Payments and transfers

Equal access to education: Kazakhstan ratifies the Marrakesh Treaty 09.02.2025
On January 28, 2025, in Astana, the President of the Republic of Kazakhstan signed the Law of the Republic of Kazakhstan “On Ratification of the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind and Visually Impaired or Otherwise Print Disabled.”
The Marrakesh Treaty was adopted by the World Intellectual Property Organization (WIPO) in 2013. It aims to eliminate legal barriers to access to books and other printed materials for visually impaired persons. The Treaty provides for special exceptions to copyright that allow adaptations of works without the need to obtain permission from copyright holders. This will allow libraries, specialized organizations, and educational institutions to create and distribute books in accessible formats, such as Braille, audiobooks, and electronic text.
Ratification of the Treaty will be a significant step for Kazakhstan in strengthening the rights of persons with disabilities. This will ensure their equal access to education, knowledge, and culture. It will also contribute to their active participation in the social and economic life of the country.
