Instead of a 100-year-old 8-apartment house, a modern 6-story residential complex: the first project under the renovation program was completed in Shchuchinsk 15.02.2025
A ceremony of handing over the keys to 40 apartments to representatives of socially vulnerable groups was held in Shchuchinsk, the press service of the Akim of the Akmola region reports. The 8-apartment residential building located at 13 Tsialkovsky Street was built in 1924. The owners of the dilapidated building applied to the Burabay district akimat in September 2022 and stated that the housing was in a state of emergency. After an examination, in 2023 the building was recognized as a state of emergency and a decision was made to demolish itLocal executive bodies decided to include the state of emergency building in the renovation program. Former residents vacated their homes to the construction company "Tasu Company" LLP. Thus, the project was implemented solely at the expense of private investments, without attracting budget funds. The contractor company built a modern 6-story residential complex with 48 apartments in place of the old building. It should be noted that this house is the first residential building built in the Akmola region as part of the renovation program being implemented by order of the Head of State. The construction of a new house will not only improve the living conditions of citizens, but also change the appearance of the city and allow it to be renovated without the need to build additional engineering infrastructure. The old apartments were replaced with new, spacious and comfortable housing. All former residents received modern apartments with high ceilings and bright corridors from the new residential complex. Also, an elevator was installed in the house, which significantly improves the quality of life of residents. The complex is equipped with all the necessary conditions and provides full opportunities for a comfortable life. The remaining 40 apartments were purchased by the akimat of the Burabay district, providing housing for dozens of citizens from socially vulnerable groups.During the handover of the keys to the new residents, the akim of the Akmola region Marat Akhmetzhanov noted the importance of such programs in improving the quality of life of the population. He said that renovation is an important step towards not only solving the problem of dilapidated houses, but also creating comfortable and modern conditions for the population. "The head of state pays special attention, first of all, to the implementation of social projects aimed at improving the quality of life of Kazakhstanis. One of them is the issue of providing housing. Last year, 28 houses were built at the expense of budget funds and 850 apartments were purchased. As a result, the housing situation of about 2.5 thousand families improved. 1.5 thousand of them are families from socially vulnerable groups. In general, more than 6 thousand Akmola residents in the region received new, comfortable housing. The purchase of ready-made apartments made it possible to reduce the housing queue. In addition, these houses are of much higher quality than those built at the expense of the budget. This measure will improve the housing conditions of large families, orphans, citizens with disabilities and other socially vulnerable categories of people,” said M. Akhmetzhanov.Elina Schmidt, a mother of many children who received an apartment in a new house, shared her joy:“I did not believe it when the housing and communal services employees called and said that we would be given an apartment. At first, I thought they were scammers and contacted the akimat. They confirmed that their employee had contacted me and said that I could submit the documents. At that moment I burst into tears. We waited 14 years, we thought that we would never be able to buy a house again. When we saw the apartment, we cried again - because this is our home! It is very beautiful, I did not expect such a good repair. We are very grateful to our state for such a program. We are very happy!” – said E. Schmidt. The implementation of the renovation program in the Borovoye district is an important step towards improving the housing conditions in the region. In addition, it is a harmonious example of modern construction and care for the needs of the population. This program also covers other cities in the region. In particular, in the city of Kokshetau, new housing construction has begun within the framework of this initiative. Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/936396

Innovative technologies in the mining industry: reducing the loss of minerals and improving working conditions 15.02.2025
Scientists of the D.A. Kunayev Institute of Mining Affairs branch of the State Enterprise of the Republic of Kazakhstan "National Center for Complex Processing of Mineral Raw Materials" in Moscow participated in a major international event in the field of mining - the "Miners' Week-2025" symposium. The event has been held for more than 30 years and is an important platform for discussing current issues and innovations in the mining complex. It attracts leading specialists and scientists, brings together experts to exchange knowledge and promote new technologies.Kazakhstani scientists shared their developments for the domestic mining industry. Among them is the technology for developing difficult-to-extract deposits. The use of this technology ensures a reduction in the loss of minerals in the massif. Scientists have shown this on the example of the Zhezkazgan deposit.A methodology for technical and technological audit in quarries is presented. With the help of this methodology, specialists can find the most effective way to conduct mining operations, while receiving an economic result of more than 1 billion tenge per year.A new methodology for making management decisions to optimize all stages of the operation of geotechnological complexes of quarries is proposed. An innovative automated system for controlling ventilation of underground mines has aroused genuine interest. Such systems are necessary to ensure satisfactory working conditions and significantly increase the safety of workers. Scientists are confident that their own production and software using artificial intelligence will allow achieving economic feasibility and creating favorable working conditions. Architecture, urban planning and construction catalog: rules for inclusion and methods of use 15.02.2025
Today, the regulatory framework for construction quality in Kazakhstan is the Construction Norms and Rules (KNR) and GOST. Previously, prices and commercial offers for construction projects for material resources and engineering equipment were partially set, and their prices did not always correspond to the market. This has repeatedly led to an increase in the cost of construction. In order to avoid this problem, as well as to save budget funds and minimize the use of price lists financed by state investments, quasi-public sector entities and public-private partnership (concession), when making design decisions (when forming the characteristics of equipment, products and materials) for the construction of facilities envisaged, it is necessary to use the nomenclature of material resources and engineering equipment "List of building structures, products and building materials" in accordance with the Architectural, Urban Planning and Construction Catalog (AGSK-3). For example, in July 2022, the normative technical document of the Republic of Kazakhstan No. 1.02.03-2022 "Procedure for the development, coordination and approval of design and estimate documentation for construction" came into force, which provides for the inclusion of price lists in the GSC, which provides for the prevention of increasing the estimated prices of construction materials through price lists. The norm for the exclusion of use is indicated. It should be noted that AGSK-3 recommends adding a reference book, providing the necessary material resources, equipment, furniture and accessories that are not in the estimate-normative base, and relevant price and technical information (catalogs with detailed technical specifications, certificates of conformity, certificates of origin of goods (ST KZ), test reports). It is important to know that the estimated cost of resources is determined by a set of estimated prices. If the collections do not contain an estimated cost of the required item, then its cost should be determined at the lowest price, based on the estimated prices of such resources in accordance with the approved decisions of the Customer, that is, using information on the prices of resources, taking into account the technical parameters and characteristics adopted in the project. If the price of individual resources and equipment according to price lists or commercial offers is lower than in the reference, the Customer has the right to make a decision to revise the prices of materials included in the reference, recalculating the estimated cost of construction in the process of conducting a comprehensive external examination in order to effectively use financial resources. Recalculation of the estimated cost is carried out by the design organization that developed the project on the instructions of the Customer. The requirements of paragraph 5.13 of the RK Construction Code are established only for material resources and engineering equipment. Today, the use of price lists and commercial offers is applicable only to technological equipment.
