BRIEFING: A NEW MODEL OF ENGINEERING TRAINING IN KAZAKHSTAN 01.02.2025
Today, January 29, a press conference was held at the Central Communications Service under the President of the Republic of Kazakhstan on the topic "A new model of engineering personnel training".The briefing was attended by Gulzhan Zharasova, Deputy Chairman of the Committee on Higher and Postgraduate Education of the Ministry of Higher and Postgraduate Education of the Republic of Kazakhstan, Nurlan Kyzylbayev, Vice-Provost for Academic Management of the KazNUTZU named after K.I. Satpayev, and Zhadyra Konyrbayeva, Vice-Rector for Science and Innovations of the D. Serikbayev East Kazakhstan State Technical University, who touched upon the main aspects of the new model of engineering personnel training, proposed solutions and expected results. At a meeting of the National Council for Science and Technology, the Head of State instructed to develop a national model of engineering personnel training taking into account international standards. Engineers are trained in Kazakhstan by 54 universities, where more than 103 thousand students study. 1494 programs in the field of engineering were included in the register of educational programs, 870 of which were updated in accordance with professional standards.Gulzhan Zharasova noted that major initiatives have been launched to address the problems of engineering education in Kazakhstan. In particular, the modernization of educational programs, the internationalization of education, the development of digital infrastructure, early career guidance, the creation of academic and research priority centers, and the introduction of the "industrial PhD" mechanism. Last year, 71% of programs were updated taking into account the requirements of the modern labor market. The Ministry of Science and Higher Education is actively working to transform Kazakhstan into an educational hub of Central Asia, having established 34 strategic partnerships with higher education institutions in 12 countries. The speaker noted that branches of foreign universities will be created to train specialists in areas that are in demand at the local level."Most of the programs are aimed at training technical specialists, taking into account the needs of industries and the demands of regions. For example, the Heriot-Watt University branch at Aktobe University trains specialists in electrical engineering, energy and mining; the RKU branch at Taraz University trains specialists in chemistry and chemical technology, and the consortium of German universities in Aktau trains specialists in logistics, energy and environmental engineering. This approach makes graduates in demand in local and international labor markets,” said Gulzhan Sagidollakyzy. At a meeting with media representatives, Nurlan Kyzylbayev spoke about the introduction of a new model of engineering training at Satbayev University. The engineering education model is aimed at updating educational programs taking into account the requirements of the labor market. The university is actively introducing innovations, offering courses in robotics, artificial intelligence, sustainability and digital technologies, creating modern laboratories and research centers.“The goal of the new model of education at Satbayev University is to train specialists with knowledge and skills that fully meet the requirements of modern industry and economic sectors,” Nurlan Kuttybayev noted.Within the framework of the new model, Satbayev University is actively developing international partnerships and offering double degree programs with leading universities in the USA, Great Britain, Germany, Korea and other countries. The university also cooperates with industrial partners such as KAZ Minerals, Samruk-Energo and Alageum Electric, offering students internships and practice opportunities at real enterprises. Special attention is paid to the “Industrial PhD” program and dual education aimed at solving industrial problems.Zhadyra Konyrbayeva spoke about the experience of EKSTU in implementing the national model of engineering education aimed at reducing the “gap” between real production and academic training. She noted the importance of training engineers in universities closely linked to industry. The university adheres to the principles of the European system and incorporates elements of the practice-oriented American education system, combining best practices to train competitive specialists. The basis of the East Kazakhstan University approach is the CDIO model, which is aimed at combining theoretical knowledge with practical skills.“The implementation of the model in our university is carried out through projects such as project management and network engineering schools, engineering education leaders, Fab Lab, and academic and research priority centers. An important aspect is the strengthening of physical and mathematical training and the introduction of disciplines with elements of the theory of solving inventive problems,” Zhadyra Tusikhanovna noted. The speaker also noted the Lu Ban workshop, equipped with a Chinese partner for more than a million dollars. The workshop is equipped with modern equipment from Chinese manufacturers, where 400 students from 8 countries are studying.Konyrbayeva noted the importance of introducing new programs such as "Smart Technologies and Artificial Intelligence in Automotive Engineering", as well as the creation of a center for certification of engineering personnel, which will contribute to improving the quality of education and its compliance with the requirements of the labor market. As part of the integration of academic education with industry, 25 academic and research priority centers have been created on the basis of the country's leading universities. From September 1, 2024, training for "industrial PhD" began on the basis of 8 universities in collaboration with large companies such as "Kazminsk" and "Kazchrome". This direction is designed to train highly qualified specialists to introduce innovations into the industry. Thus, Kazakhstan is actively developing its engineering education system, making efforts to train specialists in demand for local and international labor markets.Source : https://www.gov.kz/memleket/entities/sci/press/news/details/926910

From April 5, 2025, amendments to the legislation of the Republic of Kazakhstan will come into force, equating mopeds to motor vehicles. From that date, this vehicle can only be driven after registering it with the police, passing a technical inspection, issuing a motor vehicle insurance policy and having a category A1 driver's license.– For registration, you need to apply to a specialized PSC at your place of residence with identity documents, as well as provide a technical document or information about the vehicle's characteristics. Then you need to fill out an application and pay the state duty, – explained the senior inspector of the administrative police department, police major Azamat Dayrabayev. – Previously purchased mopeds must be brought to a specialized PSC at 5 Mukanov Street, Karaganda, for registration, passing a technical inspection and drawing up all documents. There you can take a practical exam for category A1. All conditions have been created for this: a racetrack and special equipment. The only exception is that exams will be taken only after the snow melts and the track surface dries. Now, a driver's license is mandatory for all moped drivers. The only exception is that if there is category B, then additional documents are not required. In addition, from this day on, amendments to the Code of Administrative Offenses will come into force, which provide for the liability of moped drivers as drivers of vehicles. When entering the track, they will be obliged to comply with all established requirements, like other road users.- All changes and innovations are aimed at regulating the use of vehicles, - said Lieutenant Colonel Elzhas Zhartybayev, Deputy Head of the Administrative Police Department, at a briefing at the Regional Communications Service. The police representative noted that they should not only increase safety on the roads, but also help reduce the number of traffic accidents involving moped drivers.Police officers urge moped owners to register, obtain the necessary documents and think about taking training in advance. She previously played for the national team in Bulgaria and the Netherlands. She started playing hockey at the age of 8 and has been doing it for 9 years. The 10th grade student of gymnasium No. 3 admits that it is difficult to combine hockey with studies. When you are on a constant journey, you have to master the program yourself to keep up with your classmates.– A lot is being done to develop hockey. Favorable conditions are being created for training. We are making progress. I think that everything is enough to become a champion, – believes Anna Klimova. – Participating in the World Championship is an invaluable experience. The games in Riga were very interesting. I hope to get into the national team next year.Boyzhetken has one goal and one assist on his account.– Preparation for the competitions in Latvia was very important. Training camps were held in Ust-Kamenogorsk, then in Riga. The first match was against the Great Britain team. I think we were not fully focused, which is why we lost. We had to make a little effort. But we managed to defeat New Zealand, Chinese Taipei, the Netherlands and Latvia, – said defender Kalima Nigmatulina.According to Boyzhetken, she chose hockey because it is a great and fast sport. She has been doing it for five years. She is used to the burden: the weight of the uniform is about 30 kilograms.Kalima does not agree with the opinion that women's hockey is more difficult than men's hockey.- We are not allowed to use force. Fighting is allowed. I think it looks rougher than men's hockey. But it is also interesting, - says the hockey player.Alina Zhakulina and Renata Livshits from Karaganda also became silver medalists of the World Championship.- We watched all the games of our girls. The competition was very interesting. We barely missed the first place. In general, we played decently, - said Vasily Popov, senior coach of the Yunost-Gratsia team. - I have been coaching the women's team for eight years in a row. It is much easier to work with the girls, they play very carefully, they are responsible. But from the first day you have to strictly monitor discipline and rigor. The task is only to advance."Yunost-Gratsiya" is aimed at winning the Kazakhstan Championship. The third round of the national championship will be held in Karaganda from February 10 to 16. We have specific tasks ahead of us, for each of which a specific implementation plan will be developed,” the regional governor said.It should be noted that in 2024, the volume of investments in the Aktobe region amounted to 901.1 billion tenge. The decrease in investments is due to the completion of a number of large projects for the modernization of production and equipment, as well as a reduction in the volume of oil and gas production. In 2025, it is planned to implement 10 investment projects worth about 500 billion tenge in the region, which will allow creating about 1.2 thousand jobs. These initiatives are aimed at developing industry, energy and infrastructure, which should contribute to improving the economic situation in the region.During the meeting, the head of the region emphasized that the work of the investment headquarters will be reviewed to strengthen the investment potential of the region, and interaction with the Kazakh Invest, Aktobe SEC and specialized departments will be intensified. Special priority is given to supporting large projects that contribute to expanding the tax base and creating new jobs. The participants also discussed mechanisms for increasing the region's investment attractiveness, including facilitating the issuance of technical conditions, developing a logistics hub at the Aliya Moldagulova International Airport, and conducting explanatory work among businesses on taxation and state support. The regional akim noted that responsibility for achieving investment indicators lies with all leaders, and work will be evaluated based on specific results. The country's government supports the region, but the successful implementation of the tasks set requires active and coordinated interaction of all stakeholders."The work of each leader is given a specific assessment. In this regard, the government is already taking strict measures. The President of the country said that he relies on officials who are not afraid to take responsibility. The leader must make decisions and follow them through to the end. We cannot stand still, we must not allow this," the akim concluded.Source : https://www.gov.kz/memleket/entities/aktobe/press/news/details/927251

Kanat Sharlapayev shared results and plans for 2025 in the construction sector 01.02.2025
The Minister of Industry and Construction of the Republic of Kazakhstan, Kanat Sharlapayev, gave an interview to the Jibek Joly TV channel on the topic of construction and providing the population with affordable housing.First of all, the Minister focused on the main indicators in the field of housing construction. "By the end of 2023, we will have commissioned 17.8 million square meters of housing, which is 2.5 million square meters ahead of the pre-election program plan. This is 16% higher than the annual plan of 15.3 million square meters. By the end of 2024, the surplus will be 3.5 million square meters of housing," he said. The indicators were achieved through additional support tools, the allocation of 272 billion tenge for the purchase of 17.3 thousand apartments through the Samruk-Kazyna Fund, and the launch of the new Nauryz mortgage program.Kanat Sharlapayev said that the main task for 2025 is not to slow down the pace of construction. The government will make efforts to maintain the growth rate of housing construction. This plan will be achieved through the continuation of the Nauryz mortgage program, the construction and purchase of credit and rental housing, and the provision of new territories with engineering and communication infrastructure. The Minister shared information about state programs aimed at improving the living conditions of citizens, including subsidizing rents and providing preferential mortgage loans. For example, 7,746 loans for 202.7 billion tenge were issued under the Nauryz program. In addition, Kanat Sharlapayev touched upon the topic of the right to privatize rental housing. This right will apply to about 71 thousand citizens belonging to socially vulnerable groups of the population. To date, about 400 apartments have been privatized. “This will prevent the eternal rental cycle. The price factor is important, because housing is purchased at residual value,” he added. The Minister focused on the phased digitalization of the construction industry. Currently, more than 90% of master plans and detailed layouts have been digitized and brought into the regulatory framework in the E-Qurylys system. It allows to significantly simplify the interaction of various parties, from designers and developers to state bodies. The social facilities of the city were also mentioned separately. The Minister noted that in Kazakhstan, the self-awareness of city residents is increasing, which will help ensure the protection of these facilities. Currently, the packaging industry is one of the main directions that form the infrastructure of a market economy. The development of this industry is closely related to the growth of raw material production in mechanical engineering, food and chemical industries, trade, transport and other sectors. In order to provide the Kazakhstani market with a sufficient volume of packaging products, it is planned to implement several projects with a total investment of more than 90 billion tenge in the next two years. A quarter of it is planned to be exported. It should be noted that previously projects were implemented to produce corrugated paper packaging, big bags, thermo-shrink and stretch film, stone paper packaging, and polyethylene bags. Thus, the packaging materials industry in Kazakhstan is developing along with the production of consumer goods, which allows the consumer to receive high-quality packaging of domestic products and deliver the goods on time.To attract investments to the industry, support is provided at the republican and local levels in the form of investment preferences, preferential lending conditions, and tax breaks within the framework of special economic zones.Source : https://www.gov.kz/memleket/entities/mps/press/news/details/926646
