жамбылской, Кызылординской, Туркестанской, Западно-Казахстанской областях, области Жетісу и в городе Астана.Кроме того, проект предусматривает техническое сотрудничество между ИБР и Министерством в изучении проблем водных и речных бассейнов Казахским научно-исследовательским институтом водного хозяйства, а также оценку внедрения систем раннего реагирования для Информационно-аналитического центра водных ресурсов.В том числе планируется техническое оснащение Республиканского государственного предприятия «Казводхоз» и строительство центра автоматизации для усовершенствования управления водными ресурсами.«Глава государства не раз подчеркивал важность привлечения инвестиций в водную отрасль. Перед нами стоит задача по модернизации и адаптации водной инфраструктуры к происходящим климатическим изменениям.
