THE HEAD OF STATE INSTRUCTED THE GOVERNMENT TO FURTHER REFINE THE ISSUE OF VAT DURING A MEETING WITH DOMESTIC BUSINESS REPRESENTATIVES 14.02.2025
- After a comprehensive analysis of any reform, It is necessary to conduct it seriously. It is necessary to develop various options, taking into account the specifics of the sectors of the economy. I have not expressed my views on the value-added tax before. Because, according to my official rank, every word and opinion of mine is perceived as a strict order. Nevertheless, I would like to express my opinion on this issue. In any case, the value-added tax rate should be set in a differentiated manner. It is better for the government to make the final decision based on accurate calculations, listening to the opinions of qualified experts, I repeat, qualified experts and entrepreneurs, and, of course, deputies. One thing is clear, the rate currently proposed by the government is too high. You mentioned a specific figure. It was hotly discussed by society. In some cases, even unnecessary words were said. However, this was a proposal that was put forward for public discussion in advance. I repeat, the government's work in this direction should continue, taking into account the opinions of business, society, entrepreneurs, experts, that is, all parties. A specific decision should be made this year. I have said before: The government should discuss this issue in detail with deputies and experts. The opinions expressed today will also be taken into account. The state needs the most optimal solution. That is, on the one hand, we need to find an effective way that will not hinder business, but create favorable conditions, and on the other hand, strengthen tax discipline and increase budget revenues, - said Kassym-Jomart Tokayev.Source : https://www.gov.kz/memleket/entities/ontustik/press/news/details/934108

"Tariff instead of investment": Karaganda to complete reconstruction of heating networks on Arkhitekturnaya Street this year 14.02.2025
The improvement of the quality of heat supply in Karaganda continues. Last year, the construction of the third heat pipeline was completed to eliminate the shortage of heat capacity in the Southeast. This year, the reconstruction of heat networks on Arkhitekturnaya Street should be completed in Maykuduk under the investment program.Akim of Karaganda region Yermaganbet Bolekpayev instructed monopolists to report to consumers under the "Tariff instead of investment" program. The company "Teplotranzit Karaganda" reported on what factors affect the formation of the tariff.4690 houses in Karaganda are connected to the central heating system, about half of which are multi-storey buildings. The length of heat networks is 448 km. The wear of communications is still high - 71.2%. Modernization is being carried out within the framework of the approved investment program. The measures are aimed at increasing the reliability of heat supply, reducing heat costs and reducing wear of the heat supply system. From February 1, new tariffs for heat supply services came into force. The changes were approved by orders of the Department of the Committee for Regulation of Natural Monopolies.“The price increase is due to the implementation of the investment program within the framework of the state program “Tariff for Investment”, changes in the cost of strategic goods (electricity and heat energy for regulatory costs), as well as an increase in the volume of services provided,” the company explained.Aldanysh Kunispekov, Financial Director of Teplotranzit Karaganda LLP, spoke about this year's projects.– The reconstruction of heat networks on Arkhitekturnaya Street will be carried out starting in 2023. 500 meters of 1.6 kilometers remain. This year it should be completely completed. The expected result is to improve heat supply, increase the reliability of heating networks, and reduce costs, - he reported.- Also, within the framework of the "Tariff for Investment" program, we will begin the reconstruction of the inter-city networks and pumping station in microdistrict 28. The length of the networks is 1.37 km. The project will last for two years, until 2026. Its implementation will allow connecting new buildings in this district to heat.According to Andrei Lyapunov, General Director of Teplotranzit Karaganda LLP, it is planned to connect consumers of the South-East to the third heat pipeline at the end of March.- It is currently operating in test mode. We are checking the operation of pumps and automation, - he said. - In general, together with the authorities, we continue to modernize the city's heat supply.Source : https://www.gov.kz/memleket/entities/karaganda/press/news/details/932584

Social business: Thanks to state support, Karaganda residents opened an art-space and correctional center 14.02.2025
A disabled Karaganda resident Adelina Bityukova received a state grant and created an art space for creative people. Here you can draw, do tufting, and customize clothes. Last year, 178 people from socially vulnerable categories in the region received state support to open and develop their own business. Today, five people work in the art space "Sreda". Large families and children from socially vulnerable groups study in the studio for free.- We are engaged in sand and water painting, customization, tufting (the art of carpet embroidery). It is now very popular in Europe. A grant was received for this tufting equipment, - says Adelina. – We are constantly developing and expanding our center with new areas.Grants are often used to open educational and rehabilitation centers, production of semi-finished products and confectionery, and farms.Shynar Ten, the mother of a child with special needs, opened the NeuroTen neurocorrectional center for children's development. Grant funds helped her introduce new methods.– With the money received, we purchased a metal structure for a sensory-dynamic cube and a set for adapted physical education. These elements help develop children's vestibular and tactile systems. In typical children, such skills are formed naturally on playgrounds, and children with special needs need to create special conditions for their development, - explained Shynar. The grant support program for socially vulnerable categories of the population can be attended by large families, recipients of state benefits, social payments in case of loss of a breadwinner, people with disabilities, parents or guardians of children with disabilities, relatives, and immigrants. To do this, you must be registered as unemployed or have the status of an individual entrepreneur for no more than three years. A prerequisite is to pass the “Bastau Business” course on the basics of entrepreneurship.Grants are provided once on a non-refundable basis in the amount of up to 400 MCI (in 2025, the amount will be 1,572,800 tenge). These funds will be allocated to purchase the necessary equipment, consumables, rent premises and other expenses related to starting a business.“The most important thing in the project is that all grant recipients were previously unemployed. Now they are not only successfully running their own businesses, but also creating additional jobs,” says Nurzhan Syzdykov, director of the Labor Mobility Center for the Karaganda region. This year, it is planned to support 183 entrepreneurs who are just starting their business and belong to socially vulnerable categories.Source : https://www.gov.kz/memleket/entities/karaganda/press/news/details/933092

A collection dedicated to the 120th anniversary of the Karkaraly petition was presented in the Karaganda region 14.02.2025
This year marks the 120th anniversary of the signing of the Karkaraly Petition. On this occasion, the collection "Alash's Karkaralysy" was presented. It included research works by Kazakh scientists. The book was published with the support of the Karaganda regional akimat.– This was a big event dedicated to the 120th anniversary of the Karkaraly Petition. It contains many historical facts. This book is a monument to an important historical event at the beginning of the last century. I myself study the history of the region, I have published six books. I hope that the in-depth study of Karkaraly will continue, - noted veteran local historian Sayat Ospanov.Let's recall historical data: on July 25, 1905, at the Koyandy fair in Karkaraly, a petition against the colonization of the tsarist government was adopted and sent to Nicholas II. It was signed by about 15 thousand people. Among the signatories and possible drafters of the petition were Akhmet Baitursynov, Alikhan Bokeikhanov, Mirzhakyp Dulatov, Zhakyp Akpayev and others. This document covered all the problems and became the programmatic article of the national movement.– The book contains many facts not only about the history of Karkaraly, but also about the history of the people, including the history of independence. It is clearly stated that it was in this Karkaraly that the origins of independence, where the leaders of the "Alash" movement stood, were located. It is important for the history of the region that the struggle of Kazakh intellectuals for the freedom of the people began in Karkaraly, says Satbek Slambekov, an employee of the Karkaraly Museum of History and Local Lore. The presentation of the collection included reports by scientists, local historians, history teachers and high school students about the Karkaraly petition and the "Alash" movement.
