On January 1, 2025, the Law of the Republic of Kazakhstan "On Public Procurement" comes into force. During this year, the Ministry of Finance of the Republic of Kazakhstan holds meetings with representatives of business circles, corporations, government agencies, akimats, public organizations, during which it explains the main innovations and advantages of the new law.This time in Petropavlovsk, Yerlan Seitov, Director of the Department of Legislation of Public Procurement and Procurement of the Quasi-public Sector of the Ministry of Finance of the Republic of Kazakhstan, and Kanat Duzelbayev, Deputy Akim of the North Kazakhstan Region, told businessmen and representatives of government agencies of the North Kazakhstan and Kostanay regions about reducing deadlines and procedures for public procurement.The North Kazakhstan region is one of the regions of the country with developed agriculture, whose share in the GRP structure is 27.9%. Thus, the region accounts for over 90% of the republic's iron ore production, 100% of iron ore pellets and asbestos. The products are exported to various countries of the world.Large enterprises are always interested in shortening the terms of public procurement. The new law explicitly establishes norms that reduce the duration of competitions in some cases from two months to five days. In addition, the innovations provide for purchases from a single source of goods up to 100 MCI, works and services up to 500 MCI. At the same time, rural akimats are given the opportunity to purchase goods, works, and services from one source up to 4,000 MCI.A new procurement method has already been introduced in the form of a competition using a rating-point system. This method excludes the participation of the competition commission in the process of determining the winner, thereby minimizing corruption risks. Given that the winner is determined by the portal automatically based on data from information systems of government agencies, the results of such purchases are not subject to appeal. This significantly reduces the procurement time, eliminates the risks of improper admission or rejection, as well as revision of the results.To improve the skills of procurement participants, it is proposed to carry out purchases among suppliers with the appropriate reputation. Information about the supplier will be generated using various databases, which will allow you to switch to automatic selection of suppliers with a combination of price and quality criteria for all types of purchases."As part of the execution of the instruction of the Head of State on the demonopolization of the construction market, the new law reflects measures to demonopolize economic sectors. In particular, when calculating conditional discounts, the application of price criteria in the form of a territorial feature continued. This will make it possible to evenly and fairly distribute the volume of public procurement and eliminate the monopoly position of individual large companies," concluded Yerlan Seitov, Director of the Department of Legislation of Public Procurement and Procurement of the Quasi-public Sector of the Ministry of Finance of the Republic of Kazakhstan.The new Law "On Public Procurement" will improve the quality of purchased goods, works, services, strengthen the responsibility of potential suppliers and provide support to domestic producers.After the meeting with the business, Yerlan Seitov, Director of the Department of the Ministry of Finance of the Republic of Kazakhstan, visited two large enterprises in the region: Raduga LLP (a leader in recycling of secondary raw materials) and Green North LLP (the only fourth-generation production greenhouse in North Kazakhstan region).Raduga KDR company is a large trading and manufacturing company known not only in the Republic of Kazakhstan, but also abroad. The company's production package includes more than 600 assortment units of goods of various profiles: from food to household goods. Raduga LLP has created a full cycle for the processing of secondary polymers and waste paper.Paper and cardboard waste paper is waste collected and purchased from the population, industries and trading houses, enterprises and educational institutions. The factory also produces office paper and plans to expand and increase production and processing capacities.Green North LLP is the only greenhouse of the fourth generation in the region. The area of the greenhouse complex is 3.7 hectares. Yerbolat Dosayev: Modern technologies of solid waste collection will be introduced in Almaty 07.12.2024
Within the framework of the republican program "Taza Kazakhstan" in 2025, Almaty will completely modernize the infrastructure for the collection of solid household waste (MSW).
