The issues of reforming the veterinary system were considered by the Government 16.11.2024
At a meeting chaired by Deputy Prime Minister Serik Zhumangarin, the Government considered proposals to reform the veterinary system. The approaches presented by the Ministry of Agriculture to the creation of a sustainable and universally developed veterinary system are actually a continuation of the reform initiated in recent years in this area. The approaches are based on two key components — the complete identification of farm animals through the digital systems of EASU and ICI and the constant monitoring of the epizootic situation on the ground. Thanks to the phased measures taken in recent years, certain improvements have been achieved in the field of veterinary medicine — a decrease in such dangerous diseases as brucellosis, anthrax, pasteurellosis by 2.3 times compared to 2022, and by 28.5% from 2023. The welfare status of the World Organization for Animal Health has been restored in five regions of Kazakhstan and restrictions on meat exports to Russia, China, Turkey, and Belarus have been lifted. In the IC of Identification of farm animals (ICS), "VSE" modules have been created (control of movement, slaughter of animals and meat quality to the consumer), the function of controlling the issuance of quotas and export of animals in the "Processing Center" (control of the issuance of individual animal numbers) has been digitized. Next, it is planned to digitize import-export operations with subsequent traceability across the country, as well as organize traceability on the principle of "producer – processing – market – consumer".At the same time, the existing logistical problems, low wages and qualifications of veterinarians, weak Internet coverage of veterinary facilities create serious barriers to building an effective veterinary system in the regions. As noted by Vice Minister of Agriculture Amangali Berdalin, currently 75 veterinary stations (36% of the total) and 1,607 veterinary points (77% of the total) do not have separate buildings. More than 70% of the special equipment on the balance of veterinary stations and points is in poor condition. For example, in the village of Aksu, Almaty region, where anthrax was recently detected, the veterinary center was located in one office of the building of the akimat of the rural district, although it served more than 25.5 thousand heads of animals. "With a large amount of work of a veterinarian, it is a household inspection of farms, inspection of animals, maintenance of a health insurance database, provision of public services, veterinary preventive and diagnostic studies and others, the salary of a veterinarian with higher education is 175 thousand tenge. Due to the lack of funds in the regions, veterinarians do not have the opportunity to improve their skills, which inevitably leads to errors in diagnosis, epizootic analysis and forecasting of the epidemic situation in the region," the Vice Minister noted. Timely diagnosis and high—quality laboratory tests are the second component of the epizootic well-being of the country. Currently, there are 167 veterinary laboratories and 21 sample collection points in the country. Almost half of them require repairs, and 167 pieces of laboratory equipment are needed. All this is necessary to increase the level of ensuring the biological and food safety of the country. In addition, in the Mangystau and East Kazakhstan regions, due to the growth of road freight and through seaports, increased control over food and biological safety at the border, design and estimate documentation for the construction and repair of veterinary laboratories is being developed. In order to strengthen veterinary control in the field, it is proposed, in addition to the existing veterinary departments in regions and cities of republican significance, to cascade the veterinary network until the creation of appropriate departments in district centers and cities of regional significance. The opening of the new House of Culture will become a significant object for the city, creating conditions for the cultural and social development of the population.The second facility in Khromtau, which was inspected by the akim of the region, was the FOK under construction.The sports and recreation complex in Khromtau near the akimat began to be built in 2019, it was supposed to be commissioned in 2023. Due to the increase in prices for building materials, the contractor Babek Kurylys LLP applied for an adjustment of the project estimate. After the changes were approved, the LLP continued construction in 2023. The new deadline for the completion of the facility is set for 2025.Askhat Shakharov also instructed the contractor not to delay the deadlines for the completion of the facility.The next akim of the region inspected the work of the central boiler house of the city of Khromtau, which is on the balance sheet of the Don Mining and Processing Plant. Askhat Shakharov inquired about the current condition of the equipment and discussed with the management of the facility the progress of repair work aimed at improving the reliability and efficiency of the boiler house.To ensure uninterrupted heat supply to the city, the company carried out major repairs of boilers in 2023 and repaired 1.2 km of heating networks this year.After inspecting the facility, the mayor set the task for the services responsible for the city's heat supply to keep the boiler room under control and promptly eliminate possible problems.After that, Askhat Shakharov visited the fire station in Khromtau.It consists of an administrative building, a garage for 4 dormitories, which houses 12 families of emergency workers. The residential building was built in 1977. It is in need of major repairs now.The mayor of the district instructed to consider the issue of allocating funds for the repair of the building."The President of the country pays special attention to the preparation and passage of the heating season, and within the framework of these tasks, the operation of the central boiler house of Khromtau was checked. This summer, more than five kilometers of heating networks were replaced in the city. At the moment, the heating season is running normally, but the issue of modernization remains relevant.Due attention is paid to the development of infrastructure, including the construction of a road of international importance, the development of road service, which opens up opportunities for the growth of small and medium-sized businesses in the Khromtau district.This year, it is planned to complete the development of the project for the construction of an industrial zone, and next year we will begin its implementation. Since September last year, a large-scale JOLTAP project has been implemented in Astana, which helps local residents find jobs, increase their incomes and master new specialties in a short time. During this time, tens of thousands of citizens have received expert advice and training within its framework, the official website of the capital's akimat reports.The project is being implemented in accordance with the instructions of the Head of State on the initiative of the Mayor's Office of Astana. The project operator is the Public Fund "Zhana mumkindik".The JOLTAP project is being implemented in several stages. The first stage is the installation and launch of modular points "Barshaga mumkindik". Currently, there are 6 modular points in the city, located in crowded places. Here, citizens can receive assistance on 52 measures of state support (micro-loans/grants for business, subsidized jobs, social services. Payments, etc.), sign up for free training in 20 author's courses, learn about current vacancies in the city and get help with digital support (reissue of EDS, registration on websites kezekte.kz , enbek.kz, etc.). At the moment, 24 thousand residents of the capital have received consultations in modular centers, the bulk of them are unemployed youth under 35 years of age. All 20 training programs are authored and developed jointly with representatives of the capital's business. The classrooms are equipped with everything necessary. The main emphasis is on training in working specialties, such as seamstress, fashion designer, basics of accounting, basics of making cabinet furniture, salesman – cashier, basics of trading in online stores, shoe repair shop, electric and gas welder, oil change and tire service, barista. The teachers are selected from a number of practitioners with applied experience in their fields. Residents of the city can also be trained in 8 digital skills that are relevant in the modern world – SMM, website development, video editing, graphic design, content designer, targetologist, mobilographer, basic digital skills. Having learned an additional skill, citizens are employed in urban enterprises, increase their competitiveness at their current workplace or have begun to accept orders remotely. As a result of this work, about a thousand citizens opened sole proprietors and created new jobs over the year. The training programs are based on the realities of the labor market and are aimed at providing practical skills in the shortest possible time – from 2 weeks to 1 month, depending on the specialty.During the year, more than 7.5 thousand citizens studied and received practical skills in working and digital specialties. The third stage is the launch of a job and employee search platform –"JUMYSTAP.kz ". Today, about 12 thousand users have been registered, of which 2 thousand are employers, including large and network companies such as Magnum, Shaurma Food, Danmard, 12 Months, Zeta, YDA plant, DSK GLB and others. Business representatives from other regions are also showing interest in the platform, which allows citizens to look for work not only in the capital, but also in other cities of the country.
