Rehabilitation of children with neurological disorders in the Karaganda region is carried out at the expense of the Social Insurance Institution of Kazakhstan 15.02.2025
In the Karaganda region, the amount of funding for the rehabilitation of children with paralysis is increasing every year. Since 2020, such assistance has been provided within the framework of compulsory social medical insurance. Thanks to this, new rehabilitation centers, departments and offices are opening in the region under medical organizations.Rehabilitation of children with cerebral palsy is one of the most popular measures in the compulsory social medical insurance package. Rehabilitation of children was carried out within the framework of free assistance even before the introduction of the medical insurance system, but due to lack of funding, it was not provided on such a large scale as it is now.A modern rehabilitation center for children under three years of age was opened in the Multidisciplinary Regional Children's Clinical Hospital in 2023. The 3rd stage of rehabilitation for children with paralysis, as well as post-stroke defects, muscular dystrophy and other lesions of the central nervous system will be carried out here.— In 2024, we opened a second rehabilitation center for children aged 3–18. Last year alone, more than 1,300 children underwent rehabilitation under the Social Insurance Institution. The center has good equipment and modern devices purchased with the support of the Kamkorlyk corporate fund. Rehabilitologists, neurologists, speech therapists, psychologists, and defectologists work there, — says the head of the rehabilitation center Nina Derkach.— My daughter's name is Maryam. She is 3 years old. We first applied to the rehabilitation center in early 2024. After the first course, the results were immediately noticeable. The second time we went 3 months later. She was diagnosed with paralysis of the legs. Now we are undergoing the third rehabilitation course. Everything is free. In addition to treating her legs, the child is engaged in speech therapy. Now my daughter stands firmly on her feet. This is a great achievement, — says the girl's mother.— Like receiving any type of planned medical care, in order to undergo rehabilitation, you need to contact the district doctor at the polyclinic at the place of registration. Then the patient is sent for a consultation to us, a rehabilitation doctor, or a multidisciplinary team of specialists. We study the applicant's condition, assess the need and effectiveness of the planned rehabilitation, and also form an initial rehabilitation diagnosis and determine a recovery plan, — noted Nina Derkach.According to the information of the Karaganda branch of the Medical Insurance FundSource : https://www.gov.kz/memleket/entities/karaganda/press/news/details/936116

The changes were approved by orders of the Department of the Committee for Regulation of Natural Monopolies. The General Director of Karaganda Su LLP, Yerbol Toleuov, named three factors that influenced the increase in tariffs. This is a continuation of the implementation of the "Tariff for Investments" program, which is accompanied by an increase in funds for 2025, an increase in employee salaries, and an increase in the cost of strategic goods: water and electricity.- This year, it is planned to reconstruct 40 water pipelines under the approved investment program. There is an additional investment program - five more facilities. Accordingly, we will replace water pipelines with a total length of 30 km on 45 streets. It is also planned to replace 18.5 km of sewerage network. From March 1, all preschool organizations in Karaganda region will switch to voucher financing 15.02.2025
In Karaganda, representatives of the Financial Center and the Indigo portal are holding meetings with kindergarten leaders, explaining the features of the new voucher financing system. It is aimed at reducing corruption risks when distributing state orders and financing preschool organizations, as well as creating conditions for competition.Eleman Ilyas, Director of the Budget Financing Department of the Financial Center JSC, explained that while there was a queue for a kindergarten seat before, now there will be a queue for a voucher. Parents choose a preschool institution, and then financing is provided. So far, directors have many questions, but program operators are confident that it will show positive results in the future. One of the advantages of the new system is that now parents can independently choose a suitable kindergarten and, if necessary, change it without waiting in line. Previously, the state order was attached to specific kindergartens, and the number of places allocated depended on the decision of the education department.– In the current system, parents did not have the opportunity to freely move from one kindergarten to another. Now this process has been simplified, because the voucher is a state order, which is attached to a specific child and is implemented until the moment of refusal or cancellation, – explained Elaman Ilyas. – Wherever the child goes, the funding is sent there. Now, any accredited kindergarten that meets the established standards can accept as many children as its capacity allows for state funding.Voucher funding is carried out when the child actually arrives at the kindergarten and is confirmed by a monthly report card, including with parents. The voucher is also saved in case the child becomes ill or the parents request a leave of absence. However, if the child does not attend kindergarten for more than 40 days a year for no good reason, funding may be reconsidered. To receive vouchers, parents apply through the information system and are divided into 21 categories, each of which has its own queue. The lists are updated once a year. If within two days of receiving the voucher, the parents confirm their intention to attend kindergarten, then within five working days it is necessary to collect all the documents and conclude an agreement with the institution. If there is no place in the kindergarten you want, you can choose a temporary option and leave your application on the waiting list. The voucher financing project is already operating in the cities of Taraz, Shymkent, Uralsk and Turkestan. Since January, it has been operating in Astana. While the mechanism is being tested, the program developers continue to improve the system, taking into account all suggestions and making it as convenient and effective as possible for both parents and preschool institutions. Instead of a 100-year-old 8-apartment house, a modern 6-story residential complex: the first project under the renovation program was completed in Shchuchinsk 15.02.2025
A ceremony of handing over the keys to 40 apartments to representatives of socially vulnerable groups was held in Shchuchinsk, the press service of the Akim of the Akmola region reports. The 8-apartment residential building located at 13 Tsialkovsky Street was built in 1924. The owners of the dilapidated building applied to the Burabay district akimat in September 2022 and stated that the housing was in a state of emergency. After an examination, in 2023 the building was recognized as a state of emergency and a decision was made to demolish itLocal executive bodies decided to include the state of emergency building in the renovation program. Former residents vacated their homes to the construction company "Tasu Company" LLP. Thus, the project was implemented solely at the expense of private investments, without attracting budget funds. The contractor company built a modern 6-story residential complex with 48 apartments in place of the old building. It should be noted that this house is the first residential building built in the Akmola region as part of the renovation program being implemented by order of the Head of State. The construction of a new house will not only improve the living conditions of citizens, but also change the appearance of the city and allow it to be renovated without the need to build additional engineering infrastructure. The old apartments were replaced with new, spacious and comfortable housing. All former residents received modern apartments with high ceilings and bright corridors from the new residential complex. Also, an elevator was installed in the house, which significantly improves the quality of life of residents. The complex is equipped with all the necessary conditions and provides full opportunities for a comfortable life. The remaining 40 apartments were purchased by the akimat of the Burabay district, providing housing for dozens of citizens from socially vulnerable groups.During the handover of the keys to the new residents, the akim of the Akmola region Marat Akhmetzhanov noted the importance of such programs in improving the quality of life of the population. He said that renovation is an important step towards not only solving the problem of dilapidated houses, but also creating comfortable and modern conditions for the population. "The head of state pays special attention, first of all, to the implementation of social projects aimed at improving the quality of life of Kazakhstanis. One of them is the issue of providing housing. Last year, 28 houses were built at the expense of budget funds and 850 apartments were purchased. As a result, the housing situation of about 2.5 thousand families improved. 1.5 thousand of them are families from socially vulnerable groups. In general, more than 6 thousand Akmola residents in the region received new, comfortable housing. The purchase of ready-made apartments made it possible to reduce the housing queue. In addition, these houses are of much higher quality than those built at the expense of the budget. This measure will improve the housing conditions of large families, orphans, citizens with disabilities and other socially vulnerable categories of people,” said M. Akhmetzhanov.Elina Schmidt, a mother of many children who received an apartment in a new house, shared her joy:“I did not believe it when the housing and communal services employees called and said that we would be given an apartment. At first, I thought they were scammers and contacted the akimat. They confirmed that their employee had contacted me and said that I could submit the documents. At that moment I burst into tears. We waited 14 years, we thought that we would never be able to buy a house again. When we saw the apartment, we cried again - because this is our home! It is very beautiful, I did not expect such a good repair. We are very grateful to our state for such a program. We are very happy!” – said E. Schmidt. The implementation of the renovation program in the Borovoye district is an important step towards improving the housing conditions in the region. In addition, it is a harmonious example of modern construction and care for the needs of the population. This program also covers other cities in the region. In particular, in the city of Kokshetau, new housing construction has begun within the framework of this initiative. Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/936396
