Interim tests of an innovative type of road barrier, i.e. cable barriers, have been successfully completed on one of the sections of the Astana-Karaganda (KAZ01) highway of republican significance in the Karaganda region with a high risk of snow accumulation. The tests were conducted on a 500-meter-long experimental section near the city of Temirtau. The cable equipment was installed along the road in the direction of Karaganda, specifically on the belt separating the lanes and on the right side of the road. As a result of the tests, this device showed high efficiency in adverse weather conditions (during a blizzard).Cable barriers have significant advantages over traditional metal barriers. They are especially effective in conditions of heavy snow and strong winds. They allow snow to pass freely through the cables. This prevents it from accumulating on the dividing strips and edges of the road. Such barriers also help reduce the cost of mechanical cleaning of roads. The mentioned types of fences are actively used in the USA, Japan and Europe due to their economic efficiency.The project is being implemented under the scientific and technical guidance of specialists from the Kazzhol Research Institute. They will conduct a two-year monitoring of the effectiveness of cable fences in various weather and operating conditions. If the experience gives positive results, cable fences can become an alternative to traditional metal barriers in areas with a high risk of snowfall. Vice Minister of Finance Dauren Temirbekov met with representatives of the business community of Akmola region at the Regional Chamber of Entrepreneurs. The meeting discussed tax reforms, including the issue of increasing the VAT rate. On February 7 of this year, President Kassym-Jomart Tokayev instructed the Government to further develop the issue of the VAT rate at a meeting with business representatives in Astana. In this regard, on the instructions of Prime Minister Olzhas Bektenov, members of the Government, together with representatives of the Atameken National Chamber of Entrepreneurs, traveled to the regions to discuss tax policy issues with the business community in local areas.  Dauren Temirbekov presented the Government's proposals on differentiated VAT rates. It is proposed to set the general rate of value added tax at 16%, and it is planned to completely exempt producers of agricultural products from tax. An intermediate rate of 10% will be introduced for a number of industries. Thus, the VAT rate proposed by the Government includes: 16%, 10%, 0%, tax exemptions.  “The VAT increase will not affect convenience stores, restaurants, beauty salons and other retail outlets,” — explained Yerlan Saginayev, Director of the Tax and Customs Policy Department of the Ministry of National Economy of the Republic of Kazakhstan. Specialists of KazKSRI JSC conducted experimental tests of suspended reinforced concrete panels for residential and public buildings. The main objective of this experimental research work was to obtain data characterizing the effectiveness of design solutions for external reinforced concrete wall panels for buildings with strict design schemes erected in areas with seismic hazard up to 9 points.During the study, the tasks were set to study the behavior of reinforced concrete structures under the influence of seismic loads, to check the reliability of connections between reinforced concrete panels and the main structural elements of the building. There were also tasks to identify optimal structural solutions that ensure seismic stability and reduce the cost of anti-seismic reinforcement. It was necessary to develop proposals for improving the structural solutions of reinforced concrete panels and identify effective areas for the use of suspended reinforced concrete panels in the seismic construction of Kazakhstan.Experimental studies of facade systems were carried out on a special test site consisting of a two-layer steel frame. To simulate seismic loads, a B-2 vibrator was installed on the roof of the stand and caused vibrations. This is the highest status among participants in the ICAO TRAINAIR PLUS program.To achieve PLATINUM status, it is necessary to accumulate at least 100 mandatory miles during the calendar year, conducting standardized training courses approved by ICAO, as required by the ICAO program. According to the results of 2024, 116 mandatory miles were credited to the Professional Training Center (PTC).The ICAO TRAINAIR PLUS program is a corporate community of training organizations and industry partners. Participants jointly develop and conduct ICAO-approved training courses. TRAINAIR PLUS ensures global standardization of aviation personnel training by providing training centers with access to a global network of standardized educational and methodological complexes, conducting their technical expertise, as well as monitoring the quality of aviation specialist training. Today, 120 participants are members of this program, including corporate partners (higher educational institutions and international organizations).PLATINUM status is intended for participants in the program who pay special attention to aviation personnel training and play a leading role in the region or globally. Today, RSE "Kazaeronavigatsiya" has not only ICAO-certified course developers, but also instructors and validators of ICAO course methodologies.Currently, the center employs 36 highly qualified specialists involved in aviation personnel training, including 18 theoretical and training device instructors and 6 dispatch training device operators.
