The results of the republican contest of video tutorials and video lectures "Panorama of pedagogical ideas – 2024", which started in April this year with the support of the Ministry of Education of the Republic of Kazakhstan, have been summed up. The new draft law, initiated by the Ministry of Education of the Republic of Kazakhstan, provides for the introduction of social assistance to children from vulnerable families in private schools. The bill proposes five novels, one of which covers children from low-income families enrolled in private schools. It provides for standards aimed at providing the necessary school supplies in an amount not lower than the minimum subsistence level. Since the beginning of this year, the Committee for the Protection of Children's Rights of the Ministry of Education of the Republic of Kazakhstan has conducted inspections in 242 educational institutions, including 108 field visits and 13 unscheduled inspections based on complaints and appeals from residents.Since 2024, new articles 52-1 and 52-2 of the Law of the Republic of Kazakhstan "On the Rights of the Child" have entered into force, which establish a new procedure and requirements for state control over educational organizations and government bodies in regions and cities of republican significance. This work is aimed at identifying violations in the field of protection of children's rights.Inspections were carried out in 25 education departments and eight regional education departments. As a result of the inspections, 15 officials were subject to administrative fines by court decision, and 65 persons were brought to disciplinary responsibility."The Ministry has revealed violations by local executive bodies in the field of protecting children's rights, including non-compliance of the school menu with established nutrition standards, lack of effective measures to influence children who systematically skip classes, non-compliance with the rules for providing social assistance to certain categories of students, etc. These problems require attention and active actions on the part of local authorities and educational organizations," said Nasymzhan Ospanova, Chairman of the committee.As a result of the inspections, the Committee for the Protection of Children's Rights sent 121 recommendations and 151 instructions on the elimination of violations. Gani Beisembayev took part in the republican training seminar "Welfare and safety of children: joint responsibility of parents and schools" for the chairmen of parent committees. More than 500 parents from all regions of the country took part in it.Addressing the participants, the Minister called for special attention to the issue of child rearing and stressed the importance of strengthening cooperation between parents and schools, as well as strengthening the role of parent committees."In the process of education and upbringing of children, there should be joint responsibility — this is a key value that we must strive for. First of all, it lies in the fact that parents bear the main responsibility, and the state and schools support them, creating conditions for the full development of each child. It is important to remember that parenting begins in the family. Parents are obliged to set an example of respect for the teacher, because a child is a reflection of his parents," Gani Beisembayev said.According to him, ensuring the safety of children, protecting their rights, and creating favorable conditions for their development is the most important priority of state policy. Enormous measures are being taken in this direction. In five years, more than 1,000 schools with 1 million student places have been opened in the country. For the first time since last year, more than 1.7 million primary school students and children of other ages from socially vulnerable families have been provided with free meals."The state continues systematic work to create a safe and ergonomic educational environment.
