Regarding the reduction of marginal tariffs for the service of maintaining the availability of electric power 16.11.2024
The Ministry of Energy of the Republic of Kazakhstan, in accordance with paragraph 70-2) of Article 5 of the Law of the Republic of Kazakhstan "On Electric Power Industry", approves the maximum tariffs for the service to maintain the availability of electric power. The Ministry of Energy of the Republic of Kazakhstan, in accordance with subparagraph 6) of paragraph 2 of the Protocol of the Meeting on the oil and gas industry under the chairmanship of the Prime Minister of the Republic of Kazakhstan dated August 14, 2024, developed a Regulatory Policy Advisory Document (CDRP) to the draft Law of the Republic of Kazakhstan "On the Petrochemical Industry" and to the draft Law of the Republic of Kazakhstan "On Amendments and amendments to some legislative acts of the Republic of Kazakhstan on the development of the petrochemical industry."The purpose of the adoption of this law is to resolve issues related to the provision of raw materials to the industry, as well as to stimulate investment and provide state support to the petrochemical industry. На 36-ом пленарном заседании Совета иностранных инвесторов под председательством Главы государства заместитель Премьер-Министра – министр национальной экономики Нурлан Байбазаров рассказал о принимаемых мерах по улучшению инвестиционного климата.В мероприятии, посвящённом Новому инвестиционному циклу Казахстана, приняли участие транснациональные компании, руководители государственных органов и представители международных организаций.По словам Нурлана Байбазарова, на фоне замедления инвестиционной активности в мире в связи с усилением санкционного противостояния, нарушением логистической системы, высокой инфляции, Казахстан занял лидирующую позицию по привлечению прямых иностранных инвестиций среди постсоветских стран, в том числе Центральной Азии и стран, не имеющих выхода к морю.«На сегодня перед Правительством Казахстана стоит задача по удвоению размера экономики и основным фактором ее реализации является привлечение инвестиций», - сказал вице-премьер.Для достижения данной цели актуализирована Концепция инвестиционной политики до 2029 года, в рамках которой внедряется новый подход по привлечению инвестиций, сфокусированный на конкретных потребностях отраслей экономики.«В частности, будут формироваться «заказы» на инвестиции исходя из потребностей местного бизнеса и квазигосударственных компаний в тех или иных производствах. Полученные данные будут отражены в Инвестиционных региональных программах и использованы загранучреждениями для таргетирования конкретных иностранных инвесторов», - добавил Нурлан Байбазаров.Также одним из факторов экономической активности станет дальнейшее обеспечение инфраструктурой новых высокопроизводительных инвестпроектов.В текущем году принят Национальный инфраструктурный план до 2029 года. Будет реализовано 204 проекта на сумму порядка $86 млрд. План предусматривает 4 направления – это энергетическая, транспортная, цифровая инфраструктура, а также инфраструктура водоснабжения и водоотведения.Вместе с тем, продолжатся структурные преобразования по либерализации экономики. Due to the increase in prices for building materials, the contractor Babek Kurylys LLP applied for an adjustment of the project estimate. After the changes were approved, the LLP continued construction in 2023. The new deadline for the completion of the facility is set for 2025.Askhat Shakharov also instructed the contractor not to delay the deadlines for the completion of the facility.The next akim of the region inspected the work of the central boiler house of the city of Khromtau, which is on the balance sheet of the Don Mining and Processing Plant. This summer, more than five kilometers of heating networks were replaced in the city. The new visa regime takes into account the international experience of more than 50 countries that have successfully implemented similar programs after the pandemic.To obtain a Neo Nomad visa, a foreign citizen must demonstrate a stable income of at least 3,000 US dollars outside Kazakhstan. Also, in addition to the basic income requirements, foreign applicants will need to have medical insurance and a criminal record certificate. The visa is aimed at tourists working remotely in various fields, from programming, marketing and finance to consulting, design and e-commerce.Foreign tourists will be able to stay in Kazakhstan for up to one year, while remaining employed in their foreign companies. This will not only allow them to immerse themselves in the culture and life of the country, but also bring economic benefits to Kazakhstan. Since September last year, a large-scale JOLTAP project has been implemented in Astana, which helps local residents find jobs, increase their incomes and master new specialties in a short time. During this time, tens of thousands of citizens have received expert advice and training within its framework, the official website of the capital's akimat reports.The project is being implemented in accordance with the instructions of the Head of State on the initiative of the Mayor's Office of Astana. The project operator is the Public Fund "Zhana mumkindik".The JOLTAP project is being implemented in several stages. The first stage is the installation and launch of modular points "Barshaga mumkindik". Currently, there are 6 modular points in the city, located in crowded places. Here, citizens can receive assistance on 52 measures of state support (micro-loans/grants for business, subsidized jobs, social services. Payments, etc.), sign up for free training in 20 author's courses, learn about current vacancies in the city and get help with digital support (reissue of EDS, registration on websites kezekte.kz , enbek.kz, etc.). At the moment, 24 thousand residents of the capital have received consultations in modular centers, the bulk of them are unemployed youth under 35 years of age. In particular, 17 thousand people signed up for training, 5 thousand applicants applied to the Akimat's offices for state support measures.The second stage of the project is the organization of free training in relevant and practical skills in terms of digital and work specialties. All 20 training programs are authored and developed jointly with representatives of the capital's business. The classrooms are equipped with everything necessary. The main emphasis is on training in working specialties, such as seamstress, fashion designer, basics of accounting, basics of making cabinet furniture, salesman – cashier, basics of trading in online stores, shoe repair shop, electric and gas welder, oil change and tire service, barista. The teachers are selected from a number of practitioners with applied experience in their fields. Residents of the city can also be trained in 8 digital skills that are relevant in the modern world – SMM, website development, video editing, graphic design, content designer, targetologist, mobilographer, basic digital skills. Having learned an additional skill, citizens are employed in urban enterprises, increase their competitiveness at their current workplace or have begun to accept orders remotely. As a result of this work, about a thousand citizens opened sole proprietors and created new jobs over the year. The training programs are based on the realities of the labor market and are aimed at providing practical skills in the shortest possible time – from 2 weeks to 1 month, depending on the specialty.During the year, more than 7.5 thousand citizens studied and received practical skills in working and digital specialties. The third stage is the launch of a job and employee search platform –"JUMYSTAP.kz ". Today, about 12 thousand users have been registered, of which 2 thousand are employers, including large and network companies such as Magnum, Shaurma Food, Danmard, 12 Months, Zeta, YDA plant, DSK GLB and others. Business representatives from other regions are also showing interest in the platform, which allows citizens to look for work not only in the capital, but also in other cities of the country.
